Dharamsala gets 2nd capital status Dharamsala, October 1 The Chief Minister was addressing employees of the Himachal Pradesh Board of School Education after inaugurating the second phase of the Administrative Block building, constructed at a cost of Rs 72 lakh. The Chief Minister said an additional sum of Rs 75 lakh had been provided for the mini secretariat building at Dharamsala. Virtually launching the election campaign of his party in Kangra, Mr Dhumal said the Congress had always misled people with false promises while the BJP was committed for the upliftment of the people of Himachal Pradesh. Cautioning them to be aware of a “misinformation” campaign started by the Congress, the Chief Minister gave details of money spent in the state and the Kangra district during corresponding periods of the Congress and the BJP rule. He said all projects started during the BJP rule had been completed at less than the estimated cost and within time. He declared that as soon as the formalities were completed, the education board employees would be given pension like other corporations. Meanwhile, the Chief Minister today inaugurated a four-day international conference on “Challenges and options for sustainable development of the Himalayas-beyond 2002” at Palampur. He stressed the need for proper use of land to ensure that erosion and other natural calamities are checked. He said it was imperative to ensure that environment protection did not deprive the poor hill people of their share of development. Mr Dhumal asked scientists and environmentalists to keep a balance between development and ecology. He was accompanied by the Forest Minster, Mr Roop Singh Thakur, the Agriculture Minister, Chaudhary Vidya Sagar, and party MLAs. Later, the Chief Minister opened a Rs 45.60 lakh bridge over Souli khud on the Dharamsala-Palampur road. |
Orders to remove roadside boards in Himachal Shimla, October 1 It had directed that all such boards be removed and an inventory of the boards removed be maintained location-wise along with the details of the company concerned. No defacing of roadsides structures like retaining walls, breast wall, parapets railings roadside trees, milestones and rocks or boulders will be allowed for the display of advertisement. The PWD authorities concerned will take action against the offenders for violation with in the controlled and acquired width along the roads. In case the controlled width fell under private ownership, the matter will be taken up with those concerned who have been empowered to remove any sign or advertisement under the Motor Vehicle Act. The junior engineer concerned in their respective jurisdictions have been made responsible and accountable for any lapse in this regard and the executive engineer will have to ensure compliance. The government had re-examined the matter regarding the putting up of advertisement boards or by way of paintings and other modes on roadside structures like retaining walls, breast walls, milestones, rocks and boulders which were eyesores defacing the landscape and did not blend with local environment. The Supreme Court has also taken a serious note of damage to environment and ecology being caused by such advertisements. |

HP seeks 156-cr relief from Centre Shimla, October 1 The Chief Secretary held a meeting with a 10-member Central team here today which is on a visit to the state to assess the losses caused by the drought this year. The team, led by Mr Ashish Bahuguna, Joint Secretary (seeds) Department of Agriculture and Cooperation, comprised officers of the Departments of Agriculture, Urban Development, Food and Public Distribution, Animal Husbandry, Women and Child Development, Planning Commission, Finance and Rural Development. Mr Gupta informed that Rs 48 crore had been allocated by the state government out of the Calamity Relief Fund during the current financial year. Of this money, Rs 47.55 crore had already been spent on various relief measures undertaken in the drought affected areas of the state. He said during the kharif season, agriculture and horticulture crops were severely affected by the drought. More than 50 per cent crops were lost due to which all districts in the state were declared drought-affected by the state government. The loss has been estimated at Rs 707.21 crore, he added. Mr Gupta said although the state government had taken various relief measures in time to overcome the difficult situation but the loss was so severe that it was not possible to fully implement the contingency plan and relief and rehabilitation measures with the present available funds. He urged the Central team to make suitable recommendations to the Central Government for assistance so that various measures could be taken up in time by different departments. The state government was constantly monitoring the situation at the highest level and taking effective steps to mitigate the difficulties of the affected people, he added.

Dalai Lama hails Chinese gesture Kangra, October 1 Mr Gyari, who returned from the 18-day tour on September 27, in a statement here last evening, said he had a two-fold mission: to establish a direct contact with the leadership in Beijing in order to create a conducive atmosphere for meetings on a regular basis in future and to explain the Dalai Lama’s middle-way approach to resolve the issue of Tibet. He said, “We have made every effort to create a base for opening a new chapter in our relationship. We are fully aware that this task cannot be completed during a single visit. It will need a persistent effort and support from many sides”. He said the Dalai Lama welcomed the gesture of the Chinese leadership in receiving this delegation and was pleased that a renewed contact had been established. He said during the visit they met officials in Beijing, Lhasa and in other areas and apprised themselves of the progress made in Tibet. “We were impressed by the dedication of Tibetan officials and while admiring their efforts to develop Tibet economically we stressed the need for preserving Tibet’s distinct cultural, religious and linguistic heritage”. Mr Gyari was accompanied by Mr Kelsang Gyaltsen and two assistants during the visit. He said the team met Tibetan officials, Mr Ngapo Ngawang Jigme, vice-chairman of the Chinese People’s Political Consultative Conference, Mr Ragdi, chairman of the Tibet Autonomous Region People’s Congress, Mr Legchok, chairman of the Tibet Autonomous Region Government, Mr Samdup, head of the Tibet Autonomous Region United Front Work Department and Mr Atrin, vice-chairman of the Sichuan province Chinese People’s Political Consultative Conference. He said in Beijing the team met Mr Wang Zhaogun, head of the Central United Front Work Department, and Mr Lide Zhn, Minister for Nationalities Affairs. |
Tibetans observe Black Day Dharamsala, October 1 According to the NDPT, in recent years, China has shown genuine changes in its rigid policies on Tibet. The release of some political prisoners and invitation to a high-level Tibetan delegation for talks on the Tibet issue in Beijing is considered as the result of the continuous strengthening of Tibetan freedom movement and also the increasing international pressure on China against its policy on Tibet. The NDPT hopes that the first high-level talks since 1993 will bring both countries to the negotiation table without any pre-conditions. It has appealed to the United Nations to felicitate the solution of the Tibet issue by implementing the resolutions passed in 1959, 1961 and 1965. The NDPT aserted that until the independence of Tibet was achieved, October 1 would be celebrated as Black Day every year. |
Kol Dam oustees warn govt Bilaspur, October 1 Hundreds of oustees who attended a meeting of the federation alleged that the Land Acquisition Officer was playing to the tune of the NTPC. The meeting which was also attended by federation’s chief adviser Bhagat Singh Verma, federation president and Harnoda Panchayat president Ramesh Babu Kondal, federation chairman Pratap Chand Thakur, Zila Parishad member Basant Ram Sandhu, BDC member Bhandaru Ram, Barmana Panchayat vice-president Roshan Lal Thakur and Kol Dam Small Oustees’ Welfare Union president Lekh Ram Thakur alleged that the Land Acquisition Officer had issued them notices to vacate their houses or these would be demolished though they had not yet been allotted any alternative plots. This step, it was alleged, was against the assurances of the Himachal Government and Chief Minister Prem Kumar Dhumal. |
Mandi post office computerised Shimla, October 1 Mr Vijay Bushan, Principal Chief Postmaster General, said the post office had been modernised without any modifications in the structure which was being maintained as a heritage building under the guidance of the Indian National Trust of art and Cultural Heritage. He said Himachal Pradesh had been forging ahead in modernisation and the General post office, Shimla, had been the first to be fully computerised after Delhi in March, 2001. |
Seven-year-old steals Rs 30,000, nabbed Una, October 1 According to police sources, 45-year-old Chanchal Singh of Thanakalan village in Bangana block had just withdrawn the amount from his account and had placed the packet on the counter, from where it was found missing. He immediately reported the matter to the city police station located at a stone’s throw distance and prompt action by the cops helped nab the child, from the main bazar along with the money. The police said the child belonged to a migrant labourer family. No case was, however, registered, keeping in view the age of the child.
