Gohana to be made district soon
SONEPAT, Jan 28 — Gohana subdivision will soon be a district and mini-secretariat will be constructed by the state government to house all government offices and civil and judicial courts there.

5,000 get power load enhanced

Gohana to be made district soon

SONEPAT, Jan 28 — Gohana subdivision will soon be a district and mini-secretariat will be constructed by the state government to house all government offices and civil and judicial courts there.

This was announced by Chief Minister Om Prakash Chautala while presiding over a “janata darbar” organised in connection with the “sarkar aapke dwar” programme at Gohana town, 35 km from here, yesterday.

He also accepted the demands of lawyers and directed the Deputy Commissioner to take effective steps for holding the court of the District Consumers Forum for two days every week at Gohana. He also announced a grant of Rs 1 lakh out of his discretionary fund for the purchase of furniture and books for the Bar Room at Gohana.

The Chief Minister listened to the complaints of 275 persons and sanctioned development schemesworth about Rs 10 crore for 88 village panchayats of Gohana and Baroda Assembly constituencies of the district.

Mr Chautala took serious note of the complaints of the farmers regarding the shortage of canal water and its non-reaching at the tail-end villages and directed the officials to take effective steps in this regard.

The Chief Minister laid the foundation stone of Rs 3.50 crore new Subji-Mandi and a Rs 60 lakh bridge on the diversion drain No. 8 near Bilbilan village.

5,000 get power load enhanced

HISAR, Jan 28 — Nearly 5,000 consumers of the town have got their power load enhanced under the Voluntarily Disclosure Scheme (VDS) of the Dakshin Haryana Bijli Vitran Nigam (DHBVN).

The DHBVN had given a chance to the local consumers to get their unauthorised loads regularised from January 15 to 26.

A spokesman of the nigam said here today that the nigam had charged Rs 55 lakh from the erring consumers while the consumers had received a rebate of Rs 90 lakh by declaring their loads under the scheme.

He said the faulty meters would be replaced by electronic meters and the cost would be borne by the consumers. The campaign to check power theft would start again in the town soon and the VDS would not be extended in the town, he added.

It may be recalled that officials of the nigam had started a campaign against power theft in residential areas of the town last month as the line losses of the feeders situated in these colonies had crossed the 50 per cent mark.

Forced by the situation, nigam officials raided the houses and imposed heavy fines on consumers after which the consumers launched an agitation. They demanded that the nigam should give a chance to them to voluntarily declare tempering or excess loads. Following this, the nigam announced the scheme for the local consumers and stopped raids in the town. Some local residents have demanded that the scheme should be extended.

Clinic to take care of teenagers

ROHTAK, Jan 28 — The government reportedly is contemplating on setting up an “adolescent care clinic” at Pt B.D. Sharma PGIMS to provide consultation to the adolescents of the region pertaining to their physical, social and psychological problems by the end of this year.

According to sources, the Health Department has asked the PGIMS authorities to submit a report in this connection at the initiation of Indian Academy of Paediatrics (IAP). A committee comprising certain senior doctors of the PGIMS has reportedly sent the proposal for establishing such clinics not only in the PGI but also a village and urban (slum areas) level.

It is learnt two hours, from 2 pm to 4 pm on every Saturday, were proposed to be allocated exclusively to the adolescents at this unique clinic in the PGI. The experts in gynaecology, skin and VD, social and preventive medicine, paediatrics, psychiatry, eye and dental departments would be available during the specified hours to answer queries of adolescents and to provide them medical treatment in accordance with their physical and psychological disorders.

Dr D.R. Gaur, Joint Secretary, Indian Association of Adolescent Health and Designated president, Haryana State Chapter of Indian Academy of Paediatrics told the The Tribune that the adolescents required an emergency and exclusive treatment to their physical, social and psychological problems as their personality takes shape during this crucial age.

He said advisory, service providing and monitoring committees were proposed to be set up for smooth functioning of the said clinics which would go a long way in tackling the problems and disorders of teenagers.

He said taking keen interest in the welfare of adolescents the IAP has declared to observe August 1 as ‘teenage day’ and from July 25 to August 1 as ‘teen age week’. Besides, he said the IAP would observe this year along with the next year as the years of establishing adolescent care clinics in as many hospitals as possible. The academy also proposed to establish ‘teenage care wards’ in 2003-04, he added.

Dr Gaur said an adolescent might face physical problems including bed-wetting, dandruff, pimples, skin infection, defect in ear or eye overweight, underweight etc. Some adolescents might be suffering from social problems like gender discrimination, misleading friends and difficulties in inter-personal relationships and communication.

A majority of adolescents feel hesitation in discussing their sex-related problems because of their improper sexual concept. It might cause frustration or depression among them. He said a number of adolescents might confront with emotional problems like loneliness, lack of freedom, anxiety regarding career and love marriages, the process of child birth and struggle for identity. Besides, he said a child might face educational problems, including lack of guidance and proper counselling and lack of opportunities for preferred fields.

Dr Gaur suggested that the teachers and parents should help students to have confidence in their own judgements and values and that the teachers should have a positive approach to sex and family life education. He stressed the need to educate married women and even teenaged girls regarding family planning.

He said a survey conducted by the IAP revealed that 55 per cent of teenaged girls shared their views with friends, 23 per cent with their mothers and only 13 per cent with their sisters. Therefore, he said the friend circle of teenagers required a special attention of parents as it played a vital role in shaping the personality of adolescents.

Haryana to face power cuts

CHANDIGARH, Jan 28 — Haryana is in for major power cuts. The power availability to the state has been drastically reduced by about 600 mw due to a shutdown taken by the Gas Authority of India for maintenance on its gas pipelines.

An official spokesman said here today, that the shutdown had been taken by the Gas Authority of India till January 31. As a consequence, the supply of gas to the Faridabad gas-based 436-mw power station has been cut drastically and the generation of power from this plant has gone down by nearly 50 per cent. The generation at the Maruti Udyog’s gas-based units in Gurgaon have also been adversely affected.

All 2892 mw of power was not available on the northern grid as on today due to the gas shortage, overhauling, maintenance and damage to various plants. Haryana’s loss of share in this was nearly 600 mw.

He said there would be a shortfall of 25 per cent to 30 per cent in the power supply to the state. While the restoration of normal gas supplies was being expedited by the agencies concerned, in the given situation substantial power restrictions would have to be imposed on all categories of consumers in Haryana over the next three days. He said the power supply would be regulated on a rotational basis to minimise inconvenience.

The spokesman appealed to the consumers to contact their nearest electricity office for details of the power restrictions in their areas.

Abhey Chautala pins hopes on PM’s visit

FATEHABAD, Jan 28 — The Indian National Lok Dal MLA from the Rori Assembly constituency, Mr Abhey Singh Chautala, said today the February 3 Kurukshetra rally of the Prime Minister, Mr Atal Behari Vajpayee, would usher in a new era of development in Haryana.

Talking to mediapersons here, Mr Abhey said it was the first instance that Mr Vajpayee was coming to Haryana on an official visit on the invitation of the Haryana Chief Minister, Mr Om Prakash Chautala.

He said the people of Haryana had been pinning high hopes on the visit of the Prime Minister and he hoped that Mr Vajpayee would make some announcements for the benefit of the people.

He said the state government had put in all efforts to mark the rally a grand success and claimed that lakhs of people would go to Kurukshetra to attend the rally.

He criticised the opposition parties in the state, particularly the Congress and the Haryana Vikas Party, for spreading a disinformation campaign against the state government.

Mr Abhey expressed grief over the unprecedented loss of life in the Gujarat earthquake and said the state government would do its best to mitigate the problems of the sufferers.

Earlier, addressing party workers in the local Ram Sewa Samiti Dharamshala, he exhorted them to mobilise people to attend the February 3 rally.

SONEPAT, Jan 28 — Mr Azad Singh Nehra, president of the district unit of the human rights cell of the Haryana Pradesh Congress Committee, today charged the Indian Natinal Lok Dal (INLD) supremo, Mr Om Prakash Chautala, of befooling the people of the state, especially farmers before coming to power, by making promises like waiving off their power arrears.

In a press statement issued here, he also criticised the regime of Mr Chautala for allegedly issuing notices for resumption of agricultural land of those rural consumers who have not paid their power bills. He also criticised the decision of the government to link clearance of power arrears with issuance of various certificates and licences which was causing hardships to the people.

ROHTAK, Jan 28 — The Haryana Vikas Party President and a former Chief Minister, Mr Bansi Lal, has alleged that the government was hatching a conspiracy to grab the property of the Canal Department in Delhi worth several millions.

In a statement issued here today Mr Bansi Lal demanded that the government should apprise the people of the welfare schemes for which the government had to sell its property.

He alleged that the government spared nobody and imposed taxes on “rehriwals” “halwais”, bakery owners, traders etc. He said the registration fee for vehicles was hiked by nearly 10 times, power tariff and bus fare were hiked enormously.

He said the Chief Minister was trying to get the credit by announcing various development works during “sarkar aapke dwar” programme for which funds were granted by the Union Government under the Rural Development Schemes.

Mega employment plan for 1 cr youth

KURUKSHETRA, Jan 28 — The Culture and Tourism Ministry has formulated a scheme to give employment to one crore youth of the country for 10 years.

This was announced by Mr Ananth Kumar, Union Minister for Culture and Tourism, while inaugurating a national-level seminar on “Antiquity of Vedic Sarasvati River Researches and the Future Prospects of its Revival” organised at the local Gita Niketan School today. He suggested a plan would be formulated in the country to join the Ganga and Yamuna rivers with Krishna, Cauvery and Godavari in the South to put to optimum the available water resources.

In his address, the Union Minister of State for Home Affairs, Mr I.D. Swami, said the existence of paleo-channels, as revealed by the overlapping photographs taken by satellite surveys, was one of the landmarks in the history of Indian rivers in general and the Sarasvati in particular.

Liquor trader stabbed to death

ROHTAK, Jan 28 — Three persons allegedly stabbed a liquor trader to death when the latter refused them to sell liquor on credit at nearby Kharkara village today.

According to police sources, Rajiv alias Nanha of the village reached the liquor trader, Rohtas and demanded a bottle of liquor on credit. He threatened Rohtas with dire consequences when the latter refused him to do so. After some time he, along with his friends Balraj and Balwan, again went to the liquor vend and allegedly attacked Rohtas with knives and sharp-edged weapons.

Rohtas died on the spot. The Meham police has registered a case under Sections 302/34 of the IPC. However, no arrest has been made so far. In a separate incident, a farmer of Kahnaur village died at the PGIMS today after he ‘accidentally’ inhaled the fumes of some insecticide while spraying it in field.

According to reports, the condition of Jai Singh deteriorated when he was spraying some insecticide in the field. He was admitted to the PGI where he died.

The body was handed over to the family after a post-mortem examination.

Cleanliness drive from Jan 30

FATEHABAD, Jan 28 — Haryana Chief Minister Om Prakash Chautala will launch a cleanliness drive from here on January 30, the death anniversary of Mahatma Gandhi. The drive will continue for a week.

The Deputy Commissioner, Mr Anil Malik, convened a meeting of the senior officers of the district administration associated with this drive at the local Bal Bhavan. SDM Fatehabad R.K. Chouhan, SDM Rattia S.K. Setia, SDM Tohana Shakti Singh, District Education Officer Shri Ram Jakhar, the secretaries of all three Municipal Committees and market committees of the district besides representative of various social organisations were present on the occasion.

The Deputy Commissioner said the state government had decided to launch a cleanliness drive on January 30 to commemorate the birth anniversary of Mahatma Gandhi. He appealed to the residents and social organisations to participate in this drive to make it a success.

Meanwhile, the INLD workers throughout the state have been directed to involve themselves in the drive.
