Official suspended for delaying
action ROHTAK, Oct 15 — The Deputy Commissioner, Mr Rajesh Khullar, has passed an order to suspend and charge sheet an official of the Uttar Haryana Bijli Vitran Nigam (UHBVN) responsible for inordinate delay in releasing compensation to an affected consumer. The order was passed at the monthly meeting of the District Grievances Redressal Committee held under the chairmanship of the Deputy Commissioner here. Mr Heer Singh of Kahnaur village complained that his two buffaloes died of electrocution on March 20. He alleged that his repeated appeals for the compensation were ignored by officials of the UHBVN. The Deputy Commissioner directed the authorities concerned to release the amount of the compensation within seven days and submit a report in this connection. Ms Rajwanti of Bhalaut village, alleged that her husband, Naresh, was killed in a scuffle with her father-in-law and mother-in-law two-and-a-half-years ago. Later, she was married to the younger brother of the deceased. She alleged that her in-laws maltreated her and threw her out of the house. She also charged her present husband with remarrying without getting a divorce from her. Mr Khullar asked the police to help solve the dispute between the two families. Ms Kailash of the Arya Nagar locality here alleged that Jeetu and Anand of the same locality took her teenaged daughter to some unknown place by alluring her on May 23. She said her repeated appeals to trace her daughter fell on deaf ears. Mr Khullar directed the police to take action in this regard. Meanwhile, it has been officially learnt that the girl has returned from Delhi to her parents. The panches of Lakhan Majra village had charged the Principal, Government Senior Secondary School, with misappropriation of school funds. The Deputy Commissioner had ordered an inquiry headed by the District Education Officer who stated in his report that the complaint was fabricated. As many as 15 of the 27 cases were settled at the meeting. |
Lottery menace on the
rise SONEPAT, Oct 15 — The spectre of lotteries is haunting this city. The trade has exploded to phenomenal heights. The lure of easy money has sucked in the young too. The tragedy is that the lottery trade has been authorised by the government and now lotterywalas can be seen almost on every street. The growth is attributed mainly to the advent of single-digit lotteries which unfortunately have again been authorised by various state governments. Enquiries have revealed that since earlier a lot of satta was being played on the last digit of various lotteries, the state governments thought of a novel idea and launched specific lotteries on which money can be put on the last digit. The result: Innumerable people can be seen standing at ramshackle put by lottery-sellers at various places betting unaccountable money everyday. Innumerable houses have been ruined by the lure of lotteries till now and with the number of people playing on lotteries rising everyday, there seems to be no alternative available except to ban them. One drawback is that there is no government legislation on control this trade as a result of which thousands of people are being duped everyday. This is possible because private lottery organisers take state government authorisation under some grab. The exemption are taken on different grounds, including that the proceeds from the lottery will be used for some educational or charitable purpose. A major evil now lies with the one-digit lotteries. This form of lottery has become immensely popular and thousands have been addicted to it. One-digit lotteries in the region are proving to be a social evil and those involved in the trade also feel that there is a need to eradicate them since a majority of the people indulging in them are adversely affected sooner or later. The police says that it has no authority to curb this practice as the daily lotteries are authorised. Besides, the vendors selling them also have valid “tehbazari” rights. The civic authorities are giving out “tehbazari” rights without a check, the police says. “We have no authorisation to remove these vendors. In fact, shops are offering vacant corners to lottery vandors for businesss”, it says. Informed sources said only one-digit lotteries could be used to launder black money. The real winner rarely claimed the money, they pointed out. Lotteries had even reached the villages. This might result in the people becoming more poor which, in turn, might increase the crime rate in the region, the sources added. |
Shivani case: father behind
bars FATEHABAD, Oct 15 — Truth cannot be suppressed as is amply evident from the case of little Shivani, whose mother
committed suicide fearing social stigma and the father landed himself behind bars. Shivani was found abandoned near the Baropal-Chinder road by a farmer last month. She was wrapped in a green cloth. It appeared she had been abandoned immediately after she was born. The farmer took the child to the Baropal police station and the police left her at the local General Hospital. Nurses at the hospital took care of the child and named her Shivani. The child was later sent to Government Children Home, Chhachhrauli, on the orders of the Deputy Commissioner, Mr Anil Malik. The mystery surrounding her parentage began to clear bit by bit. First it was revealed her mother was Chander Bala who had committed suicide when the police began to interrogate her father. An autopsy revealed she had delivered a child almost 15 days prior to her death. Now Shivani’s alleged father, Vijender Singh Bishnoi, has been arrested for raping Chander Bala, a minor Dalit, and forcing her to commit suicide. The accused was produced before the Duty Magistrate, Ms Alka Malik, yesterday, who remanded him into judicial custody for 14 days. The accused has been booked under Sections 389, 366 and 376 and under the ST and SC Act. The father of the deceased told the police that Vijender Singh, in whose fields he worked as a labourer developed illicit relations with his minor daughter by “terrorising”her. He took his pregnant daughter to Fatehabad and got her admitted to a private nursing home for premature delivery. He abandoned the child in the fields. The incident shook his minor daughter and she committed suicide. |
200 provided with
artificial limbs FARIDABAD, Oct 15 — As many as 200 physically handicapped persons were provided with artificial limbs, callipers, wheel chairs and tri-cycles at the opening day of 10-day rehabilitation camp for physically handicapped persons at Palwal town in the district today. It is organised jointly by the district Red Cross Society and the Bhagwan Mahavir Viklang Sahayata Samiti. According to organisers, the artificial limbs and instruments were being given free to the beneficiaries. The first three days (October 15 to October 17) will be for persons from Palwal subdivision, while the next six days would be for persons hailing from Hodal and Hathin subdivisions, October 24 and 25 have been kept for remaining cases from the three subdivisions. According to an estimate about 1500 to 2000 persons are likely to be benefited from this camp. According to a spokesperson of the Bhagwan Mahavir Viklang Sahayata Samiti, those persons who had either lost one leg or both legs or had been affected with polio could take benefit from the camp. He said those persons whose legs had become ‘insensitive’ due to problem in spinal cord could take help of the orthopaedic specialists and such cases may not find the instruments helpful. A doctor has also been deputed for check up and advise available alternative to patients at this camp.

MDU scheme ends in a
fiasco ROHTAK, Oct 15 — The ambitious scheme launched by the “cash-starved” Maharshi Dayanand University to generate funds by starting five professional courses through distance education from the current academic session has ended in a fiasco.The Vice-Chancellor of the university, Maj Gen Bhim Singh Suhag (retd), had announced to start the courses at a press conference after assuming the office. The authorities had denied that such a step would help improve the financial position of the university. However, small number of applications received for various courses till the last date shattered the hopes of the university administration. It will be a hurculean task for the administration to run three out of five courses as the number of applications received for each of the courses is less than 20. The directorate of the Distance Education has received 28 applications for two years masters degree in global business management, four applications for one year post-graduate diploma in advertising and media management, six applications for one year post-graduate diploma in pharmaceutical marketing and 19 applications for post graduate diploma in labour laws, labour welfare and personnel management. However, 127 applications have been received for LLM.The three of the above mentioned courses will be run with the help of the Institute of Management Studies and Research (IMSAR) of the university. Dr Dalip Singh, Director, IMSAR, admitted that the results were not in accordance with their expectations. He said the institute would allow the candidates applying for pharmaceutical marketing and advertising and media management to shift into global business management in view of the thin strength of students. Moreover, he said the admission fee would be refunded to the students of first two courses if they were not interested to shift to the third
course. Sources in the university were of the view that the decision to start the professional courses through distance education was a nice step. They, however, alleged that it turned out to be a “flop show” mainly due to “inordinate delay” in its implementation. Secondly, they attributed the “poor response” due to the lack of publicity and marketing of the new
courses. Besides, the “excessively high” price of the prospectus for all the five courses fixed by the university also reportedly displeased the students. It is learnt the prospectus for nearly 40 courses released by the Directorate of Distance Education, Kurukshetra University, costs Rs 90 while the M.D. University had fixed the price of prospectus for five courses at Rs

Tourism summit to
be organised in
Haryana KURUKSHETRA, Oct 15 — Kurukshetra can be placed on international map of tourism if priority is given to tourism in the state. This was stated by Mr Anand Kumar, Union Minister for Tourism and Culture, at a press conference held at Pipli, 5 km from here on Friday. He was talking to mediapersons after visiting Shri Krishna Museum, Panorama, Brahmsarover, Sannihit Tank and Jyotiser. He was accompanied by the Haryana Transport Minister, Mr Ashok Kumar Arora, the Cultural Affairs and Sports Commissioner, Mr Naresh Gulati, the Deputy Commissioner, Mrs Jyoti Arora and the Kurukshetra Development Board CEO, Mr Harish Arora.He said he would talk to the Haryana Chief Minister, Om Parkash Chautala, when he returns from Japan on October 17.He said the Union Government had decided to organise a tourism summit in Haryana. Tourism Culture officials and Archaeological Survey of India Officials, the Haryana Chief Minister, Mr Om Prakash Chautala and the district administration would attend the summit. The proposal regarding development of tourism industry in Haryana, would be considered along with the implementation of single window mechanism. He said that Haryana had an advantage of being nearer to Delhi and details of tourist spots could be included in the brouchers. Mr Anand said the newly constructed Panorama would be inaugurated within 15 days. When asked about the need of an airport in Kurukshetra he said the project was not viable as another airport could not be constructed within the distance of 250 km from the existing airport. However, distance from Delhi to Kurukshetra would be reduced by constructing six lane express national number 1 highway. He said that the Central Government was planning to establish a National Tourism Development Fund which would be spent on the development of the tourism industry.Mr Anand said light and sound system would be installed at Jyotiser by the Central Government, the moment it receives a proposal from he Haryana Government. |

stinks SONEPAT, Oct 15 — This fast growing industrial city is stinking because of the callous attitude and insensitivity of the authorities concerned towards the basic needs of people. This has led to it becoming one of the dirtiest cities in the state. Rampant corruption by the officials concerned seems to have made them totally indifferent to public needs. Nobody is bothered about the misery of people who go without drinking water and electricity in the summer and during the rainy season, they are exposed to the diseases spreading due to the unhygienic conditions. The conditions in the walled city are also bad and people do not remember when the last time the roads and lanes of the inner city were repaired. The safai workers are hardly ever seen. The municipal councillors too have failed to improve the situation as most of them have been busy politicking. A majority of the sewerage pipes have stayed choked in the city. The drains are not cleaned and piles of garbage are left on the roads choking manholes in the process. At many places pools of stagnant water remain on the streets in the absence of proper cleaning of the sewerage lines. Those living in the slums are badly affected. Heaps of garbage and insanitation have resulted in the outbreak of water-borne and other diseases. There is hardly any traffic regulation. The drivers of buses, three-wheelers, tempos and other vehicles can be seen violating the traffic rules. No proper place has been fixed for the rehriwalas and rickshaw-pullers for parking and they park their rehris and rickshaws anywhere they want. Encroachments on municipal and public land have added to the woes of residents. Unauthorised occupation on such land is going on under the nose of the authorities concerned. Frequent digging for laying of underground cables by the Telecom Department and pipelines for drinking water and sewerage also damages the roads. |
Land needed for phone
exchanges SIRSA: A 1,000-line telephone exchange was inaugurated at the local Jhunthra Dharamshala. The exchange will improve the telephone service and the waiting list for new connections will be cleared soon,Mr Dev Kumar Verma,general manager,Telecom Department,said while inaugurating the
exchange. He said the department was unable to open new exchanges as the required land was not
available. In the Hisar circle,there were 170 exchanges. All except 16 were being run in rented buildings. He said if the Haryana Government followed the example of UP and MP and provided the required land,the telecommunication services could improve significantly. Mr Verma said exchanges would also be opened on the Barnala and Begu roads by March,2001,and the capacity of the new exchange would be increased to 3,000 lines. The Internet service was introduced in Sirsa on August 15,he said, and soon a 2,000-line C-Dot exchange providing the video-conferencing facility would be introduced. In this educationally backward district a programme has been initiated under the District Primary Education Project to ensure 100 per cent enrolment of children in schools. White Paper sought on distress sale of
paddy CHANDIGARH, Oct 15 — The Haryana Krishak Samaj has accused the state government of misleading the people on the distress sale of paddy and has demanded a White Paper on the issue. In a statement issued here today the general secretary of the samaj, Mr Satpal Kaushik, said a delegation of the samaj, including its president, Mr Shamsher Singh Surjewala, and a former minister, Mr Nirmal Singh, visited several mandis to study the problems of paddy growers. Alleging that the growers were being exploited by government agencies, Mr Kaushik said the farmers were expressing their dissatisfaction by gheraoing purchase officers and blocking roads and railway lines. The farmers were forced to sell their produce at rates between Rs 100 and Rs 150 a quintal below the minimum support price (MSP) of Rs 540 a quintal. Owing to the wrong policies of the Centre and the state, on the one hand the farmers had to sell their paddy at a price which was lower than even the cost price while on the other hand small-scale traders in the rice industry were becoming insolvent. |
Forcible collection
of funds alleged HISAR, Oct 15 — Col Sunder Singh (retd), Secretary of the Human Rights Cell of the Haryana Pradesh Congress Committee, has alleged that the district administration was illegally collecting funds for the Haryana Olympic Association through forcible donations from applicants seeking various licences. In a statement issued here yesterday, he alleged that he had applied for an arms licence last year. When he approached the officials concerned they told him that the licence would be issued only if he paid Rs 5000 for the HOA. He alleged that he met the Deputy Commissioner, Mr Anurag Rastogi, in this connection early this week but he refused to issue a licence unless the donation was given. He has sent letters narrating the incident to the President, the Prime Minister, the Chief of the Army Staff and the Haryana Governor, seeking action against the district administration. |
EME Corps celebrates anniversary AMBALA Brig Avatar Singh, DDEME 2 Corps, paid floral tribute at the wreath-laying ceremony held at Vijay Smarak at Ambala Cantonment this morning. The celebrations included family welfare meet, variety entertainment programme for jawans, barakhana, mandir programme, pagal gymkhana and special sainik sammelan. During the sainik sammelan, all ranks were motivated to live up to the motto of the Corps — Karma Hi Dharma. The Crops of EME provides repair and recovery cover to the complete range of equipment held with the Army. It is also involved in the design, development and production of vehicles, tanks, guns, radars, weapons and other equipment. The Corps of EME has also done exceedingly well in other areas too. Milkha Singh and Onkar Singh of the EME are well-known names in athletics and noted Army marksmen include Cheema and Dhillon. The first Indian Everest expedition put an EME officer, HPS Ahluwalia, on top of Everest. One of the first Indians to step on the South Pole is also and EME officer. |
Scintillating air display by
IAF AMBALA With wing tips barely five metres apart and at high speeds, the audience was dazzled by the precision performance by the team led by Wg Cdr Amit Tiwari. Like a painter with the sky as their drawing board, the HAL basic trainers drew grand shapes. The heart-shaped formation with an arrow running through it, drew the loudest applause from the audience. Head-on crosses by two aircrafts with barely a few feet to spare stunned the people and clearly reflected hardwork, dedication and practice. The show, organised as part of the anniversary of the IAF, was preceded by microlite aircraft flying by Wg Cdr S K Sharma. The superb aerobatics was in sharp contrast to the ground management, with no proper arrangement having being made. The Air Force personnel on duty rudely spoke to the people, effectively diluting a goodwill gesture to the public by organising an excellent show. A cluster of chairs had been kept separately, where only certain people were permitted. The photographers were not allowed to capture the brilliant display and no arrangement for press persons had been made. Except for the announcements, there was no IAF official at hand to explain to the mediapersons what exactly was being formed in the sky. |
An M Phil opts for
constable's post AMBALA It is not just well qualified candidates opting for the Haryana police constabulary. A number of constables selected for the government railway police are computer-savvy but they were ready to don the khakhi uniform because of woeful lack of employment opportunities. The Superintendent of Police, Ambala, said that there were a total of 67 vacancies, excluding ex-servicemen vacancies. "The topper is an M Phil, Shamsher Singh, while the successful candidate in second position, Ajay Kumar, is an excellent sportsman besides being a graduate," he said. The topper is from district Kaithal and has done his MPhil in history. The list includes 14 graduates and 20 class XII pass students. Narendra Pal Singh, who hails from Madhour village, said that he had done a computer course and had done a course from polytechnic. Another successful candidate, Jia Lal, has done his computer course from Hartron. "I am hopeful of using my knowledge in my job," he stated. |
