Probe sought into
journalist’s death CHANDIGARH, Oct 12 — Capt Ajay Singh Yadav, Congress deputy leader in the Haryana Assembly, has demanded a probe by the CBI into the death of Ms Nisha Yadav, a journalist at Rewari, on the night of October 8. In a statement here, Captain Yadav claimed that though “cardiac attack” was cited as the reason for Nisha Yadav’s death, the matter should be probed. While Ms Yadav died in the late hours of October 8, her body was cremated at 5 o’clock the next morning so that not many persons could see the body, Captain Yadav alleged. The Congress leader said that Ms Yadav had attempted suicide on an earlier occasion, and named a local politician, who was allegedly close to Ms Yadav, as one who could be responsible for her death. Captain Yadav alleged that the Rewari police was reluctant to take up the case. He said he had made a number of attempts to talk to the SP of Rewari regarding the matter but could not contact him. However, he could talk to the DGP, Mr S.P.S. Rathore, on Wednesday night and the latter assured him that he would look into the matter, Captain Yadav said. The Congress MLA said that 12 Rewari-based lawyers had also given a written representation to the authorities at Rewari demanding a probe into the “mysterious death” of the 30-year-old journalist. |
Cong leader for FCI chief’s removal YAMUNANAGAR, Oct 12 — Mr Shamsher Singh Surjewala, president, Krishak Samaj and former President of Haryana Pradesh Congress, demanded immediate removal of Mr Bhure Lal, Chairman of Food Corporation of India, for his statement that the 80 per cent of paddy crop from Punjab was below the specifications laid down by the Government of India. Mr
Surjewala, who is on a tour of different mandis of Haryana to find out about the quality of paddy, while talking to newspersons here last evening alleged that Mr Bhure Lal’s statement was baseless. He said this year the quality of paddy crop was good and never before such good quality paddy was harvested by the farmers. Mr Surjewala demanded that all paddy should be purchased by the government agencies since there was resentment among farmers. Mr Surjewala, who was accompanied by two former Congress ministers, Mr Phool Chand Mullana and Mr Nirmal Singh, said there were no basic differences among the Congress party in Haryana and all workers were united under one banner. He said that all leaders, including Mr Bhupinder Singh Hooda, Haryana Pradesh Congress President and Mr Bhajan Lal, former Chief Minister, Haryana were mobilising workers for a mass contact programme. Mr Surjewala refused to comment about Mr Chiranji Lal and Mr Sultan Singh, two senior Congress leaders, joining a rally by Indian National Lok Dal at Sonepat on September 25. Mr Surjewala alleged that there was booth capturing and rigging in Sunam byelection where SAD candidate Parminder Singh Dhindsa, son of Mr Sukhdev Singh Dhindsa, Union Sports Minister, won the elections. |
Deaddiction centre with a record FARIDABAD: The Drug Deaddiction and Rehabilitation Centre, run by the district Red Cross Society here, is not only one of the oldest but it has to its credit of having treated the maximum number of cases. The centre’s reputation has grown quite a lot despite several problems faced by it. Set up in 1989, it was perhaps the first centre of its kind in Haryana at that time. The total number of cases taken up by it has crossed 20,000 till now. While about 5000 patients have been treated indoor, about 15,397 persons have been treated as outdoor patients. The detoxified patients number about 8,129, of which, 4,416 were indoor and 3,713 outdoor. According to studies conducted and observations by experts, 65 to 70 per cent of the cases that were reported to this centre and other such places had been of alcohol-related addiction. About 25 to 30 per cent of the cases pertained to addiction to drugs such morphine, opium, “charas” and “bhang”. A small number of patients had been found to be addicted to pain killers like proxyvon and other easily available drugs capable of providing a kick, according to experts here. Dr P.
Chakravarty, project director of the centre, says that the centre had been attracting patients from near and far including those from Uttar pradesh and Rajasthan, besides the region. The staff here, which are not regular employees, had been providing relief and treatment within the period depending upon the patient’s condition. Indoor patients are being given treatment for at least three weeks. Treatment in the first week is to treat physical discomfort. Then certain drugs are given to get rid of addiction. The second week concentrates on symptomatic treatment which includes yoga exercises, for which a yoga teacher has been appointed. The counselling session is also quite important and it could last from two to three weeks. The centre has three counsellors and psychiatrists who are not given regular pay scales. The follow-up treatment of patients normally goes on from six months to one year. The success of the deaddiction programme depends the response after a year, says Dr
Chakravarty. Dr Asha Sharma, who has been working as counsellor for the past about nine years, claims that although the staff was not paid like regular pay scales, the employees here had been inspired by the dedication of the project director, who had been working after retirement. The centre has a 15-bed hospital and a staff of about 11 persons including the doctor. About 75 per cent of the expenses incurred — about Rs 7 lakh in a year — are met from funds allocated by the Union Government. The centre spends about Rs 500 per day on each indoor patient. There are several problems which need the attention of the authorities. These include the shortage of male nursing staff and regular nurses. While there are three shifts daily, there are only two nurses against the requirement of at least four. Several posts of male nursing staff, which existed earlier, are unfilled causing inconvenience to patients. While the director denies having any problem about the infrastructure and staff, it is learnt that the overall budget of the centre has been cut. |
Paddy spills on roads in Ladwa area LADWA, Oct 12 — Heavy arrival of paddy in Ladwa, Pehowa, Babain and Asandh Grain-Markets has made farmers to fight for space to unload their paddy. In Pehowa, because of heavy arrivals, the situation reached such a pass today that the farmers could be seen waiting on the highway with their tractor-trailers loaded with paddy. Arhtiyas could be seen clamouring for space. In Pehowa, even the Gadia Lohars who were camping near the grain-market had to shift to other place. Paddy has spilled over to the Hisar-Ambala highway. Although, the administration is making every conceivable effort to lift the auctioned stock, yet the lifting is very slow. Thousands of bags of paddy purchased by HAFED could be seen lying in the grain-market. Mr Ved Prakash Singh, president of local Grain-Market Traders Association, admitted that the problem of lifting of stocks was being acutely faced in the market. There was a traffic jam on the Ladwa-Pipli road because of the rush of paddy loaded tractor trailers. Till today 455085 quintals of paddy has reached Ladwa mandi. Of which 164935 quintals were purchased by HAFED, 20650 quintals by the FCI and 269500 quintals by the private traders. The purchases here indicated that the government was burying only up to 40 per cent of the total arrivals. However, Deputy Commissioner, Kurukshetra, Ms Jyoti Arora, told TNS that the government agencies were making purchases even up to 60 per cent in some Grain-Markets. She stated that all effort were being made to lift the stock from the markets. As the arrivals were beyond expectations, the farmers were facing some difficulties. The Deputy Commissioner has been keeping liasion with the traders, farmer leaders and the procurement agencies to ensure that farmers do not resort to distress sale on a large scale. But despite that distress sale below the government procurement price was continuing in some of the markets. Arhtiyas and farmers were facing difficulties because of delayed payments Mr Singla said. He said HAFED had made payments only up to September 29 in the local market. He admitted that besides storage problems, unhealthy practices in purchase were also continuing. Our Kathal Correspondent adds: Agitated farmers blocked the Cheeka-Pehowa road out side the Bhogal purchase centre at Guhla subdivision on Thursday. The farmers were protesting against the non-procurement of paddy. Later, Mr Rajeev Mehta, SDM, reached the spot and assured the farmers that the government agencies would start purchasing paddy from tomorrow. |

Kisan unions hold
demonstrations FATEHABAD, Oct 12 — The Akhil Bhartiya Kisan Sobha and the district unit of the Akhil Bhartiya Khet Mazdoor Union organised a demonstration here today against what it called ‘a deepening of crisis on the agriculture sector due to wrong policies of the central and the state government’. The demonstrators led by Mr Harpal Singh, a former CPM MLA and Mr Ram Kumar Bahbalpuria, state president of the ABKMU held a public rally in the local Ambedkar Park and organised a procession in the town. The CPM state secretary, Mr Inderjeet, the Kisan Sabha leader, Mr Krishan Swaroop and Mr Harpal Singh also spoke on the occasion. They gave a memorandum to the Deputy Commissioner to be forwarded to the Chief Minister. They demanded roll back in prices of petroleum products and a better deal for farmers in Haryana. The district unit of the Congress will organise a demonstration here on October 16 to protest against the recent hike in the prices of petroleum products. In a statement issued here today, the block Congress chief, Mr Arvind Sharma, said the state Congress vice-president, Dr K.V. Singh would lead the demonstrators. JIND: Workers of the state units of All-India Kisan Sabha and Khet Mazdoor Union, Haryana, held a demonstration here. The demonstrators demanded purchase of paddy at a support price fixed by the union government, withdrawal of hike in the price of petroleum products, implementation of labour laws and withdrawal of privatisation schemes. The demonstrators also submitted a memorandum to the Deputy Commissioner. |
Rlys to set up control room in Ambala CHANDIGARH, Oct 12 — To stop the BKU men from blocking rail tracks in Punjab, the Railways will set up an emergency control room in Ambala, which will start functioning tomorrow with the idea to collect information from various stations and convey it to other stations for the benefit of the travelling public and effective track monitoring. Farmers aligned with the BKU have been expressing resentment over the issue of paddy procurement, and they have threatened to block tracks. The BKU, has, however, not informed the Railways authorities about the points at which they intend to agitate. Various Deputy Commissioners have been in close liaison with the Railways about tracks passing through their districts. The control room will be monitoring the movement of trains and officials will work out the required action, be it diversion of train or suggesting alternative routes, said the Divisional Railway Manager (DRM) Ambala Railway Division , Mr Vijay Kumar. This will benefit the travelling public also, as information about train arrival and departure will be known. The Railways has not been able to draw up a programme for running of trains in this scenario as no official information is ever passed on by the agitationists to the Railway authorities. “This prevents any plans from being made as we do not know about the points of agitation,” the DRM added. Preparations have been made after information gathered through civil authorities, who invariably know about the agitation. Provisions have been made to make refunds in case trains need to be cancelled or terminated, Mr Vijay Kumar said. If the BKU blocks tracks on the main Amritsar-Ambala-Delhi line, many trains, including super fast trains like the
Shatbadi, will be affected. Movement of goods, including coal, required for the thermal plants, will be adversely hit. Trains will be even worst hit if the branch lines are also blocked. Several trains can be diverted onto the branch lines to reach their respective destinations, Railways sources said. The delay cannot be prevented, as unlike the main line, the branch lines do not have double tracks.

Mahapanchayat condemns CM GURGAON, Oct 12 — A mahapanchayat of farmers, organised under the banner of the Kisan Sangharsh Panchayat here today, condemned Chief Minister Om Prakash Chautala and Deputy Speaker of the Haryana Assembly and local MLA Gopi Chand Gehlot for the police firing and lathi charge on them on August 7 and renewed their demand for action against the authorities concerned . In a separate resolution the mahapanchayat urged the government to enact a law in the Assembly to exempt the farmers from recovery of the dues by the Haryana Urban Development Authority (HUDA). The lower court had enhanced the amount of compensation to the farmers whose land had been acquired by the
HUDA, but the Punjab and Haryana High Court had lowered it. Before the high court pronounced its verdict, the arrears were paid to the farmers by the HUDA at the instance of the lower court. Also, resolutions were passed urging the government to make provision for a job to one of the family members whose land had been acquired. Moreover, the HUDA should develop the villages whose land it had acquired. A demand was also made for not acquiring the land which had constructions on it. In yet another resolution, the panchayat supported the demand of workers of Maruti Udyog Ltd. The workers of the Maruti Udyog, a large number of whom attended the panchayat, have been agitating for incentives from the management. The mahapanchayat, presided over by Mr Chhatar Singh Vohra, followed observance of a “black Dasehra” by the farmers in protest against the police lathi-charge and firing on them on August 7 when they persisted in going ahead with their agitational programme of “chakka jaam” on the national highway. The farmers burnt effigies of Mr Om Prakash Chautala in Jharsa, Wazirabad, Ghata, Kanhi, Samraspur, Silokhara and Sukhrali on Dasehra evening. Committee (HPCC), Mr Bhupinder Singh Hooda sarcastically referred to Mr Chautala saying that he had supported the demand of the farmers for exemption from paying of arrears after the high court’s verdict, before the assembly elections. “Mr Chautala and his INLD had supported the farmers only to garner their
votes. Once they succeeded, they slighted them”, he said. He further said that the Congress has taken note of the development and, should it come to power, it would make all those responsible accountable for it. Mr Hooda, further said that Mr Chautala claimed to be messiah of the farming community. But the way the farmers had been assaulted by the state machinery to stifle their voice showed him in different perspective having an alien ideology. The farmers of the state were at their wits end as the government machinery was acting in a highhanded manner in purchasing the
paddy, he added. The Working President of the Kisan Sangharsh Panchayat, Mr Khazan Singh, who was hurt in the August 7 incident, said that the ruling INLD had started losing the confidence of the farming community. The President of the Haryana unit of the Bharatiya Kisan Union, Mr Hari Singh Khokar, supported the farmers demand. Regional census
offices for Hisar, Karnal CHANDIGARH, Oct 12 — The Union Government today decided to set up two regional census offices at Hisar and Karnal with a view to providing additional assistance to state functionaries during the 2001 census scheduled to be conducted in February and March next year. The Registrar-General of Census said the offices would be set up on the premises of the offices of the Divisional Commissioners or Collectorates to facilitate smooth coordination between the district officials and the Census Directorate. Each regional office will be headed by a Deputy Director. It is proposed to fill the two posts on an ad-hoc deputation basis for a short term from among senior state civil officers of the Revenue, Development or Statistical Departments. |

Thieves on motorcycles
sweep through town ROHTAK, Oct 12 — Incidents of armed robberies, theft and chain snatching are on the rise here. Nearly 15 such incidents have been reported in the past about ten days generating a sense of insecurity. A majority of those involved in the crimes are between 20 to 25 years in age and use motorcycles, (often unnumbered) while committing most such crimes. Two unidentified scooter-borne youth yesterday broke open the dicky of a scooter and made away with Rs 2.7 lakh placed inside it. According to information, Mr Raj Kumar had put the money in the dicky of his scooter when he came to the local Malabar Hospital. When he came outside after some time, he found that somebody had stolen the money by breaking open the dicky. According to eyewitnesses the robbers were barely out of their teens. Displaying unusual audicity they stolen the money in broad daylight and before the eyes of several witnesses. In a similar incident, two unidentified motorcycle borne youths made off with the pension money of an old man near Bajrang Bhawan yesterday. Mr Jagdish Batra of Gohana had withdrawn his pension from a local bank and was sitting at a teastall. When he stepped outside for a moment, two youths grabbed his bag containing Rs 5,500 and fled on a motorcycle. In another incident, two motorcycle borne youths snatched a sum of Rs 10,000 from Mr Rakesh Kumar of Pratap Nagar locality here at gun point a few days ago. In yet another incident, three unidentified youths robbed a merchant of Rs 6,000 at gun point at Gohana a few days ago. When the merchant, Mr Amit Kumar resisted, the robbers stabbed him in the neck resulting in his death a few hours later. The deceased was an only son. In a similar incident, two motorcycle borne youths tried to snatch a bag containing Rs 50,000 from a merchant, Mr Parasdas Jain on an approach road here a few days ago. However, the attempt proved abortive as the merchant managed to raise an alarm forcing the robber to flee. Some unidentified thieves broke open two shops located at Kayasthan Mohalla and near Dayanand Math here last night and made away with the goods worth several thousands. The police has registered a case. |
FCI assures millers FATEHABAD, Oct 11 — The Food Corporation of India has assured the Haryana Government that it would lift 2.5 lakh metric tonnes of foodgrains from its godowns situated in Haryana and shift those to some other states so that there is no problem regarding storage of rice in the state. This was revealed by Mr P. Raghvinder Rao, Director, Food and Supplies, Haryana, during a meeting of the procurement agencies, dealers and millers held in the local Bal Bhavan today. Mr Rao had come here to monitor paddy procurement in the district and solve the problems of the rice millers. Mr Rao assured the millers that shortage of space for storage of rice would not be allowed to come in the way. He said the state government was aware of the problem of millers and it had been taking up the matter with the central agency. The millers complained that there were certain doubts in the minds which needed to be cleared. Mr Azad Singh Rathi, president of the District Rice Millers Association, said till today the FCI had not formulated a policy for the parboiled rice. He demanded the FCI should accept parboiled rice according to old specification till the new policy is announced. He also complained that the agency used the word “slightly damaged” to harass the millers. He said the FCI officials should be restrained from resorting to such tactic. Mr Rao expressed his displeasure over this and asked the District Manager, FCI, to see to it in future that the millers were not unduly harassed. He exhorted the millers to increase their intervention in the market. The Deputy Commissioner, Mr Anil Malik, assured the Director, Food and Supplies, that the district administration was constantly watching the interests of farmers and added that procurement operations were very smooth in the district. The district, meanwhile, heads the state in the matter of government procurement of paddy. The government procurement agencies have procured 84 per cent on the total quantity of paddy that had arrived in various grain markets of the district. |
The ugly side of Pinjore PINJORE, Oct 12 — National Highway 22, commonly known as the Kalka-Shimla road, runs right through the Pinjore town, with all the problems that its heavy traffic can cause to the town. The absence of a proper bus stand adds to the confusion and traffic jams are often caused by buses that stop on the road to take or drop passengers. The condition of the road has deteriorated with deep potholes that are filled with dirty water flowing on to the road from the interior of the town. Mud and slush accumulates on the road, making it difficult for pedestrians even to go across. The chaos on the road starts at Pinjore Chowk where the road from Nalagarh-Baddi joins the highway. Taxis, vans and auto-rickshaws parked haphazardly add to the traffic problem. The situation becomes worse in the morning and evening hours with the rush of commuters from Chandigarh, Panchkula, Kalka and Parwanoo. The residents of this town visualise a by-pass for the long-distance traffic which does not seem possible at least in the near future. Traffic is not the only trouble of this town. Unplanned colonies have grown in and around Pinjore in the past few years. The rapid expansion has put a heavy strain on the civic facilities. Unplanned construction of houses and shops has further accentuated the problem. Even if the Mughal Garden adds colour to the town and attracts visitors from all over, the town greets the tourist with heaps of garbage and a foul-smelling environment. The hospital which is situated on the highway, has not received any attention from the state authorities. It often receives accident casualties but there is hardly a doctor available to handle such emergencies. The formation of a municipal committee has done no good to the town. The condition of streetlights and general cleanliness has shown no improvement. Heaps of garbage all over the town act as a breeding ground of insects and pests. The absence of a girls school is a long-standing complaint of the residents. The girls have to attend school in Kalka, about 6 km away. |

Survey: inmates find food unpalatable AMBALA, Oct 12 — Around 80 per cent of the prisoners lodged in the different jails of Haryana are dissatisfied over the food they are being served there, according to a survey conducted by research scholar Rohtas Kumar of Kurukshetra University for his Ph.D thesis `Prison Administration in Haryana’. According to the survey report, 22 per cent of sampled prisoners said the food supplied to them was substandard. Around 33 per cent of the prisoners were dissatisfied over the cooking methods and distribution of food in the jail. The survey also said the food was prepared by the prisoners themselves which was not cooked well. According to the survey, the number of juvenile prisoners was less while the maximum number of prisoners was in the age group of 16 to 40. The survey revealed that around 64 per cent of the prisoners were married. Around 25 per cent of prisoners were illiterate. The number of undertrial prisoners was more than the convicted prisoners. Around 60 per cent of the prisoners said the jails were overcrowded. Some of the jails, specially the central jails, had three times the strength of prisoners than their actual capacity. Almost 50 per cent of the prisoners said that they had difficulties in availing medical facilities. Some of the jail staff also said the medical staff in the jails was inadequate. According to the survey many prisoners were suffering from chronic disease while jail officials said these prisoners could not be keep separately because of overcrowding. The survey also revealed that about 42 per cent of the prisoners use intoxicants and drugs, said 40 per cent jail officials and 25 per cent jail officials said that intoxicants were supplied to them by their relatives while visiting them in the prisons, 22 per cent officials said that supplies were made through the jail officials. Around 24 per cent prisoners reported that behaviour of jail staff was indifferent towards them. About 5 per cent respondents stated that the officials demanded money from their relatives whenever they visited them. As much as 4 per cent prisoners said the officials beat them up occasionally while 2 per cent prisoners said they were being subjected to mental torture by being shifted from one barrack to another, from one duty to another duty. Only 20 per cent prisoners were aware of their rights, the survey said. During the survey it was also found that the administrative and political interventions had been reported by most officials in the jail administration. The `privileged’ and under privileged prisoner categories were emerging which may create problems. It was also suggested that medical examination should be made compulsory for every prisoner at the time of admission to jail. If he suffered from any chronic disease then he should not be allowed to mix up with other prisoners, said the survey. |
HUDA to modify
housing policy CHANDIGARH, Oct 12 — The Haryana Urban Development Authority (HUDA) has decided to modify its policy regarding the group housing schemes. Following the decision, the change in size of dwelling units, change in the number of members and transfer in membership would be allowed free of cost if such a request was made within two years from the date of issue of the allotment letter. Initially HUDA used to charge Rs 20,000 for entertaining any such requests if they were made six months after the allotment. The time limit was subsequently extended to one year but that, too, had fallen short of expectations. The extension of the time limit to two years, which was decided by HUDA on Wednesday, was the result of sustained efforts of the Haryana Group Housing Promoters and Builders Federation, a federation press note said. HUDA met yet another demand of the federation as it decided that in cases of transfer of ownership of plots within the family, fee would be charged as per policy of HUDA and would not be considered as a change in membership. Following this decision, only processing fee would be charged in the case of transfers within family members. Also, it would enable the members of group housing schemes to transfer the plots as many times as necessary if the transfers were made within the family. Earlier, they were bound by the maximum limit of three transfers as there was no separate guideline for family transfers for group housing schemes and transfers even within family members was considered regular transfers. |

KU to introduce computer course KURUKSHETRA, Oct 12 — The Vice-Chancellor of Kurukshetra University, Mr R.S. Chaudhry, has stated that the Directorate of Correspondence Courses of Kurukshetra University and the Electronic Science Department of the university will introduce a professional job-oriented one-year course of postgraduate diploma in computer maintenance and networking from the current academic session. Mr Chaudhry said the primary goal of introducing the course was to generate well-trained manpower. Dr P.J. George, Professor and Chairman of the Department of Electronic Science of the university will act as the Coordinator of the course and conduct the course with the assistance of other colleagues in the Departments of Electronic Science, Physics, Mathematics and Computer Science of the university and engineering colleges. Dr L.C. Gupta, Director of Correspondence Courses, Kurukshetra University, said the practical aspect of the course would be taken care of in a three-week personal contact programme. |
Sale of crackers
in limited areas HISAR, Oct 12 — The district administration has imposed a ban on sale of crackers in residential areas of the town. The administration has specified open places for their sale. The Deputy Commissioner, Mr Anurag Rastogi, has directed the officials to take strict action against any person violating the ban. He said the administration would issue licences for selling crackers which would be valid from October 23 to 26. Mr Rastogi said crackers would be sold at the Old Government College ground and on the Old Court campus here on these days. He directed the municipal officials to make adequate fire fighting arrangements at these places. He said the cracker-stalls would be permitted also at the Panchayati Ramlila ground in Hansi, market committee offices in Uklana and Barwala, the open space between the Mittal market and the Housing Board in Adampur. FARIDABAD: The District Magistrate, Mr Anand Mohan Sharan, has banned the sale of crackers in the shops of main market, under Section 144 of the IPC. According to a press release, anybody who wanted to sell or stock crackers would have to get a licence for the same. consensus on exams ROHTAK, Oct 12 — Schools in the district affiliated to the Central Board of Secondary Education (CBSE) have reached a consensus on the implementation of common holidays, examination schedule etc to maintain perfect harmony in the schools. A decision to this effect was taken at a meeting of Sahodaya Complex (a forum of schools in the district affiliated to the CBSE) held at Model School here last evening. Sahodaya Complex came into existence in 1988 when Principals of different schools felt they should come together to function in a better way. Dr S.C. Singh, Principal of Model School and ex-officio president of the complex, delivered his views on “Parents role in public school education” and “Purpose of education” at the meeting. A sub-committee comprising Principals of three schools was set up to coordinate cultural and co-curricular activities in schools in the current academic year. |
Sale of bricks
unauthorised SONEPAT, Oct 12 — The Haryana Government has been suffering huge revenue loss because of unauthorised sale of bricks to people of Delhi by certain brickkiln owners of Sonepat district. According to an estimate, at least 100 trucks carrying bricks are being sent to Delhi daily by the brickkiln owners despite the ban imposed on their sale in Delhi by the state government. In Sonepat the brickkiln owners have been selling bricks at the rate of Rs 1,700 or more per 1000 thereby earning more profit in connivance with the officials concerned. Several brickkiln owners of Delhi, it may be recalled, had shifted their businesses to villages of this district on the Haryana-Delhi border after the Delhi government ordered the closure of brickkilns to check pollution. Thereafter, the owners started functioning from the villages of this district close to Delhi. Farmer shot dead JIND, Oct 12 — A farmer Suresh was shot dead by two armed persons at Danoda Kalan village in this district yesterday. Suresh died on the spot. The assailants fled on a motorcycle after committing the crime. The assailants have been identified and police has registered a case against five persons, including a woman, in this regard. Land dispute is said to be the cause of the crime. In another incident, a 14-year-old girl of Taloda Kheri village in this district was raped allegedly by three youths of the same village. According to a report received here today, youths forcibly took the victim to a deserted place and raped her. The alleged rapists have been identified as Dinesh, Deepu and Raju. The police has registered a case and arrested the three rapists. In another case of rape at Kharal village, a married woman was allegedly raped by Dharma of the same village. The police has registered a case under Section 376 of the IPC. |

relaxes paddy specifications CHANDIGARH, Oct 12 — The Haryana Government today claimed that following its request the Union Government had relaxed the specifications in the case of par-boiled rice for the current kharif season. The specifications have been implemented with an immediate effect to facilitate the procurement of rice, an official press note quoting the Town and Country Planning Minister, Mr Dhirpal Singh, said. A communication from the Union Government regarding the relaxation was received today, Mr Dhirpal told a review meeting on paddy and rice procurement, the press note stated. The minister said in case of broken rice, the maximum limit would now be 16 per cent for grade A and common par-boiled rice instead of 14 per cent which was the limit earlier. For damaged or slightly damaged par-boiled rice, the maximum limit has been relaxed to 4 per cent instead of 3 per cent for both grade A and common varieties. The maximum limit of discoloured grains has been relaxed to 5 per cent from existing 4 per cent for both grade A and common varieties. While reiterating that there was no shortage of space to store rice as feared by some traders, the minister said that the FCI had informed the state government today that it would take away over 1.06 lakh MTs of wheat from the Food and Supplies Department and other agencies. Mr Dhirpal Singh said Haryana had contributed 20,000 ton of levy rice to the Central pool till yesterday, and added that only 2,000 ton of rice was contributed during the corresponding period last year. |

observed FATEHABAD, Oct 12 — The District Wildlife Conservation Department organised a function at the local Dayaram Public School today to mark the wildlife conservation week. The District Education Officer, Mr Shriram Jakhar, was the chief guest. Mr Jakhar stressed upon the importance of wildlife in human life. He called on the people to protect wildlife for the maintenance of ecological balance. |
Cows eat stale
food, die FARIDABAD, Oct 12 — A “grand feast” organised by a former sarpanch to celebrate the birth of his grandson has resulted in the death of about 24 cows in Hathin subdivision of the district. The cows had eaten the leftover food. About 200 more cows reportedly fell ill after eating the stale food. While unofficial reports have put the toll at 50, the district administration and certain voluntary organisations have stepped up efforts to save the remaining cows. The Deputy Director, Animal Husbandry and senior officials visited the scene. The cows belonged to the gaushala at Bahin village in the subdivision and ate the stale food thrown near the bus stand a few days ago. Voluntary organisations have demanded registration of a case. However, the police which is reported to be looking into the case is yet to receive a formal complaint in this regard. The subdivisional Magistrate of Hathin also visited the spot and enquired about the steps taken in this regard. |

school board Secy CHANDIGARH, Oct 12 — The Haryana Government has given the additional charge of Secretary, Haryana School Education Board, Bhiwani, to Mr R.P. Gupta, Additional Deputy Commissioner-cum-Chief Executive Officer, DRDA, Bhiwani. Meanwhile, the Haryana Government has directed all heads of departments not to transfer those officers or officials who are engaged in the census operations till its completion on March 15 next. |
