VC moves court for anticipatory bail Shimla, September 3 The application is likely to come up for hearing tomorrow. The Vigilance teams were waiting for the return of officers booked in the case who were out of station. They also failed to lay hands on the record pertaining to the secrecy branch as it was allegedly kept outside the university premises. Uncertainty prevailed on the campus which more a deserted look as teaching had been suspended for two days in connection with the student bodies elections. However, the Registrar, Mr R.D. Panwar, who was unceremoniously removed by Dr Sharma, attended office as usual. The Governor reportedly called him to Raj Bhavan and asked him to continue to function as usual till the Executive Council took a decision on the appointment of a new incumbent. Mr Panwar wrote a letter to Dr Suresh Kapoor, who was appointed in his place, to return the official vehicle and staff immediately. He also asked him to remove his private vehicle from the porch of Registrar’s office. |

Governor
shielding VC, says student body chief Shimla, September 3 Vijendra Mehra, state SFI chief, who has been elected president of the Students Central Association of the university, said the role of Mr Kokje had been suspect all through and he had even ignored the recommendation of the Executive Council for sending Dr Sharma on leave to pave way for an impartial inquiry. The brazen manner in which Dr Sharma had removed the Registrar, Mr R.D. Panwar, and brought in Dr Suresh Kapoor, who had been a party to most of the irregularities, indicated that he enjoyed the backing of powers that be. It was clever on part of Dr Sharma to keep incriminating records hidden from the investigating agency, he said. He said it was the SFI which had exposed the question paper scam forcing the government and even the Governor to agree that the institution was in a mess. Besides, Dr Sharma, all his key officials should also go to end the prevailing administrative anarchy in the university, he said. Mehra claimed the SFI had dominated the student elections even though the ABVP and the NSUI had tried hard to defeat it. He said the SFI had won 78 seats, made a clean sweep in eight colleges and pushed the ABVP to the third place in the state. |

Dawa is
services selection board chief Hamirpur, September 3 Mr Harbans Kumar Sharma, former Engineer-in-Chief of the state, has been named new member of the board. Mr Dawa has been working as the officiating Chairman of the board since the suspension of Mr Surendra Mohan Katwal. Mr Katwal retired from the board service on August 14. In an interview with this correspondent, Mr Tashi Dawa said his priority would be to improve image of the board by selecting candidates for the posts entrusted to the board in a fair and transparent manner. A retired IPS officer and former Director-General of the HP Home Guards, Mr Dawa was made member of the board on February 3, 2003. He said the work for the selection of candidates would start once the new Rules of Business are framed by the state government. The board was scrutinising applications of candidates who had applied for the posts of the clerk, stenotypist, senior scale stenographer and assistant librarian, he said. Nearly 34,000 aspirants had applied for 263 jobs. Mr Dawa said he would try to uphold the name of this institution by making its working transparent, fair and objective. He said that since it involved the careers of lakhs of youngsters of the state, it was the primary duty of the board to provide them justice. Regarding the printing of the question papers and the evaluation of the answersheets, he said the board would try to do these jobs on its own in the board’s office. “We shall try to purchase the software for this purpose and if that is not possible, then the parties concerned who are entrusted with this job will be asked to perform the duties on the board premises only”, he added. |
Non-teaching staff oppose order on posts Shimla, September 3 The Non-Teaching Employees Union of the university has in a letter to the Vice-Chancellor made it clear that any action detrimental to the interests of the employees would not be accepted. The union had been demanding the creation of posts of joint registrar, one each for finance, administration and the international centre for distance education and open learning. Meanwhile, the Administrative Officers Association and the Non-Teaching Employees Union have hailed the inquiries instituted by the Governor into the affairs of the university. |

50,000 take holy dip in Manimahesh Lake Chamba, September 3 So far, during the fortnight-long Manimahesh pilgrimage, which commenced on August 19, the day of Krishna Janmashtmi, nearly 2 lakh pilgrims have taken holy dip in the lake. The pilgrimage concluded today. Giving this information here today, the Deputy Commissioner of Chamba, Mr Rahul Anand, said pilgrims hailing from Bhaderwah region of Jammu and Kashmir also visited the pilgrimage under security cover. Meanwhile, the pilgrim who died due to cold on August 29, has been identified as a “sadhu”, Boribala Baba of Doda district in Jammu and Kashmir. The “sadhu” had been regularly visiting Manimahesh for the past about 10 years. |
Crop insurance scheme to
go on Shimla, September 3 An official spokesman said here yesterday that the scheme would be applicable to farmers in Bilaspur, Chamba, Hamirpur, Kangra, Kulu, Mandi, Shimla, Sirmaur, Solan and Una districts. He said the scheme was on a compulsory basis to loanee farmers availing seasonal agricultural operation loans from the financial institutions. However, it would be on a voluntary basis for non-loanee farmers. The uniform level of indemnity for maize, paddy and potato crops was kept at 80 per cent of the average yield (threshold yield), he added. |
Forum awards claim for Jersey cow Sundernagar, September 3 The complainant had purchased a Jersey cow with finance from Himachal Gramin Bank,
Kataula, and insured it with National Insurance. After the cow died, the insurance company was informed about it and given all papers through the bank. The company’s investigator never visited him, but got the cattle claim repudiated. The forum held that the repudiation was not justified, as the cow had died during the period for which it had been insured. |

demand wage revision Shimla, September 3 Nearly 50 union leaders from the postal and census departments, All-India Radio (AIR), Central Potato Research Institute, CPWD, office of the Accountant-General, the Government of India Press and Labour Bureau began this fast that would end tomorrow evening. The leaders demanded wage revision and appointment of the Sixth Pay Commission. The striking employees said non-fulfilment of their demands would further intensify their agitation.

Three killed in accidents Dharamsala, September 3 They were taken to the Civil Hospital at Palampur where they were declared dead. The bodies were handed over to the respective families after a post-mortem examination. In an accident in Jwali subdivision, a tractor driver, Sunil Kumar, died on the spot. |
