Sonia arrives in Jammu
today Jammu, January 18 Her visit is being considered as an effort to silence the dissidents who have raised a banner of revolt against the party leadership whom they were accusing of weakening the organisation. Last month she had asked the dissidents to keep quiet and wait for her visit. In the evening, Ms Sonia Gandhi will meet ministers belonging to the Congress, the MLAs, MLCs and other prominent leaders of the party to elicit their views on the functioning of the government. She is also expected to discuss with the Chief Minister, Mr Mufti Sayeed, the electoral understanding between the Congress and his PDP for the Lok Sabha elections. There were indications that the ministry might be expanded after the visit of Ms Sonia Gandhi. Many Congress activists were vying for a ministerial berth. Mr Arjun Singh, Ms Ambika Soni and Mr Ghulam Nabi Azad will accompany Ms Sonia Gandhi. She will participate in a function in the afternoon to celebrate the inclusion of the Dogri language in the Eighth Schedule of the Constitution. She will also meet various deputations, including those of the Gujjars who were seeking a bigger share in the ministry. She will address a public meeting before returning to Delhi on Tuesday. |

Holding out hope for victims of strife Srinagar, January 18 "Lalai lalai lalai aazhai aayi saalai, shoukh ousum maenz lagai poshan karaye maalai (O bride, guests have come to felicitate you, it was my wish to put mehndi on your hands and garland you)" is the favourite song of the nearly 39 orphan girls at "Rahat Ghar" as they prepare for a familiarisation tour of the Capital along with eight widows and 14 orphan boys. "We have a hope that one day we will also live in the mainstream of the society with our heads held high," Amira Bano, a 17-year-old inmate from Baramula district, said. Mohini Giri, chairperson of the Guild of Service — an NGO, is running two rehabilitation centres in Kashmir valley for widows and orphans. Giri, who supervises the functioning of the centres, is assisted by two sisters — Zahida at Handwara and Zamruda at Srinagar. "Rahat Ghar" is focussing on rehabilitation of widows and orphans from Baramula and Kupwara districts without looking into the cause of death of their husbands or parents. "I wanted to join police force once I grew up to avenge my father's killing but today I feel it is much more important to help those in distress.I want to become a doctor now so that I can treat the sick," 10-year-old Shahzada from Kandighar, Kupwara said. The rehabilitation centre has three widow inmates and their tale will send shivers down the spine of most people. Maryam, Farina and Fatima are widows of three brothers. While Maryam's husband was a Hizbul Mujahideen militant who was killed in an encounter with security forces, the other two were widowed without any reason. Farina's husband was called to camps several times and interrogated. Unable to bear the torture, he fled the village only to be found dead a few weeks later. Fatima's husband, who used to ply a horsecart for livelihood, was picked up by unidentified gunmen from a local mosque of Lolab four years ago. He was found dead two months later at Rafiabad-Dangiwacha in Sopore. The three dead men left 14 children behind — all of them now being taken care of at the "Rahat Ghar". Most of the children at the rehabilitation centre along the banks of Dal lake have been admitted to a nearby government school. The widows are being imparted vocational training in embroidery, tailoring, needlework and knitting. Giri said the underprivileged lot will also witness the Republic Day parade and Beating Retreat ceremonies while in the Capital. —

Hot food for soldiers at Siachen soon Jammu, January 18 “We will be soon be providing pre-cooked food, particularly
biryani, under new food scheme to the troops guarding the Siachen glacier and some other Kargil heights in the Ladakh frontier region,” head of Army Medical Crops, Northern Command, Major General N.K. Manchanda told PTI today. “The pre-cooked foods, which are under the testing stage in the Ladakh region, have prepared by the Defence Research and Development Organisation,” General Manchanda said. “The diets have been made as per the health requirements of the jawans who stay in cold conditions and need nutritious diet”, he said. Giving details about the food scheme, Army Medical Corps chief said, “The food is kept in a pocket
powdered by some chemical from outside in another pocket. When water is added to the outside pocket, the food content boils up and hot food is ready to be consumed, he added. Milk is already being provided in tetra bags, he said adding more change in diets for Siachen soldiers are being explored. —

Ayurveda College to be set up at
Jammu Jammu, January 18 This was disclosed by the Minister for Health, Mr Lal Singh, while inaugurating a three-day international conference on ayurveda here yesterday. He said that a high-powered advisory committee had been constituted for evolving strategies for the revival and promotion of the indigenous system of medicine. Practitioners of the Indian System of medicine would be posted in all district hospitals and medical colleges for attending to the outdoor patients. He said the ayurvedic college was proposed to be established here and the unani college at Srinagar. First of its kind, the conference has been organised by the Jammu Institute of Ayurveda and Research in which leading experts are participating. Experts from Sri Lanka, Japan and Hong Kong will deliberate on surgical practices of Kshar Sutra, Agni Karma and Raktamokshana. Padamshree Vaid Devinder Triguna, while dwelling on the steps taken by the Centre for the promotion of ayurveda, said J&K should follow the Panchkaran methodology that had been adopted by Kerala. This would help promoting tourism. He said several countries had approached India for setting up ayurvedic hospitals as joint ventures. Such institutions were coming up in South Africa and Hungary. He said the Centre was liberally funding the revival of the traditional system and 10 clinics were being opened for paramilitary forces, while an ayurvedic centre was planned for the Army. |

Arrest warrant against Amanullah Jammu, January 18 The presiding officer, Terrorist and Disruptive Activities (Prevention) Act (Tada) court, P.N. Razdan issued the warrant yesterday against Khan, who was earlier declared an absconder. Khan along with Kashmir-based JKLF chief Yasin Malik and JKLF activists Shoukat Ahmed Bakshi and Bitta Karate are accused in the case. According to the CBI, which is investigation the case and had presented the challan in the TADA court in 1989, Bakshi had allegedly entered in to a criminal conspiracy with Khan to spread terrorist activities in the valley. On the directions of Khan, the accused allegedly fired and killed the Air Force personnel at Batmaloo in Srinagar. After completion of the investigations, the CBI
presented the challan against Malik and other accused, including Bakshi, who was released from jail after 12 years. —

Inclusion of Dogri language in 8th Schedule
hailed Jammu, January 18 The function was held a day before Congress president, Sonia Gandhi’s visit here. Besides her other engagements she will participate in a function organised to celebrate the inclusion of Dogri language in eighth schedule of constitution. Many senior BJP leaders, Dogri writers and prominent persons participated in the celebrations organised by Professor Gupta. Ghulam Mohammad Dansalia, a leading singer, made the audience spellbound with his Dogri folk songs. A variety of traditional Dogri dishes were served on the occasion. Professor Gupta said it was a collective effort for the inclusion of Dogri in the Eighth Schedule. However, the Prime Minister, Mr Atal Bihari Vajpayee, and the Deputy Prime Minister, Mr L.K. Advani, deserved special thanks as the long standing demand of Dogras has been met by them. He denied that he was trying to take the credit by organising the function a day before the arrival of Ms Sonia Gandhi. The function had been planned more than a fortnight ago, he said. Professor Gupta accused the Congress and the Panthers Party, which are partners in the coalition government, of trying to mislead the people on the issue of the grant of Constitutional status to Dogri language. He traced the history of Dogri language right from the time of Maharaja Ranjeet Singh. Dr Veena Gupta, head of the Dogri Department in Jammu University, listed the advantages that Dogri language will get after being given Constitutional recognition. Dr Lalit Mangotra, president of the Dogri Research Institute, said the language had the inherent strength to be included in the Eighth Schedule, but the recognition had been denied over the years. He appreciated the efforts of Professor Gupta in fulfilling the demand of the people. |
Ex gratia to kin of victim of terror Srinagar, January 18 The relief was sanctioned at a meeting of the district-level screening committee held under the chairmanship of Deputy Commissioner Pulwama Basheer Ahmad Khan yesterday, official sources said today. Of the amount, Rs 20 lakh would be released in favour of two death cases, Rs 3.99 lakh for six property damaged cases and Rs 48,000 disbursed to 15 persons injured in different incident of violence in the district, the sources said. Meanwhile, State Human Rights Commission has recommended the government to pay an ex-gratia relief of Rs 1 lakh to next of kin of Muneer Hussain Khan of Delina- Baramula who is missing for the past several months. The commission has also asked the government to provide government job to next of kin of the missing person on compassionate grounds. —

Workshop on AIDS awareness held Jammu, January 18 This was stated by Minister for Education, Harshdev Singh while inaugurating a two-day workshop on “School AIDS Education Programme” here yesterday. The workshop has been organised by the Society for Consumer Protection and Environment (SCOPE), an NGO in collaboration with J&K State AIDS Prevention. The minister said that teachers could play a role in propagating the awareness on AIDS among the youth. He said ‘School AIDS Education Programme’ was increasing knowledge among adolescents by developing in them positive attitude towards sexuality. |
