Release 200 cr grant to PSEB: Vasant

PATIALA, Sept 28 — Punjab Energy Adviser N.S. Vasant yesterday said the free power facility being given to farmers in the state had resulted in huge losses to the PSEB and the board was in urgent need of help to tide over the financial crisis being faced by it.

Addressing a press conference here, Mr Vasant said the government should release Rs 200 crore promised to the PSEB. He said he would again request the government to provide the money to the board quickly.

Mr Vasant said the board was not in a “good financial position” adding that the Rs 200 crore promised to the board was eagerly awaited. He said along with this money and other corrective measures, the financial position of the institution could be improved considerably. He, however, said it was wrong to say that the government was not supporting the board.

He declined to comment on the status of the power regulatory commission which was already in the pipeline. He said the issue was being discussed but declined to comment on it.

Speaking about problems in the Ropar thermal plant that had been highlighted recently, he said a concrete channel had been damaged but there was nothing unusual about it. He said the first priority of the board would be to repair the damage without closing down the plant. If at all the plant was to be closed, the damage would be rectified within 48 hours. He said a final decision on this issue would be taken in a few days.

About the problems of a rotor mechanism at the Ropar plant, he said it was wrong to say that a spare rotor had not been tested before use recently when another broke down. He said the replacement was done successfully and that there had not been any vibrations following its insertion. He said the plant would start working to its full capacity from tomorrow.

When asked about the loss suffered due to this, he said any loss of electricity due to routine maintenance was normal. When asked about the money given to BHEL for repairing the rotor earlier, he said a few lakhs had been spent.

Speaking about the Thein Dam, he said it was complete in all respects. He said at present only 150 mega watts of electricity was being produced at the dam as only two turbines were in operation. He said this was because the water level of the dam was adequate enough to operate the turbines. He said a weak monsoon was responsible for this.

Mr Vasant said at present the water level in the dam was 508 feet and the inflow was 5,000 cusecs. In comparison to this the outflow was 5,000 cusecs and added that more water could not be used for generation purposes. He said the government was not bound by the Central Electric Authority in the matter of commissioning of the machines at the plant. The board had itself put conditions on the manufacturers so that their machines could be properly checked and that the dam could be inaugurated in time.Top


 

100 MC employees dismissed

JALANDHAR, Sept 28 — Functioning of local Municipal Corporation came under sharp criticism when it allegedly terminated the services of 100 employees in Octroi Department and refused to pay their salary of past three months.

The Municipal Corporation had unanimously adopted a resolution in the House and decided not to privatise the octroi collection for the current year.

Subsequently, the civic authorities had sent a proposal to the government for the recruitment of 50 employees in Octroi Department to man all octroi posts.

“Though the state government has given its permission to recruit 50 persons in octroi branch, but Mayor Suresh Sehgal in connivance with civic authorities illegally appointed 135 persons, that too without adopting proper procedures, to suit his political interests,” alleged Mr Raj Kumar Gupta, leader of Opposition in Councillor House.

In fact the Assistant Commissioner, Mr Ved Vyas, has admitted before him that 135 persons were appointed in octroi branch on the condition that they would not get any salary, disclosed Mr Gupta while demanding a high-level inquiry into the alleged recruitment scam.

Mr Sourav Sharma, one of the terminated employees, said though he had been appointed in octroi branch on August 10 by the Assistant Commissioner Ved Vyas but his services were terminated without assigning any reason yesterday, “In fact he threatened me of dire consequences if the matter was made public. I am not even paid the salary for this period,” alleged Mr Sourav Sharma.

Another victim, Arvind Gupta alleged the civic authorities has adopted different yard sticks while terminating the services since those belong to the ruling BJP were still manning the octroi posts in the city. “Assistant Commissioner Ved Vyas has promised me that salary will be paid on October 8, but later on he backtracked of his commitment and terminated my services,” said Arvind.

Mr Vipan Kumar, BSP Councillor, criticised the Mayor Suresh Sehgal for not advertising these posts in newspapers in order to adjust BJP workers in octroi branch, “our party will take up this matter at the next meeting of the House,” said Mr Vipin Kumar.

The former Senior Deputy Mayor and Akali councillor Gur Charan Singh Narula went a step further and decided to organise a dharna in front of the Mayor’s office on October 3 to register their protest against the termination,” it is a cruel joke with educated unemployed youth and the Akali Dal will not be party to this act. We have invited all political parties to join dharna on October 3 against the corrupt and dictatorial rule of Mayor Suresh Sehgal,“ said Mr Narula.

However, Mr Bidhi Chand Thakur, Commissioner Municipal Corporation refuted the allegation and said we have not appointed a single person in the octroi branch, so far, since the formalities were yet to be completed in this regard.Top

 

Row over cheques for 10 lakh

FEROZEPORE, Sept 28 — The release of compensation to border residents through cheques marked ‘self’, allegedly issued by the former Deputy Commissioner, Mr Gurdev Singh Sidhu, here during 1999 has triggered a controversy.

Although Mr Sidhu, who is currently holding the office of the Special Secretary, Home, pleaded ignorance about the matter, the issue has snowballed into a major controversy. The administration, however, suspects embezzlement by junior officials, who are being accused of forging the signatures of Mr Sidhu.

In all, three cheques worth Rs 10 lakh under the ‘self’, title, bearing the signatures of Mr Sidhu, were issued on separate occasions. While the payments were meant to compensate the civilians, who have land across the security fencing raised along the Indo-Pakistan border here to check infiltration, the title of ‘self’ having been used has prompted the authorities to investigate the matter.

While confirming the controversy, the present Deputy Commissioner, Mr Kulbir Singh Sidhu, said that it appears to be a case of embezzlement by junior staff and the administration will leave no stone unturned to dig the truth.

The said amount was part of the total grant of Rs 1.65 crore sanctioned to this border district. However, Rs 30 lakh were left as the surplus money after distribution with the administration. Of this, Rs 10 lakh were reportedly released through the controversial ‘self’ marked cheques under mysterious circumstances and how this money was utilised is not yet known.

The issue came to light recently when the district administration, acting on a communication from the top, wanted to surrender the surplus amount. The mystery deepened further, when an assistant of the Deputy Commissioner’s office here allegedly attempted suicide, on being asked to explain the embezzlement.

The Assistant, Ramesh Kumar, who had consumed some poisonous substance yesterday shortly after being asked by the ADC, Mr R.G. Sahota to explain how the amount was drawn from the bank under ‘self’ title, was previously handling the branch concerned.

However, Ramesh Kumar, who has survived the suicide bid, told TNS from his hospital bed that he took the extreme step due to depression and categorically refused to comment on the controversy.

Mr Gurdev Singh Sidhu said that he was not aware of the matter and demanded that the authenticity of his signatures on the controversial cheques be examined by experts. He further said without personally going into the details of the cheques, he might not be able to comment further, but added that the suicide bid by Ramesh Kumar certainly indicated ‘foul play’.

The controversial cheques worth Rs 2 lakh, Rs 5.30 lakh and Rs 2.70 lakh were reportedly issued in June, September and November, 1999.

Jail officials blamed for torture

FEROZEPORE, Sept 28 — Accusing the Ferozepore Central Jail authorities of meting out inhuman treatment to the prisoners, a convict, who currently is on parole has approached the Deputy Commissioner’s office for action.

In a two-page affidavit submitted at the DC office here today, the convict, Gurparshad Mahant has charged the jail officials of corruption, physical torture and denial of basic rights, like good food and medicines.

While the prisoners are served sub-standard food, the milk products meant for the inmates are frequently consumed by jail officials. The prisoners are allegedly forced to shell out money for medical treatment and defiance invites either detention in dingy cells or physical torture.

Besides, the canteen items are being sold at inflated rates, he charged adding, intoxicants such as “biris” are made available to the prisoners at prices higher than the printed rates.

Mahant, who was convicted for murder further alleged that the prisoners are forced to please the officials to buy peace. He submitted that the officials ensure that the judges visiting the jail do not gain access to the actual conditions of the inmates. He pointed out that the officials prevented him and other resentful prisoners from meeting a Punjab and Haryana High Court Judge, who had visited here for inspection early this year.

Mahant fears for life, whenever he goes back to the jail. However, the Jail Superintendent, Mr Dayal Singh Sekhon denied the charges saying, Mahant is a habitual trouble maker and he is cooking up stories to settle personal scores with the officers.

If Mr Sekhon’s side of the story is to be believed, Mahant is annoyed with the jail officials, who had tried to discipline him. Adding that not a single prisoner was being meted out inhuman treatment, Mr Sekhon claimed that profit generated from the sale of canteen items at higher price goes to the welfare fund of the inmates.

Adding that there was no question of torturing anyone, he said those exceeding their limits are segregated and detained in separate cells. He claimed that there was total transparency in the working of the jail and nobody is prevented from meeting the judges visiting here from time to time.

HOSHIARPUR, Sept 28 — Services in the local Civil Hospital remained suspended for the fourth consecutive day and work in the office of Civil Surgeon was affected as hospital employees staged a dharna and rally today. They were demanding registration of an FIR against the former MP, Mr Kamal Chaudhry, for his alleged attack on the residence of the Civil Surgeon, Hoshiarpur, on September 22.

Members of the nurses union tried to go to the district courts in a procession, but were not allowed by the Sub-divisional Magistrate and the police. Later they presented the memorandum to the SDM.

Meanwhile, Mr Lal Chand, Mr Lajpal and Mr Des Raj, leaders of the Balmiki community, Rishi Nagar, supported the action of Mr Chaudhry. They condemned the Civil Surgeon for not allowing the postmortem examination of Monika, student of the local DAV College who was injured in an accident.

PHAGWARA (FOC): The row took a twist when the action committee-cum-legal cell of the Indian Medical Association, Punjab, demanded judicial probe into the incident. Dr Raman K. Aggarwal, cell’s chairman also urged the government to take strict action against assailants. Dr Aggarwal opined that as per rules it was mandatory to conduct the postmortem in “natural daylight”.

NAWANSHAHR (FOC): A meeting of various medical and paramedical associations was held here on Thursday under the chairmanship of Dr R.L. Sharma, Civil Surgeon. The participants condemned the manhandling of the Civil Surgeon and demanded a judicial inquiry into the matter.

Famous Punjabi artistes, which included, Gurdas Mann, Sardool Sikander, Satvinder Bitti, Manmohan Waris, Mohammad Saddiq, Palwinder Dhami, Punjabi Munde group, Debi Makhsoospuri, etc presented a cultural programme on the occasion. GURDASPUR, Sept 28 — More than 1 lakh brick-kiln workers have been rendered unemployed because of a lockout announced by brick-kiln owners on July 1. There are 3,000 brick kilns in the state and each employs about 50 workers.

According to a representative of the brick-kiln owners, the industry has become unviable due to several restrictions imposed by the state government. Sales tax has been increased from Rs 1.05 lakh to 1.5 lakh this year.

Also, brick kilns have been brought under the Factory Act, under which the owners have to maintain an attendance record of employees. Since all brick-kiln workers did not work under one roof, to maintain such a record was very difficult for the owners, sources said.

The owners said the government had imposed a royalty of Rs 45 per 1,000 bricks while in neighbouring states it was Rs 8,000 in lumpsum per year.

The owners have demanded immediate withdrawal of fresh taxes levied on them this year.

Meanwhile, Kapurthala farmers continued road block for the second day today. Mr Krishan Kumar, SDM, Jalandhar, and District Food and Supplies Controllers of Kapurthala and Jalandhar persuaded farmers to lift the blockade.

In Tarn Taran, farmers staged a dharna on the Sarhali road and blocked traffic. The Kisan Sabha served a warning on the administration.

According to another report, the Goindwal police has registered a case on Wednesday under Section 353, 323, 186, 34, 342 of the IPC against Sujinder Singh Lal, sarpanch of Goindwal village and farmers for manhandling Punsup inspector Gurdial Singh. The inspector was on his duty when the sarpanch and other farmers forced him to procure their paddy and ignore the specifications.Top

AMRITSAR, Sept 28 — The State Foodgrain Agencies Coordination Committee today held a protest in front of the Deputy Commissioner Office against the alleged assault on a Punsup inspector at Goindwal.

In a press note issued here today, Mr Kanwaljit Singh, member coordination committee, claimed that the procurement agencies including Punsup, warehousing, Markfed, Punjab Agro and Food and Supplies boycotted the procurement of paddy in Goindwal Mandi.

No procurement agency would buy paddy in Goindwal till the administration lodge an FIR against the guilty persons. The note warned that if the Administration forced the procurement in the Goindwal market without initiating action against the alleged culprits, the coordination committee would intensify its peaceful agitation and would give a boycott of procurement in all the grain markets.Top

PATIALA, Sept 28 — The issue of likely construction of first storey row of existing shops along the outer walls of the Qila Mubarak by traders here who had bought them from the Municipal Corporation recently , has taken a serious turn with the corporation authorities deciding not to withdraw the sanction granted to the shopkeepers, despite pleas to this effect by the Punjab Cultural Affairs, Archaeology and Museums Department.

The corporation, which had sold 36 shops owned by it which were built along the outer wall of the Qila to its tenants recently, at the rate of Rs 8000 per square yard, had also subsequently passed building plans of the shopkeepers allowing them to construct and use the first storey to their liking.

The case came to light when the Archaeology Assistant Conservator, based at the Qila Mubarak here, opposed the construction of a first storey by a shopkeeper last week. The official besides issuing a notice to the shopkeeper for alleged violation of norms, had also appealed to the department to take up the matter with the district administration and the Municipal Corporation.

Corporation Commissioner, K.S. Kang, when contacted, said the corporation had received a letter from the Archaeology Department claiming that the shops were coming up in violation of the Archaeology Act and that any further construction along the wall of the historic Qila should be stopped immediately. He however expressed his helplessness to take further action.

The Commissioner said the Archaeology Department should move the competent authority to stop further construction activity. He said the corporation could not stop any possible construction as it had itself sold the shops and had also given permission for construction activity. He said the entire process of selling land and giving them permission to build the first storey was done according to the bylaws of the corporation. He said the Archaeology Department, moreover, had not made its views clear on the issue earlier, nor had it given any map or written detail of land use adjoining the Qila walls.

Sources said with the corporation sinking back, way had been cleared for further construction activity along the dilapidated walls of the fort. They said the only shop which had come up on the first storey recently was built in a hurried manner on a holiday to ensure that the Archaeology Department officials did not throw a spanner in the work. They said with the corporation authorities deciding not to tow the line of the Archaeology Department, other shopkeepers were likely to start building shops soon, and the only option left with the department was to approach the courts, if it wanted to salvage the structure which is already giving to pieces.

Meanwhile Archaeology Assistant Conservator, Yograj, disclosed that he had brought the matter to the notice of the district administration . He said the district administration had been supplied a copy of the violations committed by the shopkeeper who had carried out construction work in which the relevant portions of the Archaeology Act had also been quoted. Deputy Commissioner, Jasbir Singh Bir, when contacted, said the views of the Archaeology Department could have been elicited before the corporation had passed the construction maps of shopkeepers.

The Archaeology Department is protesting against any move to build further on the walls, as the building activity would hide the Qila exterior and change the facade of the fort. Top

GURDASPUR, Sept 28 — Swami Nishchala Nand, Jagadguru Shankracharya of Puri, has said he Ram temple in Ayodhya cannot be constructed under the present political leadership.

The Swami talking to reporters here yesterday said he met Mr L.K. Advani, then the President of the BJP when Mr P.V. Narashimha Rao was the Prime Minister. Mr Advani had then promised to support the resolution on the construction of the Ram temple in Parliament. The political scenario changed and the BJP-led government came into power at the Centre. Mr Advani instead of bringing the resolution avoided meeting him.

He said he was against the forcible possession of the temple land as it would lead to bloodshed in the country. The judicial process to acquire the land was very long and at present 40 cases in this regard were pending in the courts which will years to decide.

The Swami said those who favour the construction of the temple should by to persuade the Muslims and arrive at a decision amicably. He also advised the Muslims to see reason and allow the construction of the temple. The Swami said Mr Bukhari should deist from issuing provocative statements.

He said the conversions of Hindus into Christians had the support of the Pop. Adivasis had been converted by force and deceit into Christianity and not by allurement of money. States where conversions of Adivasis were going on included Bihar, Orissa, Bengal, Assam, Madhya Pradesh, Nagaland.

AMRITSAR, Sept 28 — Resentment prevails among employees of the Leprosy Society who have been served termination notices by the Punjab Government under directions of the Central Government from October 1, 2000. These employees, who are working under the World Bank scheme of the Leprosy Prevention Society on a contractual basis for the past many years, have no other source of income, they claim.

In a statement, they said that migrant labour from other states had become carriers of leprosy among Punjabis who were relatively safe from this disease about 15 years ago. This society was formed for early detection and medication to sufferers of this disease.Top

 

 

CEC issues list of documents to prove identity

CHANDIGARH, Sept 28 — Dr Brajendra Singh, Chief Electoral Officer, here today issued a list of a large number of documents which voters, who have not been issued with photo identity cards in the Sunam constituency, can use to prove their identity on the polling day.

These documents include the ration card, the driving licence, identity cards issued by public sector undertakings to their employees, passbooks issued by banks, electricity bills, freedom fighter identity cards, ex-servicemen pension books and the school-leaving certificate.Top

 

 

Punjab transfers

Mr Rakesh Ahir has been posted as Joint Secretary, Medical Education and Research, Mr Inder Yash Bhatti has been transferred to the Department of Home Affairs as Deputy Secretary and Mr Darshan Singh has been posted as Deputy Secretary in the Department of Forests and Wildlife.Top

Two crushed to death

JALANDHAR, Sept 28 — A 10-year-old child and a man were killed and mother of the child wounded when a trucker lost control and slid down the national highway bypass near Chuggitti on the city outskirts and ran over them this afternoon, police sources said.

While Bunty (10) died on the spot, his mother Rama, (30) was admitted with multiple injuries in the civil hospital. Gurmit (35) who also happened to be passing by, was also hit and killed by the truck, the sources added.

Trucker fled, abandoning vehicle, while Rama was admitted in the local civil hospital.Top


 

UGC move on Ph.D for college teachers stalled

AMRITSAR, Sept 28 — The Director Public Instructions (Colleges) has put paid to the UGC programme for teachers of private-aided colleges to do Ph.D on government expense.

A circular issued by Mr Gulzar Singh, Deputy Director (Colleges and Planning) on behalf of the DPI (Colleges), has asked the principals of these colleges not to recommend the cases of those teachers for seeking fellowship for doing M.Phil or completing Ph.D who have not taught for 40 hours (24 periods) a week. The circular reads that the DPI had been receiving requests from various colleges under the above scheme.

The circular further reads that though granting of study leave was discretion of the colleges concerned yet no case should be sent to the DPI for seeking UGC fellowship for those teachers who had not fulfilled the pre-requisitions of teaching for 40 hours a week.

The sources say that such a move would hit the prospects of more than 50 lecturers of 156 private-aided colleges.

As per UGC guidelines for teacher fellowship scheme the commission will provide assistance for award of teacher fellowship for doing M.Phil or completing Ph.D to the teachers of those colleges eligible to receive assistance under normal development scheme during the Ninth Plan period. It further states that if the college does not utilise the fellowship, the UGC may transfer the lapsed period to the colleges which request for additional fellowships.

The eligibility conditions laid down by the UGC read that the teachers should be permanent/confirmed or have been appointed on regular basis. The teacher should not be more than 45 years of age on the date of application. The teacher must have at least three years of teaching experience for availing the fellowship. Nowhere, the UGC has written that the candidate should have attended 24 periods or 40 hours a week. The Punjab and Haryana College Teachers Union is likely to take a serious view of the DPI circular.Top


 

School sans building

ROPAR, Sept 28 — Political rivalry among parties has hit the development work at Bhangala, a remote and relatively poor village situated at a distance of about 12 km from here.

The Congress Government in 1996 had upgraded a primary school in the village to the middle level. The school was to cater to the poor of five villages in the vicinity of Bhangala. Though six teachers were posted in the school at the time of its upgradation, yet no building was constructed.

As many as 65 students enrolled in this school have to brave all kinds of climate in the open to carry on with their studies. The principal of the school, Mr Sher Singh said in spite of their best efforts and the repeated assurances from the district education authorities no grant had been issued for the school building.

The teachers of the school through individual contributions had erected a fence on the school boundry. A toilet for the girl students on the school premises had also been built with the contributions of the teachers. The situation, however, becomes difficult during rainy season, when all students of the middle school and the primary school have to be herded in to the two-rooms primary school building.

The plight of the primary school is even worse. Though 180 students have been enrolled in the school , yet there is no teacher to teach them. Three sanctioned posts of teachers in the school are lying vacant and only a retired teacher looks after the administrative chores of the school.

The Congress government had also bought a building for a veterinary hospital in the village under the Indian World Development Programme. However, for the last six years no staff had been posted in the hospital.

Villagers allege that since they are labelled as the supporters of the Congress party by the leaders of the ruling party of the area the development works in their village have come to a stand still. The villages get cut off during the rainy season due to the bad condition of roads and improper drainage. They also allege that none of the ruling party leaders, including the MLA, Bibi Sukhwant Kaur Sandhu, has ever visited the villages after the elections.Top


 

Students plan stir

JALANDHAR, Sept 28 — The Punjab Students’ Union has decided to observe one-day strike on October 11 against the decision of the Punjab Government for not allowing student pass holders to travel in buses under the kilometre scheme.

Mr Raminder Singh, president of the union, while talking to mediapersons, alleged that the state government had started these buses in order to gradually privatise the Punjab Roadways and Pepsu Roadways.

He said there was great resentment among the students who were already burdened by the recent hike in school and college fee.Top

 

Filling of vacant posts demanded

PATIALA, Sept 28 — The AMIE (I) Engineers Association today demanded that the posts of Subdivisional Officer lying vacant in the Punjab Irrigation Department should be filled by making promotion of AMIE and BE qualified junior engineers.

Making a statement here today the General Secretary of the association, Mr S.N. Bansal, said that a delegation of the association met the Principal Secretary, Irrigation and Power, and made this demands.

Mr Bansal also urged that the decision of the Punjab and Haryana High Court and the Supreme Court should be implemented in letter and in spirit. Regretting that a wrong interpretation is being made by some people with vested interests, he said that legal opinion should be sought about this interpretation. Top
