Rainfall: Rain or snow has occurred at a few places in Jammu and Kashmir and at isolated places in Himachal Pradesh. Weather was dry in the rest of the region. Bhang and Dhundhi (Himachal Pradesh) each recorded 1 cm of precipitation.

Temperatures: Past 24 hours change: Minimum temperatures rose appreciably in Punjab, rose in Himachal Pradesh, Jammu and Kashmir and Uttar Pradesh and changed little elsewhere. Departure: They were above normal in Himachal Pradesh and Jammu and Kashmir and normal in the rest of the region. The lowest temperature in the plains was 3.3°C recorded at Sirsa (Haryana).

Forecast valid until the morning of January 2, 2004: Rain or snow is likely at a few places in Himachal Pradesh and Jammu and Kashmir and at isolated places in Uttaranchal. Weather will be mainly dry in the rest of the region.

Forecast for Delhi and neighbourhood valid until the morning of January 2, 2004: Cold day with partly cloudy sky. Fog till forenoon. Minimum temperature will be around 5°C.

Farmers weather bulletin for Delhi (forecast valid until the morning of January 2, 2004): Sky will be partly cloudy.

Outlook for the subsequent two days: No large change.

Leh-bound passengers stranded

The last day of the year turned out to be the coldest in the Northwest with “day cold conditions” persisting in most part of Haryana, New Delhi, Chandigarh and parts of Punjab in the wake of renewed spells of snowfall on the higher reaches of Jammu and Kashmir and Himachal Pradesh in the past 24 hours.

With no let-up in the heavy fog enveloping the plains of the northwest region for the past 15 days, life stayed disrupted at many places.

Indian Airlines, Jet Airways flights and IA weekly flight to Leh were cancelled due to poor visibility caused by a heavy fog. Some 50 Leh passengers were stranded here. IA officials have ruled out the possibility of operating its flights tomorrow.

A Snow and Avalanche Study Establishment (SASE) report said Dras, Gulmarg and several parts of Kashmir valley including Peer Panjal range and Banihal tribal belt and places like Manali, Rohtang Pass, and Lahaul and Spiti, Dhundi, Solang Nullah in Himachal Pradesh were experiencing renewed spells of snowfall in the past 24 hours. By this morning 25 cm to 38 cm snow had been recorded in J and K and 3 cm to 8 cm in Himachal Pradesh areas.

Shimla experienced cold at 2.1° C, one degree blow normal, while Sundernagar, Bhuntar among other stations recorded 4.6 ° C and 2.2 ° C, respectively.

Meteorological Bureau Director S.C. Bhan said there was unlikely to be any let-up in the dense fog over the next 48 hours with day temperatures staying below 16°C.

As the visibility was reduced to barely a few metres, train services on the Northern Railways in this region again today ran by an hour to five hours behind schedule while the long distance trains were eight hours behind schedule. Vehicular traffic moved at a snail’s pace with headlights on till late in the afternoon.

Amritsar and Ludhiana stayed coldest with the minimum hovering around 4.6 ° C and 4.9 ° C, respectively. Patiala recorded a low of 7.1 ° C. Chandigarhians braved frigid temperatures as the mercury fell sharply during the day to 16 ° C by 4 p.m., 11 degrees below normal with layers of fog blocking the sun and icy winds. The minimum at 5.6 ° C was one degree below normal.

Ambala reported the low of two degrees below normal at 5.1 ° C, while Hisar recorded 7.1 ° C in the minimum and Rohtak 6.1 ° C.

Meanwhile, all flights from Srinagar, including the two for Haj pilgrims, were cancelled. Over 400 Haj pilgrims were stranded for several hours at the airport as the two planes which were to take them to Jeddah failed to land due to bad weather. — PTI, UNI
