City to get drinking water from Ganguwal
250-cr project using gravitational force okayed

The Chandigarh Administration today approved taking up of a Rs 250 crore project to bring drinking water to Chandigarh by using gravitational force from Ganguwal in Ropar district, 70 km away.

The project has been planned as per the directions of the Union Urban Development Ministry, which asked Chandigarh Administration to explore all possibilities of getting water by using gravity to save the recurring cost on energy. At present, water in Chandigarh is pumped up against gravity from Kajauli and annually it costs nearly Rs 10 crore just on power bills. If water is brought in from Ganguwal, located on the Bhakra Main Line canal, the annual maintenance cost will be just 1 per cent, while it is 10 per cent in case of the present system at Kajauli.

The UT Administrator Lieut-Gen J.F.R. Jacob (retd), today approved the scheme after the Chief Engineer, Municipal Corporation, gave a presentation with technical details of the project.

In the preliminary study conducted in the Ganguwal project, the water of Satluj and Beas rivers would be tapped near Ganguwal, 70 km from Chandigarh. As the level of Ganguwal was 345m above mean sea level (MSL) as against 318m above MSL of Sector 39 waterworks, giving a net positive head of 27m. Punjab Engineering College had conducted a survey of the technical feasibility of the project and through computer simulation, it was found that the project was viable. It was found in the study that loss due to joints and bends for the pipe flow would be 21m and net available head at Chandigarh would be 6m. Kajauli is located at a height of 264m above MSL this requiring pumping.

The Adviser informed the Administrator that once the advanced technical study was complete, the project would be sent to the Union Urban Development Ministry for an approval. The project requires no tunelling and water will be carried through 6 feet spun steel pipes.

The Chief Engineer informed that Chandigarh was getting water from two sources — surface water from Bhakra Main Line canal tapped at Kajauli and underground water through tubewells. A total of 60 million gallons of water is pumped up from Kajauli daily. Till date, Rs 55.39 crore had been spent on three phases of the Kajauli waterworks, whereas Rs 51.38-crore fourth phase Kajauli project was under construction.

The demand for water was increasing at an exceptional rate and the gap between availability and demand of water was increasing. The Ganguwal water project was planned keeping in view the future demand of Chandigarh.

By 2021, the gross requirements of water would be 144.41 MGD against the net availability of 78.50, MGD, having a gap of 65.91 MGD, and there were no other sources of water planned after the completion of fourth phase at Kajauli in 2005.

Appreciating the study conducted by the Municipal Corporation, Chandigarh, General Jacob said a futuristic vision should be adopted for such projects. He asked the Adviser to get the detailed survey of three alternative routes done and adopt the best route for bringing water. General Jacob said the Municipal Corporation should also explore the possibility of increasing the output of this project so that dependence on Kajauli water works could be minimised.

He said once this project was fully operational, the Kajauli waterworks could be slowly phased out, saving the Municipal Corporation of the recurring costs of maintaining it. He asked the Adviser to coordinate with authorities concerned in Punjab for expediting this project.

Punjab Govt shielding senior PCS officer?

The Punjab Government appears to have adopted a “lenient” view of an official suspected to be allegedly involved in causing a financial loss to the tune of lakhs of rupees to the Punjab Urban Planning and Development Authority (PUDA).

Instead the official, posted as Estate Officer for a brief period in the local office of the Punjab Urban Planning and Development Authority (PUDA), has been given a plum posting.

An explanation of the officer, Mr Jeewan Kumar Garg, had been sought by the Punjab Urban Planning and Development Minister, Dr Upinderjit Kaur after the Chandigarh Tribune, in last January had highlighted a well-organised racket in issuing Occupation Certificates to incomplete houses in SAS Nagar. Taking a serious view of the racket, the minister had ordered the suspension of a sub-divisional officer (SDO) and junior engineer (JE) in the building branch of the estate office for their involvement in the racket.

The PCS officer had been given the charge for over a week when the then Estate Officer, Mr G.S. Ghuman, had gone on leave. The official has been posted as SDM, Sultanpur Lodhi, a constituency of the state Housing and Urban Development Minister. The developments have raised eye brows as the contents of an enquiry instituted by the Minister Housing for six months ago was yet to be made public.

Sources in the PUDA said over 200 Occupation certificates had been issued during the week’s stint of the officer in the estate office. A total of around 380 Occupation Certificates had been issued last December. Though no official of the PUDA was ready to comment on the issue, sources said at least 70 per cent of the houses which had been issued the Occupation Certificates were found to have been issued these against norms, causing a loss of lakhs of rupee on account of extension fee. The Minister, Dr Upinderjit Kaur was not available for comments.

The Tribune had highlighted the illegal practice which gained momentum as the December 31, 2000 deadline had approached. The plot-holders’ to avoid a heavy extension fee, had connived with certain PUDA officials to get Occupation Certificates for incomplete houses. In a specific case , a plot (no. 3207) in Sector 71, had been issued the certificate whereas the building was far from complete. The Tribune team had then dug out a list of the plots which had been wrongly issued the certificates. Sources said PUDA officials enstrusted with the enquiry had submitted their report to the minister. Sources in the estate office said involvement of an assistant in the estate office in helping the suspected officials had not been brought to light. Investigations by The Tribune revealed that in some cases, the signatures of the SDO and JE were missing from respective files.

The National Commission for Minorities, has asked the Chandigarh Administration to review the process of first encouraging slum colonies in the city and then rehabilitating them as this has totally disturbed the population ratio in the Union Territory of Chandigarh.

Such changes can result in political problems in the future, says the Commission, in a letter sent to the Chandigarh Administration last week, well-placed sources have confirmed. Since Punjab is the original claimant of the capital city of Chandigarh, far-reaching decisions which can have an impact in the future should be taken with the consent of the Punjab Government. The population pattern of the city should not be changed, the Commission, which enjoys quasi-judicial powers to summon anyone and issue directions, has advised. In the past two decades, a mindless policy of the Administration to rehabilitate unauthorised slum-dwellers has attracted lakhs of people from Uttar Pradesh and Bhiar which has reduced the Punjabi villagers to a minority. The population of migrants is estimated to be close to 2.5 lakh out of the UT’s population of 9.03 lakh.

In the letter, Mr Tarlochan Singh, Vice-Chairman of the Commission, has expressed surprise that the Chandigarh Administration, which is directly under the Union Ministry of Home Affairs, is going on providing new colonies for people living in slums who have occupied government land. It is learnt that 16 such colonies have come up and 10 more new colonies to house 16,000 unauthorised slum- dwellers are expected come up soon, he has added. Mr Tarlochan Singh could not be contacted for his comments on the issue. The staff in his Delhi office said he was out of the country.

By encouraging slums and later providing their dwellers with houses, the Chandigarh Administration has totally disturbed the population ratio of this disputed Union Territory and may create political problems later on. Even the character of the villages around Chandigarh has been spoiled by bringing up colonies for slum-dwellers, who are now a majority in the villages and have been elected panches and sarpanches of the villages, depriving the original residents, says Mr Tarlochan Singh. Examples of Kajheri and Hallo Majra have been cited where migrants from Uttar Pradesh and Bihar have outnumbered the Punjabi population.

Though the Commission has accepted that the scheme to rehabilitate slum-dwellers is approved by Government of India in all cities, the Chandigarh Administration should give priority to residents of villages of Chandigarh because they have suffered in order to provide space for the new city. Unlike New Delhi, the residents of the erstwhile villages have not been provided space in the city for making their own houses or to keep their villages intact in new sectors as has been allowed in Delhi, says the letter.

In the past, the police has had to keep a hawk eye on slums due to all kinds of unlawful activities which take place there. Migrants living in slums have been involved in several crimes, including murder. The largest amount of theft of power and water takes place in the slums, straining the city’s facilities.

Lack of uniform guidelines hinders Director’s appointment

The otherwise sleepy State Institute of Education, Sector 32 (SIE-32), was a hub of major activity today as after 12 days of the erstwhile Director of the Institute having retired, the Principal, Government College of Education, Sector 20, took over additional charge of the Institute.

The former Director, Mr H.C. Sharma, retired on May 31 and for twelve days, the Institute was without a director, but today the GCE-20 Principal, Ms S. Tangri received orders from the Director Public Instruction (Colleges), to take over as acting Director of the Institute till further orders.

While the DPI (colleges), Ms Madhavi Kataria, has said that the post would be filled as soon as was possible, it seems that this particular recruitment might not be either an early or smooth affair.

Sources say that all such posts of the city administration which included those of principals of the four government arts/science degree colleges; Principal, Government Home Science College; Director, Regional Institute of English and Director, State Institute of Education, had been filled through promotion of the seniormost person in these cadres in accordance with the 1931 recruitment rules.

For the college principals however, new recruitment rules had been formed and notified. The recruitment rules in case of college principals had changed, stating that the principals’ posts would now be advertised and a principal selected only after interview.

However, in the absence of new or revised recruitment rules, the posts of the directors continue to be filled through promotion. Promotions follow the seniority lists for these cadres. There is one seniority list for the four arts/science degree colleges, another for the home science college, another for the Regional Institute of English and a joint one for the Government College of Education and the State Institute of Education.

In the seniority list of education teachers, Ms S Tangri is the seniormost followed by Mr Avtar Singh Dhaliwal also of the same college. Mr Dhaliwal has been reported to have applied for promotion to the post of the Director of the SIE-32 in January this year and again in early May. Sources also state that Mr Dhaliwal being the next seniormost, should have been promoted as director instead of giving a additional charge to someone else.

DPI (colleges), however, states that there are no recruitment rules to refer to and so it was decided to give additional charge to the seniormost person in the education cadre, which was Ms Tangri. ‘‘We are getting a draft set of recruitment rules made and within seven days, we should have something to refer to and the day these are approved we will fill the post according to the new recruitment rules.’’ she informed.

But sources state that there is a major catch here. The recruitment rules which are formed cannot be applied in a back date. The cardinal rule of filling vacancies is that old vacancies are to be filled by the rules prevalent at that point in time. ‘‘And since this post was vacated a fortnight back, even if new recruitment rules are notified within a week, those will not be applicable to this particular post, which in the end, have to be filled through promotion following the current 1931 rules. ’’says a senior lecturer in a city college.

Hotels used for flesh trade raided

SAS NAGAR, June 13
Special teams of local police led by the Superintendent of Police, SAS Nagar, conducted raids on different local hotels allegedly being used to run flesh trade. At least four Chandigarh-based women, allegedly involved in the flesh trade have been booked under the Immoral Traffic Act.

Four persons, including the owner of a hotel and an employee of another hotel, have also been arrested. The police had been keeping a watch on the hotels ever since reports of the hotels being used for flesh trade came to light.

The raiding parties included the Station House Officers of Phase 1 and Central police stations. The girls were rounded up from hotels in Phases 2 and 5. A couple found from a hotel in Phase 3B2 was released after verifying their antecedents.

The raids parties did not find anything suspicious in other hotels in the town. The Superintendent of Police, SAS Nagar, confirmed the raids.

Pinnacle Group refunds member establishments

The Pinnacle Group has finally refunded the advance amounts to about 75 member establishments (MEs) of Chandigarh, SAS Nagar and Panchkula, who had deposited the amount for subscribing to the value for money (VFM) card scheme.

The company, has refunded only half of the amount, Rs 1,250 out of R 2,500 deposited by the MEs. It had refunded the membership charges to members who had paid Rs 150 for owning the VFM card.

The Pinnacle Group had launched India’s multipurpose VFM in April this year. The scheme was later cancelled by the firm citing “technical problems”.

Morni-Pinjore road approved

The Tourism Department has been asked to initiate activities like rock climbing and paragliding in Morni as a prelude to the development works to be carried out.

With a view to cut down distance between Morni and Pinjore, the Shivalik Development Authority approved the construction of road from Pinjore via Ballah to Morni. The decision was taken at the first meeting of the authority chaired by the Chief Secretary, Mr L.M. Goyal, here today.

Aimed at promoting tourism in the hilly terrain, the road is likely to be completed in nine months at a cost of Rs 4.5 crore, sources said. Some portion of this road would pass through the adjoining state of Himachal Pradesh and their help in the matter would also be taken.

However, the idea of a lion and tiger safari in the hills was dropped in favour of an aviary.

It was pointed out that in foreign countries as well, the interest in safaris was waning since these had been unable to recover even 25 per cent of the total cost incurred on maintenance. Instead, an aviary would cost much less and would have lower cost of maintenance.

The creation of a water body in an area of almost 15 hectare in Chammla also got the approval of the members. While the estimated cost of the project has been worked out, the water harvesting department has also been asked to prepare an exhaustive plan on de-silting the catchment area of a dam to be constructed.

Soliciting support of the European Union, the Chief Minister, Mr Om Prakash Chautala, has urged the Belgium ambassador to invest in environment-related projects in Morni. In addition to this, projects related to maintaining ecological balance were also taken up. It is learnt that afforestation in the hills would also be undertaken.

It was decided to do away with the police post in Morni. Since the static police force was not serving much purpose and discouraging “visitors”, the concept of a mobile police party would be introduced for patrolling in the hills.

Mayor’s efforts to end impasse futile

The series of meetings convened by the Mayor, Mr Raj Kumar Goyal today, as part of yet another attempt to break the ongoing deadlock in the House failed to yield any significant result. It may be recalled that he had convened a similar meeting before the meeting of the House on May 28, the only difference being that he had called all the councillors together then, but he called the BJP, Congress and nominated councillors at different timings today.

The mayor, when contacted, gave clear indications that the House was not likely to meet on June 15 and a decision about the next date would be taken shortly in consultation with the member Parliament, Mr Pawan Bansal. He was of the view that Congress and nominated councillors were convinced that the attitude of the BJP in the House was not “correct”. He alleged that the BJP, who was misusing its majority was responsible for the deadlock in the House. The Mayor further said that the determined BJP-SAD councillors kept insisting that the resolution ordering a judicial inquiry into the illegal construction of shops by the Mayor be passed in the House. They did not let him take up any of the vital agendas pertaining to court and financial matters, he said.

BJP councillors, on their part, stuck to their stand that the mandate of the majority should be respected by the Mayor on the floor of the House and proceedings should be conducted as per the Act. . They have demanded that the minutes of the meeting held on June 8 should be recorded as such and the same should be presented in the form of an item in the next meeting of the House for confirmation. Taking up the issue of alleged illegal adjournment BJP councillor, Ms Ranjana Shahi pointed out that the mayor should not use adjournment as a tool to abruptly end any meeting, especially when discussion on any agenda item was going on.’’ The councillors pointed out that major decisions have been taken in the House by sheer majority and if at all any wrong decision is taken the local self government has the power to reject it.

Another BJP councillor, Mr R.L. Arora said that if the Mayor was not prepared to accept the majority, he should rather quit and pave way for a new Mayor.

Former Mayor Mr Gian Chand Gupta pointed out that the MC Commissioner, Mr M.P Singh, who was present in the meeting also intervened to clarify that as per the Act, the Mayor could adjourn the House only if acrimonious scenes were witnessed on the floor of the House; or if the majority is in favour of it and if quorum falls i.e. members present in the House are less than the one third majority.

Terming today’s meeting to be a political stunt, Mr Gupta said that even though the meeting had been convened to discuss a vital and time-bound agenda items, the Mayor did not even take up one of these and kept talking about either his shops or allowing him to conduct the house peacefully. All through he was adamant that the BJP should not insist on getting the said resolution passed in the House, for he had already offered an explanation and had even written to the Governor to order the same. As many as 11 BJP-SAD councillors including former mayors, Mrs Kamal Sharma, Mr Gupta, Mr K.K Adiwal and deputy mayor, Mr Mohinder Singh attended the meeting.

The Mayor, Mr Goyal, also said that since he was keen to run the House, he called the meetings of the House every now and then. He is all set to call marathon meetings of the House lasting 2-3 days at a stretch, so that all the important agenda items could be taken up in one meeting so that the development of the city is not affected. But the BJP, by indulging in politics, is not letting me do so.

Earlier, a few BJP councillors led by the leader of the opposition in the House, Mr Des Raj Tandon met the Punjab Governor and UT Administrator, Lt Gen JFR Jacob (retd) and gave a memorandum lodging their protest against the illegal adjournment of the meeting of the House on June 8. They have pointed out that a majority of the councillors wanted the resolution recommending judicial inquiry be passed, more so since the Commissioner had also pointed out certain irregularities with regard to the illegal construction of shops by the Mayor and that the matter was pending with the Administration since April 24 for an opinion. Further, when 10 BJP councillors stood against their respective seats as against seven in favour of the recommendation of the inquiry, and the said resolution was passed, the Mayor abruptly adjourned the meeting. “This is neither proper nor in keeping with the traditions of the democratic functioning of the House, they add.

The delegation of BJP councillors including Mr Gian Chand Gupta and Mr R.L. Arora urged the Administrator to call for the report about the passing of the resolution in the House from the Commissioner and further direct that a meeting be called at an early date to transact pending business. Mr Gupta claimed that the Governor assured the delegation that he will ensure that the MC functions in accordance with the rules and regulations.

The Congress and the nominated councillors on their part, appealed to the Mayor to yield to the demand of the BJP regarding the resolution pertaining to judicial inquiry and run the House, since he has himself offered that the same be offered to clear the allegations against him. All the Congress councillors including Mrs Satinder Dhawan were present in the meeting. He should strive to discharge the obligatory duties of the House.

Nominated councillor, Mr Harish Bhanot attributed the impasse in the House to the obstinate behaviour of the Mayor, who should not hesitate to pass the resolution by majority. While the Mayor wants to run the House on his own terms and conditions, the BJP is determined not to let him succeed in this. Even the attempt of the local MP to resolve the impasse by making the Mayor yield on some issues has not yielded the desired results.

Woman SI to probe rape case

The investigations in the rape case of the 14-year old girl, assaulted by her mother’s paramour for over four months, has been transferred to a woman Sub Inspector, considering the tender age of the victim and the sensitivity of the case.

This was stated by the UT Inspector General of Police, Mr B.S. Bassi, while talking to media persons here today. He informed that the case had been transferred to the incharge of the Sector 43 ISBT police post, SI Poonam Dilawari.

The IG also said that the incident had proved to be a wake-up call for the city police against such misdemeanors. “We have taken up this matter with the Social Welfare Department and sent them all the details of the hapless victim and her mother. The secretary, Social Welfare, has been requested to intervene and use their expertise and resources to help the traumatised child,” he said.

Mr Bassi said that they were also trying to get in touch with the NGOs in the city in order to open a helpline for sexually abused children. He said that the police here was also in touch with Children, a countrywide project of the Government of India.

This project is being launched by the GOI in collaboration with an NGO. It is learnt that a doctor of the PGI, Dr Prabhjot Malli, here has already been identified for the project to be set up here in the city. He said that the details of all cases of child sexual abuse during this year will also be referred to this NGO.

The IG informed that they were planning to launch a special awareness programmes in various slum and labour colonies in the city in order to educate women and children against any advances being made against them.

Proclaimed offender arrested

Chandigarh, June 13
Bhupinder Jit Singh, a resident of Moga, who was wanted by the city police in a dowry death case, was arrested by the Sector 34 police here today. He was later remanded in police custody by a local court.

Bhupinder Singh had been declared a proclaimed offender in the dowry death case. The order to this effect was passed early this month by the UT Judicial Magistrate (First Class).

The case against the accused was registered under Sections 306, 34, 304 B, 489-A, IPC, on January 29. He was declared a proclaimed offender after the anticipatory bail plea moved by him was dismissed by the Punjab and Haryana High Court.

Waterlogging in Sec 44-A due to choked outlet

It is classic case of indifference on the part of the officials at the helm of affairs. Water accumulation on the road has become a bane for residents of Sector 44-A, where the sole water outlet is both broken and choked.

The problem of stagnating water has proved to be breeding ground for mosquitoes, making it a health hazard as well. As a result of the problem, residents of the sector have to wade through dirty water to enter their homes. To add their woes, whenever any vehicle passes the road, it splashes filthy water on the nearby houses and passersby.

A number of resident of the sector, talking to Chandigarh Tribune, complain that despite the fact that the residents of the sector had sent a number of letters to the administration and the Municipal Corporation, nothing concrete had been done in this regard.

A resident, Mr A. Sandhu said, “Every rainy season, there is an over flow from overhead water tanks from any of the adjoining houses. The water gets accumulated on the road and remains stagnant there for days together. The problem intensifies during the monsoon.”

Another resident, Mr H.S. Nayyar said, “We have been living in this block for the past 11 years and every year during monsoon we would send a number of complaints, to the respective offices regarding the faulty storm water drainage in front of our house, but the authorities had not taken any step to solve our problem.”

Mr Ashok Kumar, another resident, added that further there was no underground link with the next outlet and most of the underground link systems had been found to be old and rusted at many places.

Mr Joga Singh said that there was leakage of the water pipe, a few metres at a distance of the blockage drain. Since there was only one drain outlet near these houses and that too was broken or blocked with rubbish and had no further underground link with the next outlet, water was bound to stagnate.

Navneet Singh said that water logging had resulted in potholes on the road and also in many accidents.

When the Chandigarh Tribune contacted the Executive Engineer, Mr Sham Singh, said that they were looking into the matter and the department would solve the problem soon.

DISADVANTAGED CITIZENS
BSNL dilly-dallying on TTA appointments

Mr Vikas Bhanghur, an Electronics Engineer from Jalandhar, has alleged that Bharat Sanchar Nigam Limited (BSNL) authorities were delaying the issuance of appointment letters to the candidates selected as Telecom Technical Assistants (TTAs).

It may be recalled that the BSNL took the test for the posts of TTA on November 18 and 19 last year.

The minimum qualification for the post was a diploma in electronics, electrical and computer science, but some graduate engineers had also applied for the post.

In the meantime, the diploma holders, who had been placed in the waiting list, approached court arguing that the engineers not be appointed to the posts. But the court decided that the posts should be given to graduate engineers since they were more qualified than the diploma holders.

The decision of the court, along with the merit list, was published in a vernacular daily from Jalandhar by the department, he said, adding that the department had also fixed February 16 as the last date for submission of original certificates by the selected candidates.

But when he reached the department office to submit the certificates, the concerned person refused to accept the certificates saying that filling of the TTA posts had been delayed by the BSNL.

Mr Bhanghur asked the authorities to make it clear whether the filling of posts had been delayed or not.

The selected candidates were at their wits’ end and did not whether they would ever get the job.

Jacob concerned at infighting in MCC

A delegation of the Chandigarh Vikas Manch(CVM), led by its president, Mr Harmohan Dhawan, met the UT Administrator, Lieut-Gen, JFR Jacob(Retd), here today and demanded the dissolution of the Municipal Corporation of Chandigarh (MCC).

In a representation to General Jacob, the delegation alleged that fighting between the Congress and the BJP had turned the corporation into a “poliical battlefield”.

The allegations and the counter-allegations by the BJP and Mayor had resulted in the stalemate with the result that hardly any business had been transacted during the past few months.

Earlier, the BJP-SAD alliance, which had a majority in the House of the MCC, defeated its own candidate for the post of the Mayor due to infighting in the alliance.

This was repeated when Ms Ranjana Shahi, the official BJP candidate for the post of the Mayor, was defeated due to cross-voting by the BJP cuncillors.

The infighting in the Congress also came to the fore when the Mayor and the Senior Deputy Mayor traded charges against each other.

According to a press note, General Jacob showed concern at the non-functioning of the House of the Corporation. He was of the opinion that one more chance should be given to the councillors to resolve the stalemate at the next meeting.

In case the deadlock persisted, General Jacob, said he would be constrained to act as per the various options available to him, the press note added.

Police reaches a dead-end in May 11 murder case

What was being thought of as a “vital” clue in the case of the murder pf a 60-year-old woman here on May 11, has turned out to be evidence of little importance, dashing the hopes of the police of achieving a breakthrough in the case.

The police had been banking on the report of the State Forensic Laboratory, Chandigarh, regarding the strands of hair found in the fist of the murdered victim, Mrs Daljit Kaur, to solve the case. However, the report has indicated that the hair belonged to the victim herself and not to any suspect.

The report on various samples of hair was received by the local police yesterday.

Sources said four samples of hair, one from near the dead body, the second from that found in the fist of the victim, the third from the scalp of the victim and the fourth from a flat piece of wood, had been sent by the investigators for examination. In addition, samples of five or six suspect’s hair had also been sent for examination.

The report said that all samples of hair had similar characteristics and were from the scalp of the murdered woman. Among the suspects whose hair had been sent for examination was Rajwinder Singh, the adopted son of the victim.

Sources said that even though the report indicated that the hair did not belong to any of the suspects, the involvement of Rajwinder Singh in the crime could still not be ruled out. The police could give a clean chit to Rajwinder Singh only if the hair sent for examination matched with that of any other suspect.

According to the police, circumstantial evidence still pointed towards Rajwinder Singh, who was now in judicial custody. Investigations by the police revealed that Rajwinder Singh had asked for money from Mrs Daljit Kaur on the day of the murder.

Besides, the suspect, according to the police, had been unable to convince the investigators of his whereabouts during the period when the murder was supposed to have been committed. Moreover, statements of the witnesses and the suspect are in contradiction.

Rajwinder Singh was medically examined at the local Civil Hospital on the day the crime was committed. The examination was done at 11.40 p.m. Scratches were found on his body and one of his fingers had a small cut.

The police is looking for more evidence to solve the case.

Mrs Daljit Kaur had been brutally done to death at her house in Phase IV here more than a month ago. The body of the victim was found lying in a pool of blood in the kitchen. Other members of the family were away when the incident took place. The husband of the deceased was in America at that time.

The postmortem examination of the body had indicated signs of struggle by the victim and death, probably due to a head injury. The examination revealed the presence of hair in the fist of the deceased which had been handed over to the police for forensic examination.

Phone subscriber alleges harassment

A resident of Phase XI, Mr H.K.S. Sidhu, is running from pillar to post to get rectified his telephone bill of over Rs 6,900 which he terms as excessive. Mr Sidhu alleged that officials of the Bharat Sanchar Nigam Ltd were acting in connivance with another telephone subscriber.

In a complaint to the Principal General Manager of the BSNL, he said that in March this year, he had brought to the notice of the local accounts officer (TR) the issue of an excessive bill of Rs 2,057. He said from March 31 to December 31 last year, the total number of metered calls against telephone No 210293 (functional at H.No 1314/6) was 619.

He said that he received two bills of Rs 4,096 and Rs 378 on May 18. He alleged that the bill of Rs 378 was for the telephone connection functional at H. No 1384/4 in Phase XI. He said the house he was living in had been sold to him by the occupant of H. No 1384 three years back.

Tension over car parking

Tension prevailed on the UT Secretariat premises following an altercation between a Municipal Councillor and a few constables posted on duty there over car parking in the premises.

The Chandigarh Administration recently issued orders that only official vehicles with duly assigned stickers would be allowed to be parked inside the building. The rest would have to be parked in the new parking area along the Jan Marg.

BJP councillor, Ranjana Shahi, who was oblivious of the order, and had come to meet the UT Administrator, Lt -Gen JFR Jacob (retd) today morning, tried to go inside the building in her car when she was stopped at the entrance and asked to park the car in the new parking lot. When she resisted, she was allowed to park her vehicle just outside the building. However, it was towed away later. She also missed her appointment with the Governor.

Angry over the treatment meted out to her, Ms Shahi confronted the UT Home Secretary, Mr R.S, Gujral, saying the order should have been passed only after the administration had issued stickers to all those who were entitled to the facility. At one point she even threatened to sit on a dharna in front of the Governor’s car to register her protest.

The BJP councillors took a serious view of it and asked the Mayor, Mr Raj Kumar Goyal, to take up the matter with the Home Secretary and get the stickers issued at the earliest to avoid unnecessary harassment. They told Mr Gujral during a meeting with him that the administration had failed to create an environment in which elected representatives were recognised by the official machinery.

83 rickshaw-pullers challaned

Non-compliance to Municipal rickshaw by-laws by the thousands of rickshaw-pullers in the city has forced the traffic police to launch a special drive against them. As many as 83 rickshaws were challaned in different parts of the city and their rickshaws impounded for violation of laws on the first day of the special drive today.

According to information, the police challaned the rickshaw-pullers for violating Section 7 of the Punjab Municipal Rickshaw by-Laws, later adopted by the UT.

Earlier, the traffic police organised an education rally of rickshaw-pullers on May 24. The purpose was to minimise the loss of lives in accidents. The meeting was presided over by the UT Inspector-General of Police, Mr B.S. Bassi, who had warned them that if they did not comply with the by-laws, they would be challaned and their rickshaws impounded. They were informed of the road worthiness of rickshaws, use of slow carriage side lanes, and other rules and regulations for the safety of the passengers and themselves.

The rickshaw-pullers were also asked to install reflectors and lamps on their rickshaws within a given time frame. It was reiterated that no one below the age of 18 would be allowed to ply a rickshaw and no unlicensed rickshaws would be allowed on the roads.

However, most of the rickshaw-pullers have not complied with these stipulations. The SP Traffic, Mr Balbir Singh, said the drive would continue to ensure compliance of rules.

A fine of Rs 200 to Rs 500 was imposed on the violators.

Association’s plea to civic body

Decorative lights had been removed and signboards needed repair, according to a spokesman of the association. The association has also objected to the levy of fee of Rs 10 per sq yard for dumping construction material on roads. The responsibility of removing the material vested with the owner of the house.

Jagmohan to lay stone of club

The Union Minister for Urban Development and Poverty Alleviation, Mr Jagmohan, will lay the foundation stone of Gymkhana Club in Sector 3 of Panchkula on June 15.

A spokesman of the Haryana Urban Development Authority (HUDA) said the club would be constructed on 2.25 acres at an estimated cost of Rs 1.88 crore and would have a swimming pool, lawn tennis courts, a billiard room and a table tennis room. The project would be completed within one year.

He said Sector 3 was being developed as a recreational and commercial sector. It would have commercial tower, sports complex, hotels, medicine centres, golf club and Haryana Olympic Bhawan, he added.

He said HUDA would spend Rs 45 crore on the development works at Panchkula during the current financial year, out of which Rs 22.70 crore would be spent on new development works and Rs 22.30 crore on maintenance and upkeep of the town. He said in the past two years, HUDA had spent Rs 36.40 crore on the development of Panchkula.

SHO suspended

The SHO of Kalka police station, Mr Pawan Kumar, was placed under suspension and sent to Police Lines for ``carelessness’’ in performance of duty, here today.

The police sources said that he was punished for registering a case without carrying out preliminary inquiry into the facts. The case in question pertained to a theft of a bus belonging to a Chandigarh-based transport company.

It is learnt that a bus belonging to the transport company, parked outside the railway station in Kalka, was stolen. The owners of the transport company blamed the conductor and driver for the theft who were beaten up in Chandigarh. They, in turn, got registered a case at a police station in Chandigarh.

Fearing action, the owners, as an afterthought, got registered a case of theft against the conductor at the Kalka police station. This was done without any preliminary inquiry by the SHO and a departmental action was initiated.

Two held on theft charge

The local police arrested two youths, Abhishek Sharma and Atul Gupta, residents of Muktsar (Punjab), for stealing clothes and a pair of branded shoes from a room in boys’ hostel no. 4 in the Panjab University (PU) here yesterday. The duo were in the PU in connection with the entrance examination of the Department of Law.

The police said the duo also confessed that earlier they had stolen a computer from one of the rooms in the PU hostel, which they later sold to someone in their home town. A case of theft has been registered against them.

Thefts in PU

Two cases of theft were reported from the PU in the past 24 hours. Mr Amit Katoch, resident of room no. 2, Hostel No. 4, PU, reported that Rs 8,000 were stolen from his room after breaking windowpanes.

A computer was stolen from Hostel no. 4. The complainant, Mr Rakesh Kumar, reported that the theft took place after breaking interlock of his room. Case under Sections 380 and 457 of IPC have been registered.

Cyclist injured

A cyclist, Mr Jai Karan, resident of Sector 22, was injured when he was hit by a scooter near Cricket Stadium here yesterday. Mr Karan was admitted to the General Hospital, Sector 16, where his condition was said to be stable.

The scooterist sped away from the scene of the crime. A case under Sections 279 and 337 of the IPC has been registered.

Girl abducted

A resident of Ram Darbar, Phase I alleged that Sonu, resident of Indira Colony, with the help of Oma, resident of Ram Darbar, Phase I, abducted his minor daughter on May 26. A case under Sections 363, 366 and 120-B of IPC has been registered.

Keep tab on foreigners, police officers told

The growing drug addiction in the city and the inflow of drugs here and its surrounding townships of Panchkula and Mohali from outside was the major cause of concern for the police during the UT SSPs crime review meeting here today.

According to information, the SSP, Mr Parag Jain, reportedly expressed concern over the growing number of addicts in the region. The arrest of a Nigerian, Tazudin Auhozaula, by the Panchkula police with a big haul of smack worth Rs 3.5 crore recently, forced the UT police chief to ask his officers to keep an eye on all such nefarious activities.

The officers were asked to keep an eye on foreigners, many of them are involved in drug trafficking. A large number of these foreigners have converged on the city and made it their home. Many of them are also students in Panjab University.

The SSP also asked the cops to keep vigil on previous convicts, history- sheeters and bad characters. The cops have been asked to maintain proper updated records of such persons in order to help curb the growing crime rate.

An interesting decision about no arrests being made on Sundays and holidays, until the accused was caught while committing an offense was also taken at the meeting.

The SHOs of all 11 police stations, in charges of various units of the Police Department , the three Sub-Divisional Police Officers, the DSP Crime, the DSP Police Lines and the DSP Control Room were also present, among others.

Revolver, cartridges found in nullah

A rusted .38 bore revolver and 28 cartridges was found from a nullah in Leisure Valley, Sector 10, here this morning.

According to police sources, the beat officers of the area were patrolling the gardens around 11 am when they found the revolver, partly dug in the nullah. While two used cartridges were found, 25 live cartridges were also found lying nearby. A live cartridge was also found inside the revolver.

The revolver was completely covered with rust. As a result, the police has so far been unable to read its number. A case under the Arms Act has been registered.

Men posing as cops steal van

In a strange incident at Mobinad village of Ramgarh, a Maruti van was driven away by two persons dressed as police personnel. The van belonged to a retired Armyman, Mr Ravinder Sharma, a resident of 1201, Sector 33C.

Mr Sharma’s driver Sukhwinder Singh said today the van was parked opposite Jaswant Timber Store in the village. While the driver was seated inside the car, Mr Sharma had gone in a store on some business. At around 7.30 pm, two persons dressed as policemen confronted Sukhwinder Singh and asked him how the vehicle was parked on the katcha road. They then asked him to show his driving licence. After taking away the licence, the two forced the driver out of the car and sped away in it. Mr Sharma went to the Nada Sahib police post to find out if the van was there, but it was not to be found there.
