SHSAD looks for new rebels
From Varinder Walia
Tribune News Service

AMRITSAR, Oct 3 — The humiliating defeat in the Sunam byelection not-withstanding the Sarb Hind Shiromani Akali Dal will endeavour to win over some senior SGPC leader from the ruling Akali Dal for fielding him as ‘rebel’, candidate for the post of presidentship of the SGPC, due in November.

Talking to TNS, Mr Harbans Singh Manjpur, executive member of the SHSAD said his faction would give a call for exercising votes in accordance with their conscience during the election of SGPC chief this time.

Mr Gurcharn Singh Tohra, president SHSAD, has already declared that his faction will not field its own candidate for the post of president. However, Mr Tohra has said his faction will contest the general election of the SGPC due next year.

Mr Manjpur said his faction wanted a religious person for the coveted post of SGPC president. “Let the person be from any faction but he must enjoy a clean image”, he said. He said his faction would endeavour to participate in the election irrespective of factionalism.

Mr Manjpur alleged that during the presidentship of Bibi Jagir Kaur, “corruption” had crept into the ‘mini-parliament of the Sikhs’. He said income from the “golak” had decreased while expenditure on ‘langar’ had increased.

Mr Manjpur said the SHSAD had more than 50 members in the SGPC house while the SAD (Amritsar) had about six members.

He said during the forthcoming meeting of the SGPC executive fixed for October six at Anandpur Sahib, he and Mr Gurbax Singh Purain, would raise various issues pertaining to ‘quam’.

His party members would support Mr Balbir Singh Pannu, Mr Hardalbir Singh Shah, senior vice president and general secretary SGPC for ‘exposing’ wrong payments made to one SGPC member. He called upon such leaders to join hands with his faction for ‘eradicating’ corruption in the SGPC.

Farmers block rail track
From Tribune Reporters

FEROZEPORE, Oct 3 — Agitated farmers today blocked the rail route at Makhu near here, delaying the Jalandhar-Ferozepore train by ninety minutes.

Authorities in the police and railway departments confirmed that the train was detained for more than an hour by the farmers, who were agitated at the slow procurement of paddy. The blockade was lifted after senior administrative officers rushed to the site and pacified farmers. The Superintendent of Police (Headquarters), Mr N.P.S. Sidhu said that no untoward incident was reported from the site of the demonstration and the blockade was lifted following persuasion by the administration.

Railway inquiry office confirmed that the train, which was slated to reach here at 12 p.m arrived at 1.30 p.m. Meanwhile, criticising the pace of paddy procurement in border villages near here, the opposition Congress cautioned against an agitation if the farmers continued to be harassed.

Describing as “eyewash”, the recent tours of the ruling party leaders in various mandis, the Punjab Pradesh Congress Committee secretary, Major Harminder Singh Bhullar alleged that farmers continued to dispose off their produce for as little as Rs 380 against the MSP of Rs 540 due to delayed procurements.

He said millers and merchants, who had purchased paddy at cheap rates would pocket the MSP.

NAWANSHAHR: Hundreds of farmers under the aegis of the district unit of the Punjab Kisan Sabha blocked traffic at Behram, Rahon and here on Tuesday in protest against the dilly-dallying attitude of the government agencies regarding the procurement of paddy. Senior leaders of the sabha and the Punjab Khet Mazdoor Union criticised the government for its anti-farmer and faulty procurement policies.

HOSHIARPUR: Mr Iqbal Singh Sidhu, Deputy Commissioner, Hoshiarpur on Tuesday convened a special meeting of the representatives of government procurement agencies, rice sheller owners and commission agents to review the paddy procurement work in the district. Mr Sidhu instructed the concerned agencies and officers to ensure that paddy was procured on rates fixed by the government.

FATEHGARH SAHIB: Mr B.S. Sudan, Deputy Commissioner, on Tuesday convened a meeting of the procurement agencies and directed them to speed up the procurement process and to ensure the lifting and payment of the procured paddy in time. While talking to The Tribune after the meeting, he said the procurement process was going on smoothly in the district and the agencies are purchasing the paddy according to government specifications.

Protests help growers
Tribune News Service

BATHINDA, Oct 3 — Due to the stringent specifications laid down by the central government and indifferent attitude of procurement agencies, only 25 per cent of the total paddy which has arrived in the zone comprising Bathinda, Mansa, Faridkot, Ferozepore, Moga and Muktsar has been purchased so far.

During the tour of various markets and purchase centres, it was found that purchase by the agencies had been done only at those spots where the farmers and commission agents had staged agitation including road and rail blockades.

In this zone more than 20 lakh metric tonnes of paddy arrived up to September 29 while the government agencies purchased only three lakh tonnes. Private miller have purchased more than two lakh tonnes.

In the near absence of procurement, almost all the grain markets and purchase centres of the zone are facing a glut with even the roads of grain markets and purchase centres covered with paddy.

Official sources said officials of the Food Corporation of India (FCI) had been going slow in paddy procurement under ‘verbal instructions’ of its higher authorities. The central government which has allegedly been indulging in “food politics” would prefer to purchase levy rice from millers rather than paddy from farmers.

Official agencies were also facing acute shortage of storage space for purchased paddy. Mill owners, too, had shown little interest in milling government paddy in the absence of a rice policy.

Mr Amarjit Singh, Deputy Director, Food and Supply, Punjab, when contacted, said that upto September 29, the Food and Supply Department had procured 39,573 MT of Paddy, Markfed-54,868 MT Punsup-48,569, PSWC-50,192, Punjab Agro-6152 and FCI-1,02,3384 MT.

The commission agents feared that if this situation continued the paddy lying in markets could be damaged by rain.

According to eyewitnesses, Balkar Singh of 99 Field Regiment came to the bank and asked for his pass book from Ms Jagdish Kaur, a bank employee. Ms Kaur told the jawan to return after two-three days as the rush in the bank was enormous because of the past three days being holidays. But the jawan insisted on getting his pass book. This led to an argument. The General Secretary of the State Bank of India Staff Association, Mr Parveen Talwar intervened to try and pacify the agitated jawan. Tribune News Service

CHANDIGARH, Oct 3 — The Punjab Chief Minister, Mr Parkash Singh Badal, today urged veteran Akali leader and president of the Sarb Hind Shiromani Akali Dal (SHSAD), Mr Gurcharan Singh Tohra, and his close associates to retire from active politics.

In a hard-hitting statement issued here today, Mr Badal said political opportunists and unprincipled persons like Mr Tohra and his associates had been rendered non-entities by the decisive verdict in Sunam and Nawanshahr byelections. He said the candidate of Mr Tohra’s party lost even the security deposit in Sunam byelection. Earlier, the same had happened in Nawanshahr byelection with Mr Tohra’s party, he added.

PSUs shunning social service?
From Lalit Mohan

ROPAR, Oct 3 — With greater stress on profitability in public sector units (PSUs) and the financial crisis in government undertakings of the district, the organisations have reportedly started shunning social welfare programmes for the local population.

The National Fertilisers Ltd (NFL), Nangal, one of the biggest PSUs of the area has discontinued the hospital facility for the people. Earlier, the NFL hospital, one of the biggest and best-equipped hospitals of the area, used to cater to the poor. However, the facility has been withdrawn by the NFL management in a phased manner. Initially, the consultation fee at the hospital was escalated and now the supply of free medicines have been stopped totally.

The admissions to schools run by the NFL has also been restricted to wards of employees. If a private student manages to get admission, a hefty fee is reportedly charged.

The Bhakra Beas Management Board (BBMB), another government undertaking in the area, has discontinued school facility for the public. It is however, still providing hospital facility.

Residents of villages surrounding Guru Gobind Singh Super Thermal Plant (GGSSTP) are also protesting against the stoppage of facilities to the local people by the plant management. Earlier, there used to be a 7 per cent quota for wards of oustees at the school run by the GGSSTP. However, the facility has now been withdrawn. The facility of a dispensary is also not available to residents.

Sources in the management of the organisations, speaking on the condition of anonymity, blamed government policies for the withdrawal of facilities to the local population. They alleged that due to financial crunch and the pressure to generate profits (at the NFL), they were being forced to curtail certain expenses.

However, they failed to explain why other lavish expenditures were being continued and the cuts were being administered on services for the general public. The BBMB during the past one year, reportedly spent about Rs 20 lakh from the Chairman’s contingency fund on the entertainment of VIPs. The NFL spent about Rs 30 lakh during the recent visits of former Minister for Chemicals and Fertilisers, Mr Suresh P. Prabhu, to Nangal and Chandigarh.

Local leaders of workers unions and political parties are protesting against the withdrawal of facilities to the local people. The NFL union has threatened an agitation in protest against the management’s decision to hike the fee for private students. Leaders of the people’s committee are also demanding jobs for persons whose land have been acquired for the Ropar thermal plant and payment of compensation to farmers affected by the pollution caused by the unit.

All Ropar water samples fail
From Lalit Mohan

ROPAR, Oct 3 — Samples of drinking water drawn from the municipal limits of Ropar, Morinda, Kurali, Kharar and its surrounding was found to be contaminated. The samples collected by the district health authorities from the municipal councils and the public health water sources, of these towns were found to contain unacceptable level of bacteria and were unfit for human consumption.

Such is the extent of the contamination of the water sources at Ropar that even water samples collected from the Deputy Commissioners residence and the police lines were found unfit for consumption.

During a routine check the district health authorities had randomly collected 37 water samples during the month of September from Mohali, Kharar, Kurali, Morinda, Ropar and its surrounding areas. Apart from the six samples collected from Mohali, all the other samples failed.

In Ropar, samples were collected from Jersy Farm, Police Lines, Government Girls Polytechnic, Hotel Siraj, Boat Club, Water Lily Resort, Government College, Main Water Works and the Deputy Commissioner’s residence. Besides the Taprian tube well, Railway Road, Nand Lal School, Bela Chowk and the municipal council mains.

In Kurali, Morinda and Kharar, 16 water samples were collected randomly from water sources of the respective municipal councils of these areas.

The Civil Surgeon, Ropar, Dr Rajinder Singh, admitted that the samples had failed the tests and he had sent his report in this regard to the Deputy Commissioner for further action.

He said bacteria in drinking water might be the source of various diseases including diarrhoea, cholera, hepatitis and typhoid etc. Contaminated water is more harmful for visitors than locals who are relatively immune. The Deputy Commissioner Ropar, Mr G.S. Grewal was not available for comment.

Cremation ground with mortuary
From Parmod Bharti

NAWANSHAHR: The Shivpuri Cremation Ground at Patti Masanda in Banga town is perhaps the first such ground in Punjab which has an airconditioned mortuary.

The facility was started about one and a half months ago. It has proved to be of immense help to bereaved families, especially those of NRIs, who can now delay the cremation so that all concerned can have “antim darshan” and participate in the last rites.

The cremation ground has been spruced up by the Shivpuri Welfare Society.

The society was constituted in 1997 by some dedicated social workers, who included Mr Om Parkash Batra, Mr Surjit Lal Chug, Dr Raj Kumar Dua, Mr Surinder Chopra and Mr Bharat Bhushan Bhardwaj.

It has, with the help of donations totalling about Rs 15 lakh from local as well as NRI philanthropists, provided various facilities at the cremation ground. Former SGPC chief Gurcharan Singh Tohra has also given a grant of Rs 1 lakh to it and the Chief Minister, Mr Parkash Singh Badal, has announced a grant of Rs 2 lakh. Besides, a local social worker, Mr Munish Kumar Chug, collects donations of Rs 5,000 to Rs 6,000 every month to meet the recurring expenses.

The ground now has a number of facilities, including an “ashes store” (six boxes), four open furnaces, a firewood store, a stereo system, a generator set, bathrooms, sheds and a well-maintained garden.

The cremation ground was set up in 1933 for which more than 7 kanals were donated by Lala Ram Suri, but it remained neglected for a long time. About 6 kanals adjoining the ground have now been donated to the society. The society is planning to buy an ambulance for the benefit of the victims of road accidents.

Tribune News Service

AMRITSAR, Oct 3 — Shops and business establishments remained closed in Fatehabad town in protest against the arrest of Mr Charanjit Singh, Vice-President, Bhartiya Kisan Union (BKU), by the Goindwal police.

Mr Charanjit Singh was taken into custody on the basis of an FIR lodged by Mr Gurinder Singh Tony, Chairman, Land Mortage Bank, and a nephew of Mr Rajint Singh Brahmpura, Cooperation Minister.

Though the name of Mr Charanjit Singh did not figure in the FIR, yet he was arrested for an alleged assault on Mr Tony. Interestingly, Mr Tony had mentioned the name of Mr Barinder Dayal Singh, a state committee member and son of Mr Charanjit Singh, for attempting to deprive farm of his vehicle. Even then, the police arrested Mr Charanjit Singh.

The BKU has sent telegrams to the Chief Justice of the Supreme Court, Chief Justice of Punjab and Haryana High Court, DGP and Chief Minister in protest against the arrest of Mr Charanjit Singh.

It may be mentioned here that Mr Tony has passed through Fatehabad when farmers blocked the traffic in protest against the non-procurement of paddy. He insisted on clearing the traffic jam, which resulted in a minor scuffle.

The BKU has threatened to launch an agitation if the ‘fabricated’ case registered against Mr Charanjit Singh is not withdrawn.

Swadeshi Manch sells ‘foreign’ goods
Tribune News Service

FEROZEPORE, Oct 3 — The Swadeshi Jagran Manch (SJM) conveniently throws to wind the code it has laid down for others, with many of its leaders continuing to sell “videshi” products which the organisation wants to be discarded.

Although the SJM — an offshoot of the RSS recommended a bar on several “videshi” consumer items through a handout circulated here on the birth anniversary of Mahatma Gandhi, several of its leaders, who are running grocery shops in the city, continue to sell them. Ironically, the handout clearly read, “Swabhiman se swadeshi apnayen” and listed popular brands of soaps, detergents and toothpastes, the SJM wants should be discarded. These include Lux, Liril, Lifebuoy and Hamam soaps, besides Colgate and Close-up toothpastes. However, enquiries revealed that these items continue to be sold at a grocery shop owned by the district SJM convener, Mr Bharat Bhushan, who was in the forefront a campaign to sell non-iodised swadeshi salt here yesterday.

On being contacted, he admitted that these items were stocked at his shop as they enabled him to campaign in favour of swadeshi more effectively.

“This helps us in making the customer logically differentiate between the swadeshi and videshi goods”, he said adding, “I mostly ask my customers to purchase the cheaper, country-made products”.

He disclosed that he was stocking “banned” items at the behest of SJM leaders, who fear that by stocking locally made items alone might make them lose customers and the opportunity to convince them of the superiority of “national” goods.
