Yadav for one-time road tax
payment CHANDIGARH, Sept 19 Suggestions were invited by the Union Minister of State for Surface Transport to bring about uniformity in the composite tax structure for national permits throughout the country. Presiding over the inaugural meeting of the subcommittee on the Transport Development Conference at Punjab Bhavan here this morning, Mr Hukamdeo Narayan Yadav also emphasised the need for the introduction of a countrywide system of one-time payment of road tax. The Punjab Transport Minister, Mr Raghbir Singh,said that the number of vehicles had increased manifold due to an increase in the population and, therefore, uniformity in the tax structure in all states was the need of the hour. He said that Punjab, like other states, was facing the problem of overloading of transport vehicles. He stressed the need for a uniform system to tackle this problem. The Haryana Transport Minister, Mr Ashok Arora, said that the system of tourist permits was being grossly misused to cause a loss of a minimum of Rs 50 crore a year to Haryana alone. He wanted this misuse to be checked. Mr Arora also wanted the Delhi government to abolish the entry tax system existing at the border, which otherwise also led to big traffic jams. Mr Arora wanted that a proposal should be sent to all states on the introduction of the uniform tax system before the final decision was taken. The views of all states must be taken. The Transport Ministers of Himachal Pradesh, Sikkim, Uttar Pradesh and West Bengal also expressed their views on these issues. They also put forward their suggestions on uniform composite fee, one time road tax and other matters. The Union Minister assured the members that before taking the final decision, all recommendations would be duly considered. He said that two more meetings would be held on the same issues at different places so that the view points of all states could be considered carefully. Mr Yadav said the issue
of overloading and other such problems would be discussed
by a separate subcommittee of the Ministry of Surface

Hi-tech information system for
CM CHANDIGARH, Sept 19 An Internet-based executive information system for the office of the Chief Minister of Punjab, Mr Parkash Singh Badal, was formally launched today. According to Mr Ramesh Inder Singh, Principal Secretary to the Chief Minister, the system broadly addresses three prime needs of the Chief Minister monitoring of complaints, grievances, representations and other references by representatives of public; monitoring of various projects being executed by various departments; and the information about the various meetings held by the Chief Minister and important issues concerning various departments. Though the project has been developed primarily for the needs of the Chief Ministers office, it also has services for common citizens to register their complaints, representatives, and suggestions online and it is planned to expand their application with full fledged citizen services vis-a-vis CMs office in particular and the state government in general, he said. He said it was one of the most advanced internet-based executive information system in the country. Mr R.K. Verma, Additional Secretary and project in charge, said it was just an attempt to jump into IT bandwagon but a serious and far-sighted application which had been developed by evolving suitable system architecture to pave the way for the large number of such applications in the government. He said the functioning
of various modules had been designed in such a manner
that there be least intervention for manual processes in
the whole application. |
Gang of cheats busted AMRITSAR, Sept, 19 A gang of cheats was busted today with the arrest of five of their members by the Majitha police here. The gang ensnared their prey by giving them Rs 1,50,000 in lieu of Rs 50,000 in genuine currency, explaining that their fakes were as good as genuine. When the supposedly fake notes were circulated by them since they were actually genuine ones they faced no problem in transactions. Subsequently, they were able to win the confidence of their buyer and supply fakes. According to SSP, Majitha, Mr Lok Nath Angra, the five arrested include the kingpin of the gang, namely Harbhajan Singh, alias Bura, Lal Singh, alias Lalli, Rachpal Singh, Gurdial Singh and Gardip Singh, all from Amritsar district. Bura and Lalli had divided themselves into two groups, one headed by Bura who used to indulge in illegal activities by ensnaring unsuspecting persons with the attractive exchange of money. The other act as the police party to snatch the money. When a victim, Shamsher Singh, brought Rs 50,000 of genuine currency to get Rs 1,50,000 in fake currency at Adda Augar Aulakh under Ajnala police station he handed over the money to Harbhajan Singh, alias Bura. As per a prearranged signal Lal Singh, alias Lalli, reached there with other members of the gang posing as a police party wearing police uniforms. While Harbhajan let Shamsher Singh escape the money left with Harbhajan was shared among the gang. Likewise, they robbed Rs 50,000 from one Buta Singh, a resident of Sarangdev. The Majitha police on getting a tip-off that a deal was going to be settled at Adda Mehal Bukhari set up a naka under Inspector Sukhwinder Singh of CIA Majitha staff. The robbers were
apprehended and fake currency worth Rs 50,000 in Rs 500
and Rs 100 denomination seized from them. |

Graft cases: govts nod
awaited JALANDHAR Sept 19 The Vigilance Bureau has been waiting for a nod from the Punjab Government for initiating a probe into corruption charges against nearly 30 officials of various departments posted in Jalandhar, Nawanshahr, Kapurthala and Hoshiarpur districts. The officials of different departments, including the police, have been facing charges ranging from embezzlements of funds to collection of money beyond their known sources of income. Even though in some cases, the bureau had forwarded complaints and its reports to the authorities concerned a year ago, the government was yet to accord permission to it for proceeding against officials who had been facing the charges. Ms Gurpreet Deo, SP,
Vigilance Bureau, confirmed the indifference shown by the
state government towards such cases. She said a lot of
cases had been referred so as to seek the
governments permission as per the norms, but the
higher authorities were yet to decide the fate of such
cases. |
Barnala to campaign SUNAM, Sept 19 Mr Surjit Singh Barnala, a former Punjab Chief Minister, whose political differences with Mr Sukhdev Singh Dhindsa, Union Minister for Sports, are well known, has decided to campaign for his son and the SAD candidate for the Sunam by-election. This was stated in a press note issued here today by the media centre of SAD candidate Parminder Singh Dhindsa. As per the press note, Mr Sukhdev Singh Dhindsa and Mr Gobind Singh Kanjhla, a Punjab Minister considered close to Mr Barnala, this morning met the latter at his residence in Chandigarh. The meeting among the three leaders lasted over an hour during which all misunderstanding was removed. Mr Barnala will now

Mittal asks oppn parties to
apologise SUNAM, Sept 19 Lashing out at the opposition parties regarding their allegation that paddy was being purchased by traders ranging between Rs 300 and Rs 340, Mr Madan Mohan Mittal, Punjab Food and Civil Supplies Minister, challenged them either to prove their allegation or tender an apology for misleading the public at the time of the Suman byelection to harm the SAD candidate. Addressing a press conference here last night, Mr Mittal further said the state government had opened 1626 procurement centres in the state for the smooth holding of procurement operation by the government procurement agencies. Mr Mittal, who was here to campaign for the SAD candidate, Mr Parminder Singh Dhindsa, assured the farmers that the entire paddy procurement operation would be completed by the government in 35 days starting from September 21. Mr Mittal claimed there would be no shortage of storage space in the state. He said the government procurement agencies would lift the paddy from the grain market in a smooth manner. He also said there was no shortage of finances with the procuring agencies so the entire payment of paddy to the farmers would be made in stipulated period. Mr Mittal also appealed to the farmers to bring dry paddy to the procurement centres. He also appealed to the commission agents to clean the paddy properly with the power cleaner to ensure minimum support price of Rs 540 for the paddy. He also asked the arhtias to apply their firms stamp on the bardana to detect and type of discrepancy at any stage so that action might be taken against the erring arhtiyas on the detection of any irregularity like under weighing. He also warned the government would not hesitate to take stern action against any of the procurement centres which were found functioning against the norms, rules and instructions set by the Punjab Government. |

Cong seeks filming of Sunam
poll FATEHGARH SAHIB, Sept 19 The Congress has urged the Election Commission to install video cameras at all strategic points and provide cameras to the teams of the commission to check the suspected misuse of the official machinery and violation of the model code of conduct by the ruling party during the Sunam byelection. This was stated by Mr Bir Devinder Singh, a senior Congress leader, while talking to media persons here yesterday. He alleged that workers of the ruling party were buying identity and ration cards of poor people, to prevent them from casting votes. He said it was a matter of concern for all political parties. He demanded the intervention of the Election Commission in the matter. He expressed faith in the leadership of Capt Amarinder Singh and claimed that the Congress would win the election with a big margin. |

suspended BATHINDA, Sept 19 The District Congress Committee (DCC) has suspended Mr Niranjan Singh Kutiwal, vice-president, DCC, Mr Satdev Sharma, vice-president, DCC. Mr Raj Binder Singh Teona Pujarian, general secretary, DCC, and Mr Satpal Jodhpurian, secretary, DCC, from the party. In a press note issued here today, Mr Bhagat Singh Dhaliwal, president, DCC, said Mr Ashok Kumar had also been suspended from the party. He had been asked to reply to the DCC for his anti-party activities. He also has urged the party high command to take disciplinary action against Mr Harbans Singh Sidhu, former minister of Punjab. He pointed out that Mr Sidhu was indulging in anti-party activities. In a separate press note issued here today, Mr Pritam Singh Brar, president, District INTUC Council, Bathinda (DICB), said Mr Harwinder Singh Sidhu and Mr Gurmeet Singh, general secretary of DICB, had been suspended from the basic membership of the council as they had been indulging in anti-party activities.

Traders not to support Dhindsa BATHINDA, Sept 19 The Punjab Pradesh Congress (Beopar Cell), Chairman, Mr Madan Lal Kapoor, today said traders of Punjab have been working for defeat of the SAD-BJP alliance candidate, Mr Parminder Singh Dhindsa, in the Sunam byelection for anti-trader policies of the Punjab Government. In a press note issued here, Mr Kapoor said the SAD-BJP government had brought the traders on the brink of economic disaster in the past three years by imposing unnecessary taxes and duties. He added that apart from it, Mr Badal had set up inter-state tax barriers, enforcement wing for realising sales tax, auctioning of octroi posts and flying squads of the Punjab State Electricity Board (PSEB). He alleged Mr Badal was also promoting nepotism. He first brought his own son, Mr Sukhbir Singh Badal into politics and made him union minister. When the people of Sunam had defeated Mr Sukhdev Singh Dhindsa in 1997, how can they vote in favour of Mr Parminder Singh Dhindsa? he questioned.

Clear dues before
procurement PATRAN, Sept 19 There is resentment among commission agents (aarhtias) against various Government procurement agencies. They say that before starting the procurement of paddy the government agencies concerned should clear all dues pertaining to wheat procurement. The agents told TNS here today that government agencies like the FCI had not returned gunny bags (bardana) which were taken on loan during the paddy procurement season. Mr Madan Lal, former president of the local Commission Agents Association said, his firms 350 gunny bags were due against the FCI. But these had not been returned so far. They said sewing charges had also not been paid by the agencies to the commission agents. Mr Madan Lal said about Rs 4 lakh was pending against the FCI, Markfed and the Punjab Agro Industries Corporation. They said the Punjab Government should direct the procurement agencies to clear all sorts of dues before September 21, the official date declared by the Union Government to start the procurement of paddy. There other worry pertains to the damage caused by floods in the Ghaggar in nearby villages like Hotipur, Galar, Nurpur, Naiwala, Jogewal, Nawan Gaon, Andana and Shatrana etc. The agents said farmers had been ruined because of the floods and most of them had lost their entire crop. No compensation had, however, been paid so far. Many agents had paid money to the farmers as loan. But due to the damage to crops, the farmers would not be able to return the loan. The agents said most of the farmers, had transplanted another sathi variety which took only 60 days to mature. But this variety has been attacked by diseases. They complained that the local grain market did not have enough space to handle paddy operations. Over 18 lakh bags of paddy were expected to arrive in this market. But the market had the capacity to handle only 3 lakh bags. The agents said paddy stocks would spill over to residential areas because of lack of adequate space in the grain market. There would be chaos in the town for the next two months or so because of the procurement. Though one more grain market yard was being prepared, it would not be enough to handle the paddy arrival. There was no proper drainage system in the market, they said. In case it rained, the market would be flooded, causing inconvenience to the farmers. There was also no proper arrangement of cleaning the market. Similar complaints were made by the commission agents at Samana. As the Punjab Mandi
Board earned a lot of money from the arrival of
foodgrains in the market round the year, it should buy
paddy at a price of Rs 520. |
Kandi dam may be dropped? GURDASPUR, Sept 19 Uncertainty continues over the construction of the Shahpur Kandi dam. Mr P.V. Narasimha Rao as Prime Minister had laid its foundation stone on April 20, 1995. The project was to cost Rs 1038.32 crore but now the cost has escalated to more than Rs 1600 crore. Official sources said the project at one stage in 1996 was allotted to a multi-national company of South Korea which estimated the cost at Rs 2300 crore. It committed to complete the project within three years. But due to continuous pressure by Ranjit Sagar dam project employees, the orders of handing over the project to the company were withdrawn. The sources said the Punjab State Electricity Board floated global tenders for construction of the project. But after the matter came to the notice of the Irrigation Department, the latter filed an objection with the government that the PSEB had no jurisdiction to independently float tenders for the project. The project involves construction of several civil works and on completion will generate 168 mw of electricity. Insiders say it has not been decided so far whether the project is to be handed over to the PSEB or the Irrigation Department, though global tenders have been issued. Senior official working on the project, on condition of anonymity, said there was a possibility that the government may drop the project. To argue his point, he said that out of 1,000 employees of the Ranjit Sagar dam transferred to Shahpur Kandi, 948 had been reverted back. The official said it would be unfortunate if the dam project was dropped because when Ranjit Sagar on completion started generating electricity to its full capacity, a lot of water release thereof would go waste and via Ravi enter Pakistan for the prevention of which the government had already paid Rs 100 crore. Moreover, the Irrigation
Department had spent Rs 70 crore on the project for
completing initial formalities. Machinery worth Rs 32
crore from the Ranjit Sagar dam had been transferred to
Shahpur Kandi which if not utilised would be reduced to
junk. |

welfare package CHANDIGARH, Sept 19 The Punjab Regiment, the oldest and the most battle-seasoned infantry regiments, will honour the next of kin of its battle casualties from the state of Himachal Pradesh by presenting them a welfare package at Solan (Thoda Ground) on September 24 at 10.30 a.m. Ninety war widows/next of kin and nine battle disabled soldiers of the regiment will be the beneficiaries at the function. Major-General SK Awasthy, Colonel of the Punjab Regiment, will present cheques ranging from Rs 50,000 to Rs 1,00,000 to each of these beneficiaries. Other than a number of retired soldiers and officers, many senior serving officers of the regiment are expected to attend the function. Mr Jagat Parkash Nadda, Health Minister of Himachal Pradesh, will be the chief guest. Many prominent citizens and local officials will be gracing the occasion to honour the proud sons of Himachal Pradesh.

CM asks Aggarwals FARIDKOT, Sept 19 The Punjab Chief Minister, Mr Parkash Singh Badal, has called upon all sections of society to come forward for eradicating social evils, particularly dowry, untouchability and illiteracy. Speaking at the 11th state-level sammelan of the Aggarwal community at Jaito in the district yesterday, he asked the Aggarwals to devote themselves to uplift the weaker sections of society. Mr Chiranji Lal Garg, Science and Technology Minister, and chief patron of the State Aggarwal Community, praised the Haryana Chief Minister, Mr Om Prakash Chautala, for taking the initiative in reopening Maharaja Agrasain Medical College at Agroha, near Hisar, and for giving a grant of Rs 3 crore for its development. Earlier Mr Badal released a book on the life of Maharaja Agrasain.

Regional seminar on fertiliser
policy CHANDIGARH, Sep 19 Senior agricultural scientists and officers of the Department of Agriculture of Punjab, Haryana, Himachal Pradesh and Jammu and Kashmir will participate in a one-day regional seminar on a long-term fertiliser policy at the CII here on September 21. The seminar is being organised by the Union Ministry of Chemicals and Fertilisers. The seminar will also deliberate on agricultural subsidy in developing countries, the strategy to improve agricultural productivity, the impact of the WTO on the Indian economy, the marketing and distribution of fertilisers and the impact of globalisation on Indian industry with specific reference to fertilisers, a press note said today. Chemicals and Fertilisers, Mr Suresh P. Prabhu, will
inaugurate the seminar. It will be attended by, among

Shopkeepers stage dharna JALANDHAR, Sept 19 Nearly 125 shopkeepers organised a dharna at Jyoti Chowk here today in protest against the demolition and removal of encroachments in the area by the municipal corporation. Mr Joginder Singh Toni, a councillor, alleged the corporation was adopting a pick-and-choose policy as far as the removal of encroachments was concerned. Interestingly, he had supported the Mayor when he had launched a campaign to remove mazaars from different parts of the city.

Man sentenced to 10
years RI KAPURTHALA, Sept 19 Mr Jagroop Singh, Additional Sessions Judge-cum-Special Judge, today sentenced Manjit Singh, a resident of Chucharwal village, near here, to 10 years rigorous imprisonment and fined him Rs 1 lakh for possessing a 18 bags of poppy husk weighing 540 km along with his three accomplices. Manjit Singh and his
three accomplices, namely Mandeep Singh, Raghbir Singh
and Sewa Singh, were arrested by the police and 18 bags
of poppy husk seized from them in a tractor-trailer on
January 7, 1990. Manjit Singh was declared a proclaimed
offender in the case while his three accomplices were
sentenced to 10 years rigorous imprisonment and
fined Rs 1 lakh each on February 24, 1994, by the then
Additional Sessions Judge-cum-Special Judge. |

Man held for torturing wife NAWANSHAHR, Sept 19 The local police yesterday arrested Gurbhajan Singh Sanyasi and his son Gurpartap Singh, alias Sonu, a resident of Patiala, against whom a case under Sections 406, 498, 313, 315, 376 and 506, IPC, was registered at the Rahon police station on August 22 on a complaint lodged by Ms Karamjit Kaur (22), his wife, in which she accused her in-laws of beating her up for more dowry which resulted in abortion of her child and rape by her father-in-law in connivance with her mother-in-law. Ms Karamjit Kaur, narrating her tale of woes to media persons here today, said she was in BA III when she was married to Gurpartap Singh on November 21, 1999. After about a month of her marriage, she learnt that Gurpartap Singh had been married twice earlier. Her in-laws started torturing her for money for purchasing a motorcycle. On February 20, 2000, a sum of Rs 25000 was given by her parents to her in-laws but in vain. She was beaten up so brutally on one occasion that she had to undergo an eye operation at Jalandhar. On August 16, 2000, her mother-in-law helped her father-in-law to rape her. She alleged that when she tried to protest against the crime, she was beaten up by her father-in-law, mother-in-law, husband and his nephew. They kicked me in the belly and left me at Rahon with my parents. My in-laws threatened me and my parents, saying they had links with senior police officials and no action would be taken against them, Karamjit Kaur said. Mr Chanan Singh, father of Ms Karamjit Kaur, has faxed a letter to the CM, Punjab, the DGP, the Chief Justice, Punjab and Haryana High Court, the Human Rights Commission and the Punjab State Women Commission, accusing the police of hobnobbing with the accused at the behest of Mr J.P. Virdi, IG. He has alleged that Sections 313, 315 and 376, IPC, have been deleted from the FIR.

Illicit wine distillation
continues FEROZEPORE, Sept 19 Illicit distillation of country-made wine continues unabated in the border district although the Excise Department and liquor contractors claim to have smashed a large number of distillation dens. If the number of cases registered against the distillers in the recent weeks is any indication, the parallel liquor industry poses a potent challenge to the state Excise Department. More than 45 cases have been registered since August 1 at the Sadar police station alone. The police has booked many brewers for illegal stocking and distillation of liquor. Since the distillation of country-made wine in this part of the state is an age-old convention, the menace enjoys political patronage and both contractors and the excise officials often complain against the interference of the ruling party. The nexus between the distillers and the ruling party at the grassroots level at times becomes a stumbling block during the crackdown. The home brew produced by this parallel liquor industry fetches anything between Rs 50 to 70 for a 750 ml bottle, a price range that substantially affects the Indian-Made Foreign Liquor market. The
distillers are mostly economically poor and rely on this
profession for living. The excise officials and
contractors accuse them of using harmful chemicals to
increase the intensity of the produce. The country-made
wine, they alleged, is mostly laced with substandard
jaggery or gur meant for cattle. |

Eleven injured in attack GARHSHANKAR, Sept 19 Eleven persons, five of them of a family, were injured when they were attacked by 10-odd persons at Fatehpur Khurd village near Garhshankar last night. The injured have been admitted to the Civil Hospital, Hoshiarpur. Raghuvir Singh and Kirpal Singh were attacked at 9 pm outside their house. The attackers were equipped with a gun and swords. Raghuvir Singh and Kirpal Singh shouted for help. When their family members arrived they were also attacked. As a result 11 persons were injured. The cause of the attack is stated to be an old rivalry. The Garhshankar police has registered a case under Sections 307 and 324 of the IPC against Balbir Singh, Ranjodh Kaur, Harpal Singh and Harnek Singh. BSP
leaders have condemned the attack on Dalits and demanded
a high-level inquiry into the incident and strict action
against the guilty. |
Woman poisoned to death BATHINDA, Sept 19 Kuldeep Kaur, a resident of Paras Ram Nagar was allegedly poisoned by Rajbir Singh and his wife Sheela yesterday. Police sources said the suspect allegedly mixed poison in the milk which was served to the victim and her husband Joginder Singh. After drinking the milk, the victim felt uneasy. She was shifted to hospital where she died. Mr Joginder Singh, in a police complaint, has alleged that his wife was killed by Rajbir Singh and Sheela as they were having a dispute over some money matters. A case in this
connection has been registered under Sections 302 and 34
of the IPC in the city police station. The viscera of the
bodies has been sent for chemical examination after
postmortem. |
Woman arrested for selling
fake diesel GIDDERBAHA, Sept 19 The police yesterday arrested Amarjit Kaur from Theri village for allegedly selling spurious diesel in the area. Police sources said 250 lts of spurious diesel was seized from her possession. Cases under the Excise Act had been registered against her and her son. Mr Ashok Baath, DSP,
said Amarjit Kaur had been making spurious diesel by
mixing burned mobile oil with kerosene. She had been
selling it to people belonging to the rural areas for use
in agricultural purposes. |
Dua, Talwar make it to Senate CHANDIGARH, Sept 19 Mr Satish Sharma established a comfortable margin in the poll against fellow contestants for entry in the Panjab University Senate here today. He secured a lead of 319 votes in the round which was far ahead of the quota fixed at 225. The margin of win in the lecturers category was important because names of next winners came after seven rounds of counting following the first result. Prof Charanjit Chawla, General Secretary of the Punjab and Chandigarh Teachers Union, was the second to be declared elected followed by Mr Jarnail Singh. Principal P.S. Sangha had secured nearly 438 votes in the lecturers category earlier. The win also signifies a division in the PCCTU whose representatives have been among the front benchers of the university House. A critic noted Till only a few years back the PCCTU office decided on the list of the competitors. The current mode of naming themselves led to an indirect division of votes even for their own group members. This was visible in case of votes of a defeated candidate. A senior functionary of the teachers union showed that even outsiders had voted in the record preference. Counting carried on till the 16th round to decide the final eight teachers. Others elected include Mr A.S. Dua, Dr Dinesh Talwar, Mr Jarnail Singh, Mrs K.K. Pannu and Mr S.S. Hundal. After about six rounds of counting came the name of Prof Chawla and Mr Jarnail Singh. Next came the name of Mr A.S. Dua. Elections results were also declared for the Principals category. Those elected include Principal P.S. Sangha, Principal Tarsem Bahia, Principal Harmeet Kaur, Principal S. Brar, Principal A.C. Vaid, Mr Jaswant Gill and Principal B.D. Budhiraja. Principal A.S. Bedi was eliminated since there were nine contestants in this category. Principal Sangha polled 10 votes in the first count; Principal Bahia 8; Principal Harmeet Kaur got 8; Mrs Brar and Principal Gandhar got 7 each. In the lecturers category a total of 2,089 votes were cast out of which as many as 66 were declared invalid. The Registrar, Presiding Officer, said that following a High Court order, results of the graduates constituency would not be declared till a formal decision. Over 50 votes were exhausted in the following rounds after the first. A recounting was allowed following the 16th round on a complaint lodged by Mr Jaipal Singh. His loss is significant as he is also President of the Government College Lecturers Association. The winners in the lecturers category are Mr Dua secured 188 votes in the first count; Prof Chawla secured 181; Dr Talwar got 164; Mr Jarnail Singh got 181; Mrs Pannu got 113; Mr Josh got 108; Mr Satish had 319 ; and Mr Hundal had 121. Those who lost included

course PATIALA, Sept 19 The Department
of Geography, Punjabi University, will organise a UGC-sponsored refresher course in geography between
October 30 and November 21. Giving this information, Dr
Mehar Singh Gill, Head, Geography Department, and
coordinator of the course, said that the theme of the
course would be Recent development in the field of
geography. This was stated in a press note issued
by the university here on Monday. |
