Demonstration by MUL employees GURGAON, Oct 21 — Workers of the Maruti Udyog Ltd (MUL) today took out procession and submitted a memorandum to the Governor of Haryana through the Commissioner of Gurgaon Division, urging for his intervention to break the deadlock between them and the management. The workers,who are agitating under the banner of the Maruti Udyog Employees Union (MUEU), urged the Governor for the withdrawal of Secton 144 of the Cr PC imposed around the factory by the district adminstration. They further urged for the reinstatement of the workers terminated and withdrawal of cases against those who have been suspended. The workers sought intervention of the Governor for ending the stalemate between them and the management and for acceptance of the demand of the MUEU.The workers are demanding increase in incentives.The management has taken the stand that it had already notified the increase substantially and was not in a position to further increase it to the level demanded by the union. They also raised objections to the management’s stand of procuring mandatory signatures of workers on a “Good Conduct Certificate” before resuming duties. The leades of the MUEU alleged that the district administration was playing a partisan role in favour of the management. At the corporate level the management apparently remained non-chalant and gave no indication of withdrawing or diluting the mandatory signatures by the workers on the Good Conduct Certificate. Among others the president of the Haryana Nirman Morcha, Mr Karan Dal, the Congress MLA from Rewari, Capt Ajay Singh and his party leaders and the BJP stalwart, Mr Sita Ram Singla took part in the procession.

Monumental neglect of
martyrs HISAR: More than two dozen statues of leaders and martyrs at various places in the town have fallen on bad days. A statue of the martyr Rajguru was installed in Rajguru Market here 25 years ago. It was put up in a triangular plot surrounded by roads. About a dozen generator sets have been installed in the open space around the statue by the shopkeepers. The smoke from the generators has turned the white marble likeness of the martyr into a dark object difficult to recognise. The sweepers also use this place to dump garbage. His companion Bhagat Singh’s statue is also in a similar condition. There are half a dozen rehris selling snacks around the statue located near the Parao Chowk. The customers throw the leftovers and disposeable plates in the open space around the statue. The place has also been converted into a make-shift rickshaw stand. The marble statue of the Father of the Nation, the oldest in the town, is also not in a good condition. It was installed just after Independence in the centre of the walled city. The crossing was named Gandhi Chowk. At that time there was a big park around the statue. But as the market grew cobblers and rickshaw drivers occupied the open space. The statue now stands on a small platform. Shopkeepers have installed generator sets around the statue. Some years ago, all generator sets around the statue were removed after a local admirer of Bapu warned of legal action against them. But the shopkeepers installed the sets again after some time. A Gandhian, Mr Jagat Saroop, has demanded that the statue be shifted to a bigger park as the place had become too congested. He said the town owned it to the Mahatma. The condition of Balmiki’s statue situated at Telian Pul is also not good. After a year of its installation the railing around the statue has been damaged at several places. The Municipal Council, which is supposed to maintain all these statues, has failed to install the statue of a former administrator, the late M.L. Verma. His statue has been lying dumped in the council’s library for the last many years. Mr Verma was a popular bureaucrat who had beautified the town. The President of the local BJP unit Mr Rajesh Gour, has criticised the district administration for its inability to maintain the statues. He said all the generators and encroachments on the open spaces around the statues should be removed immediately. |
College gets facelift for CM’s
darbar FATEHABAD, Oct 21 — Under the second phase of the “sarkar aapke divar” programme, the Haryana Chief Minister, Mr Om Parkash Chautala, will hold an open darbar in the local Manohar Memorial College tomorrow. The district administration and the management of the college are busy making arrangements for the programme. The college and the road leading to it are being given a facelift. Mr Chautala will redress grievances of the people on the spot. The local INLD MLA, Mr Leela Krishan Chowdhary, has been touring villages in the district for the past three days. He visited Khan Mohammad, Dhani Dhaka, Museali, Dhani Thoba, Dhani Chanchak, Sehnal, Munshiwali, Dhani Chhatterian, Dhani Issar, Karian, Banawali, Mallar, Dhani Bijan Lamba, Hamjapur, Sukhmalpur and Chandokhurd villages. He was accompanied by Mrs Krishana Poonia, President of the women wing of the INLD, Mr D.D. Verma, Mr A.P. Batra, Mr Sushil Narang, Mr Mehar Chand and Mr Jug Lal Tuteja all INLD leaders. Mr Chaudhary asked the villagers to reach Fatehabad on October 22 for the redressal of their grievances. The Deputy Commissioner, Mr Anil Malik, told this correspondent that the district administration had already completed work on many projects that were announced by the Chief Minister during the first phase of the programme while work was in progress in others on a war footing. He said the Chief Minister had made 783 announcements involving 26 departments during his last open darbar here, of which work on 395 projects had already been completed. He said the implementation of 98 announcements had been kept pending of which 47 were regarding opening new veterinary hospitals and 19 regarding upgradation of schools. He said a sum of Rs 64.06 lakh had been distributed among 973 unemployed youth as subsidy under the DRDA schemes. Under the Jawahar Gram Smridhi Scheme, Rs 179.61 lakh had been spent on development works in villages. The HRDFA, he said, had issued Rs 3.97 crore to the XEN Panchayati Raj, of which Rs 3.46 crore had already been spent on development works. The Irrigation Department had completed work on the Gorakhpur Rangoi drains. The Dakshin Haryana Bijli Vitran Nigam, he said, had augmented the capacity of the Rattia power station in the district. The nigam had also taken up a number of other projects announced by the Chief Minister.

Ban on paddy movement goes,
blockade lifted FARIDABAD, Oct 21 — The 36-hour long blockade of traffic on the national highway No. 2, by farmers of Uttar Pradesh near the border was lifted this morning following the reported decision of state government of withdrawing the ban on paddy arrivals from neighbouring states. A large number of vehicles and tourists were stranded on both sides of border due to blockade of the farmers who were protesting against the ban. Intervention by political leaders and district officials of Faridabad and Mathura district had earlier failed to persuade the agitating farmers. A former Union Minister, Mr Ajit Singh, also visited the place this morning and reportedly agreed to the stand of farmers to have the freedom to sell their agriculture produce anywhere including across the borders of a state. He also assured his support to the demand of the farmers of UP to sell their paddy in mandis of Faridabad district. Earlier, the blockade had resulted in long queues of vehicles on both side of the border near Hodal town. A police official claimed that traffic jam had got cleared and stranded vehicles had started moving towards their destinations. It is also reported that the Haryana police has removed its “barriers” on the border and as a result hundreds of tractor-trailers loaded with paddy reached Hodal Hassanpur and Palwal mandis. About 60 to 80 per cent of total produce procured in these mandis is from UP farmers. The arhatias who had gone on strike at Hodal mandi on Friday also resumed work. |
Haryana Assembly poll rolls ready for inspection YAMUNANAGAR, Oct 21 — Summary revision of Electoral Rolls of all five Assembly segments namely Yamunanagar, Jagadhri, Chhachhrauli, Radaur and Sadhaura would be undertaken from November 2 to November 30. This was disclosed by District Election Officer-cum-Deputy Commissioner Mr Rajiv Sharma here today. He said that as per directions of the Election Commission of India, revision of Electoral Rolls of all Assembly constituencies is to be made. He said that the draft publication of Electorral Rolls would be made on November 2, 2000 after that claims and objection could be filed up to November 30, 2000. He said that a special campaign for receiving the claims and objections would be organised by the designated officer at the publication centres on November 11 & November 12, 2000 and November 25 & November 26. Disposal of claims and objections would be done on December 3, 2000 and final publication of the Electoral Rolls be made on January 2, 2000. He said that electoral rolls of all Assembly segments would remain available on all publication centres including all the Polling Stations for inspection of the public with the Designated Officers. He advised the public of all constituencies to make it sure whether their names exist in the current Electoral Rolls. He said that every citizen who had attained the age of 18 years on or after 1.1.2000 is eligible to get his name enrolled in the voter list of the part/polling station in which he originally resides. He said that all voters should inspect the rolls of Polling Station concerned and if their names did not exist in the E/Rolls. They should submit their claims, objection and correction in the prescribed forms No. 6, 7 and 8 to the concerned Electoral Resigtration Officer of the Assembly constituency or designated officers appointed by the election office at the polling booth on the campaign dates. He added that all prescribed forms can be had from the designated officers, E.R.Os and District Election Office free of cost. Hand written Cyclostyled or Photostat forms can also be used if they are on the prescribed form, he added. The Deputy Commissioner told that application forms can be submitted by the individual concerned or through his authorised agents. Claims submitted in bulk will not be entertained. He said that if a person is already registered as voter in a Assembly segment and thereafter has changed his residence, he before submiting his claim should get his name deleted from the roll of the constituency before getting his name registered at his new place of residence. Registration of names in two constituencies is an electoral offence which entails an imprisonment of one year or fine or both, he added. |
Rally held to protest against ‘false’ case REWARI, Oct 21 — Activists of the Rashtriya Navchetna yesterday organised a rally at the Moti Chowk here to protest against the registration of a criminal case on charges of abetting suicide suspected to have been committed here on October 9 by Nisha Yadav president of the Women’s Wing of the Rashtriya Navchetna) against Mr Vijay Somani, convener of the organisation. The protest followed a complaint lodged at the city police station by advocate Jawahar Lal Sachdeva and 10 others. Most of them were reportedly Congress activists and supporters of the local Congress Legislator Capt Ajay Singh Yadav. Capt Ajay Singh Yadav had asked the DGP, Mr S.P.S. Rathore, to do the needful in the matter. Later Captain Yadav had also met the Haryana Governor Babu Parmanand seeking an impartial inquiry into the circumstances leading to the death of Nisha Yadav. Certain office-bearers of the Rashtriya Navchetna also met the Governor and sought withdrawal of the “false” case. The rally was addressed by Mr Roshan Lal Arya, former legislator of Yamunanagar, Mr Balbir Singh, general secretary of the All-India Gujjar Mahasabha, Mr Kishan Chaudhary, former chairman of the Nanaul Municipal Council and Mr Vijay Somani. They flayed Captain Yadav for politicising the issue and demanded withdrawal of the case. They assured the cooperation of the Rashtriya Navchetna in any official enquiry conducted into the case. Mr Om Prakash Yadav, father of the deceased, also addressed the rally. He explained that his daughter Nisha Yadav, who was on her way to Delhi on October 9 complained of uneasiness. She was rushed back to Rewari. She could not be saved despite medical help. |
4 forest officials suspended for illegal
felling JHAJJAR, Oct 21 — A case of illegal felling of trees of the Froest Department with the involvement of department officials has been detected in Khanpur-Baujholary forest beat of the district. According to highly placed sources, Divisional Forest Officer Mr Balwant Singh raided the spot in this forest range and seized the 2094 cubic metre forest wood. Sources say that five department officials, involved in felling in alliance with private contractors, were cought red-handed and four of them has been suspended including three guards and one Daroga (Sub Inspector). Divisional Forest Officer has also recommended the suspension of a range officer who is also said to be involved in this illegal business. Involvement of district Forest Officer Raman cannot be ruled out. The felling was being executed against the ruling of Superme Court in which the court has directed that the Forest Department cannot hire the services of private contractors for cutting of trees and the department should do this job on its own. However, in this case the department official in alliance with private contractors cut around 2094 cubic metre wood worth lakhs of rupees. Surprising the department sold this timber by auction on September 6, even when the felling had not begun. The department also did not deposit the reserve prize for felling with the government. In a bid to conceal all these irregularities these official sent the fake bills of around Rs 3.50 lakh to the Auditor-General office in Chandigarh showing that this money had been spent on the collection of felled trees. Such cases of illegal felling has been reported earlier also in this district. |

JBT teachers’ case CHANDIGARH, Oct 21 — A Division Bench of the Punjab and Haryana High Court today issued notice of motion to Haryana through its Education Secretary and various other respondents to show cause why a CBI (Central Bureau of Investigation) probe be not ordered into lapses made in the selection of JBT teachers in the state. Ms Sarita and 60 other petitioners, majority of them belonging to Gurgaon and Faridabad districts of Haryana have petitioned the high court seeking quashing of the selection list of JBT teachers against advertisement 1/99 issued on November 15, last year, of those candidates who do not possess D.Ed ( Urdu) for appointment in primary schools, which falls under Nuh, Tauru, Ferozepur Zirka and Punhana blocks in Gurgaon district and for Haathin block in Faridabad district in Mewat areas as the action of the respondents is in violation of the Statutory Rules, 1994, and the advertisement as they have preferred the State List of the posts of the JBT teacher, which were advertised at district level for interviews held by the district-level committees. The petitioners alleged that “these selections have been made for the district for which they have not applied /competed as such the same is arbitrary, discriminatory and against the law laid down by the high court and the Supreme Court of India. The petitioners sought restraining of respondents from making appointments from the selection list during the pendency of the writ petition and the case of selection be handed over to the CBI to make investigation within three months and till then further appointments be stayed. Record of the selection at district and state-levels be sealed for fair and thorough probe, the petitioner said further. The petitioner also sought their selection on a priority basis as they have passed Urdu up to matric level and also D.Ed in Urdu. At least six petitions against JBT teachers appointments have been filed by various candidates whose lists now runs into hundreds and in one of the petitiones a counsel without submitting the record had stated that one candidate’s name figure six times in the selection list like general, reserve,and in four districts and promised the court of submitting the relevant record on the next date of hearing. A Division Bench comprising Mr Justice V.S. Aggarwal and Mr Justice A.S. Garg has issued notice to the respondents for November 11. |
4 members of inter-state gang
held KURUKSHETRA, Oct 21 — Following the arrest of three out of four members of an interstate dacoit gang. Kurukshetra Police has claimed to have busted a four-member interstate gang of dacoits and has solved the murder of one person and looting incident occurred at a liquor vend near Samani village, 20 km. from here on May 28 last. Ring leader of the gang, Makhan and other two members Manoj alias Gora and Dr Tarsem Lal have been arrested. Stating this here today, the district police chief, Mr Desraj Singh said that confessing their involvement, during interrogation, the arrested dacoits said that on the night of May 28 last, they were planning to loot a petrol-pump but could not succeed due to more crowd. However, at around 10 p.m. on that night, when they were proceeding to Karnal in their car, they noticed a liquor vend on their way in G.T. road side and stopped their car at some distance from it. Mr Singh said that Makhan told the police that leaving Pokhar with the car, he along with Dr Tarsem and Manoj went to the liquor vend, purchased beer and consumed the same. They according to their plan, entered the liquor vend and looted Rs 22000 on pistol point. They said that when they were ready to leave the liquor vend after looting it, a trax vehicle arrived and three occipants of the vehicle alighted in front of the liquor vend. The Makhan and party snatched a bundle of Rupees 500 denomination currency notes from one of occupants when the later went inside to purchase liquor taking out one 500 currency note from the bundle. Now scuffle followed between they three occupants and the dacoits. They said that sensing touble, they opened fire on the occupants indiscriminately. Leaving one person dead and two others injured there, they reached near their car running through the nearby fields. They further said that then they went to Yamuna Nagar via Karnal and reached their rented house. They had been committing crime and avoiding their arrest, but, ultimately, they said that they were arrested yesterday. Mr Singh said that Makhan was a resident of Bada Gudda village District Sirsa, Tarsem Lal was a resident of Bhatt Majra village, Sirhind in Punjab and Manoj alias Gora Parveen was a resident of Purna Nagar in Bihar. They were actively operating in Haryana, Punjab and Rajasthan where dozens of cases were registered against them. These cases comprised looting of liquor vends and petrol-pumps as well as snatching of hired taxeis, Mr Singh added. |

Rs 1000 crore foreign capital
for Haryana HISAR, Oct 21 — The Finance Minister, Mr Sampat Singh, has claimed that the Chief Minister, Mr Om Prakash Chautala’s visit to South-East Asian countries had helped Haryana find identity at the international level. Addressing mediapersons here today, Mr Sampat Singh, who had accompanied Mr Chautala, said different industrial houses would invest Rs 1000 crore in the state in the near future. He said after this investment Haryana would become a leading industrial state of the country. The 21-member delegation, led by the Chief Minister, visited Japan, South Korea and Singapore last week to invite foreign investors to the state. He said the state government had signed a pact with the Infocom Authority of Singapore for collaboration in the fields of information technology, telephony, power and cargo handling. Mr Sampat Singh said two foreign trade organisations of Japan and Haryana would organise a joint trade fair shortly. He said the president of the YKK company had assured the delegation that it would invest Rs 82 crore in a plant at Bawal in Rewari. The Managing Director of the Honda Motors assured the Chief Minister that his organisation had decided to increase investment up to Rs 700 crore in two-wheeler manufacturing unit in the state. Mr Sampat Singh said many companies had also shown interest in information technology, power, environment and engineering sectors.

School dropout into inventions AMBALA, Oct 20 — A school dropout and an inventor, although, it may sound incredulous but a local village youth Prem Singh Saini has managed to be just that. Prem Singh Saini, talking to Chandigarh Tribune, stated that he had invented an environment robot. “The environment robot is very useful as it can easily identify for example water and oxygen. At a time, when perhaps millions must have been spent on the robot put on Mars, my invention is very very cheap compared to that,” he said. The environment robot is not all. Prem Singh has invented a security system and more importantly, he claims to have invented a method for ensuring that train accidents do not take place. For a person, who dropped out of school after class XI as his teachers failed to answer his `simple’ queries like “why does the earth rotate and revolve”, Prem Singh is obsessed with experimenting with electronic gadgets. Prem Singh said the only thing which he now lacked was financial support and latest equipments for making strides in the electronic sphere. “I have been running from pillar to post for recognition and monetary support from government organisations but to no avail. The various government organisations do not seem to be interested in my inventions which I am sure would be of benefit to the nation,” he said. The innovations of Prem Singh include a bank security system, a method to cook vegetables automatically and an automatic bed tea system. Talking about the invention to check rail mishaps, Prem Singh said it was a device which would give a warning to the train driver. Despite the warning, if the train driver fails to stop the train the device would automatically ensure that the train comes to a halt. “I am deeply disappointed as the researchers are keen to know my opinion, but they are not ready to give me the opportunity to work with sophisticated electronic equipment,” he said. Prem Singh said that the only thing which he was keen for was a sophisticated laboratory where he could work to his hearts content. “I just want a laboratory where I can work hard so that I can make newer inventions,” he said. “I just hope that I get financial assistance so that I can set up my own electronic laboratory,” he added. Incidentally, Prem Singh is not at all willing to sell his inventions. He has turned down some offers from scientific instruments firms located in Ambala who were keen to acquire his inventions and market it. He is not even keen to leave the country. “I want to remain in India so that my country benefits from my inventions,” he said. |

Netaji’s life AMBALA, Oct 21 — To commemorate the foundation day of provisional government of Azad Hind by Netaji Subhas Chandra Bose on October 21, 1943, three-day celebrations are being organised by All India Forward Bloc (AIFB) in collaboration with Netaji Probe and Research Foundation, the ex-officers of the Indian National Army, and a number of organisations working in the name of Netaji, Mr T.N. Gupta, general secretary, AIFB, Haryana said here yesterday. A large number of activists from Haryana will participate at a public function being organised in Netaji Subhas Park opposite Jama Masjid in Delhi tomorrow. Distinguished speakers would pay tributes to the sacrifices made by INA soldiers and Netaji Subhas Chandra Bose and a patriotic cultural programme would be presented by artistes from Punjab, Mr Gupta said. He said that an exhibition on the life of Netaji and the activities of Indian National Army would be displayed in the Netaji Subhas Park. Later, a procession will start from the Netaji Subhas Park and after passing through Darya Ganj, Delhi Gate, Bahadur Shah Zafar Marg, ITO, would reach the city centre of Jawaharlal Nehru University, a release said. Mr Gupta stated that an international seminar is being organised in JNU. Among others, the Ambassadors of Russia, Japan, Korea, Vietnam, Cuba, China, Sri Lanka and Bangladesh are expected to attend the inaugural session.

Gupta group sweeps KUNTEA
poll KURUKSHETRA, Oct 21 — Mr Babu Ram Gupta (retd) group candidates made a clean sweep of the elections to the Kurukshetra University Non-Teaching Employees Association, which concluded here last evening. Mr Mann Singh of Mr Babu Ram group was declared elected as President by defeating the outgoing President, Mr Karan Singh by a margin of 306 votes. Mr Mann Singh secured 938 votes against 632 votes polled by Mr Karan Singh. The third candidate, Mr Bhim Singh Saini got 56 votes. Mr Mann Singh was General Secretary of the Association in 1998 while Mr Karan Singh had been President of the association for eight years and had held this post for the past four consecutive years. For the post of Senior Vice-President, Mr Tara Chand of Mr Babu Ram group, who polled 1000 votes, was declared elected to the post against Mr Panna Ram who won 631 votes. Mr Babu Ram group’s Mr Chandan Singh was declared elected Vice-president. He secured 948 votes against Mr Karan Singh group’s Mr Heera Singh who polled 676 votes. Similarly, Mr Raghubir Singh and Mr Yashpal Narang, both affiliated to Mr Babu Ram group, were declared elected General Secretary and Joint Secretary respectively. They defeated the outgoing General Secretary Mr Madan Gopal Sharma and Mr M.P. Seekri, both affiliated to Mr Karan Singh group, with margins of 302 and 282 votes respectively. Mr Babu Ram group’s Mr Mukesh Sharma polled 1001 votes and defeated Mr Karan Singh group’s Mr Subhash Chand who got 628 votes. Mr Rampal of Mr Babu Ram group, secured 963 votes and was declared elected as Treasurer against Mr Suraj Bhan who bagged 654 votes. Inquiry sought into girl’s
‘suicide’ JIND, Oct 21 — A 16-year-old girl, Jyoti of Amarheri village near Jind town, died under mysterious circumstances yesterday. Family members say Jyoti committed suicide by consuming poison. However, some residents of the village have alleged that the girl was raped by her relative and later forced to consume poison to hush up the matter.
The residents have demanded on inquiry into the cause of the death. The post-mortem was conducted at the local General Hospital.
According to police sources, the post-mortem report has revealed that the girl was not raped. |

Temple’s demolition
condemned FARIDABAD, Oct 21 — The Bajrang Dal has condemned the demolition of a temple at Sector 28 here by the authorities. It has released a list of 15 “mazars” here which have come up on government land.
The national convener of the Dal, Mr Surender Jain, who visited the disputed site here yesterday, alleged that while the state government was issuing notices or demolishing religious places of Hindus under the garb of anti-encroachment drive the authorities had kept their eyes ‘closed’ on encroachments by “non-Hindus”. He claimed there were at least 15 such structures here and no action had been taken against these so far. He released photographs of the structures and demanded that the anti-encroachment drive be done without discrimination. |

Students booked for
assaulting driver FARIDABAD, Oct 21 — As many as 25 students have been booked by the police for assaulting the driver of a Haryana Roadways bus and damaging government property near Palwal in the district.
According to police sources, these students had pelted the driver of the bus with stones and manhandled him for not halting near Alhapur village on Thursday.
The roadways staff had blocked the road for half an hour in protest. A case has been registered under Sections 332, 353, 186 and 427 of the
IPC.
