Show-cause notice to Virbhadra

The Himachal Pradesh High Court today issued a show-cause notice to former Chief Minister Virbhadra Singh on a complaint filed by Mr H.D. Kainthla, Chairman of the Kainthla Commission.

CM ‘betraying’ dam oustees

Led by Mr Ramrattan Sharma and Mr Bambar Thakur, a large number of village leaders of both Bilaspur sadar and Gehadwin Assembly constituencies held a rally at Champa Park in the main market here today. They later held a demonstration in the town bazar under the aegis of the Berry-Darelan Pul Nirman Sangharsh Samiti.

Cannabis plantation destroyed
Dalhousie, November 14
On the basis of joint intelligence gathered by the district police and the zonal unit of the Narcotics Control Bureau, Chandigarh, approximately 300 bighas of cannabis plantation was destroyed in the Kalhel, Jassourgarh and Bharada-Lesuin belts of Chamba district during a week-long operation, which concluded yesterday.

Dr Suraj Bhan, Governor, celebrated Children’s Day in the company of destitute boys and girls at Raj Bhavan, here today. He played host to as many as 258 inmates of destitute homes who made merry at the sprawling lawns of Raj Bhavan and also had lunch there.

BJP leaders allege plot

The general secretary of the Kangra district BJP, Mr Kamal Padha, and Mr Rakesh Chauhan, general secretary of the Kangra BJYM, yesterday blamed Shahpur MLA Sarween Chaudhary for hatching a conspiracy for their suspension from the party.

Show-cause notice to Virbhadra

Shimla, November 14
The Himachal Pradesh High Court today issued a show-cause notice to former Chief Minister Virbhadra Singh on a complaint filed by Mr H.D. Kainthla, Chairman of the Kainthla Commission.

In the complaint it was alleged that Mr Virbhadra Singh had issued a press statement with regard to an inquiry report submitted by the one-member commission headed by Mr Kainthla pertaining to the incidents of lawlessness in the city on March 5 and 6, 1998.

Mr Kainthla alleged that despite his warning, Mr Virbhadra Singh issued the statement that the probe report was biased, politically motivated, false and manipulated. He said under the circumstances, it was clear that the acts of Mr Virbhadra Singh were calculated to bring disrepute to the commission, which was an offence under Section 10-A of the Commission of Inquiry Act, 1952, punishable with simple imprisonment up to six months, fine, or both.

While issuing a show-cause notice to Mr Virbhadra Singh, Mr Justice Arun Kumar Goel directed the respondent to file his reply within six weeks.

CM ‘betraying’ dam oustees

Led by Mr Ramrattan Sharma and Mr Bambar Thakur, a large number of village leaders of both Bilaspur sadar and Gehadwin Assembly constituencies held a rally at Champa Park in the main market here today. They later held a demonstration in the town bazar under the aegis of the Berry-Darelan Pul Nirman Sangharsh Samiti. They were demanding the construction of a bridge.

Prominent leaders Dilaram Dhiman, subedar Balwant Singh Chandel, Mrs Tara Azad, Mrs Roop Rani, Mrs Sharda Devi, and Pratap Thakur said both ministers of the district and even Chief Minister Prof Prem Kumar Dhumal, had forgotten promises made by them when they were in Opposition. They were betraying Bhakra Dam oustees of, he alleged. They alleged that certain police officers were trying to crush their movement this was damaging the future prospects of BJP candidates in the coming Assembly elections. Many of their activists had been booked in false cases, he further alleged.

Later they also held a dharna in front of the Deputy Commissioner’s office.

Cannabis plantation destroyed

On the basis of joint intelligence gathered by the district police and the zonal unit of the Narcotics Control Bureau, Chandigarh, approximately 300 bighas of cannabis plantation was destroyed in the Kalhel, Jassourgarh and Bharada-Lesuin belts of Chamba district during a week-long operation, which concluded yesterday.

Stating this, Mr, Ajay Yadav, Superintendent of Police, Chamba, said to contain drug trafficking the two enforcement agencies had joined hands and adopted a two-pronged strategy to deal with this menace. He said Mr O.P. Sharma, Superintendent of the Narcotics Control Bureau, Chandigarh, spearheaded the operation.

The SP said on the one hand, these agencies were making the public aware about the ill-effect of producing charas and involving local people in the drive against it, on the other, they were asking them concentrate on the alternative sources of agriculture and livestock rearing for ameliorating their socioeconomic conditions.

The most important aspect of the operation was that the residents of these areas showed a hostile attitude towards the police action. Unlike Kulu and Mandi districts there was no illicit cultivation of cannabis in these areas the SP said. Yet the people of these belts were unhappy, as they could not extract charas or hashish from a bumper wild growth of cannabis.

Mr Sharma, Superintendent of the Narcotics Control Bureau, Chandigarh, said unlike Kulu and Mandi districts, the locals were not dependant on cannabis products. The wild growth of bhang was being used in extraction of charas or hashish and their smuggling.

Mr Sharma underlined the need to continue such operations against drug abuse in future besides making the forest and revenue officials along with the locals a part of such operations.

Children’s Day celebrated

Dr Suraj Bhan spent over an hour with the inmates of Bal Ashram, Tutikandi, Sarvodaya Bal Ashram, Deaf and Blind School, Dhalli, Destitute Children’s Home and Himgiri Kalyan Ashram.

KULU: The District Congress Committee on Thursday organised a meeting to mark the birth anniversary of Jawaharlal Nehru at the DCC office here. Mr Satya Prakash Thakur, former minister and member of the AICC, called upon the Congressmen to follow the path shown by Nehru.

Students of the local Sarswati Vidya Mandir School children took out a shobha yatra through the main markets here to remember their beloved Chacha Nehru.

HAMIRPUR: The birth anniversary of Jawaharlal Nehru was celebrated in the district on Thursday. Various functions were held in schools and colleges to pay homage to Chacha Nehru.

The local Rotary Club organised a Bal Mela at a school here. Various competitions were held at the mela. Students who excelled in the these competitions were honoured.

BJP leaders allege plot

The general secretary of the Kangra district BJP, Mr Kamal Padha, and Mr Rakesh Chauhan, general secretary of the Kangra BJYM, yesterday blamed Shahpur MLA Sarween Chaudhary for hatching a conspiracy for their suspension from the party.

Talking to mediapersons at Shahpur, the BJP leaders who belong to Union Rural Development Minister Shanta Kumar’s camp alleged that they were suspended on trumped-up charges and were not even served show cause notices or given a chance to explain their position.

It was an attempt to finish him politically, Mr Padha alleged.

Giving an explanation about the cartoon which had led to their suspension, the BJP leaders said the Delimitation Commission, and not the Chief Minister, was the target of the cartoon which had been stated as the reason for action against them. They said vested interests in the Shahpur BJP had misled the party leaders which had led to their suspension.

The state-level Renuka Fair was inaugurated by Chief Minister Prem Kumar Dhumal here today. He also participated in the “shobha yatra” of Lord Parshuram.

Talking to mediapersons on this occasion, Mr Dhumal attacked the Congress for launching a misinformation campaign against the state government and misguiding the people, first regarding the creation of new districts and now about the Delimitation Commission. He termed the Congress as a leader-less, issue-less, policy-less and direction-less party.

Mr Dhumal said work to return the shamlat land to the farmers of Sirmaur district would start shortly.

Subscribers threaten to return phone sets

Chamba, November 14
Telephone subscribers of the Bhalei and Salooni areas have threatened to return their phone instruments to the Bharat Sanchar Nigam Limited (BSNL) if the phone service in the areas is not restored.

According to Mr Kamal Thakur, pradhan of the Brangal gram panchayat in Chamba district, the phone service in the areas has deteriorated in the past several days and the lines are often found out of order.

He said the subscribers met the authorities BSNL and apprised them of the crippling telecom service but of no avail.

Postal employees hold dharna

Postal employees working here today staged a day-long dharna and organised a gate meeting outside the head post office in support of their demands. Postal employees have been demanding filling of all vacant posts in the department, grant of HSG allowance with effect from March 30, 2001, enhancement of cash handling allowance, counting of special allowance for fixing of pay on promotion to offices and RMS accounts as in case of Railways and grant of 4000-6000 scale to Hindi typists.

They also held a rally during the lunch hours and raised anti-government slogans. A rally was also held during which union leaders Dev Raj, Gautam Chand Sharma and Suresh Kumar criticised the Central Government for ignoring their problems.

Postal employees said if their demands were not met shortly they would be compelled to go on indefinite strike.

Poll notified for panchayat posts

Mr K.C. Sharma, Himachal Election Commissioner, said today the state Election Commission had notified the election programme for the by-election to fill Panchayati Raj institution posts in the state.

He said nomination papers would be filed on November 22, 23 and 25 for office-bearers of gram panchayats and panchayat samitis at the places and with the officers appointed by the District Election Officers (Panchayat). Scrutiny of the nomination papers will be done on November 26. The candidates can withdraw from election on November 28 between 10 am and 3 pm.

Snowbound Saach Pass closed

Chamba, November 14
The Saach Pass, situated at an altitude of 4,390 metres in Chamba district of Himachal Pradesh has been closed to pedestrians following heavy snowing last night.

According to official reports, the pass would remain closed for seven months in winter and was likely to reopen to pedestrians in June next year. PTI

One killed in accident

Manali, November 14
One person was killed and two were seriously injured when a van of Ambassador Resort, Manali, in which they were travelling rolled down into a deep gorge near Kothi village on the Manali-Leh highway, about 13 km from here, on Tuesday.

According to sources, the employees of the hotel were on their way back from Kothi to Manali.

The deceased has been identified as Pawan Thakur, a resident of Nirmaund. The injured van driver, Hukam Chand, has been admitted to the local Lady Willingdon Hospital, Manali, and Kushal Thakur, who was seriously injured was shifted to the PGI, Chandigarh.

2 bears killed

Chamba, November 14
Poachers killed two bears in the interior Bakani forest range of the district on Tuesday, according to a delayed report received here today.

According to police sources, a case in this connection had been registered under the Wildlife Conservation Act and the police were on the look-out for accused. Meanwhile, none of forest officials could be contacted for comments.
