SC reserves order on college affiliation

Expressing concern over the fate of about 500 students of a private engineering college in Himachal Pradesh due to prolonged litigations in various courts for the past two years on the affiliation issue, the Supreme Court said that the matter needed to be resolved early in the interest of the students.

Cong all set to topple Zila Parishad chief

The Congress is all set to remove BJP leader Chander Mohan Thakur from the post of Chairman, Zila Parishad, Sirmaur. According to sources, a no-confidence motion has been signed by 10 Zila Parishad members which will be submitted to the Deputy Commissioner after “approval” of the Chief Minister.

Kaushal, DIG, Railway and Traffic, has been posted as DIG, Central Range, Mandi, vice Mr Sanjay Kumar, who takes over as DIG, CID, Shimla, vice Mr Jaswant Moga, who takes over as DIG, Railway and Traffic.

Satellite township near Shimla

A satellite township will be developed at Vaknaghat between Solan and Shimla, approximately in 500 bighas of land, which will be a model township catering to educational, recreational, commercial and residential activities.

More gastroenteritis cases reported

The police has arrested Judhiya Devi and her son Onkar and booked them under Sections 302, 498-A and 328 of the IPC and Section 4 of the dowry Act.

The Himachal Pradesh Board of School Education today announced the dates for the declaration of the results of various examinations conducted by the board this year. Mr Vikas Labroo, Secretary of the board, said here today that the results of the plus two examination (science subjects) would be declared on May 20.

SC reserves order on college affiliation

New Delhi, April 30
Expressing concern over the fate of about 500 students of a private engineering college in Himachal Pradesh due to prolonged litigations in various courts for the past two years on the affiliation issue, the Supreme Court said that the matter needed to be resolved early in the interest of the students.

Reserving its judgement on a special leave petition by the IITT College of Engineering at Kala Amb in Sirmaur district, to which affiliation was withdrawn by Himachal Pradesh University (HPU), a Bench comprising Justice K.G. Balakrishnan and Justice P.V. Reddy said a “short order” on the matter would be pronounced by it soon.

The HPU had declined to grant permission to the students to sit in the examinations following a report by an expert committee of the All-India Council of Technical Education (AICTE) in October, last year, that the college authorities, which had charged about Rs 90,000 from each student as security amount, had failed to improve the required infrastructure.

The state government had expressed its inability to take over the college, which is presently managed by an administrator appointed by the Himachal Pradesh High Court.

AICTE counsel C.B.N. Babu and Himachal Pradesh’s Additional Advocate-General J.S. Attri submitted that after state’s Technical Education Department’s Joint Director S.S. Sen was appointed Principal of the college an amount of over Rs 1 crore had been refunded to the students, collected as security money.

Following the AICTE’s report, the students who were given admission in the IT course, had been shifted to some other engineering colleges, the apex court was informed.

Cong all set to topple Zila Parishad chief

The Congress is all set to remove BJP leader Chander Mohan Thakur from the post of Chairman, Zila Parishad, Sirmaur.
According to sources, a no-confidence motion has been signed by 10 Zila Parishad members which will be submitted to the Deputy Commissioner after “approval” of the Chief Minister.

According to sources, some Congress men were of the view that the no-confidence motion be submitted without further delay but certain influential leaders felt that the names of next office-bearers should be decided by the Chief Minister first.

The motion was signed yesterday at Circuit House here in the presence of Mr Prem Singh, MLA, and the president of the District Congress Committee, Mr Harsh Vardhan Chauhan.

Meanwhile more supporters of the Chairman of the Zila Parishad have joined the Congress camp. At the parishad’s two-day sittings, only seven of the 17 members, including the Chairman, were present. According to the secretary of the Zila Parishad, Mr M.S. Negi only six members reported for the meeting today. Both meetings were postponed for want of quorum.

The Congress sources claimed they had the support of 12 members. Mr O.C. Sharma, Deputy Commissioner said he had been intimated about the motion voting on which would be held on May 14. The motion had been signed by 10 Zila Parishad members, he added.

Mining endangers ancient temple

The ancient Shiva Temple at Baijnath built in 1204 AD faces threat from reckless quarrying and mining in the adjoining Binwa river-bed.
A team of mediapersons invited by residents of Baijnath found the temple in a state of utter neglect. A position of the temple on the left bank of the river has developed big cracks.

The temple that survived a major earthquake in Kangra in 1905, today stands badly damaged by unscientific mining.

The level of water in the Binwa has gone down and is threatening the foundation of the temple compound. Continuous land erosion may cause a major damage to the monument if no serious efforts are made to stop the mining and quarrying within 2 km of the temple radius.

The Mining Department remains unconcerned at the situation. The Mining Officer, when contacted expressed ignorance and said that matter would be looked into.

However, residents of the town blame the Mining Department that has failed to regulate the mining activities in Baijnath area. They allege that despite the orders of the High Court, no efforts were being made to check the mining activities.

The temple is under the control of the Archaeological Survey of India. It has spent lakhs on its maintenance and development of surroundings. Thousands of tourists visit the temple every year. Mr Sudhir Sharma, MLA from Baijnath, says efforts would be made to check the illegal mining in the periphery of the temple.

Govt team destroys poppy crop

Mandi, April 30
A 50-member contingent of the Himachal Pradesh Police, the Home Guards, and the Narcotics Board Bureau, Chandigarh, in a joint operation destroyed over 250 bighas of poppy crop in the heart of Chuhar valley — from Balh Tikkar up to Kathlog villages.

The operation was led by Mr Satinder Pal Singh, SSP, Mandi, and the Superintendent, Narcotics Control Board, Chandigarh.

According to the SSP, the team inter-acted with local residents. Group meetings were held in order to spread awareness against the disastrous consequences of the drugs. The villagers assured the team that in future poppy would not be cultivated by them.

The team promised that the Horticulture and Agriculture Departments would be requested to give them necessary guidance to help them switch over to remunerative cash crops.

Meanwhile, a 60-member team of the Customs, camping in the valley for the past five days with its control room at Jhatingri at an altitude of 6000 ft, has destroyed poppy crop grown on 900 bighas in the valley, according to Mr K.N. Chauhan, Superintendent, Customs, Kulu, who is leading the operation.

No faculty for BIT

Hamirpur, April 30
Hamirpur Government Degree College may discontinue the BIT course if the move initiated in this direction by the college principal is any indication. The course was started in the college under the self-financing programme in 2001. More than 400 students had applied for the same during the first year.

There was a provision for 28 non-paid seats. The HP University authorities had given the nod to the college for the course.

However, later the university refused to grant recognition to the course. The then principal of the college took up the matter with the then Chief Minister, Mr Prem Kumar Dhumal. Accordingly, a meeting was held at Shimla and it was decided that the course would be made a four-year one and renamed as MIT.

In the meantime, the college principal was shifted from Hamirpur to Dharamsala and the matter left at that.

Dr Lalit Mohan Sharma, principal of the college, said there was a move to shift the BIT classes from Hamirpur to HP University at Shimla in the coming session. He said faculty for the course was not available at Hamirpur.

The decision has perturbed the students who say it is the responsibility of the college to arrange for the faculty as they were being charged good money for the course.

Parents of the students have urged the state government to ensure that the BIT classes are not shifted from here to Shimla and the college authorities are directed to arrange for the faculty.

Mr Prem Singh, DSP, 3rd Battalion, Pandoh, goes as DSP, BBMB, Sundernagar, vice Mr Hirdu Ram, who takes over as DSP, CID (leave reserve), Mandi, in place of Mr Hari Chand, who has been posted as DSP, Vigilance, Solan against a vacant post.

Mr Virender Sharma under transfer as DSP, 3rd Battalion, Pandoh, takes over as DSP, 2nd Battalion, India Reserve Battalion, Jungle Beri (Hamirpur).

Satellite township near Shimla

Shimla, April 30
A satellite township will be developed at Vaknaghat between Solan and Shimla, approximately in 500 bighas of land, which will be a model township catering to educational, recreational, commercial and residential activities.

This was decided at a meeting of the officers of the HP Housing Board which was presided over by Chief Parliamentary Secretary-cum-Chairman of the board Mukesh Agnihotri and other senior officials concerned.

Mr Agnihotri directed that the Housing and Urban Development Corporation (Hudco), Union Ministry of Housing, global funding agencies and non-resident Indians (NRIs) should be approached for this project, a blueprint of which would soon be completed. UNI

More gastroenteritis cases reported

Mandi, April 30
There has been no let up in the outbreak of gastroenteritis in the twin villages of Nao-Panao in the Darang constituency of the district.
One more person, Yog Raj, of Nao village died at a private hospital here yesterday and 15 persons are reported to have been infected with the disease since Monday despite massive preventive measures claimed to have been launched by the Health and IPH departments.

Villagers resent that despite repeated fax messages, no team of experts had arrived from Shimla.

Panchyat Pradhan Nath Ram Santoshi lamented that while people were dying of gastroenteritis, officials were issuing statements from the district headquarters that the situation was normal and claiming that the disease had been contained.

2 held under dowry Act

The police has arrested Judhiya Devi and her son Onkar and booked them under Sections 302, 498-A and 328 of the IPC and Section 4 of the dowry Act.
According to the prosecution, Soma Devi of Palthin village near here admitted to hospital due to poisoning on the night of April 25, had deposed before the police that she was being maltreated by her mother-in-law Judhiya Devi and her brother-in-law Onkar. She said on the evening of April 25, her mother-in-law gave her and her three-year-old son Neetan ‘Khichari’ to eat, after which they fell ill. They were rushed to hospital and her son died.

In another case, a Punjab Roadways bus driver, Pal Singh of Nurpur (Ludhiana), was fined Rs 2,500 for rash driving. He would have to undergo simple imprisonment for two months if he did not pay the fine.

Exam result dates announced

The Himachal Pradesh Board of School Education today announced the dates for the declaration of the results of various examinations conducted by the board this year.
Mr Vikas Labroo, Secretary of the board, said here today that the results of the plus two examination (science subjects) would be declared on May 20.

He said the examination results of the plus two humanities, commerce and vocational streams would be declared on May 27.

This would be followed by the declaration of the results of the matriculation examination on June 10. The results of the plus one examination would be declared on June 20 and those of the middle examination on June 27.

BJP-supported chairman removed

The Congress today passed a no-confidence motion against the BJP-supported chairman and the vice-chairman of the Fatehpur Block Development Committee in Jawali. subdivision. The motion was presented in the presence of Mr Hem Raj Sharma, District Panchayat Officer, in which 24 of the 27 members participated.

Twenty-two members voted against the chairman and the vice-chairman. The election to the posts of the chairman and the vice-chairman will now held next week.

CM inaugurates Kelvi-Badu road

The Himachal Pradesh Government will give priority to the creation of irrigation facilities in such areas where there is scope for diversification so that farmers can grow off-season vegetables.

This was stated by Mr Virbhadra Singh, Chief Minister, while addressing a gathering on the occasion of the Vishu Mela at Jadaun in the Theog area of Shimla district today. He also inaugurated the 3 km Kelvi-Badu road constructed at a cost of Rs 12.39 lakh.

Dismissed headmaster leaves school

Solan, April 30
Five days after being dismissed the headmaster of Lawrence School, Sanawar, Mr Andrews S. Gray, left the school with his bag and baggage this afternoon. He was accompanied by his wife Vallery, daughter Rosy, a Class X student and son Alex in Class V.

A school vehicle went to drop Mr Gray and his family to Karnal. It was learnt that Mr Gray would stay in Karnal with a former member of the Board of Governors, Mr Gurdeep Singh, who had appointed him.

Chemist shops raided

Dharamsala, April 30
The Kangra health authorities have conducted raids on chemist shops in the district following complaints of undeterred sale of drugs. According to the Chief Medical Officer, Kangra, Dr P.S. Dogra, health officials conducted raids on at least 12 chemist shops in Dharamsala, Nagrota Bagwan and Kangra.

He said there were complaints that some chemists were supplying drugs without prescription.

New Bhota Nagar Panchayat chief

Mr Dalip Sharma of the Congress has been elected the new Bhota Nagar Panchayat chief.
He was elected to the post at a meeting at Bhota today.

Mr Sharan Dass, former Nagar Panchayat chief who had resigned recently, proposed his name.

The election, held under the chairmanship of Mr B.S. Dehal, SDM, Barsar, was unanimous.

Vandalism: bail for three

The Additional Judicial Magistrate, Mr J.S. Mantan, today sentenced 17 of the 19 accused in a case regarding ransacking of a vend to police remand till May 2, while the remaining three — Devi Ram, Jamuna Das and Beli Ram — were granted bail.

The court, taking into account the fact that further interrogation of the accused was imperative, accepted the police request for remand.
