Another faux pas by Education Dept
Certificates demanded from three college lecturers

The UT Administration’s Education Department has once again defied its own orders and overlooked the UGC and Panjab Universitys’ regulations.

It has issued letters to three government college lecturers that their senior scales will be withdrawn if they fail to produce certificates to prove that they had attended the required number of refresher courses by June 30, 2001.

As per UGC guidelines dated January 1, 1996, a lecturer with an M Phil degree is to attend one orientation and one refresher course to be eligible for the senior scale and a lecturer holding a PhD degree has to attend the orientation course.

The Administration has failed to notice one of its own orders, dated April 17, 2001, which lists four lecturers required to do these refresher courses. Two of these have attended an orientation course and since they have a PhD degree, they do not need to do the refresher course to be eligible for the senior scale, as per the UGC guidelines dated January 1, 1996. The fact that these two lecturers are governed by the UGC guidelines dated January 1, 1996, and not the ones dated January 1, 1986, is clear from this order.

The third lecturer concerned has been asked to produce a certificate of having attended the refresher course in her subject but she has not been able to attend the course due to non-availability of course in her subject within the Administration’s deadline.

The Education department has, since 1999, been passing orders to college lecturers that they have to attend their due refresher and orientation courses first by December 31, 2001, and then by June 30, 2001. While the schedule of most courses is predecided, most of these lecturers have to wait for the staff college to organise these courses. Many a times, since in many subjects the courses are organised rarely, there is a great rush of teachers. Many of the teachers who do not get a seat the first time are left to wait for the next refresher course.

Many government college lecturers are now apprehensive that soon they too will receive orders from the Administration withdrawing their senior scale since they have not been able to attend the refresher/orientation courses within the deadline because of no fault of theirs.

Principal’s recommendation

Adding a twist to the Education Department’s attitude towards colleges lecturers, an order from the DPI Colleges dated August 3, 2001, states that while sending cases of lecturers for permission to attend refresher and orientation courses, college principals also recommend that the normal functioning in the class will suffer in case they are sent for the course. Most of the lecturers consider this statement a highly negative one and say this gives the head of an institution a valid excuse not to allow lecturers to attend these compulsory courses.

Students hold exhibition

Chandigarh, August 19
Students of Manav Mangal High School, Sector 21-C, organised an exhibition of craft items, science models and other creative items. A computer wing was also set up on the occasion.

Items were displayed in 24 rooms. Posters and collages made by students highlighted the importance of peace, environment protection, traffic rules and blood donation. Collages were also made on various political topics.

Visitors had an opportunity of Internet surfing at the computer wing. Mural works, glass paintings and pots were also displayed by the students. People solved puzzles and participated in quizzes at the mathematics wing. Students had prepared working models to explain the concepts of similar triangles, congruent triangles and trigonometry. An innovative calendar on wheels, was also put on display.

Students depicted the position of Indo-Pak relations through maps and also explained the concepts of earth formation and global warming.

Senior students had prepared working models of letter alarm, burglar alarm, slide projector and steam engine. There were models showing working of a telephone and a hydroelectric power station. English wing organised a quiz where parents were supposed to answer questions. Later a draw was taken out and the winners were given prizes.

School holds contests

Competitions were held in group songs, folk dances, painting, slogan and essay writing at Kendriya Vidyalaya No. 2 in Chandimandir yesterday as part of the Independence Day celebrations.

According to the Principal of the school, Mrs Rama Sharma, three challenge shields and 15 individual prizes were sponsored by Syndicate Bank.

The prizes were given away by Mr R.C. Buddhiraja, Regional Manager of the bank, Chandigarh region, who also highlighted various schemes of the bank for helping students in their higher studies and to generate self-employment.

Mr V.K. Gupta, Senior Manager of Syndicate Bank, Sector 11, Panchkula was present on the occasion.

Jaspal Bhatti gets PECOBA award

Noted satirist Jaspal Bhatti was presented PECOBA Award 2001 by Punjab Governor Lt General (retd) J.F.R. Jacob, at a function organized by PECOBA (Punjab Engineering College Chandigarh Old Boys Association) here yesterday.

Speaking on the occasion, the Governor said PEC was being given deemed university status shortly and the institution would go from strength to strength. Mr Amarjit Singh Kohli, founder general secretary, PECOBA, said the awards were given every year to outstanding engineers belonging to Punjab Engineering College, Chandigarh, for their contributions in technical, cultural and social sphere.

Namdhari chief’s nephew remanded

Kharar, August 19
Mr Roshan Lal Chauhan, Judicial Magistrate, Kharar, yesterday remanded Thakur Dalip Singh, nephew of Satguru Jagjit Singh, chief of the Namdhari Samaj, who was arrested by CIA staff of Kharar on August 16, in judicial custody till August 30.

It is worth mentioning that he had surrendered before Mr Satnam Singh, Inspector and in charge of the CIA staff, Kharar, in connection with a case registered against him by the SAS Nagar police under Sections 307, 120-B and 34 of the IPC. He was charged of hatching conspiracy to kill Mr Avtar Singh of SAS Nagar. The case was registered on the directions of the SSP, Ropar.

Meanwhile, Thakur Dalip Singh was medically examined at the Civil Hospital, Kharar, as per the directions of the Judge.

Later, he was referred to Government Medical College and Hospital, Sector 32, Chandigarh, for further examination.

Sarod exponent to perform on Aug 22

Pracheen Kala Kendra has invited Shree Gangopadhyaya to perform at Bhaskar Rao Auditorium of the kendra on August 22. Daughter and disciple of Sangitacharya Shyam Gangopadhyaya, she will present a sarod recital at the kendra.

An exponent of the Maihar Gharana of Indian classical music, Shree Gangopadhyaya took to the instrument, tracing its roots to the Afghan palaces, when she was just four years old. She gave her first public performance at the age of nine. An approved artiste of the All- India Radio and Doordarshan, she has performed in almost all big music conferences in India and abroad. She also has many awards to her credit.
