Survey of wild animals from April 26 Panchkula, April 17 The census work, say wildlife officials, will be carried out in the Shivalik forest belt — Kalesar Wildlife Sanctuary and the surrounding areas like the Dappar forest in Yamunanagar and the Morni area in Panchkula, the Aravali forest belt in Gurgaon and Mahendragarh. Other than panthers, the population of sambhar, cheetal, barking dogs, black deer and chinkar will be identified. After the seizure of a panther skin from a Kalka resident earlier this year, and the seizure of two more in 1998 and 2000 from Panchkula district alone, concern for the preservation of wildlife among environmentalists had mounted. The wildlife census in 1993 had identified 30 panthers. With reports of panthers being killed for procuring their skin, their population could have gone down now. Sources in the Wildlife Department informed TNS that 34 teams, comprising nearly 70 wildlife employees, had been specially trained to conduct the census operation in all forests. This census is conducted every four years, but is being carried out after a gap of five years this year. Senior officials say the wildlife census, which was scheduled to have been conducted in June last year, could not be carried out because of early rains. Because of early rains, the census work could have yielded conflicting results and the entire purpose would have been defeated. The census work is now being carried out for 10 days, beginning April 26, when dry weather would ensure that the pugmarks of animals can be easily identified in dry soil. Also, penetration in the forest area is much easier on dry land. Though forest officials, including forest guards, were sensitised for the census work last year by the Wildlife Institute of India, Dehra Dun, an internal refresher course has been undertaken for the 34 teams. It is learnt that sampling is done by counting the pugmarks on 10 hectares of forest area and similar figures for 100 hectares of forest area are then worked out. The data thus collected is sent to the Wildlife Institute of India for assimilation. Officials in the Wildlife Department say that the information thus collected will be vital in determining the breeding pattern of wildlife, the extent of ecological imbalance(if any), the prey base ratio for animals and long-term policies to preserve the state’s wildlife. |
Samiti for fresh probe into Loharu violence Chandigarh, April 17 In a memorandum submitted to the Haryana Governor, Babu Parmanand, here today a delegation of the samiti, which was accompanied among others by a senior Haryana BJP leader, Mr Ram Bilas Sharma, former Minister Suraj Pal and a general secretary of the state BJP, Mr Om Prakash Dhankar, demanded a fresh probe into the incidents by either an independent agency or a Central agency. After meeting the Governor, the BJP and Samiti leaders told the Press that the police had arrested 21 “innocent” persons, including certain office-bearers of the BJP, as “part of the political victimisation of party workers by the Chautala government”. Mr Sharma said one of the arrested persons, Mr Kamlesh Bhoduka, who was the vice-president of the district unit of the BJP, was busy with the engagement ceremony of his daughter on March 17 when the communal incidents took place. He was nowhere near the unruly mob. He said at least six prominent Muslims of the area had sworn affidavits stating that these persons were not involved in the communal violence. He said two supporters of the INLD, Mr Hari Ram and Mr Narain Singh, had alleged in their affidavits that the sarpanch of Loharu, Mr Ashwani Nakipuria, who owned a petrol station in Loharu, was seen giving petrol to the unruly mob. However, Mr Sharma said, no action had been taken against Mr Nakipuria because he was close to the Education Minister and local MLA, Mr Bahadur Singh. The BJP leaders alleged that the land mafia wanted to grab the property of the former Nawab of Loharu under the garb of communal riots. They said the Governor had promised some action on their memorandum within 15 days. They said they had met the Union Home Minister, Mr L.K. Advani, also along with all five BJP MPs from Haryana in this connection. |

CM for military academy in Haryana Jhajjar, April 17 The Chief Minister was inaugurating Rs 1.35 crore water augmentation supply scheme at Matanhail village in this district, where he also addressed a public meeting. He also inaugurated Rs 75 lakh milk chilling centre at Matanhail village and Rs 30 lakh vegetable market here. He reiterated the commitment of his government to provide 70 litres of water per capita per day in all villages of the state in next two years. He said that his government was committed to provide all minimum basic amenities to people in the state. He assured adequate power and ample irrigation water to the farmers. He said that all watercourses would be repaired in the near future. Referring to the Supreme Court verdict in the Sutlej Yamuna Link (SYL) canal in Punjab, Mr Chautala said he was grateful to the apex court for doing justice to the people of Haryana. He described the SYL as the lifeline of Haryana and said it would provide adequate irrigation water and increase the farm production. He urged farmers to diversify crops and take up cultivation of flowers, fruits and vegetables instead depending on paddy, cotton and wheat. He said out of 32,000 announcements made by him under the “sarkar aapke dwar” programme, 26,000 had already been implemented. Secy inspects wheat procurement Ambala,
April 17 Mr Dalia spoke to farmers and gathered information regarding the procurement process. He also inspected water and power arrangements in the mandis. He went to the grain markets in Shahzadpur, Naraingarh, Saha, Barara, Mullana, Ambala Cantonment and Ambala City where he inspected the weighing process and moisture content in grains. Among others, Deputy Commissioner Mahinder Kumar, SP Manoj Yadava and SDMs M.K. Ahuja and Maheshwar Sharma accompanied Mr Dalia during the inspection. Mr
Dalia directed procurement agencies to ensure availability of “bardana”
and immediate lifting of wheat from the mandis. At Shahzadpur, farmers
complained to Mr Dalia about the lack of drinking water. Mr Dalia
directed the Public Health officials to ensure availability of
drinking water. The Deputy Commissioner said about 31,881 tonnes of
wheat had already arrived in the grain markets.

Institute of law entrance test on May
26 Kurukshetra, April 17 Prospectus (Code No. Law-5) along with prescribed application form can be obtained from the manager, Printing and Publications, Kurukshetra University, Kurukshetra, by paying Rs 500 (Rs 125 for SC/BC candidates of Haryana) in cash or by post through a crossed demand draft of Rs 550 (Rs 175 in case of SC/BC candidates of Haryana) in favour of the Registrar, Kurukshetra University, Kurukshetra. The duly filled in applications form complete in all respects must reach the office of the Director, National Institute of Law, Kurukshetra University on or before May 10,2002. The prospectus will also be available at Kurukshetra University Website http:/kuk.ernet.in and Haryana Govt.website http://haryana.nic.in. The candidates using admission forms and other documents after down loading the same from website shall be required to send a demand draft for Rs 500 (Rs 125 for SC/BC candidates of Haryana) drawn in favour of the Registrar, Kurukshetra University, Kurukshetra, along with the admission form. The spokesman further disclosed that there would be 60 seats plus 30 payment seats. Out of 60 general seats, 30 seats are reserved for SC/BC/physically handicapped/DFF/Ex-Servicemen candidates of Haryana. Candidates having Senior Secondary Certificate (10+2) standard from Board of School Education, Haryana or its equivalent examination securing 50 per cent marks (40 per cent marks in case of SC candidates) in aggregate with English as one of the subjects. The candidate should not be more than 20 years of age of July 1, 2002 and 22 years in case of the SC or ST category. |

Woes
Ambala, April 17 Although the distribution network for power has been improved, the shortfall during the peak season is caused due to the excess load, forcing the electricity authorities to go in for power cuts. It is estimated that the residents of Ambala consume 24 lakh units of power everybody and this considerably shoots up to about 34-35 lakh units in a day during the summer months. The power supply in the urban areas is also affected when there is a demand for power in the surrounding rural areas, particularly during the paddy season. A power official said that they have to go in for power cuts when there is a shortfall in electricity supply. “We have augmented our distribution network. While a new transformer has been put up in the 33 KV sub station, the incoming line has also been improved so that more power can be drawn from Dhulkot to Ambala Cantonment” he said. He said that the conductor size had been strengthened in various pockets and new LT lines had been installed. “All our transformers located in the urban areas are functioning within load limits”. He, however, said that the possibility of power cuts, upto an hour long, cannot be ruled out during the peak season. Regarding water supply, while thirsty days are ahead in some parts of Ambala, the situation is likely to improve in Ambala Cantonment once the canal-based water supply system is completed. The water shortage is usually felt in the old areas of Ambala city and Ambala Sadar while some colonies which have come up on the outskirts rely on drawing water from individual tubewells. Low water pressure is a common complaint and people have installed motors to improve the water pressure. About 30 lakh gallons of water is supplied to Ambala city while 22 lakh gallons of water is supplied to Ambala Cantonment. In Ambala city, while 70 per cent of the water supply is canal based, 30 per cent is tubewell based. On the other hand, the water supply in Ambala Cantonment is tubewell-based with 25 tubewells providing water. Deputy Commissioner Mr Mahinder Kumar said that work on the canal-based water supply system is likely to start soon which would effectively solve the water shortage problem. “The process of acquiring land will be completed within this month,” he said. Mr Mahinder Kumar said that efforts are being made to ensure that people do not face problems during the summer months. |

2 Marketing Board men suspended Kurukshetra, April 17 After inspecting the newly carpeted roads on Monday, Mr Likhi said the sub-standard material used would be tested by a team of officers and if the material used was found sub-standard, then a criminal case would also be registered against the contractor. Mr Likhi said Rs 7 lakh was earmarked for the repair of these roads and now following this irregularity. Its payment had been withheld. The Deputy Commissioner has also asked all officers, employees and contractors engaged in developmental activity to work honestly and ensure that good quality material was used in various projects. |
