Bhajan flays Union Govt policy KURUKSHETRA, Aug 25 — After inaugurating the newly built administrative block of Sanjay Gandhi Memorial Senior Secondary Public School, Ladwa, 17 km from here
yesterday, a former Haryana Chief Minister, Mr Bhajan Lal, condemned the Union Government as well as state governments of Karnataka and Tamil Nadu for yielding to the demands of Veerappan. Expressing surprise over the poor handling of the whole case, Mr Bhajan Lal said that it was strange that one person could hold to ransom two states even though the governments had all resources at its disposal. He said to secure the release of Rajkumar 51 militants had been released as demanded by Veerappan. He announced a grant of Rs 3 lakh to the school management while the school children presented a cultural programme. Later, addressing a press conference at the PWD rest house at Ladwa, Mr Bhajan Lal said that the Congress high command had constituted a 16-member high-powered committee to supervise the working of the Congress Party in Haryana. The committee comprises Mr Moti Lal Vohra, a former Chief Minister, Madhya Pradesh, Mr P. Shiv Shanker, a former Union Minister, Mr Bhajan Lal, Mr R. P. Hooda, President, Haryana Pradesh Congress Committee, Mr Birender Singh, a former President, Haryana Pradesh Congress Committee, Mr Surjewala, a former MP, Mr J.P. Sharma, MLA, Mr O.P. State of higher education-IV CHANDIGARH, Aug 25 — A 500 per cent increase in the enrolment of students in various colleges of the state between 1966-67 and 1998-99 notwithstanding, Haryana continues to lag behind in both technical and professional education. Interestingly, the number of students admitted to the M.Phil course and registered for Ph.D in Haryana is far more than in the case of Punjab, where technical and professional education is comparatively at an advanced stage. For example, in 1998 there were 385 students registered for M Phil/Ph D in Haryana compared to 233 in Punjab. Even in 1990, the number of students doing M Phil/Ph D in Haryana was 619 against 148 registered for Ph D in Punjab. Haryana has fewer students in Bachelor of Engineering or Bachelor of Architecture and allied engineering or technical courses. For example, the number of students admitted to such courses in 1998 was 4,656, including 495 girls, against 8,356, including 1,478 girls, in Punjab. There was a big jump in the numbers between 1990 and 1998 in Haryana in this area of higher education. The approximate figures for 1990 reveal that only 1,740 boys and 52 girls were admitted to the BE/B Arch course in Haryana. In Punjab also, the number grew rapidly between 1990 and 1998. In 1990 the number of boys was 1,943 against 168 girls. This was perhaps because of the thrust of the state governments on technical education which saw the opening of the several engineering colleges and polytechnics in the two states. It was during this period that Punjab had the Sant Longowal Institute of Technical Education, Bathinda, and the Jalandhar Regional Engineering College. In Haryana, the number of students admitted to the MBBS course, however, remained static between 1971 and 1980. In 1971 there were nearly 600 seats which by 1998 had grown to 700. Against that Punjab had 2,100 seats in 1971. The number increased to 2,500 in 1998. Otherwise, the general trends in higher education, especially those pertaining to BA, BSc, MA and MSc, both in Punjab and Haryana, have been more or less the same. Even in the commerce courses, girls in Haryana have done very well. They have outnumbered boys in percentage of growth during the past 27 years. Against 14 girls admitted to the B Com classes in entire Haryana in 1971, the number of girl students increased to 6,884 in 1998. Similarly, in M Com, girls have outnumbered boys. In 1998, 361 girls had joined M Com in Haryana against 224 boys. Similarly, more girls than boys were admitted to the MA and M Sc classes in the state in 1998 . Haryana, of late, has focussed on improving higher education in the rural areas. More than 150 lecturers have been shifted from urban colleges to fill vacancies in rural colleges. The need to reorient the thrust of the education policy has been felt for a long time. Like other states, Haryana has also decided to generate the necessary thrust in the field of “vocationalisation” of higher education and the introduction of courses aimed at imparting the required skills, including information technology. The state is now trying to introduce certificate, diploma and degree courses in computer applications in colleges. To supplement UGC-sponsored vocational courses, the state government has decided to allow both government and non-government colleges to introduce vocational, technical and need-based courses under self-financing schemes. Road fund: Chautala writes to PM CHANDIGARH, Aug 25 — Haryana Chief Minister Om Prakash Chautala has sought the intervention of the Prime Minister for the implementation of a proposal, adopted at a meeting convened by the Union Surface Transport Ministry on June 12 and attended by Public Works Department Ministers from all states, that 90 per cent of the amount allocated from the augmented Central Road Fund to various states and union territories for state-sector roads should be distributed among the states on the basis of the petrol and diesel consumption in the state concerned. In a written communication to Prime Minister Atal Behari Vajpayee, the Haryana Chief Minister said that such a system would ensure that every state got out of the road fund an amount in proportion to the cess collections from the state. The Chief Minister said that the road fund was created by the central government to develop and upgrade roads in the country and it was being funded through a cess of Re 1 per litre on diesel and petrol imposed by the Centre. He drew the attention of the Prime Minister to the decision of the Surface Transport Ministry that 50 per cent of the cess levied on high-speed diesel and petrol would be transferred to the Ministry of Rural Development for rural roads. From the remaining amount, 57.5 per cent would be utilised for the development and maintenance of national highways, 12.5 per cent would be allocated to the Ministry of Railways for railway overbridges and 30 per cent would be spent on state-sector roads. Mr Chautala urged the Prime Minister to impress upon the Ministry of Rural Development to allow the states to utilise the funds also for the maintenance of rural roads. He said that Haryana had already connected most of the villages with metalled roads in the seventies and early eighties by utilising its own resources. The state should not be deprived of its share for achieving higher connectivity through connectivity-linked allocation of funds under the new scheme, he said. He added that the state required about Rs 205 crore annually for maintenance and Rs 1,000 crore for the upgradation and maintenance of roads in the rural areas. Mr Chautala suggested that while deciding the allocation of money from the Road Fund, the share of the states, through the Ministry of Rural Development, should be reduced to 40 per cent of the accruals on account of cess on diesel instead of the proposed 50 per cent. The direct funding of state-sector roads should be enhanced to 40 per cent and not 30 per cent of the balance as proposed. He also suggested that the funds transferred to the Railways for the construction of overbridges and safety works should be spent in various states on the basis of the consumption of diesel and petrol in that state. |
30 NCC cadets honoured CHANDIGARH, Aug 25 — The Haryana Governor, Mr Babu Parmanand, and the Chief Minister, Mr Om Prakash Chautala today, called upon the youth to make NCC an integral part of their education and join the defence forces for safeguarding and strengthening national unity and integrity. They were speaking at a function organised by the Haryana Higher Education Department at Raj Bhavan here to honour 30 NCC cadets of the state who participated in the Republic Day camp and the Prime Minister’s rally on January 20 and four NCC officers for their outstanding performance in NCC activities. The Governor exhorted the NCC cadets to participate in various social activities such as literacy campaigns, sapling plantation programmes, community development schemes, adult education, blood and eye donation camps and anti-dowry campaigns. He said it was the moral duty of every NCC cadet to disseminate the motto of “unity and discipline” and the ideals of social justice, equality, national spirit, communal harmony and universal brotherhood in every nook and corner of the country. The Chief Minister laid stress on strengthening and expanding the NCC in the state. He said the state government would extend all possible assistance to the organisation. Complimenting the NCC cadets, the Chief Minister hoped that the NCC in Haryana would take
the lead in the country in activities relating to social service, law and order and security. Mr Chautala suggested that NCC cadets and others should launch a sapling plantation drive, for which the state government had made a plan to provide saplings free of cost. Protest against
hike in power tariff SONEPAT, Aug 25 — Hundreds of workers belonging to the CPI and the CPI (M) took out a procession here yesterday in protest against the hike in power tariff by the Haryana Government and the move to privatise power sector by the Centre. Carrying party flags and raising anti-government slogans, they marched through the main bazaars and reached the mini-secretariat where they held a demonstration followed by a rally in front of the Deputy Commissioner’s office. The rally was addressed, among others, by Mr S.N. Solanki and Mr Howa Singh, president and vice-president, respectively, of the state committee of CITU. They lashed out at the Chautala government and described it as anti-people, anti-farmer and anti-worker. They charged the Chief Minister with backing out of all his pre-election promises. They announced that the CPI and the CPI (M) would continue its struggle against the government till the hike was withdrawn. They also deplored the Central government for moving a Bill in the Lok Sabha to privatise power sector and announced that the Left parties would not allow the government to pass the Bill. Later a memorandum listing the demands of the parties was submitted to the district authorities.

Pension forfeiture order quashed CHANDIGARH, Aug 25 — The Punjab and Haryana High Court today quashed an order forfeiting the pension and pensionary benefits of a Colonel dismissed from service after a general court martial (GCM) following allegations of failing to implement the standard operating procedure for a butchery supply depot. Ruling on Col Boddupalli Gopalaswami’s petition for quashing the court martial proceedings, sentence and its confirmation, besides the order forfeiting the pension, Mr Justice K.K. Srivastava, however, dismissed the petition with regard to the other reliefs. Colonel Gopalaswami of ASC Battalion, attached to the Station Workshop at Ambala Cantonment, was earlier charge-sheeted on five counts, including on the allegations of “causing the acceptance of meat from a contractor with heart as a part of it, knowing the same to be unacceptable”. He was also accused of failure to ensure non issuance of “wet meat dribbling with water” to the units. According to the allegations, the Colonel, while functioning as Officer Commanding, 27 Company Supply, and being responsible for overall control of unit butchery’s operation, had failed to implement the standard operating procedure for the butchery group supply depot resulting in malpractices. The sentence dismissing him from service was confirmed by the GOC- in-C of the Western Command. But, the Judge observed: “The impugned order does not show that it was considered an extraordinary grave charge where the pension and the pensionary benefits should have been forfeited or there were other valid and good reasons for forfeiting the same”. In his detailed order, the Judge added: “I am of the considered view that the impugned order suffers from legal infirmity in as much as no valid and justified ground has been mentioned for forfeiture of pension and pensionary benefits in the administrative order. The order thus deserves to be quashed and is accordingly quashed”. The Judge concluded: “The petition is allowed only to the extent of quashing the order and is dismissed for remaining reliefs”. |
Spurt in thefts in Hisar HISAR, Aug 25 — There has been a sudden spurt in thefts in the town over the past three weeks. As many as 15 thefts have been reported in the past six days. Besides more than 12 other thefts have taken place in various parts of the town during the month. In the latest incident thieves struck two shops in DC Colony here today. They entered the shops through the ventialators after midnight and took away the valuables. One of the shops was gutted as the thieves left behind a burning cigarette butt inside the shops. Two days earlier thieves targeted seven shops in the auto market. In most of the cases thieves did not use the front gate, but entered through roofs, rear gates or stairs. In all cases they chose small shops located away from the main streets. The Superintendent of Police, Mr Sandeep Khirwar, said there was a possibility of the involvement of a particular gang in all these cases. He did not rule out the involvement of a gang from another state. He said the police was patrolling the vulnerable areas and keeping a close vigil on railway stations and bus stands. |

board clarifies CHANDIGARH, August 25 — The Haryana State Pollution Control Board (HSPCB) today clarified that it did not shut down two distilleries in the state belonging to Mr Anup Bishnoi, son-in-law of former Chief Minister Bhajan Lal. While Associated Distillery of Haryana Organics, a company owned by Mr Bishnoi, was closed down for failing to observe the pollution-related guidelines, an HSPCB spokesman said that a show-cause notice was issued to another distillery owned by Haryana Organics at Chulkana in Panipat district. It was not given a closure order, he said. The spokesman said that acting on a Supreme Court order, the HSPCB ordered the closure of three of the total of five distilleries in Haryana. Apart from Associate Distillery at Hisar, Frost Falcon Distillery owned by Mr Katyal and Haryana Distillery owned by the Modi group were also shut down, he said. He said that while Haryana Organic’s distillery at Chulkana was issued a show-cause notice, action was also initiated against Ashoka Distillery at Hathin. However, the Central Pollution Control Board had granted Ashoka Distillery 28 months’ time for taking pollution control measures in the distillery, he
said. |
Cold water for parched throats PANIPAT: As the train reaches Panipat railway station, loud voices can be heard offering passengers cold water free of cost. The free drinking water service has been in existence at the station for the past 35 years. It was started by Hari Singh, Lekh Raj Miglani and Manohar Lal Miglani. After the death of the other two persons, Mr Manohar Lal Miglani is carrying on the work in the name of the Dharam Parmarth Sabha. The service is provided daily by a devoted band of 40 members from 6 a.m. till after midnight. Mr Manohar Lal, who arranges funds and ice, says initially they used to supply water at platform number 1 near the police post. In 1980 a Railway officer from Calcutta appreciated the selfless service and made arrangements for a ‘‘piao”. A hut was constructed by the department which remained there for 12 years. In 1996 improvements were made at the ‘‘piao’’ using the members’ funds and donations from others, particularly Vanti Deviji of the local Prem Mandir. She donated generously for the cause and also arranged funds as well as coolers for this ‘‘piao’’. Eight factories donate one slab of ice daily and eight to 10 slabs are arranged by the sabha members on their own. Earlier nearly 60 members used to donate Rs 2 to Rs 5 per month. Now the donation from each of them ranges from Rs 10 to Rs 20 per month. Chaudhry Kartar Singh comes to the station every day from Samalkha to assist in this service to humanity. The sabha has painted its name on utensils and other assets like coolers. There are, however, no office-bearers. Two sevadars, Mr Des Raj Putela (72) and Mr Mohan Lal (71), are the oldest persons in this
organisation. |
Supply fodder to
farmers: JD (U) SONEPAT, Aug 25 — The President of the Haryana Pradesh Janata Dal (U), Mr Ved Parkash Vidrohi, today expressed concern about the famine-like conditions prevailing in the southern parts of the state on account of scanty rain during the current season and urged the state government the declare areas as drought-hit. In a press note issued here, he demanded immediate steps for ensuring the supply of fodder to farmers. He also said arrangements for the supply of adequate canal water should be made so that the farmers could save paddy and other kharif crops. Mr Vidrohi said the prices of fodder in southern Haryana were rising every month which had caused resentment among the farmers. He urged the Chief Minister, Mr Om Prakash Chautala, to intervene in the matter. Referring to the problems of Gurgaon-based farmers, Mr Vidrohi urged the Chief Minister to remove the grievances of the farmers who had been affected by the decision of the Punjab and Haryana High Court regarding the acquisition of land and refund of compensation.

Food dept cancels
448 licences CHANDIGARH, Aug 25 — The enforcement wing of the Haryana Food and Supplies Department cancelled the licences of 448 dealers following surprise raids conducted by it during the first four months of the current financial year. The security of 1,261 dealers amounting to Rs 7.01 lakh was also forfeited. A spokesman for the department said these steps had been taken to ensure the proper supply of essential commodities to consumers. The department also registered 14 cases with the police against the defaulting dealers. One person was arrested and goods valued at Rs 29,970 were seized. |

to Centre AMBALA, Aug 25 — The Ambala unit of the Haryana Union of Journalists (HUJ) has demanded that the Centre should make suitable announcement to compensate for the lack of hike in wages in the recommendations made by the Manisana Wage Board. A meeting was held at Ambala City. The death of photographer Pradeep Bhatia during an assignment in the valley due to an explosion was condoled and sympathy was expressed to the family members of Brig Shergill, who was killed in an explosion. Various other issues concerning the journalists were discussed at the meeting. |

run over by train AMBALA, Aug 25 — A man was run over by a train in Ambala City near the railway station. The deceased was identified as Chanan Ram, a resident of Ambala city. According to information, Chanan Ram was going to a bank when the mishap occurred. As soon as he tried to cross the closed railway gate, he was hit by the train. He died on the spot. The railway police registered a case in this regard. |
