disabled hold dharna Shimla, December 3 Functions were held across the country to mark the day level these persons observed it as ‘black day’ to protest against the indifferent attitude of the government. They raised slogans against the government and went in procession to the Directorate of Welfare of draw the attention of the authorities towards their demand. They decided to start indefinite fast from tomorrow. It was on September 3, 2001 that these visually-impaired persons decided on an agitation after their pleas failed to move the government. Braving harsh weather they have been waiting for the authorities to hear their voice and take steps to end their woes till this day. The rain shelter in front of the secretariat has virtually become their home. A government ‘blind’ to the plight of the disabled need not mislead the people, bemoans Mr Shobhu Ram, president of the State Blind Persons Association. All that we are asking for is one per cent reservation for the visually impaired in accordance with the People With Disabilities Act but the government was reluctant to accept the demand. He said Mr Singhi Ram, Himachal Minister for Civil Supplies, had assured the association that he would take up the matter with the Chief Minister and fix a meeting with him on December 2. However, no meeting was arranged. The Welfare Department, Mr Shobhu Ram, maintained, had conducted survey of 21 departments to identify the post for blind some time back. In all 757 posts were identified and there were only 350 eligible visually impaired persons for filling these posts. Yet the government was not keen on filling the posts. He lamented that the government had not carried out a proper survey to know the exact number of blind persons in the state. As per the 2001 census the number was put at 1,65,000 whereas the State Welfare Department maintained there were only 50,252 blind persons in the state. The discrepancy was too large and warranted a survey. Other demands included free travel facility in state transport buses beyond the state’s territory, setting up of a school for blind and barrier free environment as laid down in the act. |
