Rally to seek PM’s resignation Gurgaon, April 6 Strategy of the Congress is to link up the ruling INLD in Haryana with Tehelka on account of its support to the National Democratic Alliance (NDA) government at the Centre. In a series of informal meetings the HPCC President, Mr Bhupinder Singh Hooda had with his party leaders overwhelming view was not to let the INLD out of the focus by concentrating on the NDA and the Tehelka. The INLD, on its part, is taking steps to blunt the Congress’ move to mobilise support for the Panipat rally. Haryana Chief Minister Om Prakash Chautala is said to be in touch with party cadre to scuttle the attack of the Congress, its main political rival in Haryana. General opinion is that the Haryana unit of the BJP — an ally of the INLD in the state, is only playing a second fiddle to the INLD in defending the NDA from the attacks following the Tehelka expose. Many attribute this to the allegedly hurt sentiments of senior BJP leaders of the state, who feel shortchanged on account of the “manipulative” tactics against them by INLD leadership. Since their party withdrew support to the Bansi Lal government that led to its eventual fall. A section of the party leaders appears to be suffering from the hangover of the alleged short-shrift they got from INLD leadership and the their own party high command with regard to allotment of tickets in the last Assembly election in the state. A former Union Minister and a senior Congress leader, Prof K.K. Tiwari, who has been appointed by the All-India Congress Committee (AICC) to coordinate agitational programmes of the party in Haryana against the NDA government in the wake of Tehelka expose told The Tribune that reservations of some of the NDA allies against those whose name figured in the Tehelka video tape vindicated his party stand for the resignation of the NDA government. In case the NDA government does not step down on its own, the Congress will not shirk from its responsibility of building further public opinion to bring more pressure on it. In what is considered as a shrewd move, the Congress is hoping for closing ranks of its faction leaders in Haryana in the name of agitational programmes against the NDA government. Prof Tiwari said that former Chief Minister Bhajan Lal was reluctant to take part in the Panipat rally. But efforts are on to persuade him to take part in it. It is for the “national” cause that the Congress has launched agitation against the NDA government throughout the country. The faction leaders should sink personal differences in the larger interest of the country, he added. The HPCC is toying with the idea of announcing its post-Panipat rally agitational programmes in the public function. The mood of the party leaders suggest that the HPCC may opt for “Jail Bharo” campaign to press for the resignation of the Atal Behari Vajpayee-led government and to build up public opinion against the INLD government in Haryana. The HPCC alleged that the INLD government had failed on all fronts and Mr Om Prakash Chautala had gone back on his promises to the masses on account of which his party was voted to power in the last assembly election in the state. |
Cong men hold rally against Haryana Govt Rewari, April 6 The procession was jointly led by a Congress legislator and deputy leader of the Haryana Congress Legislative Party, Capt Ajay Singh Yadav, legislator and Haryana Mahila Congress President, Ms Anita Yadav, and a former minister, Ms Shakuntala Bhagwaria. The processionists shouted slogans against the Union Government. They demanded registration of cases against ministers and top-politicians involved in the defence scam. They also demanded resignation of the Vajpayee government. They made a halt at the New Grain Market where they raised slogans demanding immediate entry of government procurement agencies to save the farmers from distress sale of their mustard and barley crops. The procession ended at the district
secretariat where the processionists submitted a written memorandum to the district administration to forward it to the Haryana Governor as well as the President of India. In the memorandum, they flayed the Chautala government for imposing a heavy burden of certain new taxes on the people as well as the traders. They also alleged that the Chief Minister was giving a step-motherly treatment to this area in the matter of development. They also demanded the establishment of ‘Sir Shadi Lal High Court Bench’ in South Haryana. |

Haryana
loses its Tau Chandigarh, April 6 Born on September 25, 1914, at Teja Khera in Sirsa district in a family of farmers, Mr Devi Lal had an anti-establishment streak in him. Influenced by Mahatma Gandhi, he left his studies and joined the freedom struggle against British rule when he was just 16. He went to jail several times, but this did not deter him from continuing his participation in the freedom struggle. His political career
spanned over 70 years. After Independence, he remained with the Congress but did not let his anti-establishmentism take a backseat. He raised the issue of stepmotherly treatment towards the area, which was to later become Haryana, by the Government of Joint Punjab, dominated by “Punjabi” leaders. He virtually had a running feud, first with Mr Bhim Sen Sachhar and then with Mr Pratap Singh Kairon. He remained a member of the Punjab Assembly from 1952 to 1967. He also served as the Chief Parliamentary Secretary of Punjab and the President of the Punjab Congress from 1956 to 1958. Ultimately, Punjab was reorganised in 1966, and Haryana came into existence. The credit goes equally to Mr Devi Lal and the Akalis, who wanted Hindi-speaking areas to be separated from Punjab in their political interests. But Mr Devi Lal could never occupy a high office, while he remained in the Congress. After remaining the Chairman of the Haryana Khadi and Village Industries Board for a couple of years from 1968, he quit the Congress for good in 1971. After remaining in virtual retirement, he returned to active politics when he along with the Akalis launched the wheat movement under the aegis of the Kisan Sangharsh Samiti. He was arrested during the Emergency and spent 19 months behind the bars. He was a leading light of the Janata Party and played an important role in the formation of the first non-Congress government at the Centre. It is another matter that he played an equally crucial role in the breaking up of the Janata Party as well as government led by Mr Morarji Desai after Mr Devi Lal was ousted as the Chief Minister of Haryana in 1979 by Mr Bhajan Lal. Mr Devi Lal had a love-hate relationship with the BJP, with which his Lok Dal (B) joined hands to contest the Haryana Assembly elections in 1982. A willy Governor deprived him the chance of again becoming the Chief Minister, who first invited him to take the oath but sworn in Mr Bhajan Lal. The Rajiv-Longowal accord on inter-state disputes between Punjab and Haryana in 1985 gave an opportunity to Mr Devi Lal to show his organising capacity to the fullest. He launched a “nayayudh” against the accord. He reached the zenith of his popularity when he along with the BJP won 85 of the 90 seats in the Haryana Assembly. It was as much a recognition of his untiring efforts to protect the interests of Haryana, which were hurt in popular perception by the Rajiv-Longowal accord by the people, as it was a protest by the electorate against the negation of their verdict in 1982. The massive mandate fired aspirations in him to be a national player in politics. Helped by state resources at his command, he played a significant role in bringing various regional parties under one umbrella of the Janata Dal and the formation of the National Front, which ousted Mr Rajiv Gandhi in 1989. He was unanimously elected the leader of the National Front Parliamentary Party at a meeting held in the Central Hall of Parliament. However, he handed over the crown to Mr V.P. Singh. Living up to his reputation of being anti-establishment, Mr Devi Lal fell out with Mr V.P. Singh three years later. A man of masses, Mr Devi Lal would often come out with novel schemes for the welfare of the common man. But the nitty-gritty of the administration never interested him. No wonder he never completed his term in the office. He was more at home in villages, having “lassi” and “baajre ki roti” at the first house he would encounter in a village. He was equally fond of “tandoori chicken” and “ghee-bura” or “malai”. Two years ago his dream to see his “Om” as the Chief Minister of Haryana was fulfilled. But he was not a contented man. He also wanted his grandson, Mr Ajay, to be the Chief Minister. His love for his family was perhaps the single negative trait of his personality. |

Negligence led to bank robbery Fatehabad, April 6 Though only the State Bank of India has the currency chest here, branches of various banks in the town usually exchange money frequently as and when required. But certain factors are baffling. One fails to understand bank officials thought of carrying such a big amount without an armed guard accompanying them. According to the bank manager they could not utilise the services of the armed guard as they had none at their disposal at the branch. This is even more astonishing as the Punjab National Bank is lead bank in the district. It transpires that the bank did not have a guard for the past three months. The knowledgeable sources say that even if the bank did not have an armed guard, they could have asked for one from the police. It is a mandatory provision that the bankers must follow whenever money is to be shifted from one bank to the other. But the guidelines were not followed in this case. Another surprising aspect is that the bank officials were carrying such a big amount on a cycle rickshaw instead of hiring a taxi. Though the dacoity seemed to be the handiwork of some well-trained anti-social elements yet one cannot deny that the bank itself was also to be blamed for ignoring basic rules. |

Haryana looks for wheat storage space Chandigarh, April 6 These agencies are expected to procure around 40 lakh metric tonnes (LMT) of wheat in the rabi season. The available space in the state at this juncture can accommodate about 25 LMT of wheat. There is thus no space for storing 15 LMT. The state government is planning to store the surplus wheat at mandi phars, mandi plinths, Haryana Warehousing Corporation (HWC) plinths and shellers. While none of the 19 districts is equipped to handle the fresh expected arrival of the crop in the existing storage space, the storage gap is huge in districts like Kaithal, Kurukshetra, Hisar and Jind . Official sources said more than 5 LMT of the surplus wheat would be kept at the phars and under other such arrangements being made by the HWC and other agencies. The state government is also expecting that 3 LMT of wheat stored in the godowns will be lifted by the FCI and the space filled up with freshly procured wheat. Nevertheless, there is still no space for storing about 7 LMT and the authorities are trying to figure out where it could be kept. For instance, at Fatehabad, where the estimated storage gap has been put at a modest 6,000 tonnes, so far no arrangements have been made for storing the additional wheat. In other districts provisions have been made for storing a part of the surplus crop. Narnaul, Gurgaon and Panchkula are the only districts in which arrangements could be made for storing the entire fresh procurement. Despite problems, officials are, however, hopeful about managing the storage without any major hiccups. That is unless the expected procurement shoots up and the agencies have to procure a few lakh tonnes more than the estimated purchase. As it is the state government is making arrangements for the procurement of about 40 LMT, though the initial projection of procurement by the state agencies was put at more than 42 LMT. Official sources, meanwhile, expressed satisfaction about the creation of plinths with participation by private parties, which has come in handy at the time of the storage space crisis. They said, initially, tenders were invited through the state Warehousing Corporation for the creation of 25.67 LMT storage capacity against which applications for 9.71 LMT were received. Committees were constituted at the district level to inspect the sites and it was found that only the sites of 7.67 LMT capacity were such where plinths could be constructed. The move also fizzled out because the private contractors demanded more rent. Subsequently, it was decided by the government to give the plinths a under four-year guarantee scheme while the rent was also enhanced. While about 10 LMT of wheat would be stored in the current season in the space, including hired space, available with the state agencies, 15 LMT would be stored at the plinths created under the four-year guarantee scheme, the sources said. |

Mahila Vikas Nigam helps 67 Faridabad, April 6 Although the nigam achieved the target of providing loans for self-employment to women during the period, but the figure seems to be quite unimpressive, as far as the total population is concerned in the district. The number of unemployed men and women has been going up if the figures are to be believed. But the nigam authorities claim that the target for year 2000-2001 had been 65, while the beneficiaries had been 67 in the period. According to Deputy Commissioner S.C. Jain, the nigam provided loans of Rs 18.73 lakhs under various schemes. These include Rs 1.73 lakh subsidy and Rs 96,000 as margin money. Under these schemes eight women were given loan of about Rs 2.51 lakh in the category of special component plan. The nigam boasts of giving loan of Rs 10,000 to one of the women groups under the revolving fund scheme. It is quite surprising that only a single group came forward to get the benefit in this category. About 11 women belonging to backward classes were given loans of Rs 2.30 lakh. Interest on loans to women groups (self-help) is only four per cent. Five widows were also provided loans of over Rs 1 lakh, having a subsidy of Rs 10,000. Similarly, the nigam claims to have benefited 42 poor women, poor and minority sections by giving loans worth over Rs 12.80 lakh under various schemes. The Haryana Mahila Vikas Nigam provides financial help through low-interest loans, to women, so that they could go for self-employment at the local level. But due to certain restrictions or conditions which include the annual family income should not be more than Rs 25,000. The parents or husband should not be income tax payer. A very low number of women become eligible for such schemes due to lack of awareness, proper guidance and low literacy level also create hindrance. But the nigam authorities claim that loan schemes for better financial status woman were also available. Any women having a total family income of Rs 25,000 to Rs 100,000 could apply for loan up to Rs 2 lakh which has an interest rate of 8 per cent without any subsidy. Besides, these self-help groups of women are eligible for loans up to Rs 3 lakh and another amount of Rs 10,000 as revolving fund at an interest rate of 4 per cent is given to existing women groups. Some women groups are engaged in production of handicrafts and daily-use items at small or medium scale. |
Follow principles of
Balmiki: CM Kaithal, April 6 On his arrival, the Chief Minister was given a rousing reception with slogans of “Devi Lal zindabad and Om Prakash Chautala zindabad”. He was also presented with a turban as a mark of respect by the Balmiki Samaj. Mr Chautala said his government, within 20 months of its tenure, had carried out many development works which had not been done by the previous governments in their long tenures in office. He said the “sarkar aapke dwar” programme had proved a great success in accelerating the development activities in the rural areas. He said the people living in villages would soon have all facilities available in big towns and cities. He said Balmiki was a great educationist and writer. He called upon the people to follow the principles of Balmiki as they were relevant in the present day also. The Chief Minister said his government had formulated an employment plan. He said computer education had been started in schools and colleges. He announced that the government had decided to give 50 per cent concession in fee to the students of the Scheduled Castes and Backward Classes in computer training. Mr Chautala said his government was pro-farmer and pro-poor. He said the safai karamcharis who had been dismissed during the Bansi Lal regime were not only taken back in service but the cases against them were also withdrawn. He announced that the farmers whose crop had been damaged by the recent hailstorm would be suitably compensated and the agricultural labourers would also be given a share out of the compensation. He said loans at the rate of 5 per cent would also be arranged for the affected farmers so that they could start their own ventures. Mr Chautala lambasted the opposition parties for launching a “misinformation” campaign in the state that the minimum support price of wheat would be reduced this season. He said he along with the Punjab Chief Minister, Mr Parkash Singh Badal, were successful in convincing the Prime Minister, Mr Atal Behari Vajpayee, to raise the price of wheat in the interest of the farmers. He said all arrangements had been made for the smooth procurement of wheat in the state. The Chief Minister challenged Mr Bhajan Lal and Mr Bhupinder Singh Hooda to topple his government by “purchasing” MLAs. He said the MLAs belonging to his party could never be purchased as they were honest. The Chief Minister said the government would allocate land in all districts of the state where the Balmiki Samaj wanted to construct Balmiki ashrams. Others who spoke on the occasion included Mr Banta Ram, Chairman, Sugar Federation, and Mr Dina Ram, Mr Nafe Singh, Mr Tejvir, Mr Amar Singh Dhanda, Mr Lila Ram, all MLAs. IGP concedes
demand for probe into death Rohtak, April 6 Earlier, a doctors’ team led by the Deputy Chief Medical Officer, Dr Renu Verma, checked the condition of Ms Alaria and found it to be serious. The team submitted its report to the Deputy Commissioner who immediately summoned the fasting leader and parents of the deceased to discuss the issue. Conceding the demand of Ms Alaria, the Deputy Commissioner explained the situation to the Inspector-General of Police, Rohtak range, Mr Resham Singh, who deputed the Superintendent of Police, Jhajjar, Mr Mohammad Akeel, to investigate the murder and to submit the report within a week. However, the IG said the inquiry of the case would be handed over to the CBI if the parents of the deceased were not satisfied with the SP’s report. The body of a Dalit youth, Ishwar, was found in Gaukarna pond near the ‘dera’ of Mahant Lakshman Puri on March 14. The parents of the deceased suspected that Shera Babbar, an employee of the ‘dera’, committed the crime. |
Thermal plant lake waterlogs 30 acres Panipat, April 6 Aggrieved farmers have met thermal power station authorities for the redressal of grievances and even offered that either the authorities should acquire the entire affected land or the owners of the land be paid annual compensation of Rs 15,000 per acre. A visit of spot on Wednesday, revealed that most of the land has been affected by salinity and water-logging and not useful for cropping. Lake water is used for wetting coal ash of the thermal plant. Affected farmers claimed that a survey of the land was carried out by the Revenue Department and 30 acres of land south of lake was found affected with salinity and waterlogging. A copy of the report countersigned by the tehsildar was given to thermal station authorities. But no action was taken. The farmers have also written to Chief Minister Om Prakash Chautala. No communication has been received, so far, from the Chief Minister office also, they said. Farmer Balwan Singh said that in case filed by Ishwar Singh against the thermal power station, the high court has directed acquisition of the land or payment of compensation. Bhola Singh of Jatal said his entire land was close to the lake and gone became un-productive making for him to earn a living. Amar Singh, Praveen, Budh Ram, Paltoo Ram and Sethpal of Sutana blamed thermal authorities for this and threatened that if the problem was not solved within a month, they would also approach the high court for justice. |

Ambala Ambala, April 6 Looking as gorgeous in real life as on the silver screen, Pooja Batra was the cynosure of all eyes when she arrived here to inaugurate the 33rd centre of Vandana Luthra’s Curls and Curves (VLCC) at Ambala Cantonment. Wearing a red tank top with red hot blazing trousers and short jacket in browns, Pooja Batra arrived by road from Delhi at Kingfisher tourist complex and then proceeded to Nicholson Road to inaugurate the centre. A number of people turned up at the tourist complex as well as at Nicholson Road to catch a glimpse of the beauty queen. The children, specially those from Chunmun Club, made a scramble for the star to get her autograph. A beaming Pooja Batra said she was happy to be in the city as she had heard a lot about Ambala. Pooja, whose acting in “Virasat” was appreciated by the audience, said her forthcoming movies included ‘Naik’, ‘Kashmakash’ and ‘Yahoo.’ She, however, refused to comment on the Bharat Shah issue. She also said she did not know anything about the presence of ‘underworld’ in Bollywood. “I have not felt it,” she said. While comparing the latest Bollywood blockbusters with the movies of the yesteryears, she said “earlier movies were much ahead of their times. For instance, in “Guide” the hero falls in love with a married woman. Today, only good-goody image movies are being made.” She stressed that nudity in films should be checked. Pooja, who is the daughter of an army officer, brushed aside a query on a postman being reportedly beaten up by her and her brother. “I can’t comment on that,” she said. She expressed her keenness to work with established directors like Shyam Benegal, Mani Ratnam, Yash Chopra and Karan Johar. “These days, some very good movies have been made. If we take the example of “Zubeida’ and “Daman,” there is no differentiation between art and commercial movie,” she said. Pooja, who is about 5’-9” tall, said she had been satisfied with her performances in Virasat and Bhai. “My favourite heroes are Salman Khan, Shahrukh Khan and of course, Hrithik Roshan,” she said. Flood-control work in full swing Kurukshetra, April 6 Stating this here today, the Deputy Commissioner, Mrs Jyoti Arora, said a number of schemes had been sanctioned, including construction of an inlet at a cost of Rs 30.90 lakh on SYL to protect agricultural land. Mrs Arora said a siphon costing Rs 3.27 lakh would also be constructed on Lukhi minor. The Deputy Commissioner expressed hope that these schemes would be completed by June, before the rainy season. She said besides this, work was also going on in full swing on three previously sanctioned schemes. Sonepat: The Deputy Commissioner, Mr Sudhir Rajpal, accompanied by officials of the Irrigation Department, inspected the flood control works along the Yamuna river in the district yesterday. He directed the authorities to construct two more stone studs near Rasulpur village and fill the gap before the onset of the monsoon season. The Deputy Commissioner said a flood control room would be set up at the district headquarters where the officials will remain on duty round the clock. |
Headmaster, pupils booked Faridabad, April 6 A case has been registered against the suspects, including the Headmaster of a government school and some students. According to information, a student of Mewat Model School,
Hathin, identified as Juned, son of Sadiq, was caught appearing as
Kaptaan, son of Saiffudin, (Roll No. 139902) on April 4, the last day of class VIII annual examinations. At first the authorities took it as a case of impersonation, but a detailed inquiry into the case revealed more facts. While Juned is a student of class IX of Mewat Model School, he was appearing on behalf of Kaptaan as a class VIII student. The inquiry by a Naib Tehsildar revealed that several students of a private school located at Utawar village were found appearing as students of Government High School, Guraksar village, of the same subdivision. It is alleged that the Headmaster of the school attested the examination forms of these students in an illegal manner. It is reported that about 20 students had been permitted to appear in the examinations by the Headmaster. While the SDM, Mr Rakesh Yadav, has written to the Haryana State Education Board, Bhiwani, for proper action, a case under Sections 420 and 471 of the IPC has been registered against the suspects. No arrest has been made so far. |
Oppn to burn tax assessment forms Narnaul, April 6 They said the state government was burdening poor man with taxes. The recent decision of levying heavy tax on the sellers of sweets to the tune of Rs 10,000 every year, was the example. The government had considered tea and bakery shops also for imposing the tax. The amended House Tax Bill enabled the government to charge exorbitant house tax from the owners of “katcha” houses also. During the last Vidhan Sabha session, the House Tax Amendment Bill had faced resistance from Opposition leaders but their voices were not heard, they said. The Opposition leaders have called upon people of Haryana to collect the forms of assessment supplied by the nagar parishads and set these on fire at crossings. These forms will be burnt at Rewari and a memorandum of demands will also be handed over to the Deputy Commissioner. Capt Ajai Singh accused Mr Om Prakash Chautala of giving stepmotherly treatment to south Haryana. He said neither power nor water was being supplied to farmers. That is why farmers of Rewari and Narnaul districts had not sown more than 32,000 acres of land during the season of rabi crop. People of southern districts were forced to fetch water from long distances. Tubewells had dried up. Water was not available even at a depth of 1,300 feet, he said. Mr Yadav reiterated the demand for share of canal water to the southern part. Water was being diverted to Chief Minister’s home districts, Sirsa and Hisar, he alleged. |

The police nabbed five youths while the sixth member of the gang escaped in darkness. The police has registered a case under Sections 399 and 402 of the IPC and under the Arms Act against the gang members at Julana police station and has started interrogation of the arrested. |
Novel way to check copying Rohtak, April 6 The question paper was for 50 marks. The code of the paper distributed in the morning shift was 602 while that of the evening shift was 602-E/2001. When contacted, Dr Satpal Singh Dahiya, Registrar, Maharshi Dayanand University, said it was not a lapse but a wise plan designed by the university authorities to curb the menace of copying. He said usually the students of the evening shift did not take the pages carrying answers to questions of the morning shift along with them to the examination hall. He said the move was intended to give a shock to such mischievous students. He claimed that such students were found to be in a tight spot at many examination centres during inspection by university officials. |
SPs told to tour villages Chandigarh, April 6 The DGP was presiding over a meeting of range
IGPs, district SPs and officers posted at the police headquarters convened to review the law and order situation in the state. Mr Malik said repair workshops for police vehicles would be set up at the range level. He directed the IGs of the Ambala and Hisar Ranges to set up such workshops in their respective areas on a pilot basis. He directed the SPs to tour villages to establish good rapport with the public as this practice would help improve the police image and secure public cooperation in tackling crime. He said the police should work for the eradication of corruption in public offices. Mr Malik said fingerprint data bank should be developed. Computerisation of police work up to the thana level was on the anvil. Mr Malik said fake investment agencies should be detected and stern action taken against them. |

Seven schemes
approved to fight floods Karnal, April 6 Disclosing this, the Deputy Commissioner, Mr Devender Singh, said the schemes included flood-fighting works on various complexes along the Yamuna and providing protection to existing works of Garhpur Tapu, Nabiabad, Jammukhala, Sadarpur and Balhera complexes along the Yamuna. He said Rs 38 lakh would be spent on the seven ongoing schemes along the Yamuna to combat the flood menace. The Deputy Commissioner said that he along with senior officers of he Irrigation Department had already conducted two inspections and assessed the damage. He said the repair work of Gangatehri, Bahri, Arhana, Badrala and Rahra bundhs had been completed. He said all flood-protection works would be completed by June 30 this year by the Irrigation Department. |

Besides this, the adjoining bridge which was damaged due to rains in 1998 has also been repaired.
