Drunk customer  stabs dhaba owner
Dharamsala, September 1
A dhaba owner trying to pacify two drunk men was attacked by one of them with a sharp-edged weapon which led to his death. The attacker fled. According to an FIR lodged with the Shahpur police, brothers Sunil Kumar and Sushil Kumar started fighting after having drinks at the dhaba of Madan Lal in Darini village. After pacifying them, Madan Lal decided to escort Sushil Kumar to his home, but on the way, Sushil stabbed him in the back and ran away.

Steps taken  to check gastroenteritis
Shimla, September 1
Mr Kaul Singh Thakur, Irrigation and Public Health Minister, said here today that the government was taking steps to check the spread of gastroenteritis. He said directions had been issued to the field staff of the Irrigation and Public Health Department to ensure that the people used only chlorinated water.

Bragta dares CM to order probe into 
insecticide purchase

Mr Narinder Bragta, former Horticulture Minister, today dared Mr Virbhadra Singh, Chief Minister, to order an inquiry into the purchase of fungicides and insecticides made during his tenure and said the probe be entrusted to the CBI and should also cover the 1994-98 period when the Congress was in power.

In a statement here today, he said as a minister he toiled hard to solve the problems of the apple growers and did not require any certificate from Mr Virbhadra Singh to prove his credentials. The BJP government took important decisions to stabilise the apple economy. The Congress failed to take such decisions during the past 50 years.

He said it was shocking that the Chief Minister was giving statements to mediapersons that there was no shortage of trucks at a time when the fruit growers were staging a dharna at Gumma in protest against the failure of the government to make adequate arrangements for the transportation of their produce.

He said during the 1994-98 period, only 1 crore cartons were manufactured at the state-owned Agro-India Packaging Limited whereas during the BJP rule, over 1.70 crore cartons were produced. The turnover of the unit increased from Rs 24 crore to Rs 44 crore during the period. Similarly, during the four years of the Congress, only Rs 25 crore were paid to the apple growers and in comparison, the BJP government paid Rs 66.43 crore to them.

He said during the BJP rule, the same fungicides and insecticides were purchased which were being supplied to the growers during the Congress regime and, besides ensuring quality, all codal formalities were observed while making the purchases. He said the allegations of bungling in purchases were politically motivated.

Dhumal dubs Virbhadra anti-farmer

Former HP Chief Minister and senior BJP leader Prem Kumar Dhumal today dubbed the Congress-led state government as anti-people, in general, and anti-farmer and anti-horticulturist, in particular.

Talking with reporters at Touni Devi, near here, this evening, he said the Congress had always played with the sentiments of the farmers and had given them nothing. He claimed that the BJP government in the state had provided many facilities to the farmers and had raised the price of their produce.

Mr Dhumal demanded a CBI probe into the working of the Horticulture Department and allied agencies with regard to the purchases made and opening of new outlets inside and outside the state during the previous regime of the Congress. He claimed that gross irregularities had been mentioned in the audit report of the department.

The former Chief Minister said that the state government had not made adequate arrangements for the supply of cartons and trays to the horticulturists.

He opposed the recruitment of teachers on contract. He added that TGT was a state cadre and appointments for this cadre should be made through the proper channel only. He alleged the Congress was trying to adopt this process only to recruit its henchmen as TGT teachers.

VC attends office amid uncertainty

Undaunted by the recommendation of the Executive Council, the Vice-Chancellor of Himachal Pradesh University, Dr S.D.Sharma, attended office as usual even as uncertainty gripped the campus.

While the Governor, Mr V.S.Kokje, is pondering over the unprecedented recommendation of the council to send the Vice-Chancellor on leave to pave the way for an impartial probe into the affairs of the university, Dr Sharma reiterated that the allegations against him were a bundle of lies. He said he had worked honestly and in the best interest of the institution. He alleged that he had been at the receiving end of a malicious campaign carried out by his detractors.

Refusing to be drawn into any controversy over the happenings at the meeting of the council and its recommendations, he said, “How can a Vice-Chancellor function if he is humiliated at the meeting of the highest decision making body of the university?”. The matter was before the Chancellor and he would abide by his decision, he added.

He maintained that the Governor’s letter was an “advisory” and could not be construed as his indictment. In fact, the letter written by him to the members of the council points to a “system failure” which was not his doing. Afterall, it was a more than 30-year-old institution and he took charge only two years ago. The legacy and traditions he inherited could not be changed overnight. He had observed rules, regulations and traditions in the same manner as before, he claimed.

Visibly upset over the allegations of corruption against him, Dr Sharma said those who were making such charges should do so on oath. Let them state in an affidavit that question papers were printed on a press owned by him and the secrecy officer of the university would reply to it. The previous Chancellor got these charges probed and nothing objectionable was revealed.

He admitted that the meetings of the Executive Council had not been held regularly. There were several reasons for it, like insufficient agenda and student unrest. However, he assured that if the Chancellor gave him a chance to serve the institution, he would make amends and ensure that the council met regularly.

The fate of Dr Sharma is hanging in the balance. All eyes are on the Raj Bhavan, which has to take a decision on the recommendation of the council.

Students elect representatives today

Shimla, September 1
The elections to the Students Central Association of Himachal Pradesh University and its affiliated colleges, including the Evening College, Sanskrit Colleges and Postgraduate Study Centre at Dharamsala, would be held tomorrow.

The polling would be held simultaneously throughout the state and the results were expected by the evening. The electioneering was cut short to just two days this time and contrary to the past, peace prevailed during the electioneering.

The Students Federation of India, Akhil Bharatiya Vidyarthi Parishad (ABVP) and National Students Union of India (NSUI) were the main contenders. The Himachal Students Union, a breakaway group of the NSUI, had merged with the main organisation, strengthening the position of the NSUI in some colleges.

There were nearly 88,000 voters with girls accounting for more than 50 per cent votes. — PTI

Dr Suresh Kapoor, Dean of Studies, will take over as the Registrar in his place. Mr Panwar and the Vice-Chancellor, Dr S.D. Sharma, had their differences and had even complained to the Governor against each other.

Mr Panwar, however, said he would not relinquish charge untill he was asked to do so by the government. He said an important record pertaining to an inquiry being conducted by the Vigilance Department was in his custody and his removal from the post at the behest of the Vice-Chancellor served to be a conspiracy.

The record could be destroyed or tampered with to protect those responsible for various irregularities, he said, adding that he had sealed his room and deployed security there to ensure that the record was safe.

500 para-teachers to be recruited

The Himachal government has formulated new scheme for the recruitment of teachers in primary schools under which 500 posts of para-teacher will be filled.
An official spokesman said here today the scheme would be implemented through the Panchayati Raj institutions and the incumbents would be posted in difficult, remote and tribal areas of the state. He said these posts would be filled for schools where there were no teachers on a regular basis or they had only one teacher.

The spokesman said the recruitment would be done on the basis of applications to be received by the respective Block Primary Education Officers who will shortly notify the primary schools where para-teachers were required. To ensure that the selection was fair, a committee headed by the Subdivisional Officer (Civil) of the subdivision concerned and comprising the pradhan gram panchayats, the centre head teacher and the Block Primary Education Officer would be set up for the recruitment.

Under the scheme, the minimum qualification would be 10+2 and above. The candidates with professional qualification in the field of education such as B.Ed would be preferred. Besides, preference would be given to the candidates belonging to the same panchayats for which the vacancy had been notified, he added.

He said Primary Assistant Teachers would be paid Rs 2,000 per month in case of untrained persons and Rs 2,500 to trained persons for a period of 10 months in a year. Such teachers would be the employees of the gram panchayats concerned in which they would be appointed and a contract would be signed with the panchayats at the time of appointment. The state government would, however, release grant to the panchayats. He said with the Primary Assistant Teacher Scheme, 2003, had replaced the ‘Gram Vidya Upasak Scheme’, 2001 had been repealed.

This was stated by Chief Minister Virbhadra Singh at Panjawar while addressing a gathering after dedicating the upgraded Government Senior Secondary School to the students and people of the area today.

He said the government was committed to bringing about qualitative improvement in education. He said government was planning to launch the Sarv Shiksha Abhiyan and a survey was under way in this regard.

He said there was no shortage of funds for development works. He said the areas that remained neglected during the previous regime would be given special attention. Functional posts in various departments were being filled, he said, adding that Rs 1481 crore would be spent under the Irrigation and Public Health Department activities in Una district during the current financial year while Rs 5 crore would be spent on the construction of roads and bridges in the Santokhgarh segment.

Mrs Asha Kumari, State Education Minister, said the required functional staff would soon be posted in the upgraded school of Panjawar.

Drunk customer stabs dhaba owner

A dhaba owner trying to pacify two drunk men was attacked by one of them with a sharp-edged weapon which led to his death. The attacker fled.
According to an FIR lodged with the Shahpur police, brothers Sunil Kumar and Sushil Kumar started fighting after having drinks at the dhaba of Madan Lal in Darini village. After pacifying them, Madan Lal decided to escort Sushil Kumar to his home, but on the way, Sushil stabbed him in the back and ran away.

A profusely bleeding dhaba owner was rushed to the Rirakmar dispensary where he died later.

The police has lodged a case under Section 302 of the IPC against Sushil.

In another incident, Ashia Chauhan of Rani Sidhpur under the Palampur subdivision committed suicide at Shamnagar here. She had come to a friend’s house, where she consumed poison.

Steps taken to check gastroenteritis

Mr Kaul Singh Thakur, Irrigation and Public Health Minister, said here today that the government was taking steps to check the spread of gastroenteritis.
He said directions had been issued to the field staff of the Irrigation and Public Health Department to ensure that the people used only chlorinated water.

The Health Department had been directed to take steps to treat gastroenteritis patients.

The department had also been directed to check all water sources, including “bowlies” and springs, and take samples.

He said the government would soon formulate a water policy in the maintenance and preservation of traditional water sources would be given special attention.

Meanwhile, Mr Randhir Sharma, spokesperson for the state BJP, has alleged that the government had failed to check the spread of gastroenteritis that had claimed 10 lives so far. He urged the Chief Minister to set up a task force to control the diseases.

He said steps should be taken to ensure adequate supply of medicines in the affected areas.

One killed, 1 missing in Sarsa bus mishap

A government spokesman said here today that only one person had been killed and another was missing in the Sarsa bus mishap.

He said 18 persons, who were trapped in water in the Sarsa, were rescued at around 9 pm on Saturday. As many as four persons, including the driver and the conductor of the bus, managed to swim to safety. One person, Raju, lost his life while Sohan Singh, a resident of Baddi, was still missing.

Rawal, Deputy Director of Health Services, Dr R.S. Dhiman, Deputy Director of Health Services, Dr Suman Gupta, Chief Medical Officer, Deen Dayal Upadhay Hospital, Dr P.S. Dogra, Medical Superintendent, Dharamsala, and Dr Chamman Singh Chauhan, President of the Himachal Pradesh Medical Officers Association.

Women take on drunkard husbands

Nearly 3,000 women associated with 100 self-help groups have joined hands against drunkard husbands in the Karsog Valley.

Under the ‘Swayam Sidhi Yojna’ they have launched a de-addiction drive and been adopting both persuasive and coercive methods against their erring spouses. The decision to launch this drive was taken at a meeting of an elected body under the scheme attended by 50 delegates.
