Pakistan visit was not precondition: APHC
Tribune News Service

Srinagar, November 18
Indicating that the APHC was waiting for a formal invitation for talks with the Centre and a visit to Pakistan, Mirwaiz Umar Farooq here today clarified that the Pakistan visit was “not a condition but a reality and requirement”.

Addressing a press conference after a two-hour long executive committee meeting here today, Mirwaiz sought a “triangular approach to solve the Kashmir issue through dialogue”. The executive committee meeting was held at the party headquarters in view of the ongoing visit of the Prime Minister Dr Manmohan Singh, who had stated here yesterday that the Hurriyat Conference had laid pre-conditions for resuming dialogue. All four members of the executive committee, Mirwaiz Umar Farooq, Abdul Ghani Bhat, Maulvi Abbas Ansari and Bilal Lone discussed the “sensitive issue objectively and came out with a policy decision”, former chairman Abdul Ghani Bhat said.

Referring to the Prime Minister’s assertion that the Hurriyat had laid pre-conditions for the talks as it sought a visit to Pakistan prior to the third round of talks with the Centre, Mirwaiz clarified that it was not a pre-condition. “When we talk of going to Pakistan it is for meeting the leaders of Azad Kashmir, Pakistan and the militant leadership”, he pointed out. He questioned that if leaders of India and Pakistan talk, why could there not be talks between the APHC and the Pakistan leadership. “Let a triangular approach be adopted”, he said. The Mirwaiz asserted that Kashmir issue was a long pending political and human issue and not seeking a package of Rs 24,000 crore. “They (Kashmiris) have expressed themselves in blood over the past 15 years”, he pointed out.

Mirwaiz said Pakistan president Pervez Musharraf’s proposal was a “step in positive direction” towards solving the Kashmir problem and asked India to come out with “some suggestions in this regard”. He said the Hurriyat leaders would be discussing the proposals with the visiting Pakistan Prime Minister in Delhi next week. “We are ready to put forward our views before the Governments of India and Pakistan”, Mirwaiz commented. He added that the APHC was ready to look at different options as far as dialogue was concerned.

Replying to questions, the APHC chairman said it was for continuing the dialogue process with the Central Government and lamented that the proper mechanism laid down by the NDA government was found lacking now.

LeT commander killed in Rajouri

Jammu, November 18
The security forces killed a Lashkar-e-Toiba (LeT) militant in Rajouri district here today, official sources said.

Acting on specific information about the presence of militants in Kathal-Khandi forests in Kalakote tehsil of Rajouri district early today, troops launched a search operation in the area.

During the operation, an encounter took place in which sector commander of the LeT Abu Usman was killed, they said.

The encounter was on as three militants were still in the cordon, they added.

A fierce gunbattle also broke out in the Gandole area of Mendhar tehsil of Poonch district between militants and troops, sources said. The encounter was still on, they added.

Srinagar: Meanwhile, two militants of the Harkat-ul-Jehadi Islami were killed in an inter-group clash in the border district of Poonch in Jammu and Kashmir today, sources said.

Militants belonging to Lashkar-e-Toiba (LeT) accused local ultras of surrendering to the security forces and working as informers. This led to an exchange of fire between the two groups at Lowpardhok village in Surankot, sources said.

Two militants — Mohammad Akram of Morah village and Tariq Hussain of Hari, — were killed, sources said.

Another member of the same outfit was reportedly abducted by LeT militants, they said.

Militants gunned down a village head and injured a ruling PDP activist in separate incidents in Jammu and Kashmir, sources said.

The village head, identified as Mohammad Rajab, was shot dead by militants inside his house at Yaroo village in the Langate area of Kupwara district in north Kashmir in the morning.

Rajab, a former militant-turned-counter-insurgent, was fired upon by militants from point-blank range, they said. The militants fled the village immediately after the murder.

In a separate incident, militants shot at and injured PDP worker Mohammad Shaban Dar near his house at Sather-Sangam in Bijbehara in Anantnag district of South Kashmir last night. Dar was seriously injured in the attack.

In another incident, militants opened fire on a joint search party of the Army and the police at Surigam village in the Lolab area of Kupwara district last night, injuring an Army Major and a special police officer (SPO). They said the search party retaliated but the militants escaped. — PTI
