Crime on rise in
Faridabad Faridabad, April 11 The murder of a tea stall owner near the NH-I market in the busy NIT locality has on Monday night shocked residents. The victim, Mahesh (35), running a tea stall, was stabbed by some unidentified persons. Mahesh who was seriously injured, was shifted to the Civil Hospital at about 7 a.m. yesterday after a milkman noticed him lying near the stall. The victim succumbed to his injuries in the hospital at about 11 a.m. yesterday. Mahesh, who hailed from Delhi, had started the tea stall a few months ago. The reason behind the murder is not known. This is the third such incident in the past six days. Rajesh a photographer, residing in the NH-I locality, was shot dead by a youth, who took a lift on the former’s scooter in Sanjay Gandhi Nagar was coming back from his sister’s house. He was shot at point-blank range
allegdly by Devender, who is reported to be a tenant at the victim’s sister’s house. In the third incident, the police found a headless body, packed in a gunny bag, from an open plot in Sector 25 here on Friday last. The police has arrested three youths in connection with the murder of a resident of the Sehatpur Vistar locality of the Sarai Khawaja area in the town. The victim, identified as Ramesh, was found murdered about two weeks ago. He had gone out with a friend on the previous night of the incident. The bodies of two persons, one of them a teenaged girl, was recovered by the police in the past fortnight in separate incidents. Meanwhile, four youths who came on a motor cycle and a scooter, looted Rs 1 lakh from two employees of factory here on Monday in daylight. It is reported that the employee, Moinuddin and Ramesh Chand, working in a factory in Sector 24 here, were intercepted by the youths while they were on their way to office after withdrawing Rs 1 lakh. The youths brandished a weapon and snatched the bag containing the money from them. A case has been registered. In a similar incident, the attempt of three motor cycle borne youths to loot an employee of a shop was thwarted by local residents, but the youths fired at one of them and escaped. The district police chief, Mr Ranbir Sharma, has claimed that the police has tightened security and patrolling around banks and financial institutions.
Gurgaon witnesses rise in vehicle thefts Gurgaon, April 11 The police has apparently failed to abate such crimes. To many it appears as if the institution of police has failed to inspire any kind of fear among these elements. All this in spite of the police’s periodic claims of stepping up vigil in the city and working in tandem with the police of the bordering states like Delhi and Rajasthan. A
survey conducted by the correspondent reveals that hardly was there any locality in the city which had not witnessed the stealing of vehicles in the recent past. The buzz word in the city is that you can park your vehicles, especially cars and two-wheelers, even for few minutes at public place only at your own responsibility. Vehicle thefts have increased because the population and the geographical area of the city have been continuously increasing. The working class has increased on account of rapid urbanisation and industrialisation. Commercial adventure and expansion and the growth of the trading middle class have brought about prosperity. But the law enforcing agency has not expanded
commensurately, virtually allowing the underworlds to rule the place. To add to the problem is the geographical placement of the city. It is in the vicinity of
Delhi, which has acquired the reputation of the breeding ground for criminals. Also it is porous to criminals from the adjoining districts of Uttar Pradesh and Rajasthan. The stolen vehicles are smuggled to various states, especially the troubled state of Jammu and Kashmir. The gangs have developed nexus with the underworlds in Jammu and Kashmir, where they allegedly managed to procure documents with regard to the stolen vehicles. This is reportedly possible as the law enforcing machinery is primarily focused on counter-insurgency operations. After the documents are in order the stolen vehicles are further sold in other parts of the country or in the bordering country of Nepal. |
Villages complain of
encroachments Panipat, April 11 The sarpanch of Urlana Khurd village submitted a complaint that some miscreants had encroached upon 12 acres of village land. Mr Anand directed the District Revenue Officer to make an inquiry and to remove the encroachments, if any, with the help of the police. Residents of Ossar village lodged a complaint that sometime back a demarcation line had been drawn for constructing the boundary wall of a sports stadium in the village. But now, an area of the village beyond the demarcation line was being included in the boundary wall. Mr Anand asked the naib tehsildar and the block development and panchayat officer to demarcate the boundary areas again. He also ordered officers of the departments concerned to take action against the persons who had encroached upon panchayat land. While redressing the grievances of electricity consumers, Mr Anand appealed to them to pay their pending electricity bills because it would help in streamlining the power supply. He also asked the villagers to cooperate in curbing the menace of power theft. Fifteen applications for old-age pension were received. Mr Anand told the applicants that the survey for determining persons eligible for the pension would be started during May. Over 85 applications were received at this darbar and a majority of them were for financial grants under the Indira Awas Yojana. |
Tau’s ashes to be kept at
religious places Yamunanagar, April 11 Mr Abhey Singh was accompanied by former Governor Sultan Singh, Mr Dhirpal Singh, Town and Country Planning Minister, Mr Ashok Arora, Transport Minister and Mr Jaswinder Sandhu, Agriculture Minister, Haryana and many MLAs. The ashes were kept here at Dera Sant Pura for the people to pay last tributes. HISAR: Students of Haryana Agricultural University (HAU) here have suspended their 10-day-old agitation due to the death of Devi Lal. A decision to this effect was taken by the students’ action committee at its meeting held here today. A large number of students attended the meeting. It was also decided that no agitation would be held in this regard till April 17. Chandigarh, April 11 In a statement issued here today, the Chairman of the Haryana Finance Commission, Mr Suraj Bhan Kajal, urged the Central Government to confer the highest civilian award posthumously on Mr Devi Lal, who had always worked hard to safeguard the interests of farmers and weaker sections. Describing Mr Devi Lal as a unique leader who had left an indelible mark on the hearts of the people, Mr Kajal said the veteran leader had played a significant role after Independence. He said Mr Devi Lal was a fearless and large-hearted leader whose services would always be remembered by the farming community. |
Mahant gets bail in murder
case Rewari, April 11 Mahant Chand Nath’s “involvement” in the above murder case came to light after the revelation made by Manjeet Singh, who was recently arrested by the Sonepat police in connection with the above murder case. It is reported that during his interrogation the accused, Manjeet Singh, alleged that he had been offered Rs 10 lakh by Mahant Chand Nath and his gunman Raj Singh to assassinate Mahant Azad Nath. Following the above disclosure when the Sonepat police made preparations to apprehend. Mahant Chand Nath and his gunman, the Mahant filed a petition through his counsel in the court of Dr S.K. Kapur, Additional Sessions Judge, Rewari, seeking anticipatory bail. Earlier, his gunman had also petitioned the court to grant him anticipatory bail in the above case. It is alleged that the Mahant got Mahant Azad Nath murdered because he feared that the latter would deprive him of his stewardship of Asthal

Anticipatory bail plea of BJP MLA dismissed Ambala, April 11 The judge observed in her order, “The question which now crops is whether the anticipatory bail should be allowed when the CBI has submitted that the witness have been threatened and more so when the petitioner is in a position of exercising the influence upon the witness. The CBI has specifically referred to the statement of Narender Kumar, copy of which has been placed on record and it was pointed out that the petitioner and his men have been threatening him. I am of the view that in view of this position and also keeping into view the position and the status of the petitioner with reference to the victim and the witness the petitioner is not entitled to extra-ordinary concession of anticipatory bail. The application is therefore dismissed.” Earlier opposing the bail application of Mr Bhatia the counsels for CBI, Mr C. Sahay and B. K. Singh said that under the order of the Punjab and Haryana High Court, the CBI had registered the matter on June 6, 1998, and thereafter the petitioner had approached the High Court seeking stay on the investigation and the stay was granted on June 8 which was subsequently vacated on August 24. The CBI pointed out that the petitioner had also approached the Session Court Faridabad for anticipatory bail which was declined and, therefore, a petition was filed in the High Court but that application was withdrawn and another application seeking anticipatory bail was filed before the District Judge, Faridabad which was also withdrawn. It was argued that the CBI had investigated the matter and 75 witnesses and the challan had been filed before the Special Magistrate, Ambala, and the cognisance had already been taken by the court and the summon had been issued for May 1, 2001. It was argued on behalf of the CBI that the complainant and her husband were receiving threats and the witnesses have deposed that on the date of occurrence, the accused were armed with weapons and had used force and therefore it was not a fit case for grant of anticipatory bail. The counsels of the petitioner D. K. Bansal and Ashwani Trikha stated that the complainant Ashok Arora had first entered into an agreement for the sale of the property situated at Faridabad with Gobind Bhatia, brother of the petitioner and had received major part of the sale consideration, but he later on sold the property to Aneesh Malhotra. It was contended that the incident is alleged to have taken place on the night of October 6, 1997 but the petitioner was in Haryana Bhavan, Delhi, at that time, and an entry had been made in the register. Mr Bansal stated that the challan had already been filed and the petitioner had joined the investigation and the recovery has already been effected and there is no apprehension that he would abscond and the witness examined by the CBI have not supported the complainant’s version. Moreover, the offence is “triable” by the session court so it is a fit case for anticipatory bail. |

The spokesman said the administrative secretaries had been
assigned the task to speed up the implementation of the projects,
but their functioning would, in no way, interfere with the working
of Divisional Commissioners who were reviewing the implementation
of projects by the Deputy Commissioners.
They would function in the same manner as was being done by the
inspecting judges in the districts. These Administrative
Secretaries would be working as inspecting secretary and they
would inspect and review the projects for a couple of days with
sufficient advance notice to the district administration. This
would pay special attention to the projects in the key priority
areas of different departments. As far as possible, Divisional
Commissioners would also be associated during these inspections. |
MC men to hold stir
today Faridabad, April 11 A spokesman of the Nagar Nigam Syunkt Sangharsh Samiti, a wing of the sangh, which has been formed to launch an agitation to oppose privatisation and retrenchment of safai karamcharis, said the MC’s decision to privatise some of the basic services was improper and not in the interest of the staff. Charging the Commissioner of the MC with not honouring the demands of the employees, which, he said had been accepted in principle, had not been fulfilled so far. He said the charter of demands, which included the regularisation of daily-wagers, promotion of employees and allocation of the items required by safai karamcharis had been given on March 16, and added that the Commissioner had promised a “favourable” response within a week. He claimed that if the idea of privatisation of cleanliness work and running of tubewells for the supply of drinking water to various parts of the city was not given up, it could mean loss of job for hundreds of employees in the near future. The MC had retrenched about 560 employees, which were reported to be ‘surplus’, a few months ago. The MC has
now invited tenders for the maintenance of about 120 tubewells, supply of drinking water and cleanliness work in eastern side of the Delhi-Mathura highway. Meanwhile, the dharna by the retrenched staff of the MC is continuing. The agitating staff is demanding the absorption of all employees removed from service recently. Meanwhile, the fast by one of the woman members of the sangh reportedly entered the 14th day today. |
DHBVN to launch VDS Bhiwani, April 11 Disclosing this, Mr Sant Kumar Joshi, Deputy Commissioner, said the VDS, 2001, to be launched in a Bhiwani town from April 18, was different from the voluntary disclosure schemes for unauthorised extension of load for domestic, non-domestic, agriculture and industrial categories of the consumers. Under the VDS, the consumers would be given a chance to declare tampered meters and faulty meters voluntarily. They would be charged penalty at one third rate of the normal penalty imposed on detection of power theft. The penalty would be calculated on the basis of the load declared by the consumer himself or the sanctioned load, whichever is more. The tampered or faulty meters would be removed and new electronic meters installed within seven days of disclosure. New single-face meters would be supplied by the nigam for which consumers would pay the cost while three-face meters would be supplied by the consumers themselves. Special arrangements would be made by the DHBVN to facilitate the consumers by deputing extra staff of audit and revenue. The forms for the disclosure and sheets for the calculation of load and amount would be made available in the nigam’s subdivision offices free of cost. The Deputy Commissioner said the DHBVN had identified the residential and market areas in the town where line losses were on the higher side. He said after April 27, when the scheme would end, and intensive campaign to detect power theft would be launched in the town and penalty would be imposed at higher rates. |
Clarification
on tubewell power bills Chandigarh, April 11 Giving this clarification a spokesman of the Haryana Power Utilities said here today that the meters were being installed to only record the actual consumption by the agricultural sector and the consumers would continue to be charged on the basis of flat rates. The meters would be read once or twice a year to record the consumption of electricity. He said the Uttar Haryana Bijli Vitran Nigam and the Dakshin Haryana Bijli Vitran Nigam had launched this programme on the directions of the Central Government so as to maintain a record of the consumption of electricity by the
agriculture sector. He said the Haryana Electricity Regulatory Commission had
also issued instructions to the distribution companies to provide energy meters within a stipulated period. |

Haryana revises
NPA Chandigarh, April 11 The Minister of State for Health, Dr M.L. Ranga said the NPA had been raised from Rs 600 per month to Rs 1600 per month for those drawing a basic pay of up to Rs 10,000. Similarly, those having a basic pay from Rs 10,000 to Rs 12,000 would now get it at the rate of Rs 2000 per month instead of Rs 800 per month, whereas those drawing a basic pay above Rs 12,000 would now get the NPA at the rate of Rs 2,500 per month instead of Rs 900 per month. The NPA plus the basic pay would not exceed a ceiling of Rs 25,900 per month, he added. Mr Ranga said the pay of employees covered under this category would be notionally refixed as on January 1, 1996 after taking into account the basic pay in the pre-revised scale as on
January 1, 1996, or on the date of option. The dearness allowance appropriate to the basic pay plus the NPA admissible at index average 1,510 under the relevant orders would also be taken into account along with the amounts of first and second instalments of interim relief admissible on the basic pay plus the NPA in the pre-revised scale and 40 per cent of the basic pay in the pre-revised scale as on January 1, 1996, or on the date of option. The Minister said the emoluments so calculated would be taken into account for the purposes of refixation of pay in the revised scales as on January 1, 1996. The pay would be fixed at the stage equal to such computed amount, and in case there was no such stage equal to the amount so computed, the pay would be fixed at the stage next above in the appropriate revised scale. The pay refixed would be on a notional basis and be brought forward to April 1, 2001, on a notional basis without the payment of any arrears on this account. The employees would draw their pay along with the revised rates of NPA with effect from April 1, 2001. Mr Ranga further said the pay would not be refixed in the case of employees who joined service after January 1, 1996, in the revised pay scales or in whose cases the NPA was introduced after January 1, 1996. The total amount being drawn towards the NPA by these categories of employees as on date was Rs 2,226 for those drawing a basic pay of up to Rs 10,000, Rs 2,464 for basic pay between Rs 10, 001 and up to Rs 12,000 and for basic pay above Rs 12,000 it was Rs 2,547. The total corresponding revised emoluments in respect of these employees with effect from April 1, 2001, would be Rs 2,256 for basic pay up to Rs 9,999, Rs 2,820 for basic pay between Rs 10,000 and Rs 11, 999 and Rs 3,525 for those drawing a basic pay of Rs 12,000 and above. He clarified that the NPA would be treated as part of pay for the purposes of DA, entitlement for loans and advances and travelling and dearness allowances. |
Polio eradication drive from
today Panipat, April 11 Disclosing this to mediapersons here last evening the State Surveillance Officer, Dr M. Bhasin, said only nine polio positive cases have been detected in the country and out of it one was found in Haryana. She said that during investigations it was established that the family of polio infected child here has come from Uttar Pradesh. Meanwhile, the Deputy Commissioner, Mr
M. R. Anand, said that for this operation, as many as 90 medical teams in urban areas and 240 teams in rural areas would visit every house and administer polio drops to all the children up to five years of age. The Deputy Commissioner has appealed to the people to cooperate and ensure that their children are administered polio drops during the mopping up operation. |
1 killed, 14 hurt as bus
overturns Rohtak, April 11 Meanwhile, a 14-year-old boy was sodomised by a youth of the same village at Ismaila village yesterday. Sunil, brother of the victim, said in the FIR that Kalu Ram lured his brother to accompany him to his house and sodomised him. The suspect also threatened the boy of dire consequences if he disclosed the matter to anybody. A case has been registered. In another incident, a woman of Bhali Anandpur village has complained of harassment for dowry. Anita of Murthal town today said in the FIR that her husband Ishwar Singh, brother-in-law Wazir Singh and sister-in-law Birmati maltreated her demanding more dowry and drove her out of the house. |
Decision on Haryana officers’ phones Chandigarh, April 11 An official spokesman said a decision to this effect was taken at a meeting of the Haryana State Telephone Board. He said in case the officer was transferred from the Financial Commissioner (Revenue) office to the Secretariat Administration and vice-versa, the officer would retain the same residential telephone and payment would be got adjusted through internal arrangements. |
Power board earns highest revenue Hisar, April 11
Samiti to supply water free of cost Narnaul, April 11 For the past two days, the shortage of water has been more acute as eight tubewells have dried completely. The local Jan Sadbhawna Samiti has formulated a plan to set up temporary water huts at several places. Tankers will supply waters free of cost, the president of the samiti said in a press note. The secretary of the samiti, Mr Sandeep Sanghi, said on the eve of Baisakhi, an additional tanker would supply water from 9 a.m. to 9 p.m.

The scheme for the shifting of dairies will be launched in 12 towns with a time limit of one year whereas the fire services would be strengthened in 16 towns within two years.
Man, son murdered Panipat, April, 11 According to information, Ram Kishan and Satish were going on a motor cycle today when they were stopped at the Bushera turning by some persons and attacked with pistols and sharp-edged weapons. Both reportedly died on the spot. After killing the two, the culprits reportedly away the motor cycle and the two bodies towards the Yamuna for disposal. It is pertinent to mention here that two sons of Ram Kishan were named for the murder of Mahan Singh of the same village about a year back and both are at present in judicial custody. The Samalkha police has registered a case against Makhan Singh’s son in connection with the double murder.
Woman succumbs to burns Faridabad, April 11 According to information Meena, wife of Shivram, and mother of one- and-half-year-old was reportedly lighting a lamp when it fell on her clothes. It is learnt that before anybody could rescue her, she was engulfed in fire. She succumbed to burns later on. Two persons, including a trader, died in rail accidents near Hodal town yesterday. Vijender Sharma, a resident of Hodal, was run over by train as he slipped while trying to board it near Kasganj Railway Station. A woman also died in similar accident yesterday. Three persons, including a girl (10) died in separate road mishaps that took place at Palwal, Bamnikhera and old Faridabad towns yesterday.

R. C. Chaudhary, Executive Engineer, Vigilance, UHBVN, said the vigilance officials along with a police team were on a routine checking last night. The team caught the owner of the Bharat Udyog factory red-handed while stealing power by connecting a direct cable from 100 KV transformer. The officials concerned inspected the site and the offence has been video recorded. |
‘Matric exam flouts board guidelines’ Ambala, April 11 It appears that the paper setter did not bother to see the blueprint which shows the distribution of marks for each chapter, a release said. Question Nos 1,2,3 (each of one mark) were to be asked only from lessons 4 and 8, according to the blueprint. But they were actually asked from leasson Nos 1,2, and 3. It further stated that in civics portion, lesson Nos 5,6,7 and 8 were completely left out by the setter. According to the blueprint two questions carrying five marks were to be asked from these lessons. The teachers have demanded that grace marks should be awarded to the students. |

HUDA inaction decried Ambala, April 11 In the meeting, residents said that HUDA had failed to provide civic amenities, including storm water drainage, sweeping of roads, proper supply of drinking water, developing of green belts and installation of boards. Residents pointed out that work of carpeting roads had not been completed in spite of various requests to HUDA authorities. Residents demanded that interest at the rate of 10 per cent (simple) should be charged by HUDA as per the terms of conditions in the allotment letters.
