Shiv Sainiks stop screening of ‘Girlfriend’

Mumbai, June 14
Activists of Hindu outfits today forced suspension of screening of controversial film ‘Girl Friend’ in Mumbai and Varanasi by staging protest demonstrations and tearing posters, triggering strong reactions from the film industry.

Nearly 100 activists of Bharatiya Vidyarthi Sena, the student wing of Shiv Sena, tore posters and raised slogans outside a theatre in central Mumbai, forcing it to suspend the screening of the matinee show of the movie. The theatre managers remitted the money to those who had bought tickets to watch the show.

In Varanasi in Uttar Pradesh, activists of the Kranti Shiv Sena, a breakway group of the Shiv Sena, burnt posters and banners and tried to forcibly enter into a theatre where the film was being screened, forcing the authorities to cancel the noon show.

The KSS activists indulged in heavy stone-pelting and damaged electrical fittings at the entrance gate of the hall, the police said.

Karan Razdan, director of the film based on the theme of lesbianism, termed the action as unfortunate and said “how can the country run if such violence was permitted. We are not forcing people to see the movie, they are coming on their own.”

“My film does not hurt any religious or spiritual sentiment. Nor is there any nudity or vulgar kissing scene. The theme is realistic and we also know there are some lesbian groups have come out in the open about the trend”, Razdan claimed.

“Why don’t these agitators take up issues of poverty and hunger. Why do these so-called guardians of morality not stand up for such issues,” he said.

Coming down heavily against the protesters, noted director Mahesh Bhatt said “what moral right do these people have to point fingers. I would be more happy if some of these organistions take up the issue of death of women due to starvation in various villages in India.”

“I might find many things objectionable, that does not mean that I will tear it down or burn it”, he said adding not the film has been screened after a censors’ certification.

Censor Board chief Anupam Kher said the film has been cleared after giving it an ‘A’ certificate and with a lot of cuts.

“Once we have issued a certificate, our job ends there. It is up to the government and the law and order machinery to ensure that the film was safely released”, he said.

“However, if the city and state government feels that the screening of the film would create law and order problem, then they have every right to stop the screening of the film”, he said.

Reacting to vandalism, Mumbai Police Commissioner A.N. Roy said such acts were illegal. “We will take strong action against them (protesters) and provide security to theatres screening the movie,” he said. — PTI

Major claims Siachen encounters fake

Jodhpur, June 14
An Army officer, who replaced Major Surinder Singh as Company Commander of Gorkha Rifles in Siachen Glacier region last year, today alleged before the military court in the Siachen fake killing case that the reports of enemy build-up and encounters along the LoC sent by his predecessor were “false”.

Major Phani Kishore, who assumed charge as Company Commander after Major Surinder Singh — against whom a court of inquiry has recommended disciplinary action for making exaggerated claims last year — was injured, told the court in his deposition that he came to know about the fake encounters and killings from an officer.

However, he did not name the officer who informed him about the “fake” killings.

“When I verified by visiting the site I found no trace of enemy or enemy bunker as claimed by Major Surinder Singh,” Major Kishore, who had earlier served in the National Security Guard for about two years, said.

Asserting that all reports of enemy build-up and consequent encounters and killings of Pakistani soldiers along the LoC sent to higher ups were “false” he said it was unfortunate that an officer had indulged in such malpractices.

Major Kishore said he reported his findings to battalion commander Col K.D. Singh on telephone.

The military court is recording summary evidence as a follow up of a court of inquiry which had found Col K.D. Singh and Major R. Lamba responsible for administrative lapses and recommended disciplinary action against Major Surinder Singh. — PTI

Scramble for Rajya Sabha seats hotting up
Anita Katyal
Tribune News Service

New Delhi, June 14
Mr. Jairam Ramesh, Congress’ key strategist and close confidant of AICC general secretary Ambika Soni, is learnt to have been nominated for a Rajya Sabha seat from Andhra Pradesh. The official announcement is yet to be made but party sources said the names of five candidates were finalised when Andhra Pradesh chief minister Rajshehkar Reddy met Congress president Sonia Gandhi today.

Of the 15 seats which the Congress can win in the Rajya Sabha elections, due on June 28, the party can get five members from Andhra Pradesh given its strength in the state assembly. Except Mr. Jairam Ramesh, the other candidates whose names figure in the list are from the state. These include Hanumanath Rao, Mohammad Jani, Girish Sanghi and Ravi Mallu. With only two days left for filing nominations, the scramble for Rajya Sabha seats in the party is hotting up. The party has so far declared the names of five candidates. having finalised the names of the Andhra Pradesh contingent, the rush is on for the remaining seats.

Mr. Satish Sharma, close family friend of the Gandhis, and veteran party leader M.L.Fotedar are both trying for the lone seat in Uttaranchal. Power minister P.M.Sayeed is expected to be fielded from the Delhi seat, vacated by sitting member Ambika Soni, who has shifted to Punjab.

In addition, the Congress will also be able to win a seat each in Orissa, Rajasthan, Tamil Nadu and Chhattisgarh. The party managed to add yet another seat to its total tally with six independent legislators in Haryana today declaring their support for a Congress candidate.

The battle lines are also being drawn in Uttar Pradesh. The Congress is planning to field CWC member Salman Khursheed from the state although given its 16-member strength in the assembly, the party cannot win till it can rustle up the support of another 16 members.

While the Congress is eyeing the independent legislators and is also trying to strike a deal with Rashtriya Lok Dal’s Ajit Singh whose party has 13 MLAs but is unable to get a candidate through on its own strength.

However, it is not going to be an easy task for the Congress. The Samajwadi Party and the BJP, who both have surplus votes, have also decided to field an extra candidate each. These two parties will also be depending on the independent legislators and the RLD.

With all the three parties out to cut each other to size, all eyes are on Mr. Ajit Singh. The RLD is an ally of the Samajwadi Party and, despite Congress efforts to woo Mr. Singh, it appears relations between the two have not reached breaking point yet. Since the Samajwadi Party helped Mr. Ajit Singh win two seats in the legislative council, the latter appears more inclined towards the SP. The Congress, on the other hand, is luring Mr. Ajit Singh with a Cabinet berth at the Centre in return for his support in the Rajya Sabha poll.

MLAs’ pressure tactics to get Cabinet berths
Manohar Prabhakar
Tribune News Service

Jaipur, June 14
Unprecedented pressure tactics, including protest demonstrations, bandhs and slogan-shouting are being adopted by supporters of the legislators who could not be inducted into the recent expansion of the Vasundhra Raje Cabinet in Rajasthan.

Never in the political annals of more than half a century such caste-based demands for ministerial berths were made in the state.

A peculiar feature of this phenomenon is the aggressive strategy devised by the deprived ones to voice their anguish and annoyance through the social forums of their respective communities.

While the members of the mighty Meena tribe are flamboyantly fighting to find at least three more ministerial berths on the ground that out of the 31 legislators of their tribe, as many as 22 belonged to the BJP, the Gurjar community is also pressing its demand through their Mahasabha to induct Mr Nathu Singh Gurjar who had been a Minister of State in the Shekhawat government.

At a meeting of over 200 Meena community leaders and workers, including MLAs, village sarpanchas, panchas and patels organised at Alwar recently under the pretext of discussing renovation plans of a students’ hostel gave vent to their dissatisfaction and demands. Kumawat community leaders at a meeting also pressed their demand to give them representation in the ministry.

Curiously enough, even a senior leader like Mr Shanti Lal Chaplot, who had remained Speaker of the Vidhan Sabha, also organised a formidable protest with his nearly 500 supporters at the BJP state headquarters. He has been elected from the Mawali constituency of Udaipur division.

In a move to counteract these protests, the party administration has also initiated disciplinary action against some rebels.

While the state party chief, Mr Lalit Kishore Chaturvedi, has suspended Mr Jagannath Verma, MLA, even from the primary membership of the BJP, as many as 27 office-bearers who had tendered their resignations en masse were also placed under suspension in the Manohar Thana area of Jhalawar region.

Disciplinary proceedings are further being contemplated against the rebels.

B.K. Chaturvedi takes over as Cabinet Secy
Tribune News Service

New Delhi, June 14
Mr B.K. Chaturvedi, an IAS officer of the 1966 batch of the Uttar Pradesh cadre, today took over as the country’s new Cabinet Secretary.

He said there was need for the administration to be more responsive and added that the priority was the implementation of the common minimum programme of the UPA government.

“We have to see how the difficulties that may arise in its implementation are effectively overcome,”Mr Chaturvedi said after assuming office here.

Mr Chaturvedi, who was the Petroleum Secretary before taking over as the Cabinet Secretary, succeeds Mr Kamal Pande, whose tenure has been cut short by more than three months.

Mr Chaturvedi, who was to retire on July 31 has been appointed for a term of two years.

A Masters in physics from Allahabad University with specialisation in electronics, Mr Chaturvedi has also studied public administration at Manchester University, UK.

He started his professional career as an Associate Professor of physics in the Engineering College of Allahabad University and later qualified for the Indian Administrative Service (IAS) in July, 1966.

Having served in various capacities, including Finance Secretary in the Uttar Pradesh Government, Mr Chaturvedi joined the Central Government in 1984 and has held several senior assignments in the past few years.

These include: Chairman and Managing Director, State Trading Corporation of India, Additional Secretary and Development Commissioner (Handlooms), Ministry of Textiles, Special Secretary (Insurance and External Finance), Ministry of Finance; Secretary, Department of Women and Child Development, and Secretary, Department of Elementary Education and Literacy, Ministry of Human Resource Development.

As regards the deficiencies of the existing civil service in India, Mr Chaturvedi said “till we do not tailor it to the aspirations of the people, such deficiencies will always remain”.

Reddy to accommodate TRS men in Cabinet
Ramesh Kandula
Tribune News Service

Hyderabad, June 14
The Andhra Pradesh Cabinet is to be expanded soon to accommodate the Congress ally Telangana Rashtra Samithi (TRS).

The TRS, which has already been provided with two berths in the Union Cabinet, has conveyed its decision to the Congress high command to join the state government.

The pre-poll partner, who has 26 members in the 292-strong Assembly, is understood to have asked for six portfolios in the state government.

The TRS has also been insisting on the post of Deputy Speaker in the Assembly.

The Chief Minister, Dr Y S Rajasekhara Reddy, who was in Delhi recently, discussed the issue with the party high command and reportedly favoured allocating three or four berths to the TRS.

The expansion is likely to be before the Budget session of the Assembly, which will commence from June 21.

The expansion is tricky for Dr Reddy, as the chances of the Congress hopefuls from Telangana would be reduced because all nominees from the TRS would be from the same region, resulting in discontent within the party.

Mr Reddy’s Cabinet has already 24 members with nine hailing from Telangana.

TRS leaders say that they are directly in touch with the AICC leaders such as Gulam Nabi Azad and are confident of securing not less than six ministries with important portfolios for the pink outfit.

The sub-regional party was initially reluctant to join the state government and publicly declared it would prefer joining the Union Government, as the step would help achieve separate statehood for Telangana sooner. Accordingly, party leaders K Chandrasekhara Rao and A Narendra joined the UPA government.

The real reason, however, was that the TRS leaders did not want to seem power-hungry. But Telangana finding mention in the President’s speech has emboldened the party leadership, which now feels they should also avail the opportunity to join the state government.

Kalam okays top 5 diplomatic posts
Tribune News Service

New Delhi, June 14
President A.P.J. Abdul Kalam today approved the country’s top five diplomatic assignments abroad, which will see India’s new envoys in the USA, the UK, Russia, UN and Sri Lanka.

Official sources told The Tribune that the President today approved the names of Mr Ronen Sen (for India’s Ambassador to the USA), Mr Kamlesh Sharma (for India’s High Commissioner to the UK), Mr Kanwal Sibal (India’s Ambassador to Russia), Mr Nirupam Sen (India’s permanent representative to the UN) and Ms Nirupama Rao (India’s High Commissioner to Sri Lanka).

The Manmohan Singh government had forwarded the list to Rashtrapati Bhavan last Friday. The five envoys will become Ambassador-Designate only after their ‘agreement’ is sent to their destinations and their concurrence comes to the Government of India.

Mr Nirupam Sen may well be the first one to take up his assignment, sources said and cited two reasons for it: the post is currently vacant and he will have to make preparations for the biggest annual event of the UN-meeting of the General Assembly.

Diplomatic sources said Mr Ronen Sen had been chosen for the most important and sensitive of the five assignments mentioned above (Ambassador to the USA) because of his exceptional diplomatic skills. After Washington’s concurrence comes, Mr Sen will be the first Indian diplomat after Ms Vijay Lakshmi Pandit to be India’s envoy to three most important countries of the world: the US, the UK and Russia.

Ms Rao, who is currently Additional Secretary (Administration) in the Ministry of External Affairs, has got a challenging and important assignment as all ambassadorial appointments in the Indian neighbourhood are considered crucial.

Goa CM averts Cong bid to topple govt
Tribune News Service

Mumbai, June 14
Acting quickly to avert attempts to topple his minority government, Goa’s Chief Minister Manohar Parrikar today sacked Tourism Minister Mickey Pachecho amidst reports that he was in touch with the opposition Congress to topple the government.

Parrikar, whose Bharatiya Janata Party is in a minority in the 40-member House, inducted Matanhy Saldanha into the government. “There will be a minor reshuffle and reallocation of portfolios,” Parrikar told reporters at Raj Bhavan after Saldanha was sworn in. The future of the BJP-led government in Goa has been in question ever since the National Democratic Front government at the Centre was voted out of office last month. The Goa Government has just 19 members and survives with the support of smaller parties.

Parrikar, however, denied that Pachecho’s sacking had anything to do with the

Congress attempts to topple his government. “His style of functioning was not compatible with ours and he did not change his style of working despite several reminders,” the Chief Minister said.

Pachecho, who headed the high profile Tourism Ministry in Goa, is out of the country. The flamboyant minister who often makes public appearances bedecked in gold jewellery, has a flourishing manpower export business with offices in the USA and Europe.

Congress sources admitted that they were just beaten by Parrikar in their attempts to topple the BJP government.

Parrikar who takes pride in his technocrat image — he is an alumni of the IIT, Mumbai - has already broken the smaller United Goans Democratic Party and the Maharashtrawadi Gomantak Party to increase the BJP’s numbers in the Goa Assembly. However, he has still not been able to muster a simple majority in the Goa House.

The Congress has 16 members and enjoys the support of the one member NCP. The party has been wooing the lone Independent MLA and the remaining MGP and UGDP members.

Cong welcomes Vajpayee’s comment on Modi
Tribune News Service

New Delhi, June 14
While welcoming former Prime Minister Atal Bihari Vajpayee’s statement on the possible removal of Gujarat Chief Minister Narendra Modi, the Congress said these remarks were also confusing and surprising.

Party spokesperson Satyavrat Chaturvedi said only a week ago, Mr Vajpayee had stated that neither Gujarat riots or the continuance of Narendra Modi were responsible for the BJP’s defeat in the recent Lok Sabha polls. The Congress spokesperson recalled that Mr Vajpayee had spoken in Mr Modi’s favour in Parliament and had even invited the Gujarat Chief Minister to campaign for him in Lucknow in the recent poll. However, he has changed his position, now maintaining that the Gujarat riots were responsible for the party’s poor electoral performance and that the BJP’s forthcoming national executive would discuss the Modi issue.

“What has happened in the last eight days that Mr Vajpayee has done an about turn on his earlier stance,” remarked Mr Chaturvedi. But what was surprising was that Mr Vajpayee’s statement had been promptly disowned by his own party as well as Sangh outfits like the RSS, Bajrang Dal and the VHP, only showing up the internal contradictions in the BJP, he added.

Tortoise seized from Srivastava’s residence
Tribune News Service

Jaipur, June 14
A tortoise has become talk of the town immediately after the raid by the Rajasthan State Anti-Corruption Bureau on the official residence of IAS officer Ravi Srivastava, member of the state revenue board on the charge of corruption in a number of land deals last Thursday.

Apart from seizing about Rs 5 lakh in cash, ornaments, jewellery and documents relating to land and property, the most interesting thing found in his possession was a tortoise of the star species in a water tank of his house.

It is understood that Srivastava was rearing this creature of the amphibian category under the popular belief that presence of  tortoise on the residential premises brings plenty and prosperity to the owner.

Keeping a tortoise in captivity is an offence under the Wildlife Protection Act.

As provided in the law, the person found guilty of the violence of the relevant provisions is liable to a penalty ranging from imprisonment of one year or a fine of Rs 5,000 to a sentence involving jail for three years or a fine of Rs 25,000.

In view of the amount of seriousness of the offence, the imprisonment and cash fine could be effective concurrently.

The Director of Wildlife has written to the chief of the ACB to initiate action against Srivastava on this count also.

SC to have 4 vacancies after vacation
Legal Correspondent

New Delhi, June 14
Despite induction of two new judges in the Supreme Court recently, it would still have four vacancies when it reopens on July 5 after a two-month long summer vacation, requiring rescheduling of various Benches.

The Apex Court this year had witnessed retirement of two Chief Justices, Mr V N Khare and Mr S Rajendra Babu - in quick succession of one month, followed by superannuation of Justice Brijesh Kumar on June 10.

Another judge, Justice Doraiswamy Raju would retire on July 2, leaving four vacancies by the time the court reopened on July 5. The sanctioned strength of judges, including the CJI in the Supreme Court is 26.

Though it was unlikely that the vacant posts would be filled up during the summer vacation as the Apex Court collegium may not have its sittings during this period, the Law Ministry said the appointments would be done on priority once the proposal was received from the CJI.

Calcutta High Court Chief Justice A K Mathur and Bombay High Court Chief Justice C K Thakkar were recently elevated to the Apex Court to fill two vacant posts of judges.

PIL filed over reported starvation death

Kolkata, June 14
A public interest litigation (PIL) was today filed in the Calcutta High Court in connection with reported starvation death of tribals at Amlasol in West Midnapore District of West Bengal.

The PIL was filed on behalf of the Members of All-India Minority Forum and is likely to be heard this week.

A claim for compensation of Rs 5 lakh to each of the family of the deceased was made in the petition.

Earlier Defence Minister Pranab Mukherjee said here today that he was aghast at the reported starvation deaths at Amlasol village in Belpahari area of West Midnapore district and asked the West Bengal Government to immediately undertake massive relief operations there and investigate the cause of deaths.

“I am aghast at the development. The Chief Minister himself has admitted that there has been a starvation-like situation at Amlasol village,” Mr Mukherjee, also the WBPCC chief told reporters at the PCC office.

The Minister said that a PCC delegation, led by CLP Chief Whip Asit Mitra, had visited the village, talked to the people and found that villagers did not have food and added that some sort of employment-generation scheme should be undertaken there.

He said that the Congress had already demanded a proper investigation into the starvation, “but pending such an inquiry, proper relief measures should be undertaken as early as possible.”

Asked if he would hold the Left Front government responsible for the starvation deaths, the Defence Minister said he was not blaming anyone, “but it is true that there is abject poverty at Amlasol village and it is a serious situation.”

To a question if he felt that the Left Front, in power in the state for 27 uninterrupted years, had failed to provide the basic amenities to the rural poor, he said, “The incident speaks for itself.”

He said that the government should start economic activities and adopt a tribal sub-plan. — PTI
