500-cr project for elementary education Dalhousie, September 9 Disclosing this here today, Mrs Asha Kumari, Education Minister said that a sum of Rs 20.18 crore had so far been spent on this project. As a sequel to the sincere endeavours of the state government for the speedy implementation of ‘Sarva Shiksha Abhiyan’, the Government of India had sanctioned Rs 110 crore under Annual Work Plans to Himachal Pradesh during the current financial year. The Education Minister said that the project SSA envisaged enrolling all children in formal schools, education guarantee schools, alternate schools and ensure that all children in the age group of 6 to 14 years completed five years of education by 2007 and elementary education by 2010. The SSA was also a step towards bridging gender and social disparities at elementary level of education by focusing on education of girls, children belonging to the Scheduled Castes, Scheduled Tribes and children who could not afford education due to economic and other reasons, the Education Minister further said. The Education Minister said that emphasis was being laid on creating infrastructure under this project in the state by opening new middle schools, strengthening of existing school buildings. Free testbooks to all girl students, school grants, teacher grants, providing teaching-learning equipments in those schools, which had not been covered under ‘Operation Black Board’ scheme. She said that construction of 1500 classrooms with all amenities had already been sanctioned to provide three rooms each in 500 middle schools in the state. |
BJP works for consensus at all levels in its poll Shimla, September 9 Interestingly, the exercise has been started by Mr Sanjay Joshi, national general secretary and in charge of organisational matters, by convening a meeting of lower rung leaders to take them into confidence. He convened a meeting of about 25 key party leaders at Chandigarh on Sunday, sans Mr Prem Kumar Dhumal and Mr Shanta Kumar, who have been heading the rival factions. Mr O.P. Kohli, national secretary and in charge of party affairs in the state, also attended the meeting. The high command was forced to bank upon the second line of leadership after efforts to bring about a rapprochement between Mr Dhumal and Mr Shanta Kumar failed. Mr Joshi and Mr Kohli called upon leaders of both groups to elect presidents of even constituency units through consensus as differences at the grass-root level assume the shape of factional war at the higher level. According to party sources, the high command had to intervene midway during election process as reports of irregularities in membership and constitution of booth-level committees had started pouring in. The leaders of rival factions had been blaming each other for these irregularities. The two central leaders made it clear that contests be avoided at all costs while electing presidents of constituencies and district units. Finally, the state president will be elected by consensus. They assured that while constituting the team of office-bearers due weightage would be given to both the groups. The election to constituency units is to be completed by September 15 and the district units by September 25. |
Dhumal govt downgraded health institutions, says
minister Shimla, September 9 Stating this at a
press conference, Ms Chandersh Kumari, Health Minister, said instead
of providing requisite staff in the Primary Health Centres (PHCs) and
Community Health Centres (CHCs), the two categories of institutions
were split into four categories PHC-I, PHC-II, CHC-I and CHC-II. In
fact, the PHC-I was same as dispensary with no facility for indoor
patients and there was virtually no difference in PHC-II and CHC-I,
categories. She said the Congress government would review the
decision as it could affect the flow of funds from the Centre which
had set clear-cut norms for opening PHCs and CHCs and their staffing
pattern. The Health Minister revealed that during the BJP regime as
many as 225 doctors from outside the state were appointed on contract
basis. They seldom attended duty and virtually enjoying paid holidays.
She said the government would ascertain if they possessed recognised
MBBS degrees or not. Those unauthorisedly remaining absent from duty
would be sacked. She denied the BJP charge that gastroenteritis had
assumed the form of an epidemic and said only 1,891 cases of the
disease had been reported since May. |

New technique can save forests, says expert Solan, September 9 The proximity of Himachal with the trouble- torn Jammu and Kashmir had served as a deterrant for foreign delegates who had been advised by their respective embassies for not
visiting Himachal. Mr Christersson was here to attend an international
conference on world perspective on short rotation forestry for industrial and rural development. He said that short rotation forestry
(SRF) was a viable option for some countries to save their virgin forests where gap between demand and supply of wood was widening. Mr
Christersson, who is currently with the department of Short Rotation Forestry,
Swedan, said that SRF technique helped bridge this gap. The use of fast growing trees instead of traditional wood was a viable option to meet the growing needs of the burgeoning population worldwide, he felt.
Emphasising the need to adopt waste products, the former head of department of SRF and Emeritus Professor, said one type of SRF involved a vegetation filter, in which products from municipal wastes could be used for irrigation and fertilising the tree plantations. Not only could drinkable water be obtained by removing the contents of heavy metals and nutrients from the waste water and sludge by suitable treatment but also it could produce a large amount of biomass, he averred. He also presented his paper on this subject at the conference. Lauding the Indian forest scientists he said they were as efficient as the world’s best scientists and also possessed the technical know-how to produce the best results in
SRF. “What was required was adequate flow of funds and sufficient time to implement these ideas,” he observed. There was also the need to train more manpower to implement these ideas at the grass-roots level. |

CM unveils Capt Batra’s statue Dharamsala, September 9 Talking to mediapersons here, he said all such cases were being investigated and no one, howsoever powerful, would be spared. He said the inquiry into the alleged recruitment scam of Kangra Central Co-operative Bank was in progress and soon it would be finalised. The Chief Minister said his annual winter stay in Dharamsala would continue as usual. The Chief Minister said unrepresented districts and senior persons left out earlier would be given representation in the next Cabinet expansion. Earlier, the Chief Minister unveiled a statue of Capt Vikram Batra, who was awarded the Param Vir Chakra for making the supreme sacrifice during the Kargil war. He also inaugurated a Rs 2.09-crore Palampur water supply augmentation scheme. The Chief Minister honoured family members of Capt Vikram Batra and Major Sudhir Walia. He also gave away prizes to the winning students. Later, the Chief Minister also inaugurated a Rs 33.76-lakh Ghuggar Tanda water supply scheme. |

After many reminders for details, I got a letter from Accounts Officer-TRA O/O GM (TD), Solan office in which the officer had instructed the SDO, Parwanoo to look into the matter. But eight months have passed and there was no reply from anywhere, said Mr Singh. Other subscribers too blamed the department for faulty meter reading. Mr Roop Lal Koundal, a shopkeeper at Barog after getting an excessive bill for June applied to the department for details. He got the details from June 1 to June 29. The difference between calls charged in bill and calls mentioned in statement including local ones between June 1 to 29 was 805. We have to pay the excess amount without knowing the details, lamented most of subscribers. Mr S.K. Bose, General Manager, Telecom Circle, Solan denied discrepancies in bills. The system had been computerized so there was no question of any fault, he maintained. However, in a few cases minor errors could be there, he admitted. The department was not bound to provide local call’s details, he said. |

Pensioners threaten to go on fast Chamba, September 9 In a statement issued here today, Mr P.C. Oberoy, district president of the sangh, flayed the state government for the delay in releasing in DA slab as eight months had elapsed. Even another DA slab with effect from July 1 was also due besides DA slab instalment due on January 1, Mr Oberoy added. Mr Oberoy said the Punjab Government had already released DA to its employees and retirees long ago. Mr Oberoy reiterated his demand of filling thousands of posts lying vacant in various categories of different departments in the state and urged the Himachal Chief Minister, Mr Virbhadra Singh, to open job opportunities to the educated youths. Mr Oberoy slammed the previous BJP-HVC coalition government in the state for its wrong policies thereby putting a number of posts vacant in various government departments and other concerns. |
‘Women adalats’ in Kangra soon Dharamsala , September 9 Ms Thakur said at a meeting on Saturday in Shimla, it was decided to assign members the responsibility of districts so that women were protected. She said she herself would look after Kangra and Chamba districts. She said each police station in the state would have women officials so that women coming to lodge reports did not face difficulties. She said committees would also be constituted in departments and universities to help women employees and save them from exploitation. Ms Thakur said awareness camps would also be organised all over the state to educate women about their rights. |
Snow in higher reaches of Himachal
Shimla, September 9 High-altitude areas in the tribal districts of Lahaul-Spiti and Kulu had snow, bringing down the temperature in the region. The Saptrishi mountains and higher areas of Rohtang had 12 cm to 15 cm of snowfall, a report from Keylong said. Another report said that Manali Peak, Pathalu Peak, Ladhakhi Peak, Seven Sisters Peak and Friendship Peak in Kulu district also had the first light snowfall of the season during the past 24 hours.
