consistent US stand Dharamsala, May 31 The Dalai Lama, who returned here yesterday after his tour of the USA, said the states should not cow down on its stand on the Tibetan issue merely because it has great business interests in China. “The Dalai Lama is still of the opinion that the USA, known to be the champion of democracy, could be a little more consistent in supporting the Tibetan cause by asking China to improve its human rights record and other areas of concern like environment and religious repression,” said Mr Tenzin
Takla, press secretary to the Dalai Lama. He added that even in his talks with President George Bush the Tibetan leader had clarified he was not seeking total independence but merely “genuine
autonomy” for his people. He said the Dalai Lama had termed his meeting with President Bush similar to a meeting with an “old friend”. He had put across the views and aspirations that the Tibetan people had from the USA in bringing about negotiations between China and Tibet. “The appointment of Ms Paula Dobriansky as special coordinator on Tibet, was a clear indication of the US support to the Tibetan cause and more so as she is the third highest ranking official in the US Administration,” he said. “None of us in the Tibetan Government, including the Dalai Lama, wants the world to isolate China from the mainstream, but we strongly feel the international community, including various governments, should speak up their mind on issues like human rights abuse in China, as it is a matter of great concern not only to Tibetans but also to humanity on the whole,” he
asserted. Mr Takla said the main purpose of the Dalai Lama during his tour was to give religious teachings. Apart from this he met officials of the new US Administration and old friends in the Congress. He added that during his trip the Dalai Lama got overwhelming response from American Buddhists as well as non-Buddhists. “First and foremost, being a human being the Dalai Lama’s objective was promotion of human values and then being a religious leader it is his responsibility to foster religious understanding and harmony,” said Mr
Takla. He added that being the spiritual and political leader of the Tibetans the Dalai Lama discussed the issue of resolving the Tibetan crisis with President Bush and other US officials. |
Prof Rimpoche ahead of rivals Dharamsala, May 31 Prof Samdung Rimpoche, an eminent scholar of Tibetan Buddhism and Sanskrit, is way ahead of his rivals in the election to the post of Prime Minister as he has secured 81 per cent of the total votes polled in the first round. The final results will be declared after the second phase of polling. According to Tibetan officials, Prof Samdung Rimpoche has polled over 32,000 votes, with his nearest rival, Mr Juchen Thubten Namgyal, getting 3,000 votes. The elder brother of the Tibetan spiritual leader Dalai Lama, Mr Gyalo Thondup, is at the third place. Residing in Hong Kong he was made Chairman of the Kashag (Tibetan Cabinet) in 1991. However, he resigned midway on medical grounds. Most importantly, it is Mr Gyalo Thondup, with whom China has all along maintained contact. Last year he had visited Beijing on the invitation of the Communist Government of China. Tibetan officials maintain it appears that Prof Rimpoche, is all set to occupy the post of Prime Minister of the Tibetan government-in-exile. As he has emerged as the most popular choice. He has remained the vice-chancellor of the Institute of Advanced Tibetan Studies, Sarnath, for a very long period. Prof Rimpoche is known for his interest in the political system of Tibet. He was member of the jury which formulated the present charter being followed by the exiled Tibetan government. He also remained Principal of the Tibetan Dialectics Institute. The pro tem Speaker today administered the oath of office to the newly elected members to the 13th Tibetan Parliament, elections to which were held recently. Out of the total 46 members, 40 were administered oath. Election to four seats remain to be held. After the oath-taking ceremony, election of the Speaker and Deputy Speaker was held. Over one lakh exiled Tibetans in India, America, Europe, Nepal and Bhutan cast their vote for electing members to the Tibetan Parliament. It was on the suggestion of the Dalai Lama that electoral reform were brought about by the Tibetan Election
Commission making election of the Prime Minister a direct one. The Dalai Lama has been stressing on need for a completely democratic set-up so that the Tibetans are well-acquainted with the system. The Dalai Lama has already declared that once Tibet becomes free he will completely withdraw from politics. |

teachers: withdraw powers of panchayats Bilaspur, May 31 Addressing mediapersons here yesterday, the association’s president, Mr Devpal Sharma, said the association state executive at a meeting here had also demanded filling of all posts of principals and lecturers lying vacant in district institutes of education and training (DIET) in the state so that the JBT training being imparted in there institutes becomes meaningful. Other resolutions passed by the meeting demanded stipend of at least Rs 1,500 per month to DIET trainees, appointment on vacant JBT posts within one month of completing JBT training and removal of condition of lapse of two years for sitting in a higher qualification examination after completing the JBT training. Mr Sharma said they had already submitted this memorandum to the Chief Minister and the Education Minister. On Tuesday, they also presented a memorandum to the HVC supremo Sukhram and Rajya Sabha member Anil Sharma at Mandi and sought their help in a solution of their problems. |
Report confirms beating by PTI Shimla, May 31 In his report submitted to the government this evening, Mr Balbir Tegta, Additional Director, Education, said Ms Thakur slapped and kicked the deceased on the stomach on April 28 during the assembly for indiscipline. The girl took two days’ leave after the incident and her father lodged a complaint with the police on May 1. The police did not register an FIR as only a blue scar was seen on her stomach. She had told the police that she had been suffering from lever cirrhosis and often experienced pain. Thereafter, Shobha did not turn up at the school and her name was struck off the rolls. She felt uncomfortable on May 15 and taken to the PGI, Chandigarh. Doctors say she died of Jaundice. However, the police insisted on a post-mortem in view of the violent protest by the people of Kasauli who alleged that she died of thrashing the PTI gave her on April 28. The report takes serious view of the negligent attitude of Ms Kaura Devi who did not pay heed to the letters marked by the Chief Minister asking her to conduct on inquiry. She received the letters on May 12 but failed to conduct an inquiry. The report had completely exonerated Ms Kamlesh Sud, Principal, who is known to be a strict disciplinarian. Mr Sudripto Roy, Commissioner-cum-Secretary, Education, confirmed that the government had received the report and said action would be taken as soon as the cause of death was confirmed. In case it was proved that the death was caused due to beating, the PTI would have to face action. Action would also be taken against Ms Kaura Devi for negligence. |
Kasauli schoolgirl cremated Kasauli, May 31 The body was
consigned to flames at 5.15 this evening. The girl’s father, Khyali Ram, lit the pyre. Her mother, in a state of shock, stood numb. Shobha’s younger sister and brother seemed visibly shaken at the tragedy. The attendance at the cremation was thin. Ironically, those in the mob who had created an upheaval over her thrashing by her school PTI were absent. The ceremony was attended by Additional SP Sunder Lal, the DSPs of Solan and Parwanoo, the SDM, Solan, Tehsildar and Naib Tehsildar. There was no representative at the cremation from the victim’s school. The police has registered a case against the mob on the statement of the school principal. The Joint Director, Education, has begun an inquiry into the incident. It is learnt that most teachers remained tight-lipped about the incident. Only the political science teacher divulged details about the alleged beating of the student. The women teachers have sought police protection in view of the ‘tense’ atmosphere in the town. Teaching in the school remained suspended for the third day today. |
Teachers’ bodies flay Kasauli violence Solan, May 31 The delegation expressed concern at the incident of brutality and lawlessness in which responsible members of the Kasauli Cantonment Board and some pradhans of adjoining panchayats took the law into their hands, beating up two defenceless women and causing heavy damage to public property. Describing the incident as horrible and highly reprehensible, it demanded the immediate arrest of the culprits and the institution of a judicial inquiry into the incidence of violence and the beating up of the girl student, who died yesterday. The delegation included president of the Himachal Pradesh Headmasters Associations R.C. Sharma and Dr Sohan Lal Gautam, state coordinator, Himachal Pradesh School Lecturers Association. |
College ‘fails’ to conduct IT exams Una, May 31 Stating this in a press note issued here yesterday, Mr Baldev Singh, vice-president, Block Congress Committee, Una, said the IT course had not yet got the approval of Himachal Pradesh University. Mr Baldev Singh said the case of affiliation of the engineering college was pending before the Delhi and Himachal High Courts. He said even though the college had neither got affiliation nor conducted the examination for the first semester, students had received letters from the college authorities to join classes for the second semester. Mr Baldev Singh urged the Himachal Pradesh Government to come forward to help the IT students of the engineering college. |
RKMV girl tops HPU B.Com III exam Shimla, May 31 Ankur Bansal of Government College, Solan, secured the second position and Sumit Bansal of Government College, Nahan, stood third. The other top positions in the order of merit have been secured by Vivek Gupta (Government College, Shimla), Gurpreet Singh (Government College, Paonta Sahib), Sanjeev Sharma (Government College, Nadaun), Rekha Gupta (Government College, Una), Priti Sareen (Government College, Dharamsala), Puneet Gupta (Government College, Solan), Manish Khanna (Government College, Hamirpur) and Munvar (SVSD College, Bhatoli). A spokesman for HPU said 2,563 students had appeared in the examination out of which 2,304 were declared successful. HVC objects to MLA’s remarks Shimla, May 31 Mr Sunder Lal Verma, general secreary of the HVC, said Mr Thakur had no locus standi to speak on the issue and only Mr Prem Kumar Dhumal, Chief Minister, or Mr Jai Krishan Sharma, state BJP chief, were competent to take a policy decision regarding the relationship of the two parties. He said the HVC had in its manifesto promised to oust the Virbhadra Singh government to restore democratic rule in the state and it supported the BJP to achieve this. |

The teacher also rescued some children. Rup Lal, a youth saved children from the debris and took them to hospital. |

found Shimla, May 31 The police seized four strips of diazapam tablets and an empty coke bottle from the site. According to Mr A.N. Sharma, SP, there was no signs of any struggle or assault on the body. He said the post-mortem report had ruled out any sexual offence or pregnancy. However, the exact cause of the death would be known only after the report of the chemical examination of viscera was available. |
Bank manager’s death: union seeks probe Shimla, May 31 In a statement issued here yesterday, union leaders said Mr Jhagta, who was posted at Marog in Chopal, had come here to attend the Branch Managers’ meeting on May 22. His body was found on that day in a nullah near St Bede’s College. They said there was some foul play and that it was not a natural death. |

found Dharamsala, May 31 According to the SSP, Mr Prithvi Raj, it was a shopkeeper who noticed dogs eating a human skull in front of the DIG’s office here last evening. The police on being intimated took it into possession and sent it to the forensic science experts for examination. He added that they were awaiting the report of the forensic experts but foul play could not be ruled out. |
