Vigilance to probe journalist’s murder Chandigarh, September 19 Mr Goyal was shot dead by three motor cycle-borne assailants at his house yesterday. The government has also constituted a special investigation cell headed by the DIG, Vigilance Bureau, to crack the case. The government said the case had been transferred to the bureau “in public interest”. Meanwhile, Mr Yogendra
Nehra, S.P., Kaithal, said several teams had been constituted to investigate the case. These teams raided about 12 places and questioned as many suspects. A team from the Forensic Science Laboratory,
Madhuban, collected samples from the site of the crime and seized a bullet shell. Mr Nehra said certain suspicious-looking persons had visited the sawmill owned by Mr Goyal one day before he was murdered. Mr Alok Joshi,
IG, Ambala range, said the investigation was on the right track and the assailants would be arrested soon. However, Mr Naresh Goyal, the elder son of the slain journalist, who had yesterday held a very powerful politician of the state and a senior police officer of Kaithal district responsible for the murder, rejected the government’s step to involve the Vigilance Bureau in the investigation of the case, saying that his family had no confidence in any agency of the state police. It is a strange coincidence that in 1999, when Mr Goyal was attacked by unidentified persons, causing serious injuries, it was the Vigilance Bureau which had investigated the case. At that time also, Mr Goyal had accused a police officer posted in Kaithal district of being responsible for the attack. The case was transferred from the district police to the bureau on the orders of the Chief Minister, Mr Om Prakash Chautala, with whom Mr Goyal then had a very good equation. The relationship between Mr Chautala and Mr Goyal, which began much before the former took over as the Chief Minister in July, 1999, continued at least till the end of 2002. Due to his proximity to the Chief Minister, Mr Goyal wielded a tremendous influence in Kaithal. So much so that a criminal case was registered against a senior functionary of the youth wing of the Indian National Lok Dal (INLD), which is headed by the MP son of Mr Chautala, Mr Ajay Singh, on the complaint of Mr Goyal. The functionary was arrested under Section 506, IPC, a non-bailable offence. Mr Goyal profited from his close association with the Chief Minister to expand his timber business and supplied a large number of wooden crates to several government agencies dealing with the procurement of foodgrains. Mr Goyal was also actively involved in organising a function at Kaithal at which a brick of gold was presented to the Chief Minister. Suddenly their relations soured for reasons not known. While sources close to Mr Chautala say the Chief Minister had received reports that Mr Goyal had been misusing his name to promote his vested interests, the family of the slain journalist expresses ignorance about what made the two drift apart. In May last Mr Goyal was arrested in two corruption cases registered in quick succession. Those who know Mr Goyal intimately say that he had a sharp tongue, which earned him many enemies. Meanwhile, the Haryana BJP, a coalition partner of the INLD, has also demanded a CBI inquiry into Mr Goyal’s murder. Two senior party leaders — Mr Ram Bilas Sharma and Prof Ganeshi Lal — said that it would be in the best interests of the government to get an inquiry conducted by an agency like the CBI. The Chandigarh Journalists Association, which condemned Mr Goyal’s murder, said the fact that the Kaithal police did not register the FIR as per the statement of Mr Goyal’s family, had made the state police a suspect in public eye. Statewide condemnation
of scribe’s murder Rohtak, September 19 In a condolence message to the bereaved family, through the Haryana Union of Journalists (HUJ) president, NUJ president Shyam Khosla criticised the rapid increase in the incidents of violence against scribes in Haryana and sought a detailed report of such incidents from the HUJ president. He said it was a matter of concern of journalists that the atrocities against them had been growing unabated. He said he had asked the Delhi unit of the union, to hold a demonstration in front of Haryana Bhavan in this regard. Earlier a condolence meeting was held at the canal rest house to mourn the death of the journalist. Members of various journalists’ organisations, including the HUJ, Haryana Patrakar Sangh and Shramjivi Patrakar Sangh observed two minutes’ silence. Meanwhile, almost all sections of society have condemned the murder and described it as an attempt to curb the freedom of the Press. In a statement today, Mr Pradeep Jain, secretary of the Haryana unit of the BJP demanded a CBI inquiry into the incident and compensation to the bereaved family. The Haryana Vikas Party supremo, Mr Bansi Lal, expressed concern over such incidents. He said Chief Minister Om Prakash Chautala and SP Yogender Nehra had come under a cloud as members of the victim’s family had indicted them and sought the registration of an FIR against the SP. Mr Karamvir Maina, vice-president, Haryana Youth Congress, described the incident as politically motivated and alleged that the Chief Minister had developed the state as a “shelter” for criminals. Mr Shadi Lal Batra, MLA and president, District Congress Committee (Urban), said the incident had proved that the law and order situation in the state had collapsed. Mr Inderjit Singh, secretary of the state committee of the CPM, said the allegations against the “culprits” levelled by the son of the deceased had raised serious questions. Swami Indervesh, president of the Haryana unit of the Rashtriya Lok Dal, alleged that the government could go to any extent to curb the freedom of the Press. The Maharshi Dayanand University Teachers Association appealed to the government to conduct a CBI inquiry into the incident. FATEHABAD: The Haryana Kisan Sabha on Friday condemned the murder of Parmanand Goyal and demanded a CBI probe into the incident. In a press note, Mr Krishan Swaroop, secretary of the sabha, said the incident was aimed at gagging the Press. He said it was strange that the government had not conceded the demand for a CBI probe so far. He expressed concern over the alliance between politicians, criminals and the police. The Hisar Press Club has condemned the killing of Parmanand Goyal and observed two-minute silence. The members held a dharna at Chhotu Ram Chowk and demanded a CBI inquiry into the murder. They also sought compensation and submitted a memorandum to Mr Resham Singh, IGP, Hisar range, in this connection. Mr Kuldeep Bishnoi, a former legislator, also condemned the murder. Sirsa, September 19 “The broad daylight killing of a scribe shows the deteriorating law and order situation in the state,” he said at a press conference here yesterday. Sirsa scribes mourned the death of Parmanand Goel at a meeting. They observed a two-minute silence. They demanded immediate arrest of the culprits. |
PM likely to visit Panipat on Oct 18 Panipat, September 19 Sources said the security agencies and top administrative officials had held several rounds of talks with the refinery officials to review security and finalise the venue for the function. However, the confirmation of the PM’s visit, a request for which had been made by the Petroleum Ministry, would only come from the PMO when the Prime Minister returns from his visits to Turkey and the USA, they said. The BJP wants Mr Vajpayee to visit the state to bolster its chances in the coming Assembly elections in four states, the Lok Sabha poll next year and the Haryana Assembly poll early 2005. The inauguration of these projects costing over Rs 16,000 crore would be showcased as a major investment by the Vajpayee Government in Haryana. In the recent days, the security around the sprawling refinery had been tightened and the CISF put on high alert. While the administration and the security agencies are tight-lipped on Mr Vajpayee’s visit, Mr Sanjay Bhatia, Municipal Council chief,
“confirmed” that the PM was coming. The BJP is organising a state-level rally here on October 14 where the party president, Mr Venkaiah Naidu, and the Agriculture Minister, Mr Rajnath Singh, are to address the party workers. Efforts are on to rope in the Deputy Prime Minister, Mr L.K.Advani, for the rally. The refinery had initiated the work on the petrochemical project costing Rs 5,104 crore on over 760 acres at Bal Jattan village near the refinery last year. The IOC also planned to spend over Rs 10,000 crore on doubling the capacity of the refinery. The doubling of the capacity has been boosted by the withdrawal of the Local Area Development Tax (LADT) of 4 per cent by Haryana Government. Both projects are slated to be completed next year. |

event Karnal, September 19 The district administration is engaged in making arrangements for the smooth flow of traffic and identifying sites for parking. The Director-General of Police, Mr M.S. Malik, yesterday visited the rally site and reviewed law and order. The MLA from Rori Mr Abhay Singh Chautala, is supervising the arrangements. He visited the rally site along with Agriculture Minister Jaswinder Singh Sandhu yesterday. The Deputy Commissioner, Mr R.S. Doon, said government officials had been assigned various duties to make the function a memorable one. The entire town would be decorated on that day and 250 welcome gates erected on major routes leading to the rally site. More than 2,000 wall paintings of Devi Lal had been completed for display. The DC said all roads in the town had been repaired and encroachments removed. The rally site had been divided into 20 sectors and 100 government officials deputed in these sectors to facilitate proper sitting arrangements for people. He said adequate drinking water arrangements had been made and temporary toilets established. A high-tech media centre with 15 computers for mediapersons had also been set up adjoining the rally site. |
Healthcare plan for Haryana
poor Chandigarh, September 19 According to the scheme, private MBBS doctors will be identified to provide primary healthcare services to 1000-1500 poor families residing in all major urban areas. The doctors will be responsible for all primary healthcare needs of the families registered with them, including the annual medical checkup, preventive and promotive healthcare, ante-natal, natal, neo-natal and post-natal services, consultation, vaccination, terminal and spacing methods of contraception and implementation of national health programmes. They will provide free of cost vaccines, contraceptives, including IUD, oral pills and condoms etc. They will also provide basic diagnostic tests to their registered members. Each member will be entitled to 12 consultation visits in a year, including one physical checkup, at least three ante-natal visits and checkups, one delivery, 3 post-natal checkups, vaccination visits etc. The member will also be entitled to three consultations by specialists. The doctors would be paid Rs 75 per annum per member, besides Rs 25 per member for providing basic medicines. The partnership between the government and private doctors will be under a contractual agreement for five years initially. |
HIGH COURT Chandigarh, September 19 The accused, along with six others, was earlier booked under Sections 387, 342, 364-A, 213, 214, 215, 216 and 507, besides 120-B, of the Indian Penal Code. According to the police, it had received information regarding the operation of a gang in Panckhula. Claiming to have been implicated, the petitioner had added that he had nothing to do with the alleged offence. After going through the documents and hearing the arguments in the case, Mr Justice Mehtab Singh Gill ruled: “I do not see any reason why bail should be granted to the petitioner.... Dismissed.” |
Plan to privatise power sector
totally, says union Fatehabad, September 19 Addressing a workers’ sammelan of the district unit of the AHPCWU here, Mr Mohan Lal Grover, president of the local unit of the union, said that the government had been working under pressure from the World Bank to privatise the power sector completely. He alleged that since 1966 as many as 11,068 workers of the power board had died on duty but next of kin of the deceased had been running from pillar to post to get the benefits due to them. He said that despite assurance, the nigam had not amended the rules on jobs. |

Women’s panel settles 585
cases Safidon (Jind), September 19 She said the commission had planned to organise ‘open darbars’ in big villages of the state to ensure social justice and speedy implementation of relief to the neglected and the socially ignored women of the state. She appealed to the law enforcing agencies to examine cases properly before imposing Sections 498 and 406 of the IPC as the commission had come across many such cases in which these sections were misused. At least 58 women of Safidon subdivision presented their complaints before chairman of the commission seeking justice. Two members of the commission Ms Santosh Yadav, Ms Satya Bala Malik and local SDM Virendra Dahiya were present at the function. |

Child killer’s aunt
arrested Ambala, September 19 The police had arrested Kunal for allegedly murdering a seven-year-old
Saurabh, a few days ago. The police recovered the body of Saurabh from the bushes in mutilated condition which was packed in a gunny bag. The accused Kunal is below 18 years of age. A local court had remanded Kunal to police custody for two days on Thursday. The police said he had murdered the child for ransom.

Idol stolen from Jain temple Sirsa, September 19 There is a tradition to keep the temple doors always open. Today, when devotees came to the temple for their morning prayers, they were shocked to find the centuries old antique idol made of ‘ashata dhatu’ missing. The news spread in the town and the matter was reported to the temple managing committee which lodged a complaint with the police. One of the devotee’s said this idol had untouched touched even during the renovation in 1999. This statue was stolen about 15 years ago too, but it had been recovered later. |
Exam centre supervisors
removed Karnal, September 19 The flying squad headed by board Chairman O.P. Chaudhry conducted raids in the district today at various examination centres. As many as 12 cases of copying were also caught and departmental action would be recommended against a centre supervisor to their heads of department. The Chairman of the squad also conducted raids on examination centres in Panipat and Sonepat districts and detected several cases of copying, a spokesman said. —

Grant to varsity restored Hisar, September 19 Union Agriculture Minister Rajnath Singh has issued directions to the ICAR for the release of grant to the university. Vice-Chancellor, M.K. Miglani stating this here today welcomed this decision of the ICAR and said the university would receive nearly Rs 18 crore as grant stalled by the ICAR for 2003. —
