The All-India Artists Association has decided to honour Ms Nirmala Devi of Pipli village in Mandi district, who killed a leopard with a sickle, by conferring the Balraj Sahni Bravery National Award 2002-03 on her.

CM: no VRS for govt employees on cards

Chief Minister Virbhadra Singh has inaugurated the teaching block of Dr B.R. Ambedkar Polytechnic complex here, 38 km from Una, constructed at a cost of Rs 1.5 crore. While talking to the Press he said the Congress government had no VRS for state government employees under consideration. However, the VRS introduced by the previous government for corporations and boards would remain in force. He said the government had no plan to put a ban on recruitments in government jobs. He said the Congress government would review and reconsider the MoUs signed by the BJP government with private firms for hydroelectric projects. Keeping in view the state interests and ensuring employment for Himachali youth the same would be considered favourably.

He further said the government would encourage self-employment schemes for educated unemployed youth and finances for the same would be arranged by banks and cooperative banks. Answering a question he said the Congress government was considering re-introduction of Divisional Commissioner system in the state.

Mr Virbhadra Singh said the state government would give priority to irrigation in Una district. He added that the state government had also decided to give priority to repair and construction of roads in the district.

He said the Congress during elections had never declared that toll tax in the state would be abolished, but added that keeping in view the problems of districts bordering Punjab, the government might consider reducing toll tax. The Chief Minister was accompanied by wife Pratibha Singh.

Earlier, Mr Virbhadra Singh inaugurated the plus-II complex at Ghanari Government High School constructed at a cost of Rs 6 lakh. Later, he addressed a public meeting at Gagret, which was attended by Mr Kuldip Kumar, Cooperative Minister, Mr Mukesh Agnihotri, Chief Parliamentary Secretary, Mr Dogra, Cabinet minister from Punjab, and Mr Rakesh Kalia, MLA, Chintpurni constituency.

Cong govt implicating BJP leaders: Dhumal

Mr Prem Kumar Dhumal, former Chief Minister and leader of Opposition in Himachal Pradesh Assembly, today criticised the Chief Minister, Mr Virbhadra Singh, for launching a political vendetta against BJP leaders, their relatives and senior officers of the state.

Addressing a news conference here this morning, he said the Congress government was implicating BJP leaders in false criminal cases. He alleged that a team of officers had been preparing false documents against him and his party leaders with an intention of tarnishing their image and harassing them.

Referring to charges of corruption levelled against him by the Chief Minister, he said there was no substance in these cases and he was ready to face the charges in the court of law.

CHAMBA: Senior BJP leader and former Industries Minister Kishori Lal has demanded that the state government should make public those letters and chits of Congress leaders on which they have sought jobs for their people from the Chairman of the Himachal Pradesh Subordinate Services Selection Board (HPSSSB), Hamirpur. He said he feared that these evidences would be destroyed during investigation. The Chairman, Mr Katwal, has already brought the letters and chits written by Congressmen on record.

Speaking to this reporter here on Monday, Mr Kishori Lal demanded a probe into the charges of corruption levelled against certain Congress leaders who had now been elected to the state Legislative Assembly if the Congress government wanted to root out corruption in the state.

He said that the winter capital was set up at Dharamsala by the BJP-led government from the national integration point of view as well as the development of the distant regions of the state. He described the Congress government move of setting aside the winter capital at Dharamsala as “uncalled for”.

HVC district chief joins Congress

Chamba, April 21
Himachal Vikas Congress (HVC) district president Brahma Nand Thakur has resigned from the HVC and joined the Congress along with 100 activists.
Announcing this here today, Mr Thakur Singh Bharmouri, a former legislator from Bharmaur and a Congress nominee for the ensuing Assembly elections in the tribal constituency scheduled to be held on June 8, said Mr Thakur and his supporters had expressed their faith in the policies of the Congress under the leadership of AICC President Sonia Gandhi and Himachal Pradesh Chief Minister Virbhadra Singh.

In another development Mr Lalit Thakur, a member of Zila Parishad also joined the Congress along with his supporters. Mr Lalit Thakur represents Poolan ward, which includes Bharmaur tribal area.

Mr Bharmouri informed that Mr Brahma Nand Thakur and Mr Lalit Thakur had been asked to gear up the election campaign in their respective belts in the tribal Assembly constituencies. UNI

Cong gears up for LS poll

The Congress in Himachal Pradesh has started gearing up for the Lok Sabha poll, scheduled to be held next year, said Mrs Asha Kumari, Education Minister, here today.

She said the Congress had planned to launch a mobilisation drive at the grassroots level with a view to strengthening the rank and file of the party.

Mrs Asha Kumari said Mrs Sonia Gandhi, President of the AICC, had emerged as a charismatic leader and people wanted to see her as the next Prime Minister of India.

Shanta meets Una BJP workers

Former Union Minister Shanta Kumar today addressed local party workers at the PWD Rest House before going to see Mr Des Raj Thakur, former minister of state at Basdehra village who is sick for some time due to old age.

Talking to BJP workers, he said they should not react in haste but be patient and work for the party with honesty.

Talking about himself, he said he was enjoying the “punishment” given to him. He said he had other works to do, like poetry and the super speciality hospital at Holta in Palampur.

A number of speakers at the meeting said while some leaders and workers who were responsible for the defeat of the BJP in the state elections were still in the party, Mr Shanta Kumar had been removed as minister without any reason.

The services of Mr Babu Ram Jamwal, Additional Deputy Commissioner (Development), Palampur, have been placed at the disposal of the state Electricity Regulatory Commission for appointment as Secretary in place of Mrs Purnima Chauhan who has been posted as Additional Director, Health Services.

Butail justifies tea garden sale

Mr Brij Butail, Revenue Minister, today justified the permission granted by the state government for the sale of tea gardens in the Kangra valley. Addressing a press conference here, Mr Butail said the government was vested with powers to grant permission for the sale of tea gardens and for the exchange of land use also.

Mr Butail was commenting on the recent controversy raised in the media on the sale of a 300-kanal tea garden to Tibetans at Gopalpur. He said though the government had imposed a ban on the sale of tea gardens, yet the Revenue Minister had powers to allow the sale in special cases.

To a question, he said the tea garden was sold at the rate of Rs 10,000 per kanal . He said he had not received any complaint regarding evasion of the stamp duty and the sale having been made below the market price. He said if such complaints were received, he would look into these and order an inquiry.

Mr Butail admitted that the tea garden comprised forest land measuring 110 kanals, but Tibetans would not be allowed to axe trees and were bound to follow the forest laws.

FMD kills three more cattle head

With the death of three more animals the foot and mouth disease (FMD) has spread from Chakkar to other parts of the Balh valley.
Despite the fact that veterinary doctors have been alerted after the outbreak of the epidemic two cows and a buffalo fell prey to the killer disease yesterday in Chakkar and Chalah panchayats.

A team of veterinary doctors led by Dr Jiwan Lal conducted a house-to-house survey. They distributed medicines and suggested preventive measures to the breeders. The lapse of not getting animals vaccinated in time against the disease is taking a heavy toll in the valley causing panic among the villagers.

Many animals in the valley have caught infection and stopped eating grass. A team summoned from the Bhuntar polyclinic also visited the pockets where the disease has spread. The Deputy Director, Animal Husbandry, Dr Shyam Lal, also visited some villages of Gagal panchayats and directed the staff to remain vigilant and combat the epidemic.

The aggrieved farmers told reporters that selling milk was the only source of their income and the outbreak of the disease had come as a shock for them. They urged the government to provide financial relief to them.

Bravery award for Nirmala

Shimla, April 21
The All-India Artists Association has decided to honour Ms Nirmala Devi of Pipli village in Mandi district, who killed a leopard with a sickle, by conferring the Balraj Sahni Bravery National Award 2002-03 on her.

The president of the association, Mr Sudarshan Gaur, said the award would be presented to her during the week-long All-India drama and dance competition at Shimla in June along with five other personalities from various fields. The other nominees would be announced soon.

The earlier recipients of the award include Khushwant Singh, Arun Shourie, Kuldip Nayar, Ramanand Sagar, Sunil Dutt, Vijay Merchant, Shivani, Lala Jagat Narain and Vishnu Prabhakar.

Meanwhile, the Himachal Power Minister, Ms Vidya Stokes, visited the IGMC Hospital to inquire about the condition of Ms Nirmla Devi.

She gave a personal financial assistance of Rs 3,000 to her for treatment. PTI

It may be recalled that all four appointments made by the HP State Service Selection Board (HPSSSB), Hamirpur, had come under a cloud. It was being alleged that these appointments were made on political considerations after ignoring genuine candidates. Meanwhile, some aspirants also alleged that genuine candidates were rejected at the very first stage of screening of applications.

Dispute comes in way of bypass

A dispute over a 50-metre stretch of private land has delayed the inauguration of the 13.79 km-long Barog bypass, the realignment of the Kalka-Shimla National Highway No. 22, linking this town to Saproon (Solan).

The Public Works Department (Buildings and Roads, Solan Division, had earlier planned to open the bypass this month, but the dispute over the land near Ajit village has forced the department to postpone the inauguration.

The owner of the land has got a stay on the land and has refused to give it away despite assurances by the department to pay compensation.

Education scheme for Gujjars

The state government is preparing a special education scheme for the Gujjar children to equip this nomadic tribe to take up new jobs and uplift their condition.

Himachal Pradesh Power Minister Vidya Stokes in an interaction with ‘The Tribune’ here late last evening said, after attending a Gujjars’ confereance in Punjab, she was concerned over the lack of job opportunities available to this community. She said education could improve their social condition.

Special stress would also be given for breed improvement to improve their livestock which is their prime source of income.

After taking a toll of four lives in the Nao-Panao area in the Darang constituency of this district, gastroenteritis has spread to the adjoining Dungar village belying the claims of the Health Department that the disease has been contained.

Eight cases, including six children suffering from acute gastroenteritis, were detected on Sunday in Dungar village. A medical team from the nearby Nagwain Primary Health Centre was sent to the village.

Villagers alleged that the main cause of the disease was contaminated water supplied to them.
