Power deficit Rs 47.88 cr

The ski-lift at Solang nullah will be constructed by the private sector. This was decided at the 102nd meeting of the Board of Directors of the Himachal Pradesh Tourism Development Corporation (HPTDC) here last evening, which was presided over by the Chief Minister, Mr Prem Kumar Dhumal.

The crucial meeting of the Shimla Municipal Corporation to hike water tariff in the town was today adjourned amidst protest by councillors on various issues.

Stir threat by HP pensioners

The HP Pensioners Kalyan Sangh has finalised an agitational programme to fight for its rights in view of the non-acceptance of various long-pending demands. The programme was finalised at a meeting of the sangh here last evening. Mr. B.D.Sharma, state president of the sangh, presided over the meeting.

Power deficit Rs 47.88 cr

Mr P.K. Dhumal, Chief Minister, today presented the Budget estimates of the state electricity board for the year 2001-02, projecting a deficit of Rs 47.88 crore.

While the total expenditure during the year has been estimated at Rs 1086.28 crore and income at Rs 1038.40 crore, there has been a sharp increase in this years’ deficit from the projected Rs 20.70 crore to Rs 92.36 crore in the revised estimates.

Against the budgeted revenue receipts of Rs 647.29 crore for the year 2000-2001, the revised receipts are anticipated to be Rs 662.03 crore. The increase is on account of the hike in the power tariff with effect from May 1, 2000, and levy of winter surcharge from November 1, 2000, to March 31, 2001. The revenue receipts are anticipated to increase to Rs 783.53 crore during the ensuing year.

The revenue expenditure without interest and depreciation for the current year has been revised from Rs 562 crore to Rs 637.40 crore, whereas it has been estimated at Rs 694.62 crore for next year. The increase will be mainly on account of power purchase, annual incremental increase in establishment expenses and other charges.

The deficit for the current year has increased due to the decision of the board to pay royalty to the government for hydel projects. Besides wiping out cumulative liabilities of Rs 53 crore, the board paid Rs 17 crore as royalty for the current year. The board had to purchase more power from other states during the winter on account of the shortfall in hydel generation due to the dry spell. As against the budgeted Rs 240 crore, the board had to spend Rs 259.68 crore on the purchase of power.

The loan and interest payment also increased from the budgeted Rs 100 crore to Rs 116 crore. The loan and interest liability for the next year has been put at Rs 132.44 crore.

Capital expenditure has been estimated at Rs 190 crore as against Rs 179 crore for the current year. A sum of Rs 93.45 crore has been earmarked for the ongoing Larji project, Rs 5.5 crore for the Khauli project and Rs 5 crore for the UHL-III project.

The 3 mw Bhabha augmentation scheme is likely to be completed by April. The UHL-III is slated for completion within five years.

Himachal population crosses 60 lakh mark

The population of Himachal Pradesh has crossed the 60 lakh mark in the current Census.

According to the provisional Census report, the population of Himachal Pradesh is 60,77,248 registering an increase of 9,06,371 souls (17.53 per cent) over the last decade’s Census. Of this, 30,85,256 are men and 29,91,992 women.

The highest population in the state is in Kangra district which is 13,38,536 followed by Mandi which is 9,00,987 with 22.02 per cent and 14.82 per cent of the total population of the state, respectively.

The density of population in the state during the decade has increased from 93 to 109 persons per square kilometer. Compared to this, the national-level density has increased from 267 in 1991 to 324 in 2001.

The lowest density has been recorded in Lahaul-Spiti where it is 2 persons per sq km. Whereas the highest density is in the Hamirpur district with 369 persons per sq km.

The sex ratio in the state is 970 women per thousand men, the highest sex ratio is in Hamirpur district where it is 1102 followed by Kangra 1027 and Mandi 1014. The lowest sex ratio has been recorded in Lahaul-Spiti where it is 804 women per thousand men.

The report says the literacy rate in Himachal Pradesh is 77.13 per cent which is much above the average national literacy rate of 65.38 per cent. Himachal stands at eleventh place in literacy among the states and union territories. The literacy in the state has increased from 63.86 per cent in 1991 to 77.13 per cent in the 2001 Census.

The male literacy rate has registered an increase of 10.66 per cent, whereas female literacy rate has increased by 15.95 per cent during the decade. The male literacy rate has increased from 75.36 per cent to 86.02 per cent and female literacy rate has increased from 52.13 per cent to 68.08 per cent during the decade.

Hamirpur dictrict has the highest literacy rate of 83.16 per cent followed by Una with 81.09 and Kangra 80.68 per cent. The lowest literacy rate of 63.73 per cent has been recorded in Chamba district.

Ski-lift at Solang nullah by private sector

Shimla, March 30
The ski-lift at Solang nullah will be constructed by the private sector. This was decided at the 102nd meeting of the Board of Directors of the Himachal Pradesh Tourism Development Corporation (HPTDC) here last evening, which was presided over by the Chief Minister, Mr Prem Kumar Dhumal.

The Chief Minister emphasised that the ski-lift should be constructed at the earliest which would be added attraction for the tourists visiting Kulu and Manali. It was also decided that tourism projects under construction at Kharapathar, Fagu and Club House, Dharamsala, be completed first so that these started generating income for the HPTDC.

He said only few projects should be selected for completion instead of starting work on several projects. He said costs escalated due to delay in construction.

The idea to develop a parking by the corporation near hotel Holiday Home was approved.

The Chief Minister said the corporation should promote tourism and also inculcate professionalism so that maximum tourists opt for HPTDC hotels in the state.

MC meeting adjourned amid protest

The crucial meeting of the Shimla Municipal Corporation to hike water tariff in the town was today adjourned amidst protest by councillors on various issues.

The issue of employees on deputation was raised by various councillors.

The former Mayor, Mr Manoj Kumar alleged that the deputationists had been working here since 1988 whereas the deputation period was not supposed to exceed six years.

He alleged that many deputationists had completed more than 10 years.

The councillors urged the general house to repatriate these employees.

The councillors said if deputationists were not repatriated they would not attend the meeting and would stage dharnas.

The councillors also alleged the misuse of funds by the corporation.

Dalai Lama leaves for Taiwan

Dharamsala, March 30
The Tibetan temporal head and spiritual leader Dalai Lama today left for his ten-day tour to Taiwan and is scheduled to reach in the Capital Taipei tomorrow.

Dalai Lama’s deputy secretary Tenzin Takhla said the leader was scheduled to visit Taiwan in November last but the programme had been postponed in view of the possibility of opening of dialogue between the Tibetan-Government-in-exile and China over the issue of Tibet. Mr Takhla said there was no development regarding dialogue between Tibetans and the Chinese Government till date. UNI

Stir threat by HP pensioners

The HP Pensioners Kalyan Sangh has finalised an agitational programme to fight for its rights in view of the non-acceptance of various long-pending demands. The programme was finalised at a meeting of the sangh here last evening. Mr. B.D.Sharma, state president of the sangh, presided over the meeting.

The sangh felt that the state government was adopting a stepmotherly treatment towards its members and, as a result, the sense of anger and resentment was prevailing among them.

Addressing a press conference here last night, sangh leaders said that the government was adopting an anti-pensioner approach and thus compelling them to go on strike.
