Haryana to merge dist health
societies Rohtak, March 27 The proposed society will function as an entity facilitating the flow of funds, relatively free of the rigid government financial procedures, and undertaking activities planned by it and approved by the competent authority. Interestingly, the Ambala and Yamunanagar districts have been excluded from the new scheme for unspecified reasons. At present, in response to the demands from the Government of India and donors, multiple health agencies exist in each district (the District Leprosy Society, District Blindness Control Society, District Malaria Society, District TB Society, District AIDS Control Society etc) which may not have much management or technical skills. “There is no logic in preserving these societies as independent entities. It has been decided to merge all existing societies,” the Financial Commissioner and Secretary, Health Department, told the Deputy Commissioners while advising them to get the new societies registered under the Societies Registration Act. The proposed society will be expected to plan, coordinate, and manage local services according to the need of the community, and planning and resources available to it. It may receive the ongoing consultancy and institutional support and has been granted special status by the state government in regard to the identified and the agreed areas of authority and expenditure. Thus, the proposed District Health and Family Welfare Society will be expected to undertake management functions rather than merely being a funds-flow mechanism. It will involve the private sector, including the NGOs, Lions and Rotary clubs and private practitioners and will generate additional resources to supplement those available from the state and Centre. The society will have two main bodies — the Governing Council and the Executive Body. The Deputy Commissioner will be the Chairman of the Governing Council with the Chief Medical Officer as Secretary and the executive body will be headed by the Chief Medical Officer. |
IT Dept serves notice on
30,000 persons Rohtak, March 27 The Commissioner of Income-Tax, Rohtak Charge, Mr Shive Nandan Prasad, told mediapersons here today that the department had expected 60,000 persons to file income-tax returns by March 31 but about 4,000 persons responded till yesterday. Mr Prasad said any person who fulfilled any one of the conditions under one-by-six scheme was required to file income-tax return. And in case the person did not file return he could be fined upto Rs 1,000. Mr Prasad said the office of the Income-Tax Department would remain open till 10 pm on March 31 to enable people file their returns. The Commissioner said the 1/6 scheme was in operation presently in Rohtak, Faridabad, Gurgaon and Yamunanagar town and would be extended to Panipat, Sonepat, Rewari and Bhiwani from the coming financial year. |
Haryana relaxation for
retrenched staff Chandigarh, March 27 An official press note said instructions issued today by the Haryana Chief Secretary to all heads of the departments stated that a decision to this affect was taken by the government on humanitarian grounds. The press note added that the age relaxation would be admissible to all categories retrenched employees subject to their fulfilling of prescribed qualifications for the relevant posts. Due weightage would be given to experience, it said even while adding that the scope for absorption of such employees in other government departments would be “very limited”. The press release said a roster of names of the retrenched employees would be maintained by the Employment Department. The state government or its organisations will intimate the Employment Department before filling any vacant post while also inviting applications in accordance with the prescribed procedure. The Employment Department would sponsor names out of the roster of those who would fulfil prescribed qualifications and experience for the requisitioned post. Sponsoring of names by the Employment Department would, however, not confer any legal right on the person for appointment against the requisitioned post. It said if there was any surplus employee in any state public sector or cooperative sector undertaking, he or she would be dealt with in accordance to the provisions of the Industrial Disputes Act, 1947, applicable for retrenchment as well as payment of retrenchment compensation. An employee to whom the Industrial Disputes Act does not apply, his or her retrenchment on being declared surplus will be in accordance to the terms and conditions of the employment.

432 cr dist credit plan launched Faridabad, March 27 The Deputy Commissioner, Mr S.C. Jain, who presided over the function, said the outlay would cover about 36,000 persons in the district and out of the total credit Rs 359 crore had been earmarked for the priority sector advances. He said the plan provided for disbursement of Rs 185 crore to farmers and for agriculture activities. Under this category, Rs 132 crore are proposed to be disbursed as crop loans in the coming financial year. It is also proposed to provide financial assistance of Rs 110 crore to the small scale industries and Rs 65 crore to other priority sector advances. |
Board to construct 3,547 houses Faridabad, March 27 According to a spokesman of the board, the new houses will come up at Ambala, Karnal, Panipat, Sonepat, Kurukshetra, Rohtak, Bahadurgarh and Faridabad towns. Rs 50.45 crore is likely to be spent on the project. He said the board had recently announced the registration of applications for 549 LIG houses proposed to be constructed at Sector-8 of Kurukshetra city, Sector 23 of Sonepat, Sector-2 of Rohtak and
Panipat.
Selection of teachers upheld Chandigarh, March 27 The main contention of the petitioners was that the directions issued by the High Court in Kuldeep Singh Rawat’s case were not followed and there was no proper criteria for the selection. However, the Judges observed that it was apparent from the criteria that had been placed on record that out of 100 marks only 30 marks were for interview and the rest of the marks went to educational qualification higher qualification, experience, distinction in sports/cultural activities. This, according to the bench, was a valid criteria to be adopted to select suitable and the best candidates. |
ESI to make use of photos mandatory Faridabad, March 27 Stating this, the Regional Director of the ESI, (Haryana), Mr B.C. Bhardwaj, said here today that the ESI would not entertain any application which was not accompanied with photographs of the applicant and his family members. He said this was done in view of the problems faced by the corporation in dealing with the claims of compensation and “misuse” of the medical scheme by unauthorised persons. He said without the photographs of the applicant and his family members, it was difficult to identify the real claimant or his kin. He said several cases of unauthorised persons taking benefit of the medical scheme had been detected. He said the ESI would also demand a family photograph from the applicants, as is done in the case of ration cards. He said this would also help in avoiding duplicacy of the ESI cards and curb the misuse of the scheme. He said to further improve the service, the ESI would go in for computerisation in the near future. He said while a main data bank system would be developed, the corporation proposed to link every local office with the regional one. |

enthral audience Karnal, March 27 Yusuf Azad who has performed in a film “Putli Bai” was reportedly applauded by the audience. His qawwali ‘Khauf-e-Khuda ka dil se bhulana, mere bas ki baat nahin; Aur kahin pe sar ko jhukana mere bas ki baat nahin’ and other qawwalis were highly appreciated by the audience. Baby Naaz, another famous qawwal, stole the show with her enchanting voice and qawwalis. Her qawwali ‘Jo mangna hai us se maang bande’ kept the audience spell-bound. A number of people were so impressed by the qawwali that they started dancing on each qawwali sung by the duo. What impressed the audience most was the qawwali ‘Bara lutf tha jab kunware the ham-tum’ sung by Baby Naaz and Yusuf Azad. Mr Vijay Vardhan, Managing Director, Haryana Tourism, presided over the function. |
Misuse of funds denied Ambala, March 27 Party worker R.C. Saini has said that about Rs 1 lakh had been collected in cash by the mandal unit of Ambala city. He alleged that no account was maintained for the collection and the money was also not forwarded for the Gujarat relief fund. He claimed that instead the money was diverted to the Ambala cantonment unit to be utilised for party activities. The General Secretary of the Ambala cantonment mandal unit, Mr Shubhadesh

Farmer
beaten to death Jhajjar, March 27 According to information, Ajit along with his wife and his father, was returning home on their tractor. Another tractor came from the opposite direction and asked for a pass. Ajit said his tractor was loaded so he should be allowed to pass. However, a verbal fight followed and turned serious when three youths started hitting Ajit with lathies and iron rods. He was rushed to a hospital in Gurgaon where he died later. The father of the deceased has identified the assailants as Ashok, Rajbir and Birbal. The police has registered a case under Section 302, IPC, against them. |
Girl commits suicide on wedding day Faridabad, March 27 According to details, the victim identified as Jyoti of NH-5 locality of NIT consumed poison along with her friend Pooja just a few hours before her marriage. While Jyoti died, Pooja is stated to be in a critical condition. In another incident, a young girl identified as Shashi died after she reportedly consumed some poisonous substance at her house in old
Faridabad. In yet another incident, Harpal of Palwal was run over by a train today. |
