Pressure on govt to remove
DGP CHANDIGARH, Aug 19 — Pressure is reportedly mounting on the Haryana Government to replace the Director-General of Police, Mr SPS Rathore. The chief of the state police, it may be recalled, has been accused of molesting a teenage girl who later committed suicide. In last December the Supreme Court dismissed Mr Rathore’s appeal and upheld a High Court order on the CBI investigation into the basis of the case. Since then the CBI has reportedly obtained depositions from the witnesses and the investigating agency is now working on its final report. Meanwhile, the Supreme Court, through a communication to the Home Secretary of Haryana last month, reportedly intimated the state government that some of the witnesses into the case were suffering from a sense of insecurity. Though, the Home Secretary was not available for comments, one witness, when contacted by this correspondent, confirmed having received threatening phone calls and bringing the matter to the notice of CBI sleuths. Ruchika, reported victim of Mr Rathore, was a student of class IX. She enrolled into a tennis academy started by Mr Rathore in 1990, then an IGP at Panchkula. After Ruchika committed suicide, whereabouts of her father and teenaged brother are not known. It was Ms Madhu Prakash, mother of one of Ruchika’s friends, who pursued the case and obtained an order from the High Court for the CBI investigation into the case. Earlier, the CBI had also asked the state government to remove Mr Rathore from DGP’s post on the ground that junior police officers were feeling squeamish about making depositions against the chief of the force. However, instead of removing Mr Rathore, the state government responded to the CBI communication by putting those police personnel, who were witnesses in the case, on traffic duty, so that they were not required to report to the DGP. |
Stalemate over hunger strike by prisoners AMBALA, Aug 19 (UNI) — The indefinite hunger strike by 79 prisoners in the Central Jail here continued for the seventh day today over reported denial of remission in their jail terms on the Independence day eve and delay in deciding cases of undertrials. Three of the fasting prisoners were removed to the Civil Hospital yesterday, after their condition worsened, official sources said. Their condition was stated to be stable. The undertrials have refused to go out to appear in courts in connection with their cases. The police escort which came to take them for producing before the courts had to return empty-handed. They have been pressing for an expeditious disposal of their cases. They alleged that most of them had been rotting in the jail for the past five years for want of decisions by the courts or denial of bails. The district judicial authorities and the police chief met the striking prisoners to sort out the issues but without any success. The prisoners gave them a memorandum and demanded that some Haryana officers be deputed for an amicable settlement of their problems on humanitarian grounds. The jail authorities were facing a piquant situation as the prisoners have been defying their orders to prepare meals or do other jobs. The authorities arranged meals from gurdwaras and other religious places for non-hunger striking prisoners. |
Blood bank for road mishap victims KARNAL, Aug 19 — The Haryana Chief Minister, Mr Om Prakash Chautala here today announced that a fully equipped blood bank would soon be opened in Karnal to meet the needs of accident patients on G.T. Road. He exhorted the Haryanavis to come forward in large numbers to donate blood. Mr Chautala was presiding over the concluding day function of a 20-day long camp organised by the District Red Cross Society for the welfare of the handicapped. The camp was organised in collaboration with the Bhagwan Mahavir Kalyan Samiti, Jaipur. This was the first camp of its kind of such a long duration. The Chief Minister, while lauding the services of the Bhagwan Mahavir Kalyan Samiti and the Karnal Red Cross Society wanted that more such camps be organised in rural areas. Mr Chautala lamented the short- age of job opportunities for the handicapped and said to overcome the problem a new information technology policy was being introduced to provide more job opportunities. He said a slum clearance board would soon be constituted in Haryana. The Chief Minister claimed that 49000 handicapped persons were being provided facilities including pension in Haryana. He said the handicapped would be provided loans at cheap rates from the financial corporation and the state bank. He gave an assurance that recruitment in the police would be made purely on merit. Mr B.P. Jain, president of the Bhagwan Mahavir Kalyan Samiti said that there were 2 crore handicapped persons in India. He wanted concerted efforts for their rehabilitation and more such camps. The Karnal Deputy Commissioner, Mr Devendar Singh said 3755 handicapped had
benefited from the camp. Mr Sunil Kumar, Secretary of the District Red Cross Society stated that equipment worth Rs 60 lakh was distributed during the camp. This included 1230 clippers, 360 limbs, 748 crutches, 596 tricycles, 130 wheel chairs etc.

Two held in mahant murder case HISAR, Aug 19 — The Rajasthan police yesterday arrested two persons Rajmal and Jora Singh for suspected involvement in the Mahant Krishan Giri murder case from the district court complex here. They were taken away to Rajgarh in Rajasthan for further investigation in the case. It may be recalled that the head of the Giri sect of sadhus, Mahant Krishan Giri was shot dead at Rampura Beri village in Rajgarh district, allegedly by Wajir Singh, a resident of Pokri Kheri village of Jind district and his accomplices on July 23 last. The main cause behind the murder was a dispute over a piece of land of the Pokri Kheri dera. Rajmal and Jora Singh, both residents of Pokri Kheri village and close friends of Wajir Singh had come to the court for hearing in a case of attempt on the life of the Mahant on August 11, 1996 at Balak Dera in Hisar district the headquarters of the Giri sect. Teams of the Rajasthan and Haryana police arrested them from the court complex. According to police sources, the duo can provide information regarding the whereabouts of the main accused, Wajir Singh, who has been absconding after the murder of the Mahant. |
3 buried in well
cave-in, rescued KAITHAL, Aug 19 — Three labourers working in a 50-foot deep well at Kheri Gulam Ali village who were buried under earth for five hours after a cave-in were rescued by villagers today. According to information the three labourers, Pala Ram, Gugan and Jarnail Singh were buried when the wall of the well caved-in on them. The incident
occurred at about 12 o’clock today. A large number of villagers rushed to help. The villagers were able to bring out the labourers alive after five hours of removing soil. The villagers, who had lost hope of the victims being alive, intensified their efforts, after they heard voice from beneath the
earth. |
Gen Malik visits Ambala cantt AMBALA , Aug 19 — Chief of Army Staff, General V.P. Malik, came to Ambala cantonment on his farewell visit today. General Malik was accompanied by his wife, Dr (Mrs) Ranjana Malik.General Malik began his five-hour visit by addressing a Sainik Sammelan at Kharga Stadium. The Army Chief then interacted with the troops. Later, General Malik went to the 2 Corps Headquarters where he interacted with senior army officials including GOC 2 Corps, Lt Gen Sihota. General Malik was taken around the station and visited a few units where he saw the facilities created for the welfare of the troops including a modern kitchen. Dr

honour. She also interacted with families. A cultural programme was organised by the families of

Woman’s purse snatched ROHTAK, Aug 19 — Two motor cycle-borne youths snatched the purse of a woman at a busy market here last evening. Ms Anita Sukhija, stenographer at the local depot of Haryana Roadways was returning from her office at 5 p.m. yesterday. As soon as she lighted from the autorickshaw and moved towards her residence in Adarsh Nagar locality, the motor cycle-borne youths swooped down on her and her purse. The incident occurred in front of the residence of the Haryana Pradesh Congress Committee chief, Mr Bhupinder Singh Hooda and barely 50 metres from a police post. Nearly 15 similar incidents have been reported from various parts of the town in the past one-and-a-half-month. Strangely, not a single case has been solved. |
Bijli Nigam office attacked, 3 hurt SONEPAT, Aug 19 — Three employees, including a junior engineer, sustained injuries when they were allegedly attacked by residents of Baroda village at the office of the Uttar Haryana Bijli Vitran Nigam (UHBVN) in Kathura village, about 50 km from here yesterday. According to a report, the irate mob also smashed furniture and other equipment, including the telephone, bulbs and tubes in the office of the SDO, UHBVN. The SDO, Mr Dharma Singh Dhankar, had gone to Sonepat to attend an office meeting. The residents were protesting against the inadequate and erratic power supply to their village. Immediately after the incident, the junior engineer informed the police. A case was registered against 35 persons but no arrest had been made so far. Meanwhile, Mr Ramesh Khatak, INLD MLA, told mediapersons that Baroda village was in the grip of a severe power crisis and all complaints made by the residents to officials of the UHBVN had fallen on deaf ears.

Student’s murder
triggers protests BHIWANI, Aug 19 — There was tension in the city after the murder of a student, Vikas Deep of local Vaish College here today. According to reports, the deceased was attacked by a group of students of the same college from Bamla and Mittathal villages. The body of Vikas Deep, a resident of Bapora village, has been sent to the Civil Hospital for post mortem. Irate students, later jammed the roads around Ghantaghar chowk and forced traders to pull down their shutters. A heavy police force was deployed following the protests. The police has registered a case. |
Hostel for blind girls at Panipat CHANDIGARH, Aug 19 — The Haryana Government today earmarked Rs 74.86 lakh for a blind school at Panipat and a hostel for blind girls. The Minister of State for Social Welfare, Mr Risal Singh, said the Government Blind School for boys and girls was run at Panipat where they were provided education
up to matric and vocational training to make them self-dependent. They were also provided education, accommodation, food and stationery free of cost. As many as 90 blind students had benefited during the last financial year. The minister said students of above class X were admitted in nearby government senior secondary schools and provided accommodation and stationery free of cost. A hostel was under construction at the Government Blind School, for accommodating 50 blind girls and was likely to be completed during the current financial year. A sum of Rs 37.10 lakh had been spent during the last year on this school. |
Couple shot dead SONEPAT, Aug 19 — Satish (25) and his wife Sonia (22) were shot dead allegedly by Subhash, brother of Satish, in West Ram Nagar here yesterday. According to preliminary reports, the victim was a clerk in Hindu Senior Secondary School on the Court Road and was married to Sonia about a year ago. According to information, the alleged assailant and the victim had a dispute over property and a quarrel took place between them before the murders. exams rescheduled BHIWANI, Aug 19 — The middle, matric and senior secondary supplementary examinations for the year 2000 of the Board of School Education, Haryana, will commence from September 20. The board secretary, Prof Jagdish K. Sihag, said here yesterday that according to the previous schedule, the examinations were to commence from September 13. He said that strict arrangements would be made to check copying at the examinations and those indulging in it would be strictly dealt with. He appealed the candidates to put in sincere efforts and to abstain from copying. |

found ticketless PANIPAT, Aug 19 — As many as 267 passengers were
found travelling without ticket six cases of excess baggage and 67
passengers detained in a surprise check by Railway Magistrate with the
help of 39 railway checking staff from Jind, Jakhal, Rohtak, Panipat
and Delhi at Panipat Railway station which was finished early morning
today. Rupees 40,000 was recovered by way of fare and penalty was
also imposed.
