Ten-year-old walks into house, finds mother murdered
New Delhi, November 23 The victim has been identified as Rajni (30), wife of Anil Kumar. She was living with her husband and three children at 127, Lajpat Nagar, Part-I. The police said that at around 12 noon, one of the daughters of the deceased, Priyanka (10), returned home and found the door ajar. Later, she found her mother lying in a pool of blood in the bedroom. Priyanka immediately informed her grandmother who in turn informed the police. The preliminary investigations have revealed that Rajni might have been killed the previous day as the blood had coagulated. According to the DCP South district, Praveer Ranjan, “Anil Kumar, the husband of the victim, has not yet reached the house and we are trying to trace him. He is employed in a garment shop in Chandni Chowk. Besides, he conducts garment exhibitions. His wife used to help him in his business.” The police have recorded the statements of more than 10 persons in this connection. The police have ruled out robbery as a motive in the crime as all goods were found intact in the house. The preliminary investigation had also revealed that Rajni was last seen alive with her husband Anil on Sunday, when they went to drop their three daughters at their grandmother’s place. Since the grandmother’s house is close by, Priyanka returned by herself. Both husband and wife used to fight on minor issues.

A city court today granted anticipatory bail to a man, accused by his wife of raping her after administering intoxicants. “Without expressing any opinion about rival stories, I consider that it is a fit case where accused should be granted anticipatory bail for some period on the condition to join the investigation as and when required by the investigating officer,” ordered Additional Sessions Judge S. N. Dhingra. |
INLD misusing govt machinery, says Congress
Faridabad, November 23 The government had recently brought the relics of the late leader from Lahore and had announced to set up a museum in his memory at his native village. While the government and its agencies have been appealing to the people to reach Garhi Sampla village for the function tomorrow, the authorities have reportedly been instructed to arrange transportation for the people, who wish to attend the function. However, the local authorities deny that they have been instructed to arrange for the transportation of the farmers wishing to attend the functions. It is learnt that about 250 vehicles have been ‘confiscated’ by the police and other departments, and have been kept ready to proceed to Sampla town next morning. The vehicles ‘confiscated’ for the purpose include private buses, mini-buses, Tata-407 trucks and multi-utility vehicles like Tata-Sumo and Qualis jeeps. Criticising this development, the Youth Congress leader from Ballabhgarh, Mr Mukesh Dagar, claimed that the Chief Minister and his ruling INLD were trying to gain ‘political mileage’ by holding an election rally under the garb of the birth anniversary function of Sir Chhotu Ram. He claimed that the real function to observe the occasion was being held at Gohana tomorrow, where the former HPCC chief and the grandson of the late kisan leader will be the chief guest. He wanted to know what the Chief Minister and his party were doing in the last five years, as no function was held at Garhi Sampla in that period. Stating that it was a political drama with a view to encash the sentiments of the people in the coming Assembly elections, he said the government had ‘failed’ to do anything for the farmers in the past five years. As such, he had no moral right to organise such functions in the memory of the kisan leader.
Inculcating moral values
Faridabad, November 23 According to Mr Umesh Bhatia, Director of ‘Educational Rays and Ways’, a social organisation involved in organising educational, creative and value based seminars, workshops and plays, at least three plays will be staged on the occasion. Artistes of the National School of Drama and the ‘Theatre in Education’ will take part in the programme, which will begin at 10 a.m. He said the plays to be staged will based on the stories, ‘Bade Bhai Sahib’, Lottery’ and ‘Boodhi Kaaki’. He said this was the first time that stories of the legendary writer had been made the basis of the plays, as these stories were found to be the best source of moral education for the youths. |
Engineer held for using credit card fraudulently
Noida, November 23 The arrested person, identified as S. Khandelwal, is an engineer by profession and was helped by two others in this operation. The police of Sector-20 police station are on the look out for them. According to the Noida police, the manager of HSBC bank in Sector-18 had lodged a complaint that one Kapil Gautam had got a credit card issued from their bank. However, when the bank officials tried to contact the person on the given address, it was found that nobody with that name ever lived there. Using this credit card, the man had purchased goods worth Rs 46,000 in one month. During police investigation, one S. Khandelwal, a resident of Indian Oil Apartments in Sector-62 was nabbed in this connection. He is working as an engineer with the Wipro company. According to R. N. Singh Yadav SO, Sector-20 police station, Khandelwal was living in flat No.801 in the Indian Oil complex and had got made a credit card on the basis of false documents with the help of his friends Randeep Pahwa and Harpreet Singh. According to plan, they prepared a driving license in the name of one Kapil Gautam. When a courier company official went to deliver the credit card, Khandewal had received it posing as Kapil Gautam. Later, they went on a shopping spree using this credit card. The police are on the look out for Randeep Pahwa and Harpreet Singh, SO Yadav said.
Action against irregularities
Noida, November 23 It is learnt that the Chief Minister, Mr Mulayam Singh Yadav, has made public some parts of the inquiry commission reports in reply to queries by the area MLA, Mr Nawab Singh Nagar. However, certain important cases of irregularities related to lighting on the Expressway, electrification, construction of sewer lines, appointments and promotions in Noida and Greater Noida, sanctioning of commercial plots, group housing, residential schemes and matters related to the Gautam Budh Nagar University are still waiting for action by the administration. The MLA had sought the information from the Chief Minister under Rule 51 related to scams in Noida and Greater Noida and action taken against the guilty officials. The Chief Minister in his reply sent through the Speaker of the Assembly has given details of the various inquiry commission reports. Details of anomalies and discrepancies found in the construction of all the three flyovers in Noida have been furnished. According to reports, exaggerated estimates had been prepared for these flyovers and payments released without a proper evaluation and inspection at the construction site. The Vigilance Department had been asked to inquire into this scam. The IIT Delhi has been asked to inquire into the construction quality and the payments released, so that action against the guilty officers could be initiated. Besides, orders have been issued to rectify the architectural plans of the industrial plots in Greater Noida, which were alleged to have been done in a wayward manner, ignoring the rules and norms in this regard. Attempt is on to introduce professionalism into the whole process of approval of the layout plans in the future. Terms and conditions for tenders and provisions for lease deed are being revised and brought up to date to bring an element of transparency into the while process. These documents are being called for from the Noida Authority, it is leant. |
Extortion bid foiled
New Delhi, November 23 On November 18, one Mahinder Singh reported to the police that he had received a call from extortionists who had demanded Rs one crore from him. An hour later, he received another call from extortionists. During investigation, the police checked the list of criminals and zeroed down on one Maninder Singh, who had been released from jail in a theft case on November 10. The police raided his premises at Mandir Marg area and arrested him last night. During interrogation, he disclosed that while he was in jail he had met one Rakesh who had suggested that they make quick money through extortion. After being released from jail, he met one Rajni and conspired to extort money from Mahinder, who was also living in the same colony. Rajni provided Mahinder’s telephone numbers to Maninder and also suggested that a shot should be fired at his house to terrorise him. The police have recovered a country-made pistol and live cartridges from them.
Mobile snatching cases solved
With the arrest of one person, the Delhi Police claims to have solved 20 cases of mobile snatching; it also claims to have recovered 10 mobile phones from his possession. The accused has been identified as Amit, alias Langra (20). The police arrested the accused from Tuglaqabad Institutional area. During interrogation, the accused disclosed that he, along with his associates, was planning to commit a robbery in the area. He also admitted to his involvement in more than 20 cases of mobile snatching. |
Minor raped before being killed: Report
Ghaziabad, November 23 The victim, daughter of a rickshaw- puller, identified as Arjun, had gone missing while watching a TV programme in a nearby shop on November 18. Her body was found on November 20. Mr Prithvi Raj Chauhan, incharge of Nasirpur police post, said Ranju had gone to ease herself in the fields. He clarified that the postmortem examination had established that she had been raped before being killed by her tormentor. |

Internal bickering surfaces at Congress rally
Faridabad, November 23 The ‘Janjagran’ rally of the party held here failed to excite the party workers, as supporters of different leaders clashed openly. While the supporters of the former Chief Minister, Mr Bhajan Lal, boycotted the lunch hosted by the convener of the rally, the District President of the Women Cell of the party, Ms Sharda Rathaur, was harassed by some party workers on the stage itself. The “uncivilised behaviour” forced Ms Rathaur to lodge a complaint with the General Secretary of the AICC, Mr Janardan Diwedi, who was the chief guest on the occasion. Mr Diwedi reportedly had to intervene so as to maintain peace and decorum. Ms Rathaur, who is a supporter of the Bhajan Lal camp, is also a strong contender for the party ticket from Ballabhgarh, said one of her supporters. He claimed that though Ms Rathaur had been instrumental in bringing a large number of women to the rally, some of the other leaders, who were opposed to her, wanted to take the credit in the presence of Mr Diwedi, who is in-charge of the Haryana affairs. To make matters worse, a number of youths were seen shouting slogans repeatedly while Mr Bhajan Lal was addressing the rally. It was pointed out by some workers that the party had failed to rally enough people and had even failed to fill up the relatively small ground. |
Professional tax will add to woes of Delhiites: Opp
New Delhi, November 23 Describing the professional tax as illegal, he alleged that the approval for the tax is yet to be taken. In the Budget estimates of 2004-2005, the Congress had approved the tax, but in view of the Assembly election it took the line that the tax was not being imposed as it would put additional burden on Delhiites. However, after elections, a slew of new taxes had been imposed. These in turn which would adversely affect the poor section of the society. The prices of petrol, diesel and cooking gas had been also increased, which had broken the backbone of the Delhiites. He also alleged that the electricity charges had increased following privatization, and now water tariff was being hiked. Incidentally, the new taxes were being imposed on the ground that they would facilitate improvement in civic services and transport management. When citizens are already paying house, sanitation, education, electricity and fire safety taxes, what is the justification for imposing parking charges for better traffic management? It is the duty of the Delhi Government to develop the Capital. |
Parties trying to cash in on legacy of Sir Chhotu Ram
Gurgaon, November 23 The ruling INLD has launched a campaign to mobilise public support for the government- sponsored celebrations on the 125th birth anniversary of Sir Chhotu Ram on November 24, at his native place, Garhi Sampla, in Rohtak district. Mr Ashok Arora, the State president of the INLD and Mr Shamsher Singh Badshani, the political advisor to the Chief Minister, Mr Om Prakash Chautala, who were here for the mobilisation campaign, cast aspersions on some Congress leaders, who were also organising public functions at Gohana on November 24. An organisation called ‘Sir Chhotu Ram Vichaar Manch’, headed by a former Union Minister, Mr Chand Ram, has planned to organise the function at Gohana. Mr Arora and Mr Badshami said that the Congress leaders have become active in this regard in view of the coming Assembly elections in the State. They asserted that Mr Birender Singh, a senior Congress leader, had legacy only in property matters of Sir Chhotu Ram. They said that his political legacy was with the Devi Lal clan, as it has espoused the cause of the farmers and the labourers. They said that the ‘Rath Yatra’ carrying articles relating to Sir Chhotu Ram, organised by the INLD, was getting good response in the State. The ‘Rath Yatra’ is led by Mr Ajay Chautala. Moreover, the government was constructing a museum in Garhi Sampla in memory of Sir Chhotu Ram, they added. |
City acquires its first building with barrier-free environment
New Delhi, November 23 The noteworthy feature of the building design is that it is totally barrier-free for persons with disabilities and has provision for ramps, with handrails and grabbers, lifts with auditory and Braille signals, barrier-free toilets, low stairs, spacious corridors and a lobby for free movement of wheel-chairs, appropriate signals at right places etc. Inaugurating the RCI building, the Union Minister for Social Justice and Empowerment, Mrs Meira Kumar, said that her government is committed to the welfare of the persons with disabilities across the country. She also lauded the council for moving into a barrier-free building and said that the Ministry of Social Justice and Empowerment is fully committed to translate these and other provisions of the persons with disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 in true letter and spirit so that persons with disabilities are able to join the mainstream. Also present on the occasion were Mrs Subbulakshmi Jagadeesan, Minister of State for Social Justice & Empowerment and Mrs Sarita Prasad, Secretary to the Union Ministry of Social Justice & Empowerment. “This is perhaps the first such government office in the country with fully accessible features. We are on a learning curve and fully committed to a barrier-free environment as required by law,” says the RCI chairman, Major H. P. S. Ahluwalia. The Section 46 of the Disability Act envisages free access to public places and the inauguration of RCI building is a step towards that direction, he added. |
Journalists seek action against PR official
Gurgaon, November 23 The media persons have demanded departmental action against the official from the Public Relation Department. The notable development was the participation of lawyers and representatives of social organisations in the dharna. The journalists had submitted a memorandum to the Transport Minister, Mr Ashok Arora, demanding action against the errant official. The official allegedly used expletives against the photographer and threatened to harm him for clicking his photograph showing him napping at a public function a few days back. The journalists have decided to stage another dharna outside the Deputy Commissioner’s office tomorrow to press for action against the official. |

5-day week for Noida Authority
Noida, November 23 The new office timings will be from 9.30 a.m. till 6 p.m. with lunch break from 1 p.m. to 1.30 p.m. With the increase in the office hours by one and a half hour daily, Mr Dutt said this arrangement will increase the total working hours for the week by seven and a half hours, which will result in conserving expenses on petrol, electricity, water etc., and add to the efficiency of the staff. In order to keep a tab on late comers, Mr Dutt has directed the heads of the departments to send him the list of late comers by 9.45 a.m. daily. He said he will occasionally post some senior officers at the main entrance at 9.45 a.m. to identify the late comers. Moreover, he would personally inspect various offices on random basis to see that punctuality and discipline is maintained among the staff. However, some of the employees are not very enthusiastic about the new timings, especially those in the PWD, construction, Water Works Department, etc.

New Delhi, November 23 The clock, which will also display rotating health warnings on the harm caused by tobacco use as well as the benefits of avoiding or stopping its use, will be installed on November 25 by the Dr Anubumani Ramdoss. The Union Minister will also release ‘Tobacco Control in India’, a comprehensive report on the levels of tobacco use, its effects on health, economics and environment. The report was commissioned by the Ministry of Health and Family Welfare and has been edited by Prof K. Srinath Reddy, Professor and Head of the Department of Cardiology, AIIMS, and Dr Prakash C. Gupta, Director, Healis Sekhsaria Institute of Public Health, Navi Mumbai. The report has contributions from 41 authors from the fields of law, environment science, economics and public health. Speaking about the report, Prof Reddy said the report brings together for the first time the perspectives of past, present and future on all aspects of tobacco control in India to prepare a roadmap for action by multiple stakeholders. He said the report provides the basis for a National Tobacco Control Programme and identifies mechanisms by which the programme can be supported with financial and human resources as well as coordinated by national and state level bodies. Dr Gupta said it also documents the relationship of different types of tobacco products to diverse diseases and cumulative deaths in India. The report, he said, draws particular attention to the relationship of tobacco smoking to tuberculosis and tobacco chewing to oral cancer. |

New Delhi, November 23 The programme, attended by over 400 students, was inaugurated by Union Minister for Sports and Youth Affairs, Sunil Dutt. Thematic discussions on Kashmiriyat, role of youth in the Preservation of National unity and Kashmir - the land of Sufisim and Goodwill, were organised as part of the event.
