5 MLAs complain to Governor against Speaker Chandigarh, May 24 The MLAs who have written to the Governor against the Speaker are Mr Kishan Pal Gurjar, Leader of the BJP Legislature Party; Mr Karan Singh Dalal and Mr Jagjeet Singh Sangwan, both Congress, and Mr Tejvir Singh and Mr Udai Bhan, both Independent. They accused Mr Kadian of constituting various committees of the House “as per convenience of the Chief Minister, Mr Om Prakash Chautala”. Mr Kadian, they said, constituted a Rules Committee to which all bitter critics of Mr Chautala had been nominated. Since Mr Kadian is the ex-officio Chairman of the committee, he was not convening its meetings. The complainant MLAs said that meetings of the committee should be regularly held so that its members could have a fresh look on the procedures of the conduct of business in the House as well as to suggest amendments in the rules for the smooth conduct of the proceedings. Releasing copies of the letter to the press here today, the MLAs claimed that Mr Kadian had been openly saying that he would not allow these members who were the opponents of the Chief Minister to actively participate in the working of the Vidhan Sabha. Urging the Governor to intervene, they said he should direct Mr Kadian to act like a Speaker and “not as an agent of the Chief Minister”. They told newsmen that if the situation did not improve despite the intervention of the Governor, they would visit the constituency of Mr Kadian and educate his voters about his “unparliamentary conduct”. |
Haryana Cong wants Governor to stay? Chandigarh, May 24 Following the Congress-led coalition coming to power in Delhi, reports have started appearing that Babu Parmanand is among the Governors who will be asked to step down by the union government for having betrayed sympathies for the BJP. Babu Parmanand, who took over as the Governor on June 19, 2000, had never had any trouble with the Congress-led Opposition in the state which had rather hailed the Governor’s actions on more than one occasions. The Governor had first endeared himself to the Congress when he referred Mr Om Prakash Chautala’s ambitious casino bill to the President of India. The step effectively meant a burial for the project. A number of Congress MLAs had welcomed the Governor’s decision in their speeches in the Assembly session held soon after. Babu Parmanand’s refusal to approve the release of murderers and denial to issue ordinances to make it manadatory for the State Election Commission to consult the state government for holding urban local bodies and panchayat elections also drew appreciation from the Opposition. It was not surprising that there was no echo in Haryana of the demand made by the Congress in Delhi demanding the Governor’s removal. Far from demanding his removal, the Governor’s stock has, in fact, gone up with Congress legislators in the wake of the party’s splendid performance in the recently held Lok Sabha poll. The reason, is believed, to the key role of the Governor in the constitution of a new state overnment. HPCC chief Bhajan Lal, a contender for the Chief Minister’s post in case the Congress constitutes a government in the state, described Babu Parmanand as a “good man”. “The Governor has already denied what he has been quoted to have said in press reports”, Mr Bhajan Lal said. His rival from the same party, Mr Bhupinder Singh Hooda, who, too, is eying the Haryana CM’s office, refused to say anything regarding the suitability of Babu Parmanand as the Governor. |

SAD expels Gobindgarh from party Karnal, May 24 Disclosing this to TNS after the general house meeting a senior SAD leader, Mr Kartar Singh Takkar, said an effort was initiated by Mr Gobindgarh just before the Lok Sabha poll to divide the state unit of the SAD. The working committee and the state body comprising district presidents of the SAD were also dissolved unanimously to pave the way for the formation of a new body, he said. The general house authorised Mr Takkar to set up a new body to strengthen the SAD in Haryana. “The new body of the state unit of the SAD will be announced within a week in consultation with another senior leader, Mr Didar Singh Habri”, he added. Mr Habri could not attend the general house meeting today as he was hospitalised following some health problems. Mr Takkar also levelled charges of irregularities against Mr Gobindgarh in the records of party funds. However, Mr Gobindgarh while talking to TNS over telephone refuted the charges and alleged that Mr Takkar and his colleagues were the agents of Congress. He also denied the allegations of irregularities in party funds and said that it was being done to defame him within the community. Mr Takkar announced that the General House of the SAD has decided to contest the forthcoming Shiromani Gurdwara Prabhandak Committee (SGPC) elections for 11 seats of Haryana. Tributes were paid to late Jathedar Gurcharan Singh Tohra who passed away last month following cardiac failure. The decision of Ms Sonia Gandhi to give the Prime Ministerial post to a Sikh added a new chapter in the history of India, it was felt.

Ekta Shakti may forge alliance with BJP Yamunanagar, May 24 Mr Verma said the Ekta Shakti Party had emerged the fourth powerful party in the state. Mr Virender Verma said if his party came to power, then free round-the-clock power would be provided to farmers of the state and loans given to labourers without interest. He blamed the present government of the state for introducing VAT and other taxes, including house tax, Halwai tax and fire tax, and Form-38. |

Inside Babudom Chandigarh, May 24 He was shifted recently along with four other DCs, all of whom had been allegedly transferred in the wake of the INLD’s poll debacle in the state. Mr Suresh was posted as the Director, Information Technology, which is considered a decent post in view of the Chautala-led government’s emphasis on the IT front. The transfer was carried out on Thursday and even before Mr Suresh could join his new assignment, he was today posted as OSD (Rules). Three other IAS officers, who too were transferred along with Mr Suresh but were not given postings, were today given their assignments. (HIPA), against a vacant post. The postings of the three above officers has not generated as much interest as Mr Suresh’s has. What is being found puzzling by the goverment observers is why this directly recruited IAS officer was first made Director of IT and then shunted as the OSD, Rules, within four days. Importantly, following the transfers carried out on Thursday, only four out of the 19 districts of Haryana would have direct-recruit IAS officers as the DCs. The DCs in the remaining districts are promoted to the IAS cadre from HCS and other state services. There is strong resentment among the direct-recruit IAS officers, who are entitled to become DCs, for being deprived of being posted as a DC, which is considered a coveted assignment. The other officers, who were affected by the transfers carried out today, included Mr Arun Kumar Gupta, Joint Secretary, Power and Director, Power Reforms, who was given additional charge of Joint Secretary, Secretariat Establishment
(JSSE). Mr Ashok Khemka, who was made the JSSE on Thursday, was reverted as Director, IT. Mr

Karnal facing unscheduled power cuts Karnal, May 24 People here state that the complaint centres do not respond to their calls. Moreover, those manning the complaint centres are ignorant about the reasons for the cuts or when the supply would be restored. There was a blackout in the city last night as heavy rain followed by thunderstorm hit the region. Even today many parts of the city faced power failure. People on duty at the complaint centers said there was a shortage of staff and it would take at least two days to clear the complaints. By evening power was restored in almost half of the city. “Electricity went off at 9.30 pm yesterday and has not been restored so far. We could not sleep during night, said Chander Singh, a resident of Urban Estate here. Power cuts have become a matter of routine this summer. Everyday there are unscheduled power cuts three to four times daily at least for half an hour,” said Satnam Kaur Virk, a resident of Model town. The power supply to the Urban Estate is, however, a little better as compared to the old city colonies, claim residents. Rural areas are the worst hit where nobody listens to their complaints, says Satbir Singh, a resident of Ramba village. The Tribune tried to contact the Superintendent Engineer (SE) and the Sub-Divisional Engineer (city) but they were said to be on leave. |
Changes needed in education system: experts Kurukshetra, May 24 Prof Dayanand Dongaonkar, secretary general, Association of Indian Universities, pointed out that the teachers’ commitment was an important factor in education. This determined the produce — the next generation. He believed that a continuous interaction between the academicians and policy makers was the need of the hour. In his presidential address, the Vice-Chancellor of Kurukshetra University, Dr A.K. Chawla, observed that changes were inevitable in educational system, particularly at the university level, to meet the challenges arising both from the complexities of the educational process and the changing demands of the society. Dr Chawla further pointed out that to achieve the goal of quality education, research would have to be strengthened and resources mobilised. Erosion of autonomy, resource crunch, government’s accordance of higher education as a non-priority area and political and bureaucratic interference were some of the major problems that the universities would have to protect from them. Ms Zeenat Shaffi of Association of Indian Universities presented a brief report of roundtable. Prof S.N. Mahendra, Director, NIT shared his experiences of the conference. ahatas, which are in essence a cluster of houses, are marked with simplicity of design. There are no frills or fancy constructions. Incidentally, ahatas are known for only entrance or at the most, two entrances. Some of the ahatas of Ambala Sadar include Banarsi Dass Ahata, Chothai Ahata, Shukan Chand Ahata, Janki Devi Ahata, Panna Cottage, Raja Lal ka Ahata, Anand Niwas, Naya Ahata, Ahluwalia Building, Kedar Nath ka Ahata, Kapoor Chand ka Ahata, Marble House, Meena Mal Ahata and Chik Mohalla which was earlier called Chik
Ahata. Dr O.P. Sehgal, who had earlier resided in Ahluwalia Building which is one of the biggest ahatas, said that it was constructed in 1895. There were small quarters which were referred to as ‘chotey’ and there were comparatively bigger quarters which were referred to as ‘bade’. The small quarters had one room with verandah and open space called ‘beda’. The bigger quarters were double-storeyed structures. Before 1935, the rent for a small quarter for one month was Re 1 while the rent for a big quarter was Rs 2. In 1935, the rent for the small quarter was raised to Rs 3 while the rent for the bigh quarter was raised to Rs 7. In 1958, the owner of the building began selling off the quarters. He first offered the quarters for sale to the tenants. The price was fixed at Rs 2000 for small quarters and Rs 7000 for big quarters. For those who were not tenants, the price was fixed at Rs 3000 for small quarter and Rs 8000 for big quarter. Dr Sehgal said that at the time of Partition, about 100 families had been given shelter at Ahluwalia Bhilding. The owner used to distribute roasted black grams every Saturday to the occupants. “During the British period, the ahatas were particularly useful for traders. For instance, my father Charanjit Lal Sehgal was a frequent visitor to areas which are now in Pakistan. He would simply put his luggage in boxes and keep it in safe custody of a local watchman. He would then vacate his tenement. After returning from a long business trip, he would again take up residence in some other vacant tenement. This would save the month’s rent,” he said. Dr Sehgal highlighted the fact that in those days, the internal problems or squabbles among the ahata residents used to be sorted out within the
ahata. “Other people in the ahata would intervene and the matter would be sorted out. Ahata residents were like one large extended family,” he stated. |

T.C.I. Infrastructure Finance Limited, which was awarded a contract to construct a four-lane road overbridge in Faridabad district of Haryana on built-operate-transfer basis, has claimed that a number of differences have arisen between it and the government, resulting in heavy losses to
it. It,therefore, asked the government to compensate it for the losses it suffered due to violation by terms of the agreement. Then, the government told him that it had decided to take over the project and compensate the company. The petitioner firm accepted the offer. However, the government did not take nay steps to complete the agreement or compensate it. Then the company served a legal notice on the government, seeking settlement of the dues amicably or appointment of an arbitrator to settle the dispute. However, again the government did not say anything. The petitioner has prayed to the High Court to refer the dispute for adjudication to an arbitral tribunal. students fare well in board exams Ambala, May 24 In the Convent of Jesus and Mary, Ambala cantonment, Sonali Aggarwal secured 95 per cent marks in the science stream. Meenu Ann Verghese got 92.8 per cent marks and Ragini Verma 87.2 per cent marks. Sonam Arora secured 86.6 per cent marks and Ritika Chanan 85.4 per cent marks. Body of missing youth found Ambala, May 24 According to information the deceased, Satta, had left his house on December 30 informing his sister that he was going out of Ambala along with a truck driver. He had also taken away some clothes with him. When he did not return even after three months his brother-in-law filed a complaint with the police. The police started investigating the case. It rounded up a few friends of the Satta and then only the police achieved the clue. According to the police Satta was a cleaner in a truck owned by Shunty. Satta was a friend of Shanty, Lavli, Bobby and Giyani Ram. It is learnt that Satta developed illicit relations with the wife of one of his friend. The police said those arrested during interrogation said that when they came to know about it they decided to teach Satta lesson. Shunty and the other three invited him over dinner and drinks in a farmhouse near Garnala village on January 30. The police suspects that then they allegedly murdered Satta and buried him in a pit. |

in wall collapse Ambala, May 24 The wall collapse took place in Jaggi colony, Ambala city, last night. When the wind picked up speed, Manjit Kaur along with her two children Amandeep Kaur and Sukhdev Singh went outside to bring some house-hold items. A wall fell on the children. Amandeep Kaur and Sukhdev Singh were injured while Babloo escaped with minor injuries. At Circular Road in Ambala city, the tower of a private telecom company fell on a house. The house owner Mr Shashi Mehta said at about 9.30 p.m. last night, the tower suddenly fell on their house. He stated that the lentel of his home fell due to the tower.
