PCCTU demands probe into selection of principal

Demanding a probe into the recent selection and subsequent appointment of principal of the Sant Darbara Singh College for Women, Lopon, the Punjab and Chandigarh College Teachers Union has send a memorandum to the Vice-Chancellor of Panjab University, the DPI (Colleges), and the Deputy Registrar of the university colleges.

Stating this in a press note, Prof K.B.S. Sodhi, president of the union, said that the appointment of Ms Neena Garg on May 20 was a case of “brazen favouritism, violation of the UGC norms, furnishing of manipulated experience certificate and suppression of facts by the members of the selection committee”.

Professor Sodhi said: “Out of her total experience as lecturer in Sanskrit at SD College, Moga, Ms Garg was on leave for one year and five months and this leave was regularised by the managing committee of the college on May 2, 2001, by converting it into extraordinary leave on medical grounds. Her leave without pay was mentioned in her service book as well as experience certificate.”

Professor Sodhi said that Ms Garg was only a part-time lecturer taking 12 periods a week, while a permanent whole-time lecturer had to take 14 periods per week. He said that a workload of 12 periods a week was mentioned in the university’s return of the teachers.

The union president said that in January while the post of principal was vacant in the Lopon college, the management appointed Ms Garg who was then working at Moga college as officiating principal for the college. However, as per the university Calendar, the management should have instead appointed a senior teacher of the college officiating principal. He pointed out that just eight days before the interview was held, Ms Garg was relieved from the college at Lopon following which she again joined her previous college at Moga as a lecturer in Sanskrit for a week and then appeared for interview at Lopon college where she was selected principal.

In the memorandum, the union president appealed to the Vice-Chancellor to order a probe into the whole affair to find out facts and irregularities, verify the service book and experience certificate of Ms Garg issued by the principal of SD College, Moga, and send a recommendation to the UGC to waive the condition of PhD for the post of principal in colleges for a period of five years.

Professor Sodhi also said that on May 26 the office-bearers of the union held a meeting with the Vice-Chancellor at Chandigarh and told him about the problems being faced by the colleges in filling the principal’s post after PhD qualification was made essential by the UGC. He said that the Vice-Chancellor had said that he would avoid sending his nominees in the selection committee till the cabinet gave its decision on the issue of PhD qualification for the principal’s post.

Workshop for teachers begins at KVM

A four-day workshop on ‘Empowerment of teachers in personality development and quality education’ was inaugurated at Kundan Vidya Mandir, Civil Lines, here today.

Addressing the students, the resource person Dr Mulk Raj Chilana told the teachers about various ways to acquire technological proficiency to cope with the challenges of information age.

He said it was important to work according to school-focused research, backed by modern technologies.

Dr Chilana pointed out that individual guidance to the students would cater to varying interests and aptitudes, ensuring innovative and creative thinking.

He said the major concerns before the teachers included clarification of the concept, orientation of moral values, use of multimedia and other advanced technologies for teaching, promoting self-learning among students, act as counsellor for the students, educating the parents, understanding problems of the students and finding solutions to them, promoting co-curricular activities and refreshing own knowledge.

Dr Raveena Gandhi, headmistress, GRD Academy, emphasised on the benefits of inculcating reading habits, introducing graded reading, proper seating arrangement in libraries, use of tapes for improving reading and pronunciation among students.

Ms I.Kumar, Principal, said the workshop gave the teachers a good chance to enhance their skills.

3 IIT-JEE toppers from city

Three city students have secured entrance to the IIT, the results of which were declared here today.

Akshay of DAV Public School has got the 65th rank, Amardeep Singh Gill of Guru Nanak Public School 489th and Amardeep Singh Sidhu, again from the same school, has got the 1096th position.

In the Roorkee engineering entrance examination, Amardeep Singh Gill has secured the 844th rank, while Nikita Sood of Kundan Vidya Mandir the 1617th position.

Forum penalises finance company

The District Consumer Disputes Redressal Forum has directed the PSB Finance and Investments Limited to pay maturity amount of Rs 14,750 alongwith interest at the rate of 18 per cent per annum on the principal from November 21, 1999, till the actual payment to Mr Dilpreet Singh, a resident of Jagraon. The forum further directed the company to pay Rs 1,000 as cost of litigation to the consumer.

According to the complaint, Mr Dilpreet Singh was a holder of a recurring account no. 405/104 at the Jagraon branch of the company. The consumer stated before the forum that he regularly deposited Rs 500 in the account and the maturity value was Rs 14,750, which was to be paid by the company on November 21, 1999. It was alleged by the complainant that despite giving legal notice to the company, the due payment was not given to the consumer.

The company pleaded before the forum that it was not permitted to accept fresh deposits and was paying the depositors out of the recoveries from the investments which were made earlier. The respondent maintained, “The present position is that they have to recover more amount than the amount due to the investors and this imbalance in receipts and payments is the main cause for delay in payment. The company admitted the claims of the consumer and requested before the forum to give some time to settle the claim.

The forum observed that it was admitted by the respondent that the consumer had deposited the amount with the company and the maturity value of the deposit was Rs 14,250 which was to be paid on November 21, 1999.

The forum held that it was clear deficiency on the part of the company for not paying the due amount to its customer on the due date and as such a penal interest of 18 per cent should be allowed to the complainant on the principal amount (Rs 12,000).

Justice Brar visits Bar Association

Justice Hardial Singh Brar, Chairman of the State Consumers Dispute Redressal Commission, visited the Bar Association here, today where he was welcomed by the acting president and secretary of the Bar, Mr Vijay Verma and Rajiv Duggal, respectively, besides the Bar working committee.

Addressing the Bar members, Justice Brar mentioned that the building of the District Consumer Disputes Redressal Forum was in a dilapidated condition. Moreover, there was no separate staff room, no place for the lawyers, clients and members and president of the forum to sit, he said. He said that he would bring this to the notice of the state government, and the necessary arrangements would be made.
