HARSAC to enter global
arena Gurgaon, February 27 This was stated by the Financial Commissioner-cum-Chairman of the HARSAC, Mr Sunil Ahuja here today. Addressing scientists Mr Ahuja said the organisation had also taken upon itself the responsibility to train manpower in the field of remote sensing and GIS in the state. It would like to extend this facility to other states, he added. HARSAC, in collaboration with the Haryana Institute of Public Administration organised a two-day session, ending today, on issues relating to remote sensing technology and its applications. Mr Ahuja was the chief guest on the occasion. Scientists from across the country participated in the session. Incidentally, HARSAC functions under the administrative control of the Department of Science and Technology. The Secretary, Department of Science and Technology, Haryana, was the Chairman of its governing body. Also, the organisation was the nodal agency in the state for all remote sensing based activities. Mr Ahuja said in the field of Information Technology, HARSAC had developed digital databases of Gurgaon and Bhiwani districts. Presently, the projects were being extended, he added According to Mr
Ahuja, HARSAC had already demonstrated the operational utility of remote sensing data in various disciplines such as agriculture, soils, land use, forestry, public health, irrigation and drainage, urban issues, etc. Identifying the Integrated Resources Survey to combat drought in Bhiwani district, and waste landuse mapping, watershed and flood
mapping and wetland mapping in the areas of Information Technology, he asserted that the organisation had
successfully completed 33 national and state-sponsored projects. Presently, 10 projects were being executed by
HARSAC, he added. Some of the projects of the organisation in the pipeline included the development of soil information system, forest cover and biomass monitoring study, evaluation of microwave and optical data for mapping of mineral potential zones and paleo channels in parts of Mahendergarh district. |
Stay on Ved Pal’s
arrest Chandigarh, February 27 The Haryana Vigilance Bureau last month registered an FIR at Rohtak against Mr Ved Pal, Chairman of the Haryana Agriculture Marketing Board during Mr Bansi Lal’s tenure. The case has been registered under Sections 420 and 120B, IPC, and the Prevention of Corruption Act. In his bail application Mr Ved Pal contended that the case against him was politically motivated. The Chief Minister, Mr Om Prakash Chautala, the application said, had been saying from public platforms even when he was the Leader of Opposition, that whenever he would come to power, Mr Ved Pal would be put behind bars. In his statement before the Vigilance Bureau, which he made a part of his application before the High Court, Mr Ved Pal denied various charges against him and said that he had always believed in purity in public life. He said it was not difficult for the government and the police to make false allegations against their political rivals. Many courts, too, had held that as part of political vendetta, power was often misused to implicate political rivals. Mr Ved Pal said Mr Justice R.L. Anand, while deciding the bail application of Mr Chautala on July 30, 1997, had expressed similar views, which were reiterated by other Judges also in a petition filed by former Chief Minister, Bhajan Lal. Mr Ved Pal said while deciding a case of alleged amassing of wealth disproportionate to their known sources of income by Mr Chautala and his sons, the High Court observed that in today’s politics it was not extra-ordinary to level such allegations.

Bandh call by
Beopar Mandal Rohtak, February 27 The intervention by Mr Mishra has attained significance in view of the proposed visit of Prime Minister Atal Behari Vajpayee to Haryana on March 6. Mr Mishra, it is learnt, would discuss if the bandh would have any impact on the visit of Mr Vajpayee. Meanwhile, the state unit of the CPM has supported the bandh call given by the Beopar Mandal. The Haryana Vikas Party and the Haryana Pradesh Congress Committee have also earlier supported the bandh. The CPM in a statement issued here today, said following the hike in power tariff and imposition of various trade and professional taxes on small and petty traders, resentment had spread among citizens. The imposition of the house-tax bypassing the municipal councils, had aggravated the situation, the party said. The Secretary of the state unit of the party, Mr Inderjit Singh, said because of the liberalisation policy of the Vajpayee government, the small and medium traders had been ruined. Mr Laxmi Chand Gupta has alleged that the Chief Minister is issuing misleading statement so as to frustrate the March 5 bandh call. He cautioned the people, especially the traders, not to be ‘misled’ by these statements. Mr Gupta appealed to Mr Bajrang Dass Garg, President of the other Beopar Mandal, to participate in the proposed bandh so as to present a united front to the government. |
Chautala befooled
people: Bansi Sonepat, February 27 Talking to mediapersons here, he said now the Chautala government had let loose a reign of oppression against the farmers for the recovery of outstanding dues. He also alleged that heavy penalty was being illegally imposed on other categories of farmers in the name of power theft. He said the Chautala government, instead of giving power to the farmers free of cost had increased power tariff. Apart from the farmers, the hike in power rates had badly affected all categories of consumers, he added. He also said the government had increased power rates several times but no steps had been taken to provide adequate electricity to the people. Mr Bansi Lal said the repeated announcements made by Mr Chautala at the time of the Vidhan Sabha elections about providing power and water free of cost to the farmers, had proved to be a hoax. He also criticised the decision of the government to link the clearance of power arrears with the issuance of various certificates and licences, which was causing hardships to the people as they had to visit the offices frequently to procure no-due certificates. The HVP leader also accused the Chautala government of ignoring the interests of the farmers of the state. He said the government had failed to provide remunerative prices to the farmers for their produce. During the past 18 months, the farmers had to sell their paddy below the support price whereas during his regime, the farmers got higher price for their paddy than the support price fixed by the government. |
‘Set up kisan markets on periphery of Delhi’ Chandigarh, February 27 Mr Som Pal was speaking at a seminar on ‘Haryana’s development — innovative possibilities’. He said the ongoing schemes should be minutely reviewed and those which had become redundant should be weeded out. He said Haryana had created a niche for itself in the foreign investment sector. Japanese entrepreneurs were especially looking towards Haryana with renewed interest. The state now figured in their decisions on setting up new ventures. Mr Som Pal suggested that at least five or six kisan markets should be set up on the periphery of Delhi so that farmers did not have to go to
‘arhtiyas’. This would prevent losses incurred by them during such transactions and consumers would get quality products. He was of the view that the private sector should be encouraged to make arrangements for foodgrain storage at its own level. He said that ponds for fish farming should be dug in the areas which were affected by
waterlogging. The ground -water could also be utilised for this purpose instead of being treated. Bee-keeping should also be encouraged to enhance the income of farmers. He said the thrust should be on the growth of aromatic and medicinal plants which were essential in the preparation of ayurvedic medicines and in naturopathy. He lauded the Animal Husbandry Department for taking up embryo transplantation for improving the breeds of cattle. The Haryana Finance Minister, Mr Sampat Singh, urged the Planning Commission to give more central assistance to boost the economy of Haryana, which had carried out development activities in various fields by investing its own resources. Symposium at REC on March 2 Kurukshetra, February 27 Stating this here today, the Principal of the college, Dr N.P. Mehta, said during the three-day symposium, papers on various engineering subjects would be presented and seminars on remote sensing and network convergence would be organised. Remote sensing seminar would be presided over by Mr S. Adiga, Director, National Remote Sensing Centre, Bangalore, while the seminar on network convergence would be presided over by Mr N. Biswas, Senior Executive, Tata Consultancy Services, Noida. Executives from various companies would talk about the future of information technology in India. A technical modelling session would also be held. |
Crime on rise
in Fatehabad Fatehabad, February 27 Mr Ashok Kumar, shopkeeper of the local Hans market, was allegedly stabbed by an unidentified youth last evening when he was counting cash in the shop. The assailant allegedly tried to snatch cash from him and fled the scene after stabbing him when he raised the alarm. In another incident, Mr Kuldeep Singh of Defence Colony, Hisar, and his wife were robbed of gold ornaments weighing 16 tolas when they were travelling in a roadways bus to Fatehabad. The couple was to join a marriage party at Ayalki village but some persons stole the ornaments from their suitcase by cutting the suitcase. In yet another incident yesterday, thieves broke into a shop in the local grain market and stole valuables worth thousands of rupees. Earlier, a vehicle thief was caught by the local residents while he was trying to steal a new Hero Honda motor cycle from the grain market. He was later handed over to the police. |
No action against pesticide dealers Chandigarh, February 27 The statement assumes significance as over 20 petitions by insecticide dealers are pending before it. Following the statements, three of the petitions have been dismissed as withdrawn or infructious. Counsel, after receiving instructions from Kaithal’s quality control inspector, stated that prosecution against Haryana agencies shall be withdrawn by the state. In another case, counsel stated that the state wished to withdraw prosecution against Rishi Markanda Trading Company in Kurukshetra district. The other cases are likely to be taken up tomorrow. |
Move on 6-day
week opposed Kurukshetra February 27 In a statement issued here today, the KUTA General Secretary, Mr Raghbir Singh Issar, said a delegation of the Association would meet the Governor and the Chief Minister in this regard. A delegation had already met the Vice-Chancellor in this connection. The KUTA Executive Council alleged that certain persons in the administration having vested interests, were bent upon to disturb the peaceful atmosphere of the university. He said official work of university offices and offices of teaching departments was going on smoothly since the implementation of five-day week and nothing against it had been reported and heard otherwise. Meanwhile, Mr Man Singh explained that after the amendment of Clause 12-A of the Statute in 1994, the autonomy of the university was totally curtailed. Now, the universities’ employees were getting nothing more than that of Haryana Government employees and there was five-day week in Haryana Government offices too. As such the employees of the university were fully entitled for five-day week, Mr Man Singh claimed. |
Reduction in power load
allowed Chandigarh, February 27 A spokesman for the nigams said earlier a minimum connected load of 2 kw was fixed uniformly for all consumers living in the urban areas. Now, if a consumer made a specific request that he had a connected load of less than 2 kw, a nigam official would verify the actual load on the premises. If it was found to be less than 2 kw, it would be taken as the actual load. He added that every domestic consumer would have metered power supply.

Steps to improve power
supply Sonepat, February 27 This was stated by the Chief Minister, Mr Om Prakash Chautala, while addressing party workers in Rohtak, Sonepat, Jind, Panipat and Karnal at a training camp at Gohana town, 35 km from here, on Monday. He said, 500mw would be generated within 18 months in the state. Moreover, the sixth unit of the thermal power plant with a capacity of 210 mw at Panipat would start power generation next month, he added. Mr Chautala asserted that his government was pro-farmer and would safeguard their interests. He promised to give bonus to the farmers for their wheat crops if the Centre did not increase the wheat support price for the current season. The state government he said, had started a new scheme for promoting the breeding of milch animals in many districts of the state. Referring to the supply of canal water Mr Chautala added that his government had given Rs 12 crore to Punjab for the desilting of the Bhakra canal for getting adequate quantity of canal water. He asked the farmers to take advantage of government schemes for the extension of power load for their tubewells and deposit the amount of electricity bills. |
Rape victim seeks case
registration Faridabad, February 27 An incident of similar nature has come to light when a victim had to approach the authorities concerned in the district for a medical examination and get a case registered against the accused. According to information, a married woman (35) of Bahin village in Hathin subdivision in the district was allegedly raped by a resident of the same village when she had gone to answer nature’s call on the outskirts of the village about a week ago. According to a kin of the complainant, the local police, when contacted for lodging an FIR against the accused, took no action despite appeals. The victim’s kin then met the SDM, who reportedly sent the victim for a medical examination to the medical officer concerned. Still no action was taken and they finally decided to meet the Deputy Commissioner. The victim and her family met the DC today. The DC referred the victim to Badshah Khan (Civil) Hospital here for a medical examination and directed the officials concerned to register a case and arrest the accused. |

suicide Faridabad, February 27 According to police sources, the victim, identified as Krishna, hanged herself with the help of a “dupatta” in her house yesterday when she was alone. Guard shoots at man Ambala, February 27 The incident took place when Rinku, a local resident, brandished a weapon allegedly at a security guard posted in front of a house. When the guard challenged Rinku, an altercation took place. The guard, who is a former armyman, shot at Rinku at his leg. He was admitted to the Civil Hospital from where he was referred to the PGI, Chandigarh, on Tuesday. In similar incident on Monday, Seema was shot at by a youth. The incident had taken place in Jandli. Seema’s parents had gone out to attend a marriage when the incident took place. A youth came to her residence and tried to eve-tease. She objected to the youth, who left the area. Later, the youth returned along with another youth. On seeing the duo, Seema tried to run to her neighbour’s residence. Then the youth allegedly shot at her. Seema has been admitted to a hospital here where her condition is stated to be stable. |
Dreaded UP criminal
nabbed Ambala, February 27 The criminal Budhu, alias Kala, who is involved in several cases of murder, dacoity and kidnapping for ransom, was arrested from Rai Market, in the Ambala Sadar area. Mr Sandeep Khirwar, SP, said Budhu was arrested by a police team led by the Ambala Sadar police station SHO. “Budhu was coming from Chandigarh and he was headed for UP,” he said. He said a case had been registered against 29-year-old Budhu. “The SP and the Additional SP, Saharanpur arrived last night with regard to his arrest,” he said. Mr Khirwar said he was nabbed on the basis of suspicion.
Shopkeepers block
Kalka-Ambala Highway Pinjore, February 27 The irate shopkeepers of this township reportedly blocked the highway at about 2.30 pm, when a police party from Karnal picked Mr Ajay Bansal, who runs a jewellery shop here, interrogated him for purchasing some gold items from an unidentified person some days ago. The cops thrashed him in the market and then took him to Karnal blindfolded, alleged Mr Vijay Bansal, a former Chairman of Market Committee, Pinjore. Sources said that a Karnal police party had reportedly come to the township because a thief, who was arrested two days ago, disclosed selling 800gm of gold to Bansal Jewellers in Pinjore after committing a theft. Shopkeepers alleged that the Karnal Police party forcibly took four sets of gold jewellery and Rs 20 lakh cash from the shop, apart from arresting Ajay Bansal. Following the police action shopkeepers pulled down shutters of their shops and blocked the road protesting against the local police for not restraining the Karnal police cops from arresting a local resident, without taking permission from senior Panchkula police officers, he said. Tension gripped the township as some residents pelted stones on police which injured over six cops. The police resorted to a mild cane charge injuring dozens of protesters. Four vehicles, including two cars, a jeep and a scooter, were damaged in the action. The helpless passengers shifted restlessly on seats as long route buses plying between Delhi and Shimla and even beyond, lined along the road behind trucks and honking cars while the agitators, sitting in the middle of the highway, shouted slogans. After being informed about the protest, various other shopkeepers also join the agitation. It being the only approach road, a large number of commuters had to walk miles to reach their destinations. The shopkeepers were seen arguing with the police personnel who were trying to disperse the crowd.
Poetry recitation contest results Ambala, February 27 Fifteen teams from Haryana and Punjab participated in the competition. Kulwant Kaur and Jagminder Pal Kaur of Government College, Dera Bassi, won the running trophy. Sukhjinder Kaur of Government College, Ambala Cantonment, won the first prize, while Jasdeep Kaur of GMN College, Ambala Cantonment got the second prize. The third prize went to Sunil Baggar of SD College, Ambala Cantonment. Special prize on Udasi’s poetry and prize on original peom were awarded to Ramesh Singh Anmol of DAV College, Ambala City. Three consolation prizes were awarded to Anuradha, Neeru and Girish Kumar. Prof Gurdev Singh Dev said this competition would be an annual feature. Among others, Maj A.S. New flood control schemes cleared Chandigarh, February 27 This decision was taken at the 32nd meeting of the board chaired by the Chief Minister, Mr Om Prakash Chautala. The board also sanctioned Rs 12.88 crore for 60 ongoing schemes besides approving Rs 22.11 crore for 58 schemes which had been approved earlier but on which work was yet to be started. The Engineer-in-Chief, Irrigation, told the Chief Minister that in order to combat floods, all works would be completed well in time before the monsoon. |
