Talks with Vohra: APHC undecided

Its two members, former Chairman, Mirwaiz Umar Farooq and JKLF leader, Mohammad Yasin Malik, is in New Delhi busy meeting diplomats, “opinion makers and intellectuals”.

The orders for their release were issued by Chief Minister Mufti Mohammad Sayeed in his capacity as Home Minister yesterday on the recommendation of the Joint Screening Committee, the spokesman said.

Hashim Qureshi to visit Holland for treatment
Srinagar, March 14
Mohammad Hashim Qureshi, facing trial for hijacking an Indian Airlines plane to Lahore in 1971, is going abroad for six weeks for medical treatment. A court here granted the surrendered founder member of the JKLF permission to visit Holland for treatment and clearing his tax liabilities last week on condition that he would appear before the court after six weeks.

Talks with Vohra: APHC undecided

More than three weeks after the appointment of Mr N.N. Vohra as the Centre’s representative to hold talks with various Kashmir groups, the Hurriyat Conference is undecided on the participation in the negotiations. Its two members, former Chairman, Mirwaiz Umar Farooq and JKLF leader, Mohammad Yasin Malik, is in New Delhi busy meeting diplomats, “opinion makers and intellectuals”.

“We are still considering the issue”, said Hurriyat Conference chairman, Abdul Ghani Bhat adding that it would take the 23-party amalgam a month or more. “We have to meet, discuss the issue threadbare”, Mr Bhat said to a question here.

The Hurriyat Conference here last week convened a meeting of the seven-member executive committee which nominated two senior members, former Chairman, Mirwaiz Moulvi Umar Farooq and JKLF Chairman, Mohammad Yasin Malik to hold negotiations with cross-section of people in New Delhi. These included the diplomats of various foreign countries, intellectuals and opinion makers to garner support on the “resolution of Kashmir issue in accordance with the wishes and aspirations of the people of Jammu and Kashmir”. The 23 member amalgam of the All Parties Hurriyat Conference (APHC) had earlier also discussed the issue of negotiations with the former Union Home Secretary. The meeting remained inconclusive, and has not been reconvened.

Aashoora processionists lathicharged

Srinagar, March 14
The police resorted to lathi charge while preventing mourners to take out the Aashoora procession from he central Lal Chowk area, while scores of mourners were taken into preventive custody for violation of prohibitory orders here today.

The traditional Aashoora procession of the 10th day of Moharram was scheduled to be taken out from the Abi Guzar locality near Lal Chowk by the Anjuman-e-Sharie Shian, an organisation of the Shia Muslims. A spokesman of the organisation alleged that its president Agha Syed Almousvi Al-Safvi was put under house arrest in Budgam, while restrictions were imposed on today’s procession.

The spokesman claimed that dozens of its activists were injured in the police action when a large group of mourners took out a mourning procession from Regal Chowk to Lal Chowk. He added that it was an intervention in the religious affairs of the community and called upon the international fora to take cognisance of such violations in Kashmir.

Policemen were deployed outside the headquarters of the Democratic Freedom Party headed by Mr Shabir Ahmad Shah at Rajbagh.

Policemen were also seen outside the residence of Mr Shah at Rawalpora in uptown city this morning. It was not known whether the leader was placed under house arrest.

Mr Shah, when contacted, said he had been asked by policemen not to leave the house today.

Two other Hurriyat conference leaders — vice-chairman of the JKLF Javid Ahmad Mir and Awami Action Committee leader Shahid-ul-Islam — appeared near the Ali Jan Complex along the Maulana Azad Road and tried to organise the procession from there.

They were detained and taken to Kothibagh police station.

Elsewhere, Aashoora which marks sacrifice of Hazarat Iman Hussian was observed with religious fervour and gaiety across Kashmir division and the twin district of Leh and Kargil today.

The main congregations were held at Zaddibal, Hassanabad in Srinagar, Budgam, Chattergam, Gutigoo, Wullarhama, Chatrugul, Delina, Noorkhah Uri, Sonawari, Khanpeth Nowgam, Dangarpora, Gundihussi Bhat, Mirgund, Bohripora, and Kargil and Leh. The ulemas highlighted the sacrifices of Imam Hussian (AS) aimed at upholding the ethics of Islam.

J&K revokes detention of 17

Jammu, March 14
The Jammu and Kashmir Government has ordered the revocation of detention of 17 persons and cleared their names for release, an official spokesman said here today.

The orders for their release were issued by Chief Minister Mufti Mohammad Sayeed in his capacity as Home Minister yesterday on the recommendation of the Joint Screening Committee (JSC), the spokesman said.

The Government has set in motion the process of the release of the detainees through an institutionalised mechanism as promised under the Common Minimum Programme (CMP), he said. adding the JSC had cleared the names of these people as they were found not involved in any serious cases of militancy.

The JSC, headed by Financial Commissioner (Home) S D Singh, included Director-General of Police Jammu and Kashmir A K Suri, ADGP (CID) Kuldeep Khuda and Joint Secretary of Union Home Ministry, Rakesh Hooja, who recommended the names of the 17 detainees after they received clearance from intelligence agencies.

The release of these persons through this mechanism would be a continuous process and the JSC would consider and recommend the cases on the basis of criteria fixed earlier at the meeting on March 6, the spokesman said. PTI

Row likely over Baridars’ share from shrine revenue

The treasury benches and members belonging to the PDP-Congress coalition neither tried to stall the introduction nor rejected the moving of the Bill seeking amendment to the Shri Mata Vaishno Devi Shrine Act of 1988. This is likely to generate a fresh controversy over the move to allow Baridars to receive one-third share from the annual revenue from the shrine which it gets through the pilgrim offerings.

Interestingly, the Bill seeking amendment to the Act was moved by Mr Balwant Singh, a member of the Panthers Party, a supporter of the coalition government. The Finance Minister, Mr Muzaffar Hussain Beig, who is an established constitutional expert, and other ruling coalition members nodded their head when Mr Balwant Singh sought his Bill be adopted by the House.

It was later that the Secretary of the Assembly Secretariat had to inform the Finance and Law Minister that the Bill had been introduced and not passed.

The mover of the Bill has sought the inclusion of three sub-clauses after section 20 of the Act. And in the statement Mr Balwant Singh has explained that the amendment was to ensure enforcement of fundamental rights in respect of Baridars who have been looking after the shrine for centuries.

He said 25,000 persons had been reduced to beggars after the enforcement of the Act.

The shrine Board was constituted in 1986 by the then Governor, Mr Jagmohan, who wanted to ensure speedy development of the shrine. The Act was passed in 1988, but was given effect from 1986.

Soon after the constitution of the shrine Board and the adoption of the Act by the state Legislature, the Board earmarked Rs 4 crore as compensation to be given to 1420 families.

Till date about Rs 7 crore has been received by 1100 families. Nearly 320 families have not received any compensation.

The demand of the Baridars for at least one-third share of the offerings has received covert support from the Congress, the Panthers Party, the National Conference and a section of the RSS.

A number of Congress MLAs confirmed that they were for the adoption of the resolution because the plight of the Baridars had become a human problem. One member, who did not want to be identified, said the Baridars should be given some share from the offerings, but the affairs of the shrine should be left to the Board authorities.

New health scheme for ex-servicemen

The ex-servicemen contributory health scheme (ECHS) will be launched on April 1 at the regional headquarters for Jammu and Kashmir at Jammu. The ECHS provides comprehensive medical cover to ex-servicemen and their families, spouse, dependent parents with income less than Rs 1500 per month, unemployed sons less than 25 years and unemployed unmarried daughters who are in receipt of pension, disability pension and family pension with no bar on the type of ailment or the age of the beneficiary.

Membership to the scheme is voluntary. The ECHS clinics will be found all over the country. At present the scheme will be available at 104 military stations and at 123 non-military stations. Details of the ECHS can be obtained from any area/subarea or station headquarters.

Any pensioner can become a member of the scheme and obtain ECHS cards from following locations — Baramula, Doda, Jammu, Junglot, Leh, Poonch, Rajouri, Samba, Srinagar and Udhampur.

The members holding ECHS membership in case of illness will report to nearest clinic with ECHS membership card. He will be treated or referred to the appropriate specialist for treatment. If any investigation or test can not be conducted at the clinic, he will be referred to a diagnostic centre. Medicines free of cost will also be provided at the clinic. In case there is a requirement of buying medicines which are not available at the clinic the money spent will be reimbursed. If the patient requires hospitalisation he will be referred to a military hospital or a private hospital and the hospital bills will be paid by the organisation.

Hashim Qureshi to visit Holland for treatment

Mohammad Hashim Qureshi, facing trial for hijacking an Indian Airlines plane to Lahore in 1971, is going abroad for six weeks for medical treatment.

A court here granted the surrendered founder member of the JKLF permission to visit Holland for treatment and clearing his tax liabilities last week on condition that he would appear before the court after six weeks.

Qureshi, whose bail amount has been raised, is expected to leave for Holland tonight, Qureshi’s counsel said here today.

The Principal District and Sessions Judge, Srinagar, granted permission to Qureshi to go abroad following an application filed by him in August 2002, after raising the bail amount and undertaking by a surety that he will produce the accused before the court after six weeks.

Rejecting the objections raised by prosecution that the accused would jump bail with a view to frustrating the trial pending for the past 31 years and there was no extradition treaty between India and Holland, the court observed that it was admitted that Qureshi voluntarily returned to India three years ago. This was “strong circumstance” to show that the accused does not want to avoid the trial. Had he any such motive he would not come here and surrender before the authorities, the court said. PTI

BSF jawan commits suicide

Srinagar, March 14
A Border Security Force personnel committed suicide by shooting himself in his camp at Bemina here today according to officials.

Satinder Singh of 118th battalion used his service rifle to end his life.

He was guarding a picket in the camp and the cause for his taking such a step was not known immediately. PTI
