Changes in ST-38 form okayed CHANDIGARH, Aug 11 — The Haryana Cabinet, which met here today, approved the Chief Minister’s announcement accepting the recommendations of the nine-member committee constituted under the chairmanship of Mr Niranjan Lal Bansal relating to the simplification of the controversial ST-38 form and other sales-tax related matter. The Cabinet also decided to exempt from sales tax shoes and chappals priced below Rs 100 per pair with effect from August 8. It was decided at the meeting to increase the turnover limit of assessment cases covered under the Summary Assessment Scheme from Rs 50 lakh to Rs 1 crore. Also, the stage of tax on the sale of paddy would be changed from last purchase to first sale in the state with effect from September 1. Oil cake and deoiled cake would be treated as free from the levy of sales tax with effect from March 3. The Cabinet also accepted the report of the Commission of Inquiry headed by Justice M.L. Kaul on the incident of firing at Pashupati Mills at Dharuhera in 1998. The commission, it may be stated, had recommended that the heirs of the four persons killed in the incident should be compensated properly and one family member of each of those killed should be absorbed in government service, if possible. It also asked the government to prevail upon the mill owners to pay a compensation of Rs 2 lakh each to the family members of the deceased labourers. The commission also found negligence on the part of the Health Department regarding an X-Ray report and it also found fault with the conduct of the SDM and certain police officers. It was decided by the Cabinet that the report along with the action taken report would be tabled in the next session of the state Assembly. The Cabinet also approved the proposal of the Social Welfare Department to make the state government stand guarantee for providing Rs 10 crore to the National Handicapped Finance and Development Corporation on behalf of the Haryana Backward Classes and Economically Weaker Sections Kalyan Nigam. The money would be used to provide loans to disabled persons under various schemes during the current financial year. The Cabinet also approved the amendments to the Haryana Revenue (Group B) Service Rules, 1988, relating to appointment to the post of tehsildar. It also approved the transfer of 64 acres 3 kanals and 14 marlas of land of Motilal Nehru School of Sports, Rai, to the Market Committee, Sonepat for setting up an international ultra-modern market complex at Kundli in Rai. The Haryana State Agriculture Marketing Board would make payment for this land priced at Rs 1.10 crore. |
Haryana proposes, Centre disposes CHANDIGARH, Aug 11 — The Haryana Government proposes, the Union Government disposes. The state placed under suspension Mr J.P.S. Sangwan, IAS, on the eve of the new millennium for certain alleged acts of omission and commission while he was the Administrator of the Haryana Urban Development Authority, Faridabad. The Union Government of Personnel and Training, which is held by the Prime Minister, revoked the suspension of Mr Sangwan, holding it “bad”. What is so special about Mr Sangwan? He is the first cousin of Mr Kishan Singh Sangwan, BJP MP from Sonepat and bete noire of the Chief Minister, Mr Om Prakash Chautala. Interestingly, Mr J.P.S. Sangwan played an active role in wooing MLAs away from the former Chief Minister, Mr Bansi Lal’s HVP in July, 1999, when the Bansi Lal government fell. At that time he was close to Mr Chautala and had even travelled with him from Delhi to Chandigarh along with certain MLAs who had defected from the HVP. After Mr Chautala took over as the Chief Minister on July 24, 1999, Mr Sangwan was given the prestigious HUDA posting in Faridabad. Meanwhile, the Lok Sabha elections were held and Mr Kishan Singh Sangwan won the Sonepat seat on the BJP ticket with a huge margin of over 2.66 lakh votes. Mr J.P.S. Sangwan was removed from the HUDA post on October 12, 1999, and subsequently placed under suspension on December 31, 1999. The charges against Mr Sangwan were more or less similar in nature to those for which the Punjab and Haryana High Court had passed severe strictures on a woman IAS officer, who had also worked as the HUDA Administrator, Faridabad. But while Mr Sangwan was suspended, the woman officer continues to be the Deputy Commissioner of a district. Mr Kishan Singh Sangwan had complained to the Prime Minister, Mr Atal Behari Vajpayee, that the Chautala government was out to harass his family and had placed his four close relatives, including his brother, Mr Kuldip Singh Sangwan, under suspension. Mr J.P.S. Sangwan appealed to the Union Government against his suspension on February 3, 2000, under Rule 16 of the All-India Services (Discipline and Appeal) Rules, 1969. The Union Government drew the attention of the state government that the charge sheet was required to be issued to the officer within 90 days of his suspension. The state was also required to review the suspension of the appellant within 90 days and issue suitable orders. The state intimated the Centre that the committee concerned had recommended the continuance of the suspension. The Centre held that the order of suspension “itself is bad inasmuch as it does not recite the rule under which” it was issued. The state government or the Review Committee “has not given any reasons for continuing the suspension”. The Centre also noted that the charge sheet was issued after the stipulated period of 90 days, “thereby making the suspension order invalid”. The suspension of Mr Sangwan was revoked “with immediate effect” on June 20 last. But the officer could join duty as Joint Secretary, Archaeology and Archives, only yesterday, though the Governor issued the reinstatement orders on August 1. He was not paid any sustenance allowance during his suspension. Meanwhile, a significant development took place on the political front. The former Deputy Prime Minister, Mr Devi Lal, father of the Chief Minister, met Mr Kishan Singh Sangwan at his Delhi residence on July 24, the day the INLD celebrated the first birthday of its government. Mr Sangwan was with the INLD before he joined the BJP. |

SC students CHANDIGARH, Aug 11 — The Haryana Welfare of Scheduled Castes and Backward Classes Department today decided to implement a scheme of meritorious incentives to promote higher education among Scheduled Castes students. The Minister of State for Social Welfare, Mr Risal Singh, announced that under this scheme students of senior secondary, graduate and postgraduate classes, including those doing medical, engineering, agriculture, and veterinary courses, who secured the first division in the first attempt would be given financial assistance. The Minister added that students of senior secondary (10+2) securing the first division in the first attempt would be given an incentive of Rs 1,000, graduate and postgraduate students Rs 1,500 and students doing medical, agriculture, technical and animal husbandry courses at the graduate and postgraduate level Rs 2,000. He explained that Scheduled Castes students of Haryana domicile who were studying in government as also recognised or affiliated colleges or other institutions and students who pursued their studies through correspondence course would be eligible for financial assistance. He said there was no ceiling on the income of the parents and guardians of students under this scheme. |

against entry tax NEW DELHI, Aug 11 — The BJP’s Haryana unit today asked State Chief Minister Om Prakash Chautala to set up a joint coordination committee for ensuring a smooth relationship between the alliance partners needed for effective performance of the government. Making the demand, the newly-elected president of the Haryana unit of the BJP, Mr Rattan Lal Khataria, said the party was going to urge the Prime Minister, Mr Atal Behari Vajpayee to ensure the construction of the Sutlej-Yamuna link canal (SYL) on a war-footing. The SYL was a matter of life and death for the people of Haryana, Mr Khataria said as farmers were not getting power and water. Talking to newspersons at Haryana Bhavan, Mr Khataria promised to strengthen the party to reach number one position in the state politics during his three-year term. Mr Khataria said the party was opposed to the local area development tax (entry tax) and it should be taken back as this was resulting in migration of business and industry. Establishment tax 1000, 1500 and 2500 and various penalities, which had been made manifold recently, should be reconsidered. He said there was no logic in the imposition of fire tax and sanitation tax after the house tax had been collected. He said the BJP’s journey to the number one slot would be carried out by taking the party to 6,735 villages of the state. The party would identify itself with the poor and the downtrodden so that the BJP was no more called a “party of the rich”, Mr Khataria said, adding that 1,400 “shakti kendras” would be set up for taking the policies and decisions of the central government and the central party to the village within 24 hours. In coming months, the party would have a five-member committee for every polling booth in the state, he said. |

The necessary action for the purchase of the remaining buses had been initiated. A sum of Rs 36.85 crore had been earmarked for this purpose during the current financial year. The Minister said General Managers had been instructed to introduce “shuttle” services on important short-distance routes in the state. These buses would stop at all villages falling en route. They had been asked to depute inspectors for monitoring the services. Mr Ashok Kumar announced that with a view to curbing the unauthorised plying of vehicles, especially maxi cabs and buses, the government had revived the post of SP Traffic, and the traffic police wing had been put under the direct supervision of the Transport Department. The government was also considering the setting up of offices of the Regional Transport Authority in all districts instead of 10 RTAs at present. He said Rs 1 crore would be spend on modernising workshops for better maintenance of buses. He said some of the important activities of the roadways were being computerised in a phased manner. The Minister said the Haryana Chief Minister, Mr Om Prakash Chautala, would inaugurate the new bus stand at Bhiwani tomorrow. This was part of the government’s plan to construct new bus stands to cope with increased traffic requirements. |
Schedule for Cong poll finalised GURGAON, Aug 11 — The Congress in Haryana has finalised its schedule for organisational elections, starting from block presidents to the state chief of the party. Although the faction leaders in the party have not come out in the
open, they have started lobbying for the post of district and the state presidents. In an unrelated
development, a section of the party MLAs targeted a former Chief Minister and Leader of the Congress in the Haryana Assembly. They met the all-India President, Mrs Sonia Gandhi, and complained about the “shadow Cabinet” floated by him. The Central leadership of the party has firmly conveyed to the state leaders through the General Secretary of the All-India Congress Committee (AICC) and in charge of Haryana
affairs, Mr Moti Lal Vora, to desist from mudslinging against each other in public. The development follows the continuous complaints from party leaders to Mrs Gandhi against the factional heads making statements against each other. The schedule for the election of the Block Committees and their presidents throughout the state gets underway from September 1 and will conclude on October 11 of next month. The elections for the district committees and their presidents will commence on September 29 and conclude on October 3. The election for the post of state president of the party, the Executive of the Haryana Pradesh Congress Committee(HPCC) and its election committee and members of the AICC from the state will take place on November 1. The date for election of the HPCC President coincides with the schedule for the election of the president of the AICC. According to sources in the Congress, Mr Bhajan Lal was opposing the incumbent president, Mr Bhupinder Singh Hooda, from being elected for the second time. Mr Hooda has made it known in party circles that he would contest only if his supporters ask him to do so. His contesting for another term is a foregone conclusion. Those conversant with Haryana’s politics say that with Mr Bhajan
Lal (who claims to be having the support of the non-Jats) as the Leader of the Congress Legislature Party, a member from the Jat community will be chosen for the president of the party to strike a proper balance. In this context, Mr Hooda is considered to be the ‘tallest’ leader from the community. To support this view his supporters cite his three consecutive victories over former Deputy Prime Minister Devi Lal thrice in Rohtak Parliamentary constituency, considered to be part of the core Jat heartland. Also, Mr Hooda’s supporters claim that he has equally good following among all sections of the electorate in the state. According to
sources, party leaders representing all factions have made a beeline for seeking appointments with the Central leaders frequently, ostensibly on matters relating to the Congress. A few days ago a delegation of the party MLAs called on her to
complain about the “petty politicking” by Mr Bhajan Lal under the garb of “shadow Cabinet” floated by him. One of the members of the delegation, Rao Dharam Pal, a former minister and partly MLA from Sohan the district, confirmed this development. According to him, Mrs Gandhi told the delegation that she was against the concept of a ‘shadow Cabinet’ and had not given approval for the same to Mr Bhajan Lal. She further told the delegation that she had already asked Mr Bhajan
Lal to wind it up. Although Rao Dharam Pal denied this, many see the move of these party MLAs in the context of the ongoing struggle regarding the organisational elections. |

shifted to rural colleges CHANDIGARH, Aug 11 — The Haryana Chief Minister, Mr Om Prakash Chautala, yesterday claimed to have taken a number of initiatives as part of his commitment to provide better education facilities to students, especially in the rural areas.
During a review of the working of the Education Department, the Chief Minister was told that many college lecturers never attended duty in colleges located in the rural areas. It was also pointed out to the Chief Minister that many of them continued to work in colleges in urban areas like Faridabad and Gurgaon in excess of the sanctioned posts. In most of these cases, the salaries of the lecturers were drawn against posts which were actually meant for colleges imparting education to students hailing from a rural background. The Chief Minister said many posts of lecturer in rural colleges had been vacant for more than a decade which had adversely affected students. An abnormal situation had arisen where there were too many teachers in colleges located at places like Faridabad, Gurgaon, Panchkula and Ambala, whereas there was a shortage of teachers in areas like Tigaon, Jhajjar, Bahadurgarh, Naraingarh, Loharu, Siwani, Bawal, Dujana, and Meham. In Government College at Gurgaon 21 lecturers had been working in excess of the sanctioned posts. Similarly, in Dronacharya College at Gurgaon and Government College at Faridabad the number of lecturers in excess was 26 and 22, respectively. On the instructions of the Chief Minister, the Education Department ordered the transfer of 134 surplus lecturers in 12 urban colleges to 36 rural colleges. The government also removed the ban on the recruitment of college lecturers, irrespective of the fact whether the vacancies existed in government-run colleges or government-aided private colleges. The government had recently lifted the ban on the filling of posts of college
principal. |
Gop Mariya’s
bail plea rejected FATEHABAD, Aug 11 — The Additional District and Sessions Judge, Mr B.M. Bedi, today rejected the anticipatory bail application of Gop Mariya, a brother of former Haryana Minister Vinod Kumar Mariya, in a case relating to forcing a former business associate into committing suicide. Gop Mariya, who is in judicial custody at Hisar was not produced in the case as, according to sources, he is hospitalised at Hisar due to heart problems. It may be recalled that Dev Sharan, alias paul, a resident of Jakhal mandi in this district and a former business associate of Mariya, had committed suicide some time earlier. After a month of his death, his brother had produced before the police a letter allegedly written by Paul before his death. In his letter, Paul had held Mariya responsible for his suicide and had alleged the latter had been threatening him of dire consequences as he was demanding money which was not in his (Paul’s) possession. Counsel for Mariya pleaded that his client had been falsely implicated due to political considerations. He added that the case had been registered after one month of the suicide. No post-mortem examination had been done.Counsel had pleaded that all this aroused suspicion regarding working of the police. Meanwhile, the Punjab and Haryana High Court has also rejected a bail application of Gop Mariya in multi-crore excise scam case that rocked the state Excise Department last year. Mariya along with some officials of the Excise Department is alleged to have duped the state exchequer of Rs 4 crore by fraudulently depositing a lesser amount in the treasury on account of excise fees of the liquor shops and showing the full amount in their
accounts. |
Industrial consumers concerned over
deadline AMBALA Aug 11 — The industrial medium power consumers,
specially those having load between 50 KW and 70 KW, are concerned
over the fast-approaching deadline when they will have to convert
their connection from low tension (LT) to high tension (HT). The
Uttar Haryana Bijli Vitra Nigam, through a recent letter to industrial
medium power consumers, has pointed out that 25 per cent extra will be
charged if the conversion from LT to HT does not take place before the
stipulated time. "The notice is going to expire in September. If
you fail to get your connection converted from LT to HT within the
stipulated period of notice, 25 per cent extra will be charged in your
electricity bills from the last date of notice, as per standing
instructions of the nigam," the letter states. According to a
memo of UHBVN last year, "As per existing instructions, power
supply to industrial consumers and steel furnances with connected load
above 70 KW is released on 11 KV or above voltage level. New
industrial connections for load above 50 KW will now be released on HT
supply — 11 KV. The existing industrial consumers falling in the
range of 50 KW to 70 KW will be converted to HT supply within the next
one year. In case any consumer applies for reduction of load from 70
KW to 50 KW on this account, he will be allowed to do so, but even
after reduction in load, he will continue to be given supply on
HT," the memo adds. The President of HSIDC Estate Industries
Association, Ambala Cantonment, Mr D.C. Gupta, said industrial medium
power consumers would to be adversely affected by the decision of the
UHBVN to convert from LT to HT. "The conversion cost from LT to
HT per connection is high. There will be no direct benefit to the
consumer even after conversion. Even the nigam and the government are
not going to gain anything out of the whole exercise," he
claimed. Mr Gupta stated that the decision to convert from LT to HT
would be a burden on medium industrial units, which were already hit
by recession. "Our appeal to the authorities concerned regarding
the matter seems to have fallen on deaf ears," he said. The XEN
(Ops) Ambala Cantonment, Mr N.K. Jain, said for units which had load
more than 50 KW, the earlier supply was through 440 volts and now it
would be 11 KV through high tension. He clarified that 25 per cent
extra would be charged on the electricity bill if the notice was not
complied with. "The conversion to High Tension will help in
reduction of losses and chances of pilferage will also go down. There
will also be benefits in metering. For consumers, the benefit will be
better voltage," he said. Meanwhile, power supply continued to
be erratic. People said the problem had worsened in the past few days.
Mr O.P. Sharma of Punjabi Mohalla said one could never be sure of when
electricity would be restored after going off. "Over the past few
days, there has been no availability of power during long hours in our
area. Something should be done immediately so that consumers like us
do not have to suffer," he demanded. Mr Satish Saini of Hargolal
Road said today there was a power cut from 9 am to 12:45 pm. "I
have a small child and it is difficult as the child cannot sleep when
there is no electricity. The voltage is low. The complaint centre does
not give any satisfactory reply to the query about when the power is
going to be restored. There is no fixed time for power cuts," he
lamented. Ms Nina Mittal of Timber Market said the erratic power
supply led to erratic water supply. "We do not get electricity at
home when we need it most. The Electricity Department charges us a
minimum amount, irrespective of whether we get power or not," she
said. The problem is acute in Ambala Cantonment and in Ambala City.
Residents said the situation needed urgent improvement. "On the
one hand, the authorities talk of increasing power tariff, and on the
other, they do not give regular power supply. This is a difficult
situation," a resident stated. |
Family poisoning
case: toll rises to 4 FATEHABAD, Aug 11 — The death toll in yesterdays case of poisoning of a family has risen to four with the death of two more girls at the local general hospital. The condition of Bateri (4), the lone surviving member of the family, is stated to be out of
danger.
Krishan (30), a labourer working at the grain market at Bhuna in the district had consumed poison after poisoning his four children. Krishan’s wife had died due to some illness a few days back. |
Three employees drugged, looted in
Ambala AMBALA Aug 11
— Three persons were drugged and looted of their valuables in Ambala
Cantonment last night. The incident took place when three employees
of a local shop, residing in Green Park area, ate food with an
acquaintance. Today morning, when the three men did not turn up for
work, the shop-owner went looking for them at their residence. The
shop-owner found the three in an unconscious state. They were then
taken to Civil Hospital Ambala Cantonment from where they were
discharged after a few hours. One of the employees has told the
shopowner that they had eaten food last night along with an
acquaintance from Delhi. After eating the food, they had felt drowsy
and fallen unconscious. The employees have claimed that they have lost
three gold rings and Rs 6300. It may be recalled that similar
incidents have been taking place, especially in trains, where
passengers befriended and later have been drugged and looted. In
Ambala City, a few weeks ago, nine labourers had been drugged and
looted in a similar manner by their neighbour. The labourers had
eaten sweetmeat offered by their neighbour, who had claimed that his
son had passed some examination. After eating the sweet, the labourers
had fallen unconscious and the goods in their quarters where they had
been staying were looted. |
Villagers block traffic SONEPAT, Aug 11 — Irate residents blocked traffic on the Kharkhauda-Sampla road near Rohna village, about 15 km from here, yesterday in protest against the deaths of two buffaloes by electrocution. According to a report, as soon as the news about the deaths of the two buffaloes spread in the village, a large number of residents assembled outside the village and held up traffic for about two hours. On receiving information, officials of the Uttar Haryana Vidyut Prasaran Nigam and the civil administration arrived on the spot and announced an ex-gratia payment of Rs 10,000 on behalf of the district Red Cross Society for the owner of the buffaloes and promised to replace all old wires soon. The villagers lifted the blockade after the assurance. |
Man beaten up,
robbed of motor cycle FARIDABAD, Aug 11 — Three armed youths beat up a person and snatched his motor cycle after injuring him grievously last night in the district.
According to information, the victim Dalvir, alias Tinku, was going his village when was intercepted by three youths near Hassanpur Crossing. While the victim tried to ‘flee’ when he saw the armed youths trying to stop him, he fell from his motor cycle after he was hit by one of them. He became unconscious due to severe beating, the culprits then took away his motor cycle. He has been admitted to hospital. |
6 unauthorised vendors held AMBALA Aug 11 UNI — The Railway Protection Force arrested six persons engaged in unauthorised vending in running and stationary trains around railway station here today. Despite repeated warning and previous arrests, they continued their illegal profession, endangering lives of passengers. They were produced before the Railway Magistrate who released four of them who had paid fine and the remaining twos were sent to jail as they could not make payment of fine imposed on them. According to official sources, over 50 persons had already been arrested by the rpf for doing illegal vending in trains. |

A gymanium was being run near the house of deceased, Mani Ram, to which he was opposed to. Certain persons with lathis attacked the house of Mani Ram and killed him. When other members of the family came to rescue him they were also attacked and injured. A case has been registered under various sections of the IPC against eight persons, including two women. |
