Police files caveat in Ravi Kant case New Delhi, September 24 The filing of the caveat comes in the wake of reports that Sharma, who was also an OSD in the Prime Minister’s Office during the tenure of Mr Inder Kumar Gujral, will challenge the September 9 Delhi High Court judgement which dismissed his anticipatory bail plea. Delhi government counsel D.S. Mahra said in his caveat application, “Let nothing be done in the above mentioned matter without notice to the caveator.” The High Court Judge, Mr Justice M.A. Khan, in his 11-page judgement had observed that “allegations against the petitioner (Sharma) are grave and serious” and had said denying the police an opportunity of custodial interrogation would certainly be hampering the investigation of a heinous crime, which would not be in public interest. The Judge had described Sharma as a deemed absconder and had said, “The court will be reluctant to come to the aid and rescue of such a person — particularly in a heinous crime with which this court is concerned.” Mr Justice Khan had noted that there was also a strong possibility of such an accused not making himself available at the trial of the case.

poll blow to terrorism: BJP New Delhi, September 24 “The conduct of the elections in Jammu and Kashmir has successfully dealt a severe blow to Pakistan-sponsored terrorist activities in the state as the terrorists have been unable to stall the poll,” party spokesman and general secretary Mukhtar Abbas Naqvi told newspersons here. “Despite all attempts by Pakistan to spread fear and disrupt the election process, the people of the state have shown their unflinching faith in the democratic process,” the spokesperson said. Mr Naqvi said the statement by Hurriyat leaders confirmed they were only acting on the diktats of Pakistan, adding that India did not need a certificate from either Islamabad or the amalgam on the credibility of the electoral process in the state. He said Pakistan had no right to speak of democracy as that country was making a mockery of it, specially President Pervez Musharraf, who held a “mock referendum and got himself a majority vote.” Lashing out at Pakistan, Mr Naqvi said, “unless the world community completely roots out Al-Qaida and terrorism from Pakistan, the global war on terrorism can never succeed. For this, it is imperative to dismantle the entire structure of Pakistan’s state-sponsored terrorism as soon as possible.” |
Migrants stay away from voting New Delhi, September 24 “Having been out of the valley for more than 12 years now, we are in no position to vote and why should we? What has the government, whether at the state or the Centre, done to ensure our return? Who is representing us?” said Mr N.N. Kaul, whose name figured in the voter list, yet he decided to “consciously stay away” from voting. In the special booths that had been set up in the capital where a total of 481 Kashmiri migrant voters were registered only 78 persons chose to exercise their franchise. Of the 455 Kashmiris registered with the Jammu and Kashmir House here, only 67 voted and in the Tis Hazari courts, another special polling station, which had 26 voters, only 11 cast their votes, official sources confirmed. There were however, complaints from those who found their names missing from the voter list. The call given by some Kashmiri Pandit organisations to boycott the poll was also a reason for the low turnout of voters. |
Vigil along LoC up New Delhi, September 24 According to reports here, while four terrorists each were killed in Mandi in Poonch and in Uri sector, two others were killed near the LoC in Sundar Bani area in Rajouri district of Jammu and Kashmir. Reports said that the operations in both Poonch and Rajouri district were under way and the Army had seized arms and ammunition. In another operation, in Kaichan area near Rampur in Uri, four infiltrators were gunned down.

comes to Bengal’s aid with Rs 878 cr Kolkata, September 24 Two Bengal leaders who deserve thanks from the employees for their payment of bonus and festival benefits are Mr Tapan Sikhdar, BJP minister at the Centre, and Mr Ajit Kumar Panja, a rebel Trinamool Congress MP from Bengal. Both had been persistently pressing the Prime Minister as well as the new Finance Minister, Mr Jaswant Singh, to come forward in helping the state with adequate funds during the festivals. Mr Panja not only wrote personal letters to Mr Jaswant Singh, but also met his former mentor in the External Affairs Ministry more than once with the request. Mr Panja is happy that their attempts yielded results. Now it has been conveyed to the state that it will get Rs 878 crore immediately to tide over its present financial crisis. Incidentally, four other states like Assam (Rs 750 crore), Orissa (Rs 672 crore), Manipur (Rs 371 crore) and Rajasthan (Rs 463 crore) will also get the special financial assistance. These states have been under acute financial crisis during the past few months for incurring additional burden on enhancing salaries and meeting various new political commitments, while their mobilisation of own resources had been extremely low. The Centre also did not disburse plan and non-plan funds to the states on usual course. The Bengal Government, which was squarely blaming the Vajpayee government for the state’s acute funding position, found it quite difficult to pay salaries to the employees. It was already forced to cut down on all major non-plan expenditure, including restrictions on use of vehicles and telephones and travel by air and AC trains by ministers as well as bureaucrats. A few months back, the state had to borrow a loan from a private non-banking institution to meet some emergency expenditure. This time too, the government had approached Peerless Insurance and Co to help the state financially. But it had yielded no result since Peerlees too had been passing through financial crisis. Finding no other alternative, the government decided initially to stop payment of bonus and other festival allowances and advance to the employees to avoid a lump sum expenditure of Rs 500 crore at one time, in addition to Rs 5000 crore needed for the employee’s salaries. The response from the CPM-controlled coordination Committee had been disastrous. After a second thought, the government decided to sanction an ad hoc sum of Rs 1000 each to all employees, which too did not satisfy them. The Centre has now agreed to sanction Rs 878 crore to Bengal, which may ensure a happy and joyous festival to the state employees. |
States question SC schedule
on Gujarat poll New Delhi, September 24 Soon after, a five-judge constitutional Bench headed by Chief Justice B.N. Kirpal assembled to resume the hearing, former Law and Justice Minister Ram Jethmalani, representing the Bihar Government, asked about the hurry to rush through the reference when the Gujarat elections were not going to be held now. Mr Jethmalani was of the view that the Bench itself had widened the scope of the reference by repeatedly asking about the time frame for holding elections and when it should end. This was not a part of the reference, the counsel said. He, therefore, was against putting a time limit on him. Senior counsel K. Parasaran, representing Madhya Pradesh, questioned the very wisdom behind main issue in the reference -whether Article 174(1) should yield to Article 324. “Where was the question of yielding by one provision of the Constitution to another,” he asked the bench which included Mr Justices V.N. Khare , K.G. Balakrishnan, Ashok Bhan and Arijit Pasayat.

BBMB to exceed power target Chandigarh, September 24 The power generation figures are set by the Central Electricity Authority (CEA) on an annual basis. Keeping in mind the poor filling of the dams this monsoon, the BBMB had told its partner states that a cut in ratio of water sharing would be effected. However, this, sources said, would not affect power generation. Power in the BBMB projects is hydro-based and turbines are run only when water is released for irrigation or drinking purposes. Both activities are closely linked. Already, the states have been informed about these new generation targets. The member, Power, BBMB, Mr Amrik Singh, confirmed to The Tribune that after assessing today’s water level (Bhakra at 1657 elevation feet and Pong at 1339 elevation feet), it had arrived at the conclusion that power generation targets would be in line and would even exceed the targets set by the CEA. The sources added that the power generation targets had been revised and lowered for this year as the level of water in the dams was more lower than it was last year. It had been lowered by 30 crore units. However, the actual projection of expected generation would now be more than last year’s generation. Till date, the BBMB had generated 635 crore units of power as against the target of 535 crore units. And this was one of the most critical phases. Traditionally, the maximum water is released during June, July, August and September. Power generation is also high during December and January when the winter peak load demand comes in from residential consumers. Mr Amrik Singh said the CEA, as per design of the dams, had fixed the power generation at 951 crore units. In the past, the BBMB had been doing well.

Sikh boy’s hair cut, father
moves NCM New Delhi, September 24 Fifteen-year-old Jaideep Singh was attacked in the school bathroom on Friday by five teenagers who cut his hair to avenge a scuffle during a pop show two months ago, his father Paramjit Singh said. “We have written a complaint to the NCM, the Delhi Minorities Commission, the Lieut-Governor and the Delhi Government, demanding that the guilty be brought to book,’’ said senior Sikh leader Manjit Singh. Jaideep’s father other community members were also meeting police officials. Delhi Minorities Commission member Navinpal Singh Bhandari said the incident would be probed. “If such an incident has happened, it will be taken up very seriously,” he said. Jaideep’s father also expressed dissatisfaction over Modern School Principal’s reported remarks that the school authorities had “nothing to do with tennis camps” during which the boy was attacked.
