Three children—Banti, Harpreet Kaur and Gurjeet Kaur— residents of Machaonda and Mangali villages, close to the cantonment, died of this disease also known as brain fever during the past four days.

Viral death toll in Haryana 50

With more than 50 deaths due to acute viral infections in various parts of the state during the past couple of months, it seems to be that the state government of Haryana has failed to take prevention and control measures for the spread of diseases like malaria, dengue and Japanese encephalitis.

As per the reports available, Gurgaon, Karnal, Ambala, Kurukshetra, Faridabad, Sonepat and Panipat districts have been the worst affected areas. At least 50 persons had been reported to have died and hundreds of others suffering from acute viral infections in these districts.

Unlike the national capital where it has been confirmed that the recent deaths had occurred due to dengue, in Haryana the mystery of deaths was yet to be established as different views had emerged as the patients continue to flow in the hospitals.

In Karnal district, at least 14 children had died during the past four weeks due to acute viral infections. Blood samples of few patients were taken and sent for medical tests. The Chief Medical Officer (CMO), Karnal, Dr OP Mittal, told TNS, “It has been earlier suspected that the children had died of ‘Japanese encephalitis’ but medical tests in four cases of deaths had proved negative”.

But when asked about the cause of deaths he said that four deaths had been confirmed due to malaria and the rest others due to acute viral infections. However, he had not denied suspected cases of dengue and Japanese encephalitis also as few more medical test reports were yet awaited.

The state Health Minister of Haryana, Dr ML Ranga, and Director General of State Health Department, Dr BS Dahiya, had visited Karnal in the past couple of days and held an emergency meeting with the health authorities to monitor the situation.

In the neighbouring district of Kurukshetra, two deaths had been reported and 20 others suffering from acute viral infections during the past one week. As per the details available, Satpal (27) son of Chattarpal resident of village Kanthala in Pihowa tehsil died of acute viral infection at the PGI, Chandigarh on Friday. Another 25-year old youth Jaimal of the same village died on last Tuesday.

The situation has not been normal for other residents of this village. At least 20 other people had been reported to be suffering from acute viral infections. Among those suffering from acute viral infections include Kamla (24) wife of Sitaram, Saurabh (3), Telo Devi (60), Natho Devi (50), Ramo Devi (35), Balram (22), Ramesh (14), Surendra (15) and Sheela (30). The CMO of Kurukshetra had visited many affected villages in the past couple of days to assess the situation. He had advised the people to avoid mosquito bite.

In Ambala district, three children had reportedly died of acute viral infections during the past one-week. Bunty (7) resident of Mangalai village (near Ambala cantonment) died on Saturday. Two girls Harpreet Kaur (7) and Gurpreet Kaur (6) of Machonda village died at the PGI Chandigarh on Thursday. Dozens of other children from various parts of the district had been reported to be suffering from acute viral infections. The deputy commissioner of Ambala, DD Gautam had directed the public health and health department to launch a fogging drive in the district.

The worst-affected areas suffering from acute viral infections in the state had been identified as Faridabad district. Medical experts had attributed this due to its close proximity to the national capital that had been confirmed of under the grip of dengue fever.

With at least 800 families living in Nangal Jat village (sub-division Hathin) of this district, 20 mysterious deaths had been reported during the past six weeks. According to the local media reports, those who had died include Rashmi (30), Sukhdev (22), Ramvati (45), Mahi Lal (38), Ramji (65), Gokul (70), Veela (62), Harpiyari (67), Kasturi (57), Rashmi (30), Anari (60), Sham Lal Dhani (80), Ram Singh (50), Duli Chand (70), Balbir (68), Ganga Sahai (70), Cheti (70), Ram Bhuteri (20), Puran (40), Budhi (40), Kala (20), Kishan (63), Lakhan and Shayamo. A team of the medical experts had visited the village and samples of blood had been taken from those suffering from viral fever. Report was still awaited, said a medical official.

It may be mentioned that the states were already alerted and advised for initiating action for the prevention and control of dengue fever before transmission season. The Union Ministry of Health and Family Affairs convened meetings in this connection on March 3 and May 30, this year. The State Health Department seems to have ignored the instructions of the ministry.

Besides this, communications from Union Secretary (Health) were addressed to Chief/Principal Secretaries of all the States/UTs or April 2, 2003 advising them to be vigilant and to carry out the prevention and control measures. The Ministry of Health & Family Welfare had also advised the Central government departments to identify nodal officers for monitoring measures undertaken to prevent mosquitogenic conditions in their respective ministries. Twelve such nodal officers were identified accordingly.

Japanese encephalitis claims 3 lives

One more case of suspected Japanese encephalitis was reported in the district during the past 24 hours. Three children—Banti, Harpreet Kaur and Gurjeet Kaur— residents of Machaonda and Mangali villages, close to the cantonment, died of this disease also known as brain fever during the past four days.

According to information, a Bihari labourer Paras Ram (45) of Sultanpur village on the Ambala-Chandigarh road near Ambala City was admitted to Civil Hospital last evening in an unconscious condition suffering from high fever. The Civil Surgeon, Ms Avinash Sharma, said primarily the symptoms of Paras Ram seemed to be of Japanese encephalitis, but it would be confirmed after getting the blood test report of the patient which was being sent to the laboratory of the National Institute of Communicable Diseases, New Delhi. She said the condition of Paras Ram was very serious.

She informed that three children of two nearby villages suspected to be suffering from the disease died at the PGI. A doctor was being sent to the PGI to get the detailed medical reports of the deceased. The Ambala health authorities had collected blood samples of 19 children at Machaonda village which would be sent to a laboratory in Delhi.

Denying that the Ahlawat Khaap has given a clean chit to district authorities for maltreating women of Garhi village at Sampla on October 3, the Khaap head, Chaudhary Bhim Singh has demanded action against the erring policemen irrespective of their rank.

Presiding over the ‘sataees gaama’ (27 villages) panchayat held here today, Chaudhary Bhim Singh said that the Rohtak Deputy Commissioner had telephonically invited him to meet him (the Deputy Commissioner to know about the contents of the ‘chithi’ (letter) sent by the Chaugama Panchayat about the October 3 incident. He told the panchayat that he had neither given any chit to the Superintendent of Police or the district administration. When he met Deputy Commissioner, Rohtak in his camp office yesterday.

The ‘sataees gaama’ panchayat unanimously demanded that the case of tracing the two missing persons of Garhi, Naresh and Azad, should be given to the Central Bureau of Investigation (CBI) as the Haryana Police could not find any clue of the missing persons during the past 13 months.

The former Chief Minister and Pradesh Congress Committee (PCC) chief, Mr Bhajan Lal, today launched the campaign for the next Assembly elections by saying that the state Assembly elections will be held simultaneously with the Parliamentary elections in September 2004. He promised a number of sops if elected to power and stated that Panchkula still remained a Congress citadel.

While addressing a jan Chetna rally and a Valmiki Prakash Utsav at Labour Chowk here today, the PCC chief said according to the guidelines of the Election Commission if the time between the Parliamentary elections and the Assembly elections was less than six months, the two elections were to be held simultaneously. “So be prepared for the next Assembly elections in September 2004”, he told his supporters.

Thousands of people from Panchkula, Pinjore, Kalka, Ramgarh, Morni, Barwala, Raipur Rani, Naraingarh, Ambala and Yamunanagar attended the rally. Congress MLAs Anita Yadav and Rao Narendra Singh; former Member of Parliament Dharam Pal Malik, Mr Tara Singh, former ministers K.R. Punia , Lal Singh and Raj Kumar Valmiki; local MLA, Chander Mohan, Ms Daya Chaudhary, Congress General Secretary Pawan Valecha, District Congress President R.S. Chauhan and local Congress councillors were among those present on the occasion.

The PCC chief, while lambasting the Chautala government for its anti-people policies, said once he was elected to power, he would do away with VAT, release new power connections within seven days of applying for the same; make all ad hoc safai karamcharis permanent; give interest-free loans to skilled labourers , unemployed; form cooperative societies for women and farmers; take back all retrenched employees of boards and corporations grant up to Rs 15,000 as ‘kanyadaan’ amount to widows having daughters; and set up Minorities Commission.

Mr Bhajan Lal made it a point to prove that Kalka Assembly seat remained a Congress stronghold by challenging Chief Minister Om Prakash Chautala and his son Abhey Singh Chautala to contest the next election either against him or his son, Kalka MLA Chander Mohan from Kalka.” Devi Lal had contested elections against me in Adampur 31 years ago and had lost these elections.

I am willing to contest elections against Chautala and even willing to field my sons against his ( Chautala’s) sons, not just from Kalka seat, but from anywhere in Haryana, and we will definitely win the elections, “ he said.

The former Chief Minister said he would make Panchkula the “Paris of India” by beautifying it, if elected to power. “ I will do away with the Periphery Control Act; dissolve the Municipal Council in Panchkula; reduce power tariff in the agricultural sectors; solve the problem of mutation of land in Morni; build new link roads between Panchkula and Chandigarh; rehabilitate the slum dwellers; open engineering and medical colleges in the district; bring the water and power rates at par with the rates in neighbouring Chandigarh; and rehabilitation of slum dwellers,” he promised.

INLD decries Cong leader’s demand

Criticising the demand made by Congress spokesman Krishan Murti Hooda for the resignation of INLD youth wing President Ajay Singh Chautala following the imposition of a penalty for running a hotel in Delhi without any licence by a court.

The office secretary of the party, Mr Dharambir Singh, said Mr Hooda should know that Mr Ajay Singh was not holding any office of profit and the hotel in question was on lease.

The penalty was imposed by a lower court and Mr Ajay Singh had every right to file an appeal in higher courts. The INLD leader said Mr Hooda should “recollect his own misdeeds before levelling allegations against anyone else.”

Cong rallies to expose INLD

Mr Bhupinder Singh Hooda, Leader of the Opposition in the Haryana Assembly, announced here today that he would hold Congress rallies at those places in Rajasthan where Chief Minister Om Prakash Chautala would hold his public meetings to “expose the misdeeds of the Chautala Government”.

In a statement issued here today, Mr Hooda alleged that Mr Chautala was collecting money from “innocent people” of Haryana and spending it in Rajasthan for his vested interests.

The Congress leader said in view of the Rajasthan assembly elections, Mr Chautala had announced the minimum support price of Rs 505 per quintal for bajra. This was benefiting only those unscrupulous traders.

Scientific instrument industry awaits 50-cr project

The Rs 50-crore cluster development project for the scientific instrument industry of the town remains in limbo as the Haryana Government has not sanctioned Rs 5 lakh due to “financial constraints” for the technical and financial feasibility study. The project started by the Ministry of Commerce and Industry. According to information, the Department of Industry, Haryana, had submitted a proposal for the project of the 75-year-old industry in August, 2002. After going through the draft proposal the ministry had given a go ahead and asked the department to undertake technical and financial study by some professional agency.

Sources disclosed that the department could not get Rs 5 lakh from the state government, resulting in delay in the submission of the final draft proposal. Says Dr Anil Jain, president, Ambala Scientific Instruments Manufacturers’ Association,” We are aware of the project, but no one has ever consulted us on the issue. We could have easily financed the fee of the consultants, provided we were taken into confidence. The state government does not seem to be interested in the project".

According to industry representatives, there are over 600 units employing over 10,000 persons. The total annual turnover of the industry is about Rs 125 crore, including Rs 65 crore of exports. Most of the units are small scale and tiny units.

Ambala zone tops in youth festival

Ambala zone won the Vice-Chancellor’s Running Cup in the three-day 26th inter zonal youth festival which concluded in the University Auditorium late yesterday. Mr Ajay Singh Chautala, MP, gave away the prizes.

Addressing a large gathering of students, teachers and officers, the chief guest, Mr Ajay Singh Chautala, assured youth artistes full cooperation and help from state government for the promotion of the culture and heritage of Haryana. He hailed the efforts of the Haryana government for establishing Haryana Cultural Academy and also complimented the university authorities for organising various cultural programmes from time to time to sustain and promote the Haryanvi culture. The chief guest congratulated the artistes who excelled themselves in three-day youth festival. He encouraged those who could not get prizes this time and advised them to work hard to do better in future.

Earlier, the officiating Vice-Chancellor of the university, Professor R.S. Dwivedi, welcomed the chief guest. He underlined the importance of youth festivals. Dr Dwivedi said that the youth festivals improved the quality of life and create goodwill, harmony, cooperation and mutual interaction. He cautioned the younger generation to get rid of western culture in the era of globalisation.

The Director, Youth and Cultural Affairs of the university, Mr Anoop Lather, disclosed that the university was planning to organise a two-month-long workshop in which young artistes would get training without paying any fee. In addition, the university would also organise a film festival on the university campus. Selected items were presented at the time of concluding of the festival.

Haryana Transportation Minister Ashok Arora, local MP Kailasho Devi, MLA Lila Ram, Registrar Dr J.S. Kadian, Dean, Student’s Welfare, Dr R.K. Sabharwal, Deans of various faculties, senior faculty members, officers of the university were present on the occasion.

Action against sarpanch ordered

The Deputy Commissioner, Dr R.B. Langyan, has asked the Panchayati Raj Department to take action against the sarpanch of Jandwala Sottar village for illegally cutting trees from the village shamlaat land.

Presiding over the meeting of the District Grievances and Public Relations Committee here yesterday, Dr Langyan ordered action against the sarpanch after allegations of cutting of trees levelled against him by some villagers proved to be correct.

Residents of Bodiwali village has complained that Mr Megh Raj, a member of the village development committee (VDC) had misappropriated the proceeds of lease of the village panchayat land.

The court has acquitted the seventh accused Nafe Singh by giving him the benefit of the doubt.

According to the prosecution Om Parkash a commission agent at New Anaj Mandi Kaithal was shot dead by two youths Bijender and Manoj Kumar in August 2001 at 8 p.m. when he was at his shop. On the complaint of the son of the victim the police registered a case under Section 302\120-B\506 of IPC and under the Arms Act.

The son in his complaint also alleged that one Nafe Singh owed his father Rs 25000. Dayanand one of the accused came to the shop of Om Parkash and told him that Nafe will not return the borrowed money and Satbir Jhabbal has demanded Rs 5 lakh from him. His father refused to meet their demand and he was killed

The court has held Bijender of Badana village and Manoj of Pillu Khera guilty of killing the businessman and held Satbir Jhabbal, Rajinder and Daya Nand of Kithana and Dharam Pal of Jind of hatching a conspiracy to kill the victim.

Decline in sex ratio worries minister

The increasing gap between the male-female ratio in the state can create social problems. This was stated by Dr M.L. Ranga, Minister of State for Health, while addressing officials at the monthly grievances committee meeting at the mini secretariat here yesterday.

Dr Ranga said according to information there were 861 girls against 1000 boys and if the female foeticide continued it would have serious social repercussions. He asked officials to create awakening among people and build public opinion against the female foeticide to keep a balance between male-female ratio.

He dispelled fears about the outbreak of Japanese encephilitis or dengue fever in some areas.

Boy dies in road mishap

Yamunanagar, October 12
Four-year-old Pardeep Kumar of Kachha Killa village near here, was crushed to death while crossing a road last evening when he was hit by a maxi cab.

The boy was shifted to private nursing home by the driver of the cab, but he succumbed to his injuries. The Sadhaura police has registered against the driver. The post-mortem was conducted at the Civil Hospital, Jagadhri, today.
