Inquiry into marriage palaces indicts DCs, SSPs

An inquiry, reportedly conducted by the Punjab and Haryana High Court, into the construction of marriage palaces along Ferozepore Road inside the 1000-yard radius of the Field Ammunition Depot (FAD), Badhowal, near here, is learnt to have indicted all deputy commissioners, senior superintendents of police and commanding officers of the FAD, posted at Ludhiana from 1988 to 1999.

Sources said after the case went to the Punjab and Haryana High Court, it ordered an inquiry at its own level by a senior judicial officer. This was besides the one ordered by the High Court to be conducted by the then Chief Secretary of the state, Mr N. K. Arora.

While Mr Arora had submitted his report last year, the judicial inquiry report was submitted to the High Court in the first week of this month, the sources said.

The inquiry is reported to have blamed the DCs, the SSPs and the COs for their inaction by allowing the marriage palaces to be constructed, despite the fact that the area was notified under the Arms Act, way back in 1983.

After the notification, no constructions were to be allowed within the 1000-yard radius. The inquiry observed, whether deliberately or inadvertently, the officers posted here turned a blind eye to these constructions, which were illegal and had not to be allowed.

The inquiry also expressed surprise as how the COs, posted at Badhowal from time to time, turned a blind eye to the constructions although they knew these were illegal and notification to this effect had been issued way back in 1983. Moreover, it was happening very much in the front of their eyes and how and why they ignored it remains surprising.

It may be recalled that in June 2001, the district administration, following the orders of the Punjab and Haryana High Court, had demolished four marriage palaces.

The palace owners had approached the Supreme Court and further demolitions had been stayed since. The High Court had ordered the demolition of all structures, including the marriage palaces and about 4000 houses, falling within the 1000-yard radius of the FAD.

The matter is currently pending the Supreme Court, which ordered that status quo be maintained.

While a number of marriage palaces fall within the 1000-yard radius, only four were demolished in June 2001.

The others, including the residential houses, were served with notices for demolition. However, before these notice could be followed up, some marriage-palace owners got their operation stayed and the stay continues till date.

Admn to act tough in Kulliewal case

As the controversy over the proposed demolition of certain illegal structures in Kulliewal village continues causing delay in the action, the Deputy Commissioner, Mr Anurag Aggarwal, today visited the spot which was followed by announcement of some tough steps against the persons who had allegedly encroached upon the government land.

After getting a case of criminal trespass registered against a person in connection with the village land scam, the district administration has decided to get tough with the persons who had allegedly sold off the government land to private parties.

The Deputy Commissioner, Mr Anurag Aggarwal, today directed officials of the administration to collect copies of all agreements regarding the sale of the land from the residents who have built houses there.

Sources said that after collecting these documents the administration would identify the persons, including the tillers, who had allegedly sold the government land to various people. After identifying the sellers, the administration would book these people.

Earlier the administration had got a case registered against six persons who had allegedly sold off the land. A case under Sections 420, 467, 468, 471 and 120-B of the IPC was registered against Dalip Singh, Karam Singh, Darshan Kaur, Surinder Kaur, Satinder Kaur and Amarjit Kaur.

The work of collecting documents started in Baba Jiwan Singh Nagar immediately after the DC’s visit to the area. The work would continue in the morning.

The Deputy Commissioner had ordered to demolish structures on November 8, but the work got delayed as the police officials could not spare time due to SGPC elections. But even three days after the elections, the administration has failed to get on with the work.

It is being alleged that pressure from some political quarters was the reason behind the delay.

TRADER’S MURDER
Incest cost him his life

In a fresh case of contract killing by former terrorists, an alleged terrorist turned robber has been arrested by the Haibowal police on charges of hiring two contract killers to kill a sand mining trader in Haibowal few days ago.

The district police has claimed that the victim, Satnam Singh, was allegedly got killed by the nabbed accused Raja, on November 10. Raja, a relative of the deceased trader had some grudges against him. He said Satnam Singh had allegedly got him arrested when he was a terrorist way back in early 90s. Also the murdered trader allegedly had illicit relationship with his cousin, a sister of the accused Raja. This incestuous relationship is said to be the main reason.

Police sources said that besides Raja, four other persons were involved in the crime. Two of these were contract killers, while two others were close relatives of the accused Raju.

Though in his statement to the police, the accused stated that he and his relatives were angry at the illicit relationship between the deceased and the girl, police investigations found out the terrorism angle also. According to the investigation, Raju belonged to the gang of notorious terrorist Pargat Singh, who was killed near Ludhiana in the early 90s. Police sources said at present, three cases of murder, kidnapping and extortion were pending in trial courts against the accused Raju.

Police investigation also confirmed the illicit relationship theory. Sources said the deceased and the girl had continued their incestuous relationship despite warnings by the relatives. The accused Raju then allegedly connived the murder. He hired some killers from Moga at a cost of Rs 4 lakh.

These killers allegedly got an appointment with the trader early in the morning on the pretext that they wanted to give him a contract of raising plinth level of a vast stretch of land. As the contract sounded promising, the trader gave them an appointment for 5 a.m. This suited the killers as they wanted to finish the job in night time only.

On November 10, the two hired killers, met the man at his residence and struck a fictitious deal. They then called the trader outside to drop them at a distance where they had parked their car. They shot him dead outside the house. They had used two pistols in the crime, which they had thrown near the crime site only.

Police sources said they had identified the contract killers and teams have been dispatched to nab them. Interestingly, the district police officials were yet to make any official statement about the successful cracking of the case.

This is the second case in row which the district police has solved.

Students walk in aid of lepers' children

Hundreds of students of CFC School celebrated Children's Day on November 15 in a different and meaningful way. They assembled at Feroze Gandhi Market in the morning and then dispersed in different groups to walk in different parts of the city to collect money for the education of lepers' children.

The enthusiastic children were fired to ''walk for charity'' by the Director of CFC School, Dr David Abraham. Dr Abraham never knew that one visit to a leper settlement in a Madhya Pradesh village would prove a turning point in his life. He visited lepers' colonies for 15 years and was inspired to help them. He told the students that leprosy was not contagious and since they were a privileged lot they must do some charity for their not-so-fortunate brethren.

Dr Abraham told the people that they had a school called Bethel Ashram in Dehra Dun that saw not only to physical welfare of 95 children of lepers but also took care of their mental and academic growth. He exhorted the students to collect aid so that more children could get educated. He said that leprosy was still considered a curse and was a great challenge the country had to face. The students could pay great tribute to Nehru by doing some concrete thing for these children while they were celebrating the day.

Lieut-Col D.B. Sharma of the Nehru Sidhant Kendra said that he loved to associate himself with the students and it was not time for words but actions. He said to the students, "Whatever you do, do it with conviction. In case you do not want to do anything, do not be sheepish about it, but decline it politely." After this he flagged off the march.

The principal, Mrs Mary Courth, said that the students would walk till 4 pm. The vans with food and water would be following the students.

Relief for drought-hit

Ludhiana district has dispatched one more goods train of 40 bogies loaded with wheat straw (dry fodder) and wheat to Bharatpur district in Rajasthan for free distribution among the drought-hit people last evening. The train was flagged off from Jagraon railway station by Mr Gurcharan Singh Galib, MP.

Giving details, Mr Rahul Bhandri, ADC (G), who was also present on this occasion, informed that the train has been loaded with 1,900 quintals of wheat straw and 1,100 quintals of wheat, both approximately amounting to Rs 12 lakh. The Railways has exempted the freight charges, approximately Rs 17 lakh, of the train for this purpose.

Mr Bhandari further informed that the contribution of the dry fodder( wheat straw) was made through arhtiyas associations, revenue staff and farmers in the subdivisions of Jagraon, Raikot and Ludhiana West and Punjab Warehousing Corporation has contributed 1,100 quintals of wheat. The ADC said that keeping in view the miserable condition of the victims, the Chief Minister had announced to send five such trains to the suffering brethren in Rajasthan and so far, the two trains dispatched to Rajasthan were contributed by people of Ludhiana district on the call given by the Deputy Commissioner, Mr Anurag Agarwal.

Among others who were present on this occasion included Mr. Gurmeet Singh, SDM, Mr. S.S. Dhillon, DM, Punjab Warehouse Corporation, Ludhiana, Mr Vijay Jhanji, president Arhtiyas Association Jagroan, Mr Ravinder Mohan Pinki, president, Block Congress Committee (Urban), and Mr Lal Singh and Mr Darhsan Singh Deshbhagat, both councillors.

PSIEC staff hold rally

All employees of the PSIEC posted at various offices here wore black badges and held a protest rally at the SAIL stockyard in front of MMTC Handling Agency today. The call for the rally was given by the PSIEC Staff Association in protest against the non-release of ex gratia before Divali.

In 2000-2001, the corporation earned profit to the tune of Rs 1.67 crore and ex gratia was released in that year. In the current year corporation has earned a profit of Rs 3.47 crore but the management has not cared to fulfil the demand and the matter has been referred to the Finance Department. The organisations housed in the same building and under the same administrative control i.e. ELTOP released Rs 2,500 as ex gratia and Rs 1,500 was released as cash incentive by the PSIDC on Divali despite the fact that these organisations are running into losses. This has caused resentment among the employees. The rally was addressed by Mr Dalbir Singh, additional general secretary, Mr Gurmail Singh, senior vice-president, Mr Gurbachan Singh, joint secretary, and Mr Jatinder Kaushal, press secretary.

Ahimsa yatra train

A special ahimsa yatra train would begin its journey tomorrow from the local railway station, according to Mr Bansi Lal Surana, convener of the Punjab Prantiya Nivedan Samiti.

The train would pass through a number of towns and cities of the state before making a major halt at Bikaner in Rajasthan from where the train would chug off for Ahmedabad. The purpose of the yatra is to create awareness about non-violence in the country and invite Acharya Mahapragya Ji to visit the city.

Mr Surana said Lala Lajpat Rai would flag off the train. Before train's departure, Jain Muni Vinay Kumar Alok and Muni Abhay Kumar would recite a ‘mangal paath’. Mr Harbans Lal, Food and Supplies Minister, Panjab, would be the chief guest while Mr Surinder Dabar and Mr Ram Kumar Jain, president, Bhagwan Mahavir 2600th Janam Kalyanak Samiti, would also attend the flag-off function. The function would be presided over by Mr Surana. The train would leave at 1 pm from platform No.6, he added.

Case against bus driver

A case under Sections 279 and 304-A of the IPC was today registered against the driver of a private bus on the direction of the SSP, Khanna.

Mr Rajit Gupta of Sector 15, Chandigarh, had complained to the SSP against the driver of the bus (PB-23-6711) whom he held responsible for the death of his father who had come out of their TATA Sumo at toll plaza to make inquiries and was injured by the rash bus driver on August 5, 2002.

The father of Rajit Gupta died on August 6 at the Christian Medical College and Hospital, Ludhiana, where he was referred from Sidhu Hospital, Doraha. The case has been registered after an inquiries made by the SHO, Payal, on the direction of the SSP, Khanna.

Sahnewal
Beggar booked: Mohinder, son of Sham Lal of Uttar Pradesh, was booked by ASI Mangat Ram for begging in the main market of Sahnewal. A case under Section 3 of the Prevention of begging Act, 1971, has been registered against him.

Two injured: Two persons were injured in separate incidents at Sahnewal and cases registered against the alleged accused on Friday. Ranjit Singh of Jandiali has alleged that he was attacked by Gurdev Singh, Gagni Singh and Bidri who abused him and beat him up with sticks and sharpedged weapons as a result of which he was taken to Civil Hospital, Sahnewal. A case has been registered.

In a similar case, Baldev Singh of Sahibana has complained of attack by Avtar Singh, Gola and Babbi of Sahnewal as a result of which he was admitted to Civil Hospital, Ludhiana. A case has been registered at Sahnewal police station. Personal rivalry is said to be the reason behind the attack.

Dowry case: The Division No. 5 police has registered a case of harassment for more dowry on the statement of Ms Meenu Rani, a resident of Sargodha Colony, against her husband, Joginder Singh, Amrit Kaur, Gurcharan Singh, and Iqbal Singh, all residents of Gurcharan Park. According to the complainant, the accused used to harass her for more dowry.

Youth dies in accident: Haider Ali (18), who had been admitted to the CMC Hospital after an accident on the GT road near Laddowal a couple of days ago, succumbed to his injuries on Thursday. The youth, who hailed from a village near Rajpura, was going to Jalandhar along with his family in a Tata Sumo when the vehicle went out of control and hit a truck parked along the road. His body was handed over to his relatives after an autopsy.

Professor held on corruption charge

In what seems to be a fresh crackdown on teachers taking tuitions, the Ludhiana Vigilance Bureau today arrested a professor of Arya College under the Prevention of Corruption Act.

Dr R. K. Gupta, a professor in the Department of Commerce at the college, was caught red-handed teaching a group of 15 students in his house. He was teaching six such groups in morning and evening shifts. The Vigilance Bureau team video recorded the entire raid and also recorded the statement of the students, who revealed the fee structure and the number of students.

Mr Kanwarjeet Singh, SP (Vigilance), told mediapersons that Dr R. K. Gupta had been booked under Sections 13(1) D and 13(2) 88 of the Prevention of Corruption Act and 168, IPC. He said that the teacher had been on leave without pay for one year but was taking tuitions.

Later, talking to mediapersons, Dr Gupta defended his activities. He said he could not be booked under the PC Act as he was not taking any salary from the college.

75 beggars held in crackdown

In a massive crackdown on the ever-increasing menace of beggars, the city police has arrested at least 75 beggars from different places. This follows the arrest of about 50 beggars arrested under the Prevention of Begging Act, 1971.

Earlier, the crackdown was in the Model Town, Civil Lines and Ferozepore Road areas, today the police action was complete and beggars were picked up from all over the city. Over 70 cases were registered in different police stations.

Police sources said the arrests may have a strong deterrent effect on the menace of begging in the city. The earlier crackdown did not have the desired effect as beggars were seen on the city roads. However, today several religious places and main crossings had negligible number of beggars. At some places the beggars had vanished.

The crackdown has given a shocking revelation. Generally it is believed that Sikhs or Punjabis do not beg, the identity of several beggars has put a question mark on this claim. Several of those arrested were identified as Sikhs. Police sources said it was yet to be seen whether they were converts or not. Interestingly, more than 90 per cent of the nabbed persons belonged to Uttar Pradesh and Bihar. The remaining had residential addresses of Punjab only.

Pirated CDs seized, one held

About 500 pirated CDs of Hindi films and hit Punjabi songs were seized by the Salem Tabri police in a raid on a residential building in New Akash Nagar near Jalandhar bypass last evening and a man, identified as Sachin, was arrested from the spot.

Other goods seized by the police included a computer, a CD writer and a large number of CD wrappers of reputed companies.

According to information, the raid was conducted following a tip-off that a gang involved in manufacturing of pirated CDs was active in the area. The arrested member of the alleged gang is being subjected to intensive questioning and the police is hopeful of arresting other members of the gang in the near future. A case has been registered under the Copyright Act.

Labourer crushed to death

A migrant labourer, Ganesh, was crushed to death under an Indica car near Jatana Ucha-Niwan village when he was crossing the road yesterday. The deceased had been living here for a long time with his family. He leaves behind his widow and five children.

Uco Bank holds coin mela

A coin mela was organised by Uco Bank at its Chaura Bazar branch here today in which coins of different denominations worth Rs 7.25 lakh were distributed and soiled or mutilated currency notes worth Rs 2 lakh exchanged.

Mr J.C. Malhotra, Assistant General Manager of the bank, inaugurated the function.

The branch manager, Mr Arun K. Bhardwaj, announced that a similar coin mela would be held again after two months.
