Pak has failed to disrupt poll: BJP
New Delhi, September 16
The Bharatiya Janata Party today said Pakistan had failed in its efforts to disrupt elections in Jammu and Kashmir, going by the enthusiasm shown by voters in the first phase of polling.

Two more bodies found under bogies
Patna, September 16
Two more bodies have been recovered from the crushed pantry car and other bogies of the Rajdhani Express six days after the accident. The Railways officials at the accident site clearing the tracks of the mangled coaches said, “Two bodies were found beneath the damaged bogies on Sunday when the cranes cleared the area where the bogies had piled up.”

Stokes to meet panel chief today
New Delhi, September 16
Himachal Pradesh Congress chief Vidya Stokes would meet the Delimitation Commission chief Justice Kuldeep Singh tomorrow to seek the inclusion of more Congress leaders from the state in the commission’s work and to discuss its terms of reference.

Mandi Sabha holds ‘Sair Utsav’

The Zila Mandi Jankalyan Sabha, Delhi, which has been holding eye camps and blood donation camps in Himachal Pradesh, held its annual “Sair Utsav” here on Sunday. Speaking on the occasion, former Himachal Pradesh Speaker Kaul Singh, who is an MLA from Mandi district, said Himachal Pradesh had made tremendous progress in the past 50 years.

Andhra Sikhs oppose proposed Bill

The Sikh community and all Parbandhak committees of gurdwaras in Andhra Pradesh have unanimously decided to oppose the proposed introduction of the All-India Sikh Gurdwaras Bill-1999 in the next Parliament session, stating that it was against the interests of the community.

Chinese envoy calls on Speaker
New Delhi, September 16
Chinese Ambassador to India Hua Junduo today called on Lok Sabha Speaker Manohar Joshi to discuss bilateral issues.
During the discussions, Mr Joshi referred to historical ties and commonalities of interests between the two countries and stressed the need for increased economic, commercial and cultural relations.

Goa may become permanent venue for film fest
Panaji, September 16
Goa Chief Minister Manohar Parrikar said Goa would be considered as a permanent venue for International Film Festival with an aim to promote tourism.
He said instead of having the film festival in different states like Mumbai, Bangalore and Delhi it was good to have one permanent venue.

J&K poll: only 14 cast ballot in Delhi

Of the 55 Kashmiri Pandits registered in the Capital’s voter list, only 14 chose to cast their vote for the ongoing Assembly poll in their home state. While some could not vote because their names failed to figure on the voter list others chose to stay away.

For Mohan Lal Pattu the trip to the polling station was not just a disappointment but also a waste of time. “I was shocked to see our names dropped from the voter list. The entire family, having nine members has been stricken off the list for no reason. This election is a mockery and we have been made part of it”, he complained.

Like Pattu there were scores of others who failed to cast their votes because their names did not figure on the voting list. Polling booths set up in the Capital’s Tis Hazari Courts and Jammu and Kashmir House wore a deserted look as most of the people chose to stay away.

In Jammu and Kashmir House, only 14 persons of the registered 48 cast their votes while Tis Hazari Courts registered zero voting.

“The elections hold no meaning for the community. Why should we vote when the Election Commission has not even made an attempt to contact us and brief the migrants on the procedures to be followed? There are so many people who have come back from the polling station because their names were not on the list. Ideally, the Election Commission should have roped in a nodal agency to help them identify the migrants and make the list”, said the president of the Kashmiri Samiti, Mr Sunil Shakdher.

“The voting list includes the names of those who have passed away, but has failed to make provisions for those who wanted to cast their votes. Is it deliberate or plain carelessness is open to question”, said Pran Nath Kaul, who found his name missing from the Tis Hazari Court polling station.

Pak has failed to disrupt poll: BJP

The Bharatiya Janata Party (BJP) today said Pakistan had failed in its efforts to disrupt elections in Jammu and Kashmir, going by the enthusiasm shown by voters in the first phase of polling.

Addressing newspersons, BJP spokesman Mukhtar Abbas Naqvi today said the world should take note of the enthusiasm shown by the people in participating in the elections braving shelling from across the border.

Mr Naqvi said everyone knew Pakistan was a factory churning out terrorists and the country had become an “unofficial protector” of terrorist networks.

Unless production in the factory was stopped, there could be no end to terrorism in the world, he said.

He said Pakistan military dictator Pervez Musharraf should not show concern about Gujarat Chief Minister Narendra Modi as India and its democracy and civil society were capable of correcting any anamoly that had occurred in the state.

Neither the BJP nor any of the leaders in the government had defended the wrongs that had occurred in Gujarat, he contended.

Two more bodies found under bogies

Two more bodies have been recovered from the crushed pantry car and other bogies of the Rajdhani Express six days after the accident.

The Railways officials at the accident site clearing the tracks of the mangled coaches said, “Two bodies were found beneath the damaged bogies on Sunday when the cranes cleared the area where the bogies had piled up.” One body was identified as that of a pantry car worker. Another was found buried in the soil under another bogey and is yet to be identified.

Meanwhile two fish plates, bolts, a nine-metre length of rail, 15 sleepers and other materials were collected as evidence by the Magadh range Deputy Inspector General of Police (DIG), Mr N.C. Dhondhiyal and Aurangabad Superintendent of Police Sunil Kumar Jha from the accident spot last evening.

They had gone there for an on-the-spot inquiry in connection with the FIR on the railway disaster registered at Rafiganj.

Four more railway employees posted at Rafiganj have been questioned about the derailment, while local railway officials were yet to explain much more details about the mishap, Mr Dhondiyal said.

Death on tracks: light for two

The eyes of a passenger killed in the Rajdhani mishap has enabled two blind men to see the world once again.

Kamleshwar Pandey and Maclin Lugun could have never hoped to see the world, but for Neha Bajoria, who would live on through their eyes.

Neha, who boarded the Rajdhani Express from Dhanbad on way to Delhi, was badly-injured in the mishap. She succumbed to her injuries on September 13. UNI

Stokes to meet panel chief today

Himachal Pradesh Congress chief Vidya Stokes would meet the Delimitation Commission chief Justice Kuldeep Singh tomorrow to seek the inclusion of more Congress leaders from the state in the commission’s work and to discuss its terms of reference.

Mrs Stokes, who is a member of the Delimitation Commission from Himachal Pradesh, would present the party’s viewpoint to the commission chief.

Meanwhile, several loyalists of Mrs Stokes, including two vice-presidents, five general secretaries, eight DCC chiefs and nearly 35 PCC members, today met senior AICC leaders and sought public meetings of Congress President Sonia Gandhi in their areas. They are likely to meet Mrs Sonia Gandhi tomorrow.

Party leaders, including Ms Viplove Thakur, Mr G S Bali, Mr Harsh Mahajan, Mr Ashwani Zar, Mr Vijai Singh Makotia sought rallies of Mrs Sonia Gandhi in all parts of the state. Mrs Gandhi, who has addressed rallies in Kangra district, is scheduled to address an election meeting in Mandi in the beginning of next month.

Himachal Pradesh Congress leaders also discussed the party’s preparations for the forthcoming Assembly poll with the AICC general secretaries. The leaders claimed that election rallies of even top BJP leaders were not evoking an enthusiastic response and the Congress would have an edge in the poll.

Sources said in their meetings with the high-command, the leaders called for giving greater representation to new faces in ticket distribution.

The Congress today indicated that it could approach the Election Commission for the disqualification of Gujarat Chief Minister Narendra Modi from contesting the poll for “making derogatory remarks against the Muslim community during the Gaurav Yatra.’’

Replying to questions from mediapersons, Congress chief spokesman Jaipal Reddy said the issue was being examined from all angles by the party but no final decision had been taken.

“The Chief Minister, entrusted with the task of maintaining law and order, had been vitiating it by making provocative speeches and a hatred campaign against the minority community,’’ Mr Reddy said.

He said any citizen could approach the commission, seeking the Chief Minister’s disqualification. “Shiv Sena supremo Bal Thackery was disqualified by the commission. The law should be applicable to all citizens,’’ he added.

The Congress has procured cassettes and records of his speeches during the rath yatra to prove that Mr Modi had been making such remarks against a minority community.

Mr Reddy said Prime Minister Atal Behari Vajpayee, during his visit to New York, had failed to reprimand Mr Modi indicating that he endorsed the Chief Minister’s remarks.

The Congress made it clear that it was opposed to disinvestment in Hindustan Petroleum Corporation Limited and Bharat Petroleum Corporation Limited as these were in the strategic sector of the national economy.

Indira centre plaque missing

The Congress is heading for a confrontation with the Mayawati-led government in Uttar Pradesh following the BSP’s decision to acquire around 25 acre of land, which was earlier allotted for the Indira Gandhi Pratishthan. This land, which is adjacent to the Ambedkar Park – the dream project of Ms Mayawati, will now be used to raise the Dr Ambedkar memorial research centre.

This decision has stirred the almost inactive Congress leaders into action. Senior party leaders, including the incharge of UP affairs, Mr Motilal Vora, had visited the place. Mr Vora had also written a letter to the Chief Minister asking her not to acquire the land.

The UPCC state president, Mr Arun Kumar, alias Munna has summoned a meeting of senior party leaders on September 19 to chalk out a strategy.

The chief spokesman for the Uttar Pradesh Congress Committee (UPCC), Mr Akhilesh Singh, told The Tribune that it was wrong on the part of a government to acquire land or change the name of any on-going project. “Today Mayawati is in power. Tomorrow other party will come to power. What will happen if that party changes the name of Ambedkar Park,” he asked.

The 25 acre of land, in the posh Gomtinagar locality of the state capital, was earmarked for the Indira Gandhi Pratishthan. On October 2, 1989 a foundation stone was laid by the then Chief Minister ND Tiwari.

With the change of ruling party in 1989 the proposal was thrown in the lumber room.

On Saturday, Mr Vora along with other senior leaders visited the Pratisthan site. The next day they found plaque foundation missing. The vice-president of the UPCC, Ranjit Singh Judev, has filed an FIR about the missing plaque.

Mandi Sabha holds ‘Sair Utsav’

The Zila Mandi Jankalyan Sabha, Delhi, which has been holding eye camps and blood donation camps in Himachal Pradesh, held its annual “Sair Utsav” here on Sunday.

Speaking on the occasion, former Himachal Pradesh Speaker Kaul Singh, who is an MLA from Mandi district, said Himachal Pradesh had made tremendous progress in the past 50 years.

The road length has increased from 250 km to 22,500 km while the number of schools has gone up from 325 to at least 15,000.

He said the sabha was rendering useful service to the people of state who come to Delhi for their work.

Mr Kaul Singh said if the Congress came to power, it would give priority to completion of the third stage of Uhl project in Mandi.

The foundation stone of the third stage of Uhl project in Mandi was laid three years ago.

He said the state had made quick progress under the Congress rule.

Mr G.S. Bali, MLA from Nagrota Bagwan, was also present. A cultural programme was organised on the occasion.

Mr Mela Ram Khairwal, Mr Sonu Ram Verma, Mr J C Bisht and Mr Kanshi Ram Verma, office-bearers of the sabha, said the organisation would intensify its welfare activities in Himachal Pradesh.

The sabha has been giving monetary assistance to destitute homes.

Andhra Sikhs oppose proposed Bill

Hyderabad, September 16
The Sikh community and all Parbandhak committees of gurdwaras in Andhra Pradesh have unanimously decided to oppose the proposed introduction of the All-India Sikh Gurdwaras Bill-1999 in the next Parliament session, stating that it was against the interests of the community.

A resolution to this effect was passed at a meeting convened by Central Gurdwara Sahib, Gowliguda, here today, in which the Parbandhak committee members of all gurdwaras in the state participated.

The meeting decided that all top Sikh leaders, hailing from Andhra Pradesh, would submit a memorandum to the Governor, Dr C. Rangarajan, and Chief Minister N. Chandrababu Naidu soon, requesting them to prevail upon the Central Government to drop the proposed enactment. UNI

Chinese envoy calls on Speaker

Chinese Ambassador to India Hua Junduo today called on Lok Sabha Speaker Manohar Joshi to discuss bilateral issues.

During the discussions, Mr Joshi referred to historical ties and commonalities of interests between the two countries and stressed the need for increased economic, commercial and cultural relations.

Mr Hua felt that there should be more and more exchange of visits by parliamentary delegations of law-making bodies of India and China.

The Chinese Ambassdor extended an invitation to the Speaker to visit China, a Lok Sabha Secretariat press note said.

Goa may become permanent venue for film fest

Goa Chief Minister Manohar Parrikar said Goa would be considered as a permanent venue for International Film Festival with an aim to promote tourism.

He said instead of having the film festival in different states like Mumbai, Bangalore and Delhi it was good to have one permanent venue.

The final decision about the venue would be taken by Union Minister for Information and Broadcasting Sushama Swaraj, Mr Parrikar added.

He said the Marine export products exhibition would be held in Goa in February next year, in which 7,000-8,000 exporters would participate.

Around 30,000 to 40,000 foreign tourists were expected to attend the exhibition, Mr Parrikar added. UNI

ROUTE TO SHRINE CLEARED
DEHRA DUN:
After remaining blocked by landslides for three days, the route from Joshimath to Badrinath has been cleared with the efforts of the Border Roads Organisation. Pilgrims stranded on the route were able to reach the shrine or Joshimath. However, the route from Rishikesh to Joshimath has yet to be cleared, according to Mr Madan Singh,District Magistrate of Chamoli. UNI

Mauritius is, perhaps, the only country in the world to have unanimously passed the Ramayan Act in parliament. President of the Rashtriya Ramayana Mela Balkrishan Pandey, who has returned after attending the Ram Bhakt Hanuman Sammelan at Mauritius organised by the Ramayana centre and human service trust, gave this information here on Sunday. WOMEN WORKERS RUN OVER BY TRAIN
NASHIK:
Four women were crushed to death by the speeding Pavan Express under the Mannyad railway bridge, about 8 km from Nandgaon tehsil of this district on Saturday. According to a delayed report here, the women, all of whom were from Madhya Pradesh, were working on the railway track when they were run over by the train. The Nandgaon police has registered a case. TWO DEAD AS TRAIN RAMS INTO TRACTOR
SILIGURI:
Two persons were killed and a few others injured when 5715 dn Tezpur-Samastipur Express rammed into a tractor at Washabari, about 32 km from here on Monday, Jalpaiguri SP Siddnath Gupta said. The accident occurred when the train was passing through an unmanned level on the metre gauge section around 8.30 hours. Senior railway officials have rushed to the spot. A relief train from the Siliguri junction railway station was sent there, railway sources said. PTI

ELEPHANT CRUSHES YOUTH TO DEATH
RAIGARH (MP):
A tribal youth was crushed to death by a wild elephant at Dandidand village in Raigarh district of Chhattisgarh on Sunday. The elephant also damaged several houses after entering the village. Chotu was picked by the elephant and was then dragged on the ground. He died on the spot. UNI

WOMAN SACRIFICED BY SON
BHIND (MP):
In a gruesome incident, a mentally deranged son slashed his mother’s head and placed it before the Devi Mata’s idol at Dewara village, 80 km from here. SP G.S. Pauras said Nanhi Bai Baghel (45) was going to offer worship at the temple when she was attacked by her son Phool Singh Baghel on Sunday. UNI

CATHEDRAL CONSECRATED
VELLORE:
Coinciding with the golden jubilee celebrations of the Vellore diocese, a cathedral, built at a cost of Rs 3 crore, was consecrated in the town on Sunday. The exquisitely built Our Lady of Ascension cathedral, with a 154-ft-high bell fry, has a 5000-seat capacity. Papal representative, Cardinal Rt Rev Simon d Lourdusamy consecrated the cathedral. UNI
