ex-minister’s son CHANDIGARH, Aug 26 — The Haryana Financial Corporation has initiated criminal proceedings against Mr Ranvir Singh Mann, son of former Congress Minister, Mr Tejinder Singh Mann, as a cheque presented by him toward the repayment of loans taken by him from the Corporation bounced. An official press note issued here today said Ravinder Paper Mills Ltd, Kaithal Road, Charao, Karnal district, managed by Mr Ranvir Singh Mann, had obtained a term loan of Rs 1.04 crore from the Haryana Financial Corporation office at Karnal in December, 1996. He also obtained a loan of Rs 34 lakh for purchasing generator sets. The accused had to pay to the Corporation over Rs 1.03 crore. Mr Ranvir Singh Mann issued a cheque of Indian Bank of Rs 5 lakh on July 10 last and it was presented to the Oriental Bank of Commerce, Karnal, for crediting it in the account of Haryana Financial Corporation but the cheque was dishonoured by the bank. It was returned to the Corporation on July 13 because of “insufficient funds”. The Corporation sent a registered notice to the accused on July 17 informing him about the cheque. The press note added that the Corporation again presented the cheque in the bank which was again dishonoured by the bank on July 31. According to the official version, Mr Mann had intentionally defrauded the Corporation as he was fully aware of the fact that the cheque issued by him in favour of the Corporation would not satisfy the claim of Corporation. Therefore, the Corporation filed a criminal complaint in the Court of Chief Judicial Magistrate, Karnal, for committing an offence under Section 138 of the Negotiable Instruments Act read with Section 420 of the IPC. According to the press note, the Corporation was also entitled to recover the interest at the rate of 24 per cent annually from the date it fell due till realisation of the amount from the accused. The Corporation issued him registered notice dated August 3, 2000 also but nothing resulted from it. |

suspended for ragging KURUKSHETRA, Aug 26 — Despite strict anti-ragging measures initiated by the Kurukshetra University Vice-Chancellor, Mr R.S. Chaudhary, the menace of ragging is taking its toll. Enquiries made by TNS show that the practice continues even though strict vigilance has been enforced by the authorities. Besides yesterday’s fracas at the University College canteen after which four students of the college were admitted to hospital, 10 students of the University Science Instrumentation Centre (USIC) are in the dock on charges of ragging. It was learnt that two students of B.Tech (part-II) Course in instrumentation have already been suspended from the class pending an inquiry into the entire episode. The case of eight others, who are also B.Tech (part-II) students, has been referred to the proctorial Board of the University. According to a UNI report, the Kurukshetra University authorities have locked 13 rooms of two hostels, while the police arrested five students in connection with the violent incident in the varsity college canteen yesterday. Jasbir Singh of B.Com II and Jaswinder Singh of B.Sc II of University College were ‘expelled’ from the institution, while the authorities locked rooms of 13 students in Pratap Bhavan and Narhari Bhavan hostels, the agency report said. Sources said that two second year students were found ragging the freshers of the B.Tech course in the university rose garden by the security staff. As the matter was brought to the notice of the USIC Chairman, Dr S.N. Chaturvedi, he is learnt to have immediately suspended the students and ordered an inquiry. However, during inquiry one of the students has been found ‘innocent’. In an earlier incident, which took place in Partap Bhavan early this week, eight second year B.Tech students were caught by the flying squad of the University while ragging freshers. The anti-ragging flying squad comprised the Chief Warden, Dr Amar Singh and the Chief Security Officer of the University, Dr D.S. Sandhu. The incident happened well after midnight when the flying squad found that a group of freshers was locked in a hostel room by their seniors. The flying squad saw the incident from the glass window of the room in Partap Bhavan. The squad got the room opened. The freshers admitted that they were subjected to ragging. The authorities immediately locked the rooms of the senior students. Most of the eight students indulging in ragging hailed from Delhi and Gurgaon. The parents of the students are reported to have immediately rushed to Kurukshetra. They met the Chairman of the USIC, the Chief Warden and the Vice-Chancellor. One of the parents told TNS on condition of anonimity, that all of them together had given a “written undertaking” to the Vice-Chancellor about the good behaviour of their wards. The students had also apologised for their “innocent lapse.” However, the Vice-Chancellor, is reported to have referred their case to the proctorial Board. The ragging incident in the University College yesterday crossed all limits and in the attack, in which iron rods and sticks were used, two students — Sajjan Kumar — a fresher in B.B.A.C. (Ist year) and Sandeep of B.A. (part one) — were admitted to the local Civil Hospital while Sunil, a student of Siri Krishna Ayurvedic College and elder brother of Sajjan Kumar, had been referred to the PGI (Chandigarh) for serious chest and abdominal injuries. He had come to the college to sort out the ragging dispute between his younger brother and senior student which took place on Thursday. The fourth injured person, Randeep, who was in the group of attackers, is in a private nursing home. The Pro Vice-Chancellor, Dr Hoshiar Singh, told TNS today that he had visited the hospital to enquire about the students. He saw that one teeth of a student had been broken. Dr Hoshiar Singh denied that he was in anyway responsible for enforcement of discipline. He maintained that he had as yet not agreed to accept any duties assigned to him by the Vice-Chancellor during distribution of work. Therefore, the question of having responsibility to enforce discipline did not arise. Enquiries made by TNS further revealed that Mr R.S. Chaudhary on taking over as the new Vice-Chancellor had initiated very strict measures to curb the menace of ragging. Not only anti-ragging squads were formed, but an information campaign was launched to bring to the notice of the students the penal action which ragging would draw. Posters were pasted on important buildings in the campus and teaching departments that “ragging is a social evil”. The security staff, the wardens and deans of various faculties were activised to curb ragging with a strong hand. But despite the move, some hostels and the University College remained the hot bed of ragging. The Principal of the University College, Mrs Chand Dutta, had taken strong measures to curb ragging. She used to undertake very frequent rounds in the entire college all alone and had caught a number of outsiders in the college. But despite her strict vigilance, some elements created trouble in the canteen. Some deans,
contacted by TNS, maintained that there was a need to involve all university teachers, senior students like research scholars, the NCC cadets and NSS volunteers and members of literary societies from each department to curb this social evil. |
Haryana to set up
optical fibre link CHANDIGARH, Aug 26 — The Haryana Government today decided to create an optical fibre backbone network and data centre to connect all villages, tehsils and district headquarters with the state headquarters through an optical fibre network. An official spokesman said the initiative for this project was taken on the recommendations of the Chief Minister, Mr Om Prakash Chautala. He said the Haryana Power Utilities would shortly invite tenders from private companies having expertise in the field of fibre optic communication to set up this ultra-modern system of communication in the state. The optical fibre system aimed at achieving e-governance and ensuring transparent administration for the benefit of the public. The spokesman added that the government would use the transmission and distribution network of the state power utilities to lay the optical fibre in the same manner in which the National Power Grid Corporation had used its network to connect Delhi with Chandigarh recently. He said the Prime Minister, Mr Atal Behari Vajpayee, had recently inaugurated optical fibre link between Delhi and Chandigarh and he alongwith the then Union Power Minister, late Mr P.R. Kumaramanglam had interacted from Delhi with Mr Chautala by way of a video conference. The optical fibre system would enable the transfer of data, voice and information from any of the government offices to the public and make inter-communication possible between various levels of government corporations and boards in the State. The similar system is being tried by the Andhra Pradesh, Maharashtra and Punjab Governments. |
More women take to crime in Haryana HISAR, Aug 26 — Women criminals are fast changing the crime scene in Haryana with their increasing involvement in heinous crimes, including murder, drug peddling and even extortion. According to knowledgeable sources, over the past three years, the number of women criminals has risen sharply. However, what is even more disturbing is their graduation into the world of serious crime through their association with professional criminal gangs. The sources say that until a few years ago, women were involved only in petty thefts, pick-pocketing or at the most the flesh trade. Even these crimes were generally confined to women belonging to criminal tribes like Sansis and Bawarias. However,over the past few years, women belonging to the so-called upper castes are getting attached to serious crime. The sources point to some of the sensational murder cases that took place recently in which women from upper castes figured prominently. A mother-daughter team is the accused in the Mattershyam mass murder case in which the village sarpanch allegedly murdered six members of his own family in March last year. While the daughter is on bail, her mother is in jail undergoing trial. In June, a woman, Surjit Kaur, and her accomplices allegedly burnt her brother-in-law alive in a street in Fatehabad after he deserted his wife and remarried. The deceased had remarried after his first wife (sister of Surjit Kaur) failed to bear a child. She is currently in jail, awaiting trial. The gory murder had left the entire area shocked. In another case in June, a woman, Shakuntala, was allegedly involved in a double murder. She is now languishing in judicial custody. Last week, a couple was shot dead by a husband-wife team in Agroha. The victim, Raj Parkash, was a real brother of the alleged killer, Jaipal. The wife of the deceased, Usha, was also a real sister of Jaipal’s wife, Sudesh. The two are now in jail. Incidentally, trouble arose after Raj Parkash had a wordy duel with Sudesh who hit him with a sharp-edged weapon. Later Jaipal brought his gun and the incident left two persons dead. The sources say women are fast replacing men in smuggling narcotics from Rajasthan. Besides, women are managing satta in the rural areas almost exclusively. Likewise, in many of the villages notorious for moonshining and peddling illicit liquor, the kingpins of the trade are women. In Hisar, a motorcycle-borne stocky woman is notorious for extorting ‘hafta’ from hoodlums, who themselves live off the ‘hafta’ system. Though no official figure for women criminals is available, senior police officers admit that the crime scene has been changing with the arrival of more women criminals. The say the trend is equally pronounced in rural as well as urban areas. They say that women’s involvement in serious crime began in the wake of prohibition when their male family members got involved in smuggling liquor. The women had to guard the stocks as well as deliver them. Thus they were exposed to criminal gangs. Mr Rajpal Singh, Superintendent of Police, Jind, says most of the women who are involved in serious crimes invariably come from families with criminal history or have illicit relationships with notorious criminals. Before their first foray into the world of crime, they generally become financially dependent on criminals. From then on, picking up a gun is only a matter of time, he added. He said until a few years ago, criminals did not have a public face. Nevertheless, things had changed over the years and many misguided youth now treated criminals as ‘heroes’. This in turn had changed the outlook of women having links with criminals. But, fortunately, he said, women from law-abiding families were largely immune from crime though in exceptional circumstances anybody could willy nilly get involved in a crime. Criminologists, however, say rampant unemployment is forcing the youth to take to crime as a means of livelihood. Ultimately, even criminals get married and they are likely to find a woman from a family with criminal history only. Every such marriage is bound to bring more women into the grimy world of crime. |
BKU to hold
rallies on Sept 4 SONEPAT, aug 26 — The Haryana unit of the Bharatiya Kisan Union (BKU), has decided to hold rallies and stage dharnas on September 4 at all district headquarters in the state to register its protest against the erratic power supply, arrests of farmers and auctioning of their land by the government on account of their failure to repay the crop loans. Mr Hari Singh Khokhar, president of the state unit of the BKU, told mediapersons here today that the union would also organise its state-level rally on September 30 at Ganaur Mandi in the district to press for the demands of the union. The union, he said, would also hold a national-level rally on October 2, the birth anniversary of Mahatma Gandhi, in the Circus Ground at Panipat in which the delegates of various farmers organisations from allover the country would take part. He further disclosed that the union would also hold a state-level rally of the farmers tomorrow at Ding Mandi in Sirsa district and on August 28 at Umti in tehsil Hansi in the memory of Mr Mange Ram Malik, founder of the BKU. Mr Khokhar also said that the sugarcane growers of Karnal district were on an indefinite chain fast since August 15 in front of the sugar mill at Pikarli to press for the demand for the payment of the arrears of their produce which they had supplied to the mills. He warned that the union would launch a gherao of the mill and organise a rally on August 30 if the management of the sugar mill failed to make the payment by August 29. |
Prohibition enforced recklessly: Chahal SIRSA, Aug 26 — Justice M.S. Chahal, a retired judge of the Punjab and Haryana High Court who was appointed chairman of the inquiry commission to probe into the circumstances leading to the imposition of prohibition and allegations of wide-spread corruption, smuggling and creation of liquor mafia in the state, while talking to this correspondent said the commission was also assigned to inquire the reasons behind the circumstances under which the policy was withdrawn and its implications thereafter. Mr Chahal was here to meet the persons who had filed affidavits complaining of the irregularities during prohibition. Admitting that this policy was good but it failed in Haryana because it was not implemented properly. During inquiry he found that the farsightedness, which is essential in the implementation of such a sensitive policy, was missing and social organisations advocating prohibition were not involved fully in it. He said the government could have taken lessons from the previous experience of prohibition in the old Rohtak district then consisting of Sonepat and Jhajjar up to 1968. Moreover, the previous government did not act on the recommendations of the agency hired by them to measure the effectiveness of prohibition. Mr Chahal said reckless implementation of prohibition in the state by the previous government resulted not only in revenue loss of Rs 1,200 crore per year but also violated human rights. The policy adversely affected the development of the state, particularly industry, tourism and urban development. As many as 400 employees of the Haryana brewery were retrenched while manufacturing of rectified spirit was allowed. Replying to the question about the term of the commission he said the initial term of three months had to be extended because of the complexities involving the inquiry. He indicated that the commission would complete the inquiry by December as he had already visited Jind, Kurukshetra, Gurgaon and Sirsa and would visit Bhiwani and Rohtak before submitting its report. He also stated that the commission had received bout 500 affidavits. |
MDU clarification
over appointment ROHTAK, aug 26 — The Maharshi Dayanand University administration has claimed that the appointment of Mr Shamsher Singh, a lecturer in physical education, to the post of officiating Director, Sports, is in accordance with the MDU Act. In a statement issued here yesterday, the administration clarified that the sports office was not recognised as a teaching department of the university. Therefore, it said the rules governing the appointment of the head of a department were not applicable in this case. The administration admitted that the said post was equivalent to that of a reader but claimed that the Vice-Chancellor was competent to hand over the additional charge of the post to a lecturer according to the powers vested in him vide various sections of the Act. On the other hand, Mr Devender Singh Dhull, Assistant Director, Sports, said the Director was the officiating secretary of the sports committee which regulated all sports activities of the university. He alleged that the appointment was not in the interest of sports and sportspersons. |
VC emphasises on
vocational courses FATEHABAD, Aug 26 — The Kurukshetra University Vice-Chancellor, Mr R.S. Chowdhary, today emphasised the need for imparting job-oriented education to students. He was speaking at the local Manohar Memorial College after inaugurating the new science laboratories of the college. He said the study of history, political science and other such subjects do add to our knowledge but they do not provide employment to our youths. If we wanted our younger generation to get good jobs in future, we must make arrangements for teaching them subjects that are relevant today. He said it was good that the Haryana Government had started computer education in the schools itself. He said today we need more engineering colleges and other institutions that could provide job-oriented education to students. Later, speaking at a function organised by the Bharat Vikas Parishad, the VC expressed concern over the continuous exhibition of vulgar culture by various television channels. Mr Chowdhary said the people of Haryana were full of patriotism and this was evident during the Kargil conflict when a number of soldiers from Haryana laid down their lives for the nation. The Vice-Chancellor also honoured meritorious students of the district who had stood first in their respective classes. |
MDU to set up
law college CHANDIGARH, Aug 26 — With a view to honouring the commitment of the Haryana Chief Minister, Mr Om Prakash Chautala, made on August 18 in Gurgaon, Maharshi Dayanand University will set up MDU National Law College. The state government has already allotted the land for the college. An official spokesman said two batches of 60 students each would be admitted to the five-year integrated law course during the current academic session. The prospectus of the college would be available after August 28. The last date for submission of applications was September 12, he added. He said the admission would be made on the basis of a written test to be conducted on September 17. The result would be declared on September 23. The candidates who qualify the written test would be called for counselling on the campus of the university in Rohtak on September 25. |
Income limit for
SC students up CHANDIGARH, Aug 26 — The Haryana Chief Minister, Mr Om Prakash Chautala, today gave his nod to a proposal for raising the annual income limit to Rs 44,500 from Rs 24,000 to enable a large number of students belonging to the Scheduled Castes to take admission to various examination training centres for a one-year course in stenography and typing. An official spokesman said the criterion for the annual income had been revised on the pattern of the coaching and allied scheme. He said six such centres were being run to impart training in typing and shorthand. During the training period, each student is given a stipend of Rs 100 a month. These centres have the capacity to impart training to 300 students. |
