Court allows Dangi’s arrest

Rohtak, March 22
Special Judge Shiva Sharma today granted permission to the Vigilance Bureau to formally arrest former minister Anand Singh Dangi at present lodged in the District Jail here.

The judge, however, ruled that Mr Dangi would not be shifted from the District Jail till further orders.

The Vigilance Bureau had today moved an application for formally treating Mr Anand Singh Dangi as arrested.

The Public Prosecutor told the Special Judge that the accused had already been interrogated in jail after obtaining permission from the Special Judges of Ambala and Rohtak.

Mr Anand Singh Dangi had surrendered in the court of the Special Judge, Rohtak, on November 4, 2000, following the directions by the Supreme Court. The apex court had also issued directions that Mr Dangi should not be handed over to the Haryana Police.

The Public Prosecutor, therefore, urged the Special Judge that the investigating officer, Mr Sadhu Singh, Superintendent of Police, should be allowed to enter the District Jail and formally arrest Mr Dangi.

The Vigilance Bureau has registered criminal cases against the former Revenue Minister at Ambala, Hisar and Rohtak on the allegations of favouring his close associates in allotment of land.

The district police, Ambala, has also registered two cases against Mr Dangi at the city police station under sections 420, 467, 468 and 471 and 120-B IPC and Sections 217, 417, 420, 465, 467, 468 and 471 and 120B, IPC.

The Ambala police had sought permission from the Special Judge, Rohtak, on Tuesday to interrogate Mr Dangi in the cases registered against him with the city police station, Ambala. The Judge had allowed the DSP (HQ), Ambala, Mr Sultan Singh to interrogate Mr Dangi in the District Jail.

Interestingly, the Vigilance Bureau has sought formal arrest of the former Revenue Minister only in one case registered on April 8, 2000.

CBI detects illegal ISD services

The Anti-Corruption Cell of the Central Bureau of Investigation, in a major swoop, took in its possession sophisticated equipment used for making international telephone calls from a private service provider in Gurgaon.

The CBI team this morning descended on the premises of Dev Communications Limited at Sushant Lok in Gurgaon following complaints that the company was in a clandestine manner providing international subscribers dialling (ISD) facilities to its clients in Gurgaon and Delhi by denying the Videsh Sanchar Nigam Limited (VSNL) its rightful due.

Sources in the CBI confirmed that the company had leased out nearly 200 telephone lines. using of a sophisticated equipment, the calls were automatically diverted to Delhi numbers. The company had installed a satellite antenna and some highly sophisticated equipment imported from the USA to run ISD services for its clients.

The satellite antenna and equipment were installed by engineers of a UK based K2 company.

By using this technique, the company was denying the VSNL its rightful claim on 50 per cent of charges. Since the operation had been going on since June last year, when the installations were made, the sources said that the loss to the VSNL was in crore of rupees.

The raiding CBI party also took in its possession some documents and also other equipment being used in provision of services to the clients in Delhi and Gurgaon. Through the use of this equipment, telecommunication facilities to various parts of the world were provided.

The CBI sources did not rule out the possibility of the involvement of either the VSNL or DoT officials in the running of such telecommunication services.

The sources further said that vigil was being kept on similar centres run by other service providers in the National Capital Region of Delhi covered by the Chandigarh office of the CBI.

Sources in the CBI revealed that by using a satellite antenna and sophisticated equipment, such companies have direct access to telecom companies with other parts of the globe and, as such, they deny both the home and the host country the revenue actually due to them as per the terms of the International Telecommunication Union.

There had been complaints that many of the operators had been using satellite telephony illegally, but it is for the first time that such a raid has been conducted on the premises of a major service provider in the National Capital Region.

Asia-Pacific team to visit Palwal

A team of experts from the Asia-Pacific countries will visit the Cooperative Sugar Mill at Palwal town in the district on March 25 to study the ‘functioning’ and the ‘success’ of cooperative sector in the industry.

According to information, the 12-member team representing the ‘network for the development of agricultural cooperatives’ (NEDAC) will have experts from various countries, including China, Malaysia, Thailand, Philippines, Indonesia and Sri Lanka.

The team will reportedly visit only this sugar mill during its tour to various parts of the country. The mill won the first prize in the country last year in matter of production and capacity utilisation.

This mill is also likely to achieve new milestones in various functional areas, according to its Managing Director, Mr Mehtab Singh Sehrawat. Mr Sehrawat told The Tribune that the mill had crushed over 20 lakh quintals of sugarcane already, against 19 lakh quintals last year.

He said crushing this year was likely to continue till April 25 next and a ‘record’ 26 lakh quintal of cane was likely to be crushed.

The mill had produced 1,94,190 quintals of sugar so far, which included 73 per cent of superior quality. Against the average total recovery of 9.29 per cent last year, the average recovery so far had gone up to 9.71 per cent this season. This could go up to 10 per cent by the end of season if the present trend continued, said the mill management.

Regarding capacity utilisation, the mill had been able to crush about 17,000 to 18,000 quintals of cane per day against the present capacity of 12,500 quintals per day.

Counter Cong campaign, CM tells partymen

The Haryana Chief Minister, Mr Om Prakash Chautala, today called upon INLD workers to get ready to save the Vajpayee government at the Centre.

Addressing party workers from the districts of Karnal, Panipat, Yamunanagar, Sonepat, Kurukshetra, Kaithal, Ambala and Panchkula at Jat Dharamshala here, he said the Vajpayee government was facing a crisis, but Mr “Atal Behari Vajpayee has our backing”.

Mr Chautala called upon the workers to counter the propaganda launched by the Congress and the Opposition parties against the NDA government.

He was critical of the Congress for stalling the proceedings of the Lok Sabha. He directed the workers to reach Delhi in large numbers so that the NDA rally on March 25 looked “as it was a rally of the INLD from Haryana”. He asked the workers to carry the party flags and wear green turbans on the occasion.

The Chief Minister assured the farmers of the state that the wheat price would be raised although the Union Government was facing a financial crisis. He said the land earmarked for a vegetable market near Rai would be developed into an industrial estate. This would help accommodate uprooted industrialists from Delhi.

The Chief Minister said the government had ordered the carpeting of all roads before the onset of the monsoons.

Disorderly scenes at MC meeting

The meeting of the Sonepat Municipal Council here yesterday, witnessed disorderly scenes and allegations and counter-allegations were levelled. The Chairman of the Council intervened to control the situation.

Trouble arose when Mr Luxmi Narain, BJP Councillor demanded resignation of Mr Madan Lal, a member of the Finance sub-Committee. This led to heated exchanges between the BJP and INLD councillors as the INLD and Dewan supported councillors came to the chair of Mr Luxmi Narain and surrounded him. This also led to quarrel between Mr Luxmi Narain and Mr Jagdish Khatri. The Chairman intervened and pacified the councillors.

The meeting adopted a resolution authorising the Chairman for constituting five sub-committees to hear the complaints on the assessment of the House Tax under the new policy introduced by the state government.

By another resolution, the meeting decided to appoint the son of late safai worker but declined to appoint eight more safai workers whose services were terminated during the state level strike of the Municipal employees.

The resolution for adopting the new policy of the assessment of the House Tax did not come up at the meeting and the members opposing it heaved a sigh of relief on the issue.

The meeting also postponed the decision about the levying of tax on the cable operators in the city.

No need to transfer SP: DGP

The DGP, Mr M.S. Malik, today termed the Yamunanagar custodial death as “unfortunate” but said it would not be appropriate to transfer the SP.

Talking to mediapersons before the inauguration of a computer centre near Congress Bhavan, Mr Malik said: “It will not be fair to transfer the SP on the basis of a single incident. How frequently can we transfer SPs who are limited in number.”

“We sometimes commit mistakes”, he said, adding that such incidents were almost nil”. “We have taken action and a case has been registered under Section 302. Two of the accused have already been arrested,” he said.

Mr Malik felt sorry for the attack on media persons in Yamunanagar and said the attack was not deliberate. “A DSP has been deputed to inquire into the incident,” he said.

A meeting was held in Delhi yesterday with a view to get grants to modernise the force. “The meeting had been called by the Union Home Secretary. Chief Minister Om Prakash Chautala has already met the Union Home Minister and sought a package similar to the one given to Punjab due to terrorism. “We too had to face various problems during terrorism in Punjab and we have incurred costs of about Rs 600 crore,” he said.

Mr Malik said the second issue pertained to raising India Reserve Battalions for Haryana. Two such battalions were likely to be sanctioned soon. “Punjab has got three battalions, Himachal Pradesh one and Rajasthan three. These battalions are meant for internal security duties. The Union Government raises and maintains the battalion for the first three years and subsequently 50 per cent cost is showed with the state government. The battalions comprise 1,000 personnel and are useful for maintaining law and order,” he said.

The grant for the modernisation process was to be released soon. “We are planning to purchase vehicles to increase mobility. About 463 vehicles at a cost of Rs 5.97 crore, are going to be bought. To improve communication, 880 high upper frequency wireless sets will be bought. About 500 houses in different categories will be constructed,” he said.

He said women training centre and a recruit training centre will start from May 1. “The Union Government has agreed to fund proportionately. The women training centre will be at Bhondsi for which 320 acres have been handed over to the police department”, he said.

The DGP claimed there had been a decline in the crime graph. As many as 794 cases of murder were registered last year as compared to 836 cases in 1999.

Mr Malik said an SP, seven inspectors and 342 ORs had started enforcement duty at Karnal.

Mr Malik, also the state hockey association chief, said two astroturfs had already been sanctioned and they were trying to get two more astroturfs in Hisar and Kurukshetra.

Normalcy back in Yamunanagar

Normalcy returned in the city after two days of violence. The markets were opened and buses plied as per routine.

On March 20 Ashwani Vashisht (30) died in CIA custody, resulting in protests by angry mob.

The police has arrested 35 persons under different Sections for creating chaos in the city. During the past two days, the agitated mob burnt a bus and smashed the glasses of seven buses.

Two reporters Rakesh Bharti and Kapil Sehgal, who were allegedly beaten by the police, have been discharged from hospital. Mr Raj Kumar, brother of deceased Ashwani Vashisht, has demanded a high-level probe into the matter.

The police has already registered a case under Section 302 of the IPC against seven police officials of the CIA staff. ASI Ajit Singh has been arrested.

Cops’ action in Yamunanagar flayed

Mr Bhupinder Singh Hooda, president of the Haryana Pradesh Congress Committee, has condemned lathi charge by the police on people carrying the body of a youth who died in police custody at Yamunanagar.

Mr Hooda said the procession was peaceful and the lathi charge in which two pressmen were also injured was uncalled for. He urged the government to take action against the police personnel responsible for the custodial death and lathi charge. Dr J.P. Sharma, MLA of Yamunanagar, has also condemned the “police highhandedness”.

The proposed no-confidence move against the chairman of the Sonepat Municipal Council, who is an INLD supporter, received a big jolt when Mr Ajay Chautala, MP and president of the Yuva INLD, reportedly snubbed the party councillors and directed them not to extend support to the proposed no-confidence move at a closed-door meeting here on Tuesday.

According to informed sources, the rebel councillors of the INLD called upon Mr Chautala and levelled allegations against Mr Goel. They demanded stern action against him. The chairman, on the other hand, also alleged that the rebels were in league with the opposition councillors, who were bent upon ousting him.

Mr Chautala, after hearing both sides, asked the rebels to exercise restraint and continue their support to the chairman for the unity of the party. He also asked the chairman to redress the grievances of the rebels on a priority basis.

According to another report, five BJP coucillors have also decided not to extend support to the proposed no-confidence motion against the chairman.

This decision followed the instructions issued by the president of the district unit of the BJP, who maintains that since the BJP is a partner of the INLD, it should not support the move.

The BJP leaders announced that the party was against the new policy of the state government for the assessment of house tax, levying of professional tax on the shopkeepers and traders and hike in power tariff.

Twentyseven out of 31 municipal councillors had signed the papers relating to the no-confidence motion.

There are 13 INLD-affiliated councillors, 11 belonging to a group led by Mr Dev Raj Dewan, an independent MLA, five of the BJP, one of the BSP and one independent councillor in the Sonepat Municipal Council.

State-level rally by CITU on March 26

The Haryana committee of the Centre of Indian Trade Unions (CITU) is organising a state-level rally on March 26 at Chandigarh in protest against the “anti-people and anti-worker” policies of the BJP-led NDA government at the Centre as well as the Indian National Lok Dal (INLD)-BJP alliance government headed by Mr Om Parkash Chautala.

Mr S.N. Solanki, president of the state unit of CITU, told mediapersons here today that workers from all over the state would take part in this rally.

Mr Tapan Sein, national secretary of CITU, and Mr Inderjit Gupta, secretary of the CPM, would be among those who would address the rally.

The main demands, among other things, included Rs 3,500 per month as salary to each worker, strict enforcement of labour laws and the Factories Act in all industrial units, availability of attendance register, registration of names of workers in the attendance register, issuing of attendance cards, ban on lockouts, retrenchment, layoffs and privatisation, contract system, safeguarding of trade union rights, withdrawal of all “anti-people” economic and industrial policies, withdrawal of hike in power tariff, a new policy for assessment of House Tax, professional tax and other taxes, introduction of the Labour Welfare Fund for workers of the PWD (B&R), construction of pucca houses, providing all facilities to brickkiln workers, provision of identity cards to rural chowkidars and other facilities on a par with government employees, revision of minimum wages, end of contract system in the Forest Department and providing articles of daily use at subsidised rates to those living below the poverty line.

Mr Solanki said the union would chalk out its future strategy for launching a statewide agitation at the meeting.

HUDA issues notices to nursing homes, govt offices

The Haryana Urban Development Authority (HUDA) has issued resumption notices to nearly 12 nursing homes, a few state and central government offices and computer centres located in Sectors 7 and 9 of Urban Estate at Ambala City for violating the prescribed norms by undertaking nuisance professional activities on their residential premises. While serving the notices HUDA warned them to close down the services or be ready to face the legal action.

The government offices which have been served the notices included a rural bank, a sub-divisional office of the BSNL and two offices of the state government.

According to the Estate Officer of HUDA, Mr Raj Kumar earlier several notices were sent to the building owners but they did not respond to it.

According to a provision in the HUDA Act, the transferee or lessee of some land/building can use 25 per cent of the built up covered area or 50 square metres, whichever is less, for rendering non-nuisance professional services with the permission of the Chief Administrator on payment of a fee.

In Sector 7 of Urban Estate at Ambala City most of the nursing homes have been utilising even more than 50 per cent of the covered area for their commercial activities. Some of the government offices have been utilising almost 100 per cent covered area of the building by ignoring the HUDA instructions.

It is not clear whether the coaching centres, beauty parlours and even the paying guests running in the different sectors of Urban Estate are come in periphery of this Act.

Functioning of HVPN to be computerised

The functioning of the Haryana Vidyut Prasaran Nigam (HVPN) will be computerised and all circles and subdivisions will be linked to the headquarters through computers to enhance the efficiency of the organisation. This was stated here today by Mr V. Uma Shanker, the Managing Director of Dakshini Haryana Bijli Vitran Nigam (DHBVN) at a meeting with the public, organised by the Gurgaon Industrial Association.

The proposed computerisation will be done by a private contractor, who will be selected through invitation of tenders.

Also, after the failure of the HVPN to privatise the distribution of tariff bills to the consumers, it has decided to hand it over to private parties in Gurgaon and Faridabad circles.

620 students get degrees

A degree is not the end of education because with examinations, the trials of life do not end,” the Vice-Chancellor of Kurukshetra University, Mr R.S. Chaudhary, said here today at the annual convocation of SD College (Lahore) of Ambala Cantt. Mr Chaudhary said, “The first test for graduates will be to enter the job market”.

Today, 620 postgraduates and graduates, including 348 girls and 272 boys, received their degrees from the college Principal Dr Desh Bandhu.

The highest number of degree holders — 409 — were from the arts stream, while 118 science graduates, 77 commerce graduates and 16 home science graduates also received their degrees.

Mr Chaudhary said, “Before students enter the employment market, it will be good adequate counselling is made available to them by colleges. In a fast changing economy, there are opportunities for young men and women to seek careers that were not open to earlier generations.”

He said guidance cells in colleges would fix up apprenticeships for graduates to help them find a place in the employment market.

“Let us learn a lesson from the management of educational institutions in developed countries and plan our educational programmes accordingly.

This can be possible only if beneficiaries and functionaries of educational institutions here work together for developing a good relationship with industry,“ he said.

Earlier, Dr Desh Bandhu, Principal of the college, read out the annual report of the college. He said, in the previous academic session, 31 students of the college had been placed in the university merit list.

Three lecturers of the college, Dr U.V. Singh (history), Dr Sunil K. Sharma (physics) and Dr Shashi Rana (sport) were also honoured on this occasion for obtaining their PhD degrees.

Shun western culture, says MP Governor tells youth

Dr Bhai Mahavir, Governor of Madhya Pradesh, called upon the youth especially students, to beware of baneful impact of the western culture. In his convocation address to graduates of the Dyal Singh College here last evening, the Governor, lamented that the western culture was fast catching up with the youth in India. This had led to erosion of value system in the country.

Dr Bhai Mahavir regretted that religious intolerance in the country was on an increase. He maintained that Hindu scriptures had nowhere mentioned that achieving salvation was the exclusive preserve of the Hindu society. Rather the Hindu way of life taught that everybody had a right and was free to worship in his or her own manner. For instance, the Hindus in the South had a different method of worshipping Gods and Goddesses as compared to that in North India.

Hi-tech Higher Education Dept

The Haryana Government will computerise its Higher Education Department at acost of Rs 55.66 lakh.

Disclosing this here today, a spokesman of the department said under the first phase, the head office and 40 colleges of the state would be computerised.

He said that when the application software is developed, modems would be installed to provide connectivity to multiple locations for data to flow from the field offices to head office via the dial-up modem or NIC. He said that the department would undertake the work of administrative re-engineering and simplification of procedures and conduct the cost-benefit analysis.

He said that a monitoring committee headed by the Director, Higher Education with representatives of Hartron and National Informatic Centre was being constituted for the project.

3 killed, 5 hurt as van rams into tree

Rohtak, March 22
Three persons were killed on the spot and five injured when a Maruti van carrying them rammed into a tree near Bhagwatipur village today.

The deceased have been identified as Rajpal, Kitab and Daya Singh, of Pauli village. According to information, the Maruti van, carrying 8 persons of Pauli village, was on its way to Jind. In an attempt to avert collision with a Tata 407 tempo coming from the opposite direction the driver of the van suddenly diverted the vehicle, which rammed into a tree. The injured have been admitted to the PGI here.

In another incident, a youth allegedly committed suicide by hanging himself at Khokra Kot locality here today. The deceased has been identified as Karamvir who reportedly took the step because of some domestic problems.

Meanwhile, the Kalanaur police has registered a case of intimidating a Mahant of a Gurdwara into paying an amount Rs 5 lakh till March 24.

Mahant Inderjit of Gaddi Sat Bhai Rama said in the FIR that he received a letter directing him to pay Rs 5 lakh. He said it was threatened that he and his father would be killed if the amount was not paid.

Panipat, March 22
As many as 10 persons, including two women, were injured in a clash between two groups of Urlana village under Madloda police station yesterday.

According to information, an altercation started because of some old enmity, leading to a clash in which lathis and rods were used.

In another incident, certain youths forcibly took away Maruti car from its driver at gunpoint and pushed him out of the car at a deserted place.

According to police, two youths had hired an Indica car bearing registration No. CH-02-0625 for going to Karnal. After reaching Karnal, the youths asked the driver to take them to Jind. The driver Ram Bhaj Yadav, agreed and when the car reached near Dharamgarh village in Panipat district, the driver was overpowered and was locked in the car’s dickey. After reaching Safidon the youths left the driver there.

Judicial remand for extortionist

The police claims to have busted a gang which used to indulge in extortion. One member of the gang identified as Rasheed of Bhawan village in Muzaffar Nagar district.

According to the police, local traders had been receiving letters and phone calls demanding Rs 25,000 to Rs 50,000 with a threat that if the payment was not made, they would be killed.

Rasheed has reportedly confessed to his involvement with the gang. He also disclosed the name of his accomplices.

Rasheed was produced in court and has been remanded in judicial custody. The police has launched a manhunt to nab the other gang members.

MC employees stage demonstration

Employees of the municipal corporation, who are members of the Haryana Palika Karamchari Sangh, staged a demonstration in front of the corporation office here today in support of their demands.

Addressing the gathering the sangh leaders charged some of the officials of the local municipal corporation with creating problems in the implementation of their demands. They said while the Commissioner of the corporation had agreed on many issues, but claimed that no final decision had been taken despite several meetings. They said they had come to know that certain officials had been opposing and creating hurdles.

The karamchari sangh has opposed the privatisation move of water supply and cleanliness and has demanded the regularisation of daily wagers, promotions, and provisions of standard scales and uniform allowance among other demands.

Tohana car thieves arrested

Chandigarh, March 22
The Haryana Police has arrested a four-member inter-state gang of car thieves from Tohana, who were involved in the theft of a Maruti car from West Vihar area of Delhi in 1998.

Stating this here today, a spokesman of the Haryana police said the members of the gang, Rajesh, alias Raja, Shamsher, Sandeep, alias Biddu, and Rohtash, residents of Samain, had picked the car from Delhi and left it at Narwana. On interrogation, they admitted to their crime.

Information about the theft has been passed on to the Delhi police and further investigation was going on.

He said that the Fatehabad police had apprehended Gulzaro, Laxmi and Nachhatro of Nanheri village for the theft of clothes worth Rs 7,000 from the shop of Mr Om Prakash, who had lodged a complaint against them. The stolen clothes had been recovered and further investigation was on.

2 kids among 3 killed in mishaps

Three persons, including two children, were killed in three road mishaps yesterday in the district.

According to information, Harender (12) a students of fifth class, was crushed to death by a truck near Mohala village.

Monu (7), son of Mr Parmanand of Subhash Nagar in Ballabgarh town, was hit by a tractor yesterday. He succumbed to his injuries on way to hospital.

In the third incident, Mukesh, hailing from Mathura (UP), was killed after being hit by a truck near Palwal town yesterday.

2 hit by truck, injured

Jhajjar, March 22
Two persons were seriously injured after being allegedly run over by a truck in Asanda village of the district today.

According to information, Pratap and Satish, along with four others, allegedly ran a truck over Subhash and Sanjay. Both victims sustained serious injuries. While Sanjay was admitted to the PGI in Rohtak, Subhash was rushed to a hospital in Delhi where their condition was said to be critical. Mutual animosity was stated to be the reason behind the incident.

A case has been registered.
