plots: MLA seeks White Paper CHANDIGARH, July 27 — Mr Karan Singh Dalal, the lone Republican Party of India (RPI) member in the Haryana Assembly, yesterday ridiculed Chief Minister Om Prakash Chautala’s call to fight against corruption and said while Mr Chautala was raking up graft cases to corner his political opponents, he was carefully avoiding taking any action against the big sharks. Naming at least two former chief ministers of Haryana who, according to Mr Dalal, have amassed huge wealth, the RPI MLA alleged that Mr Chautala would not set any inquiry against them because he knew that they could again become chief ministers and take Mr Chautala to task. Mr Dalal, who was addressing a press conference here, said that former Revenue Minister Anand Singh Dangi and former Finance Minister Charan Dass Shorewala’s son, against whom the State Vigilance Bureau has set up corruption cases, were "small fries", and called upon the Chief Minister to set up an inquiry by a sitting Supreme Court judge to look into the assets of all political heavyweights and ministers and former ministers of Haryana. Earlier, Mr Dalal, who has already distinguished himself by exposing a number of land scams in the Gurgaon area, issued a statement to mediapersons with fresh allegations about release of plots in the Gurgaon area by the state government to private parties causing losses to the state exchequer. According to Mr Dalal’s statement, a huge chunk of land was acquired in Gurgaon for residential and commercial purposes by the Haryana Urban Development Authority, which spent crores of rupees for the development of the land. However, one acre land (plot no 80) in Sector 34, Gurgaon, in khasra no. 692/2 was released in favour of M/s Industriano (P) Ltd. Another 2.38 acres of land from this area, in Sector 42, Gurgaon in khasra nos. 532/1/1, 533/1/1/1 and 534/1/1 falling in Chakkarpur village was released in favour of Mr Sukhbir Singh, Mr Mam Raj and Ms Saroj. " The state exchequer has lost more than Rs 10 crore on account of release of these plots, which was done without any valid or cogent reason...", Mr Dalal’s statement alleged. One of the recipients had entered into litigations with the state government for the possession of the plot, which was withdrawn following the release of the plot to the party. Mr Dalal alleged that the state government had no reason to ask the party to withdraw the case and release the plot to it and said that the whole thing was a big scam. The RPI MLA demanded that the government must issue a White Paper on the plots released by it after Mr Om Prakash Chautala came to power in Haryana. Meanwhile, an official statement refuted the allegations levelled by Mr Dalal regarding the release of land in Gurgaon. The statement, issued by a HUDA spokesman, said the state government had a policy regarding land release cases in which the parties had gone to courts against land acquisition proceedings and subsequently procured stay orders due to which the execution of major roads and laying of master services were held up. The previous government, in which Mr Dalal was a minister, had constituted a sub-committee of ministers to consider the release of lands of such category, the statement said, and added that the present government reconstituted the sub-committee to consider such cases of release of lands recommended by a task force of officers. The statement said the land release to M/s Industriano was at a strategic location that all trunk services like sewerage, water, road to that large area was not possible without it. The development of an electronic hardware technology park and large area out of the 300 acre industrial commercial sector of 33 and 34 would have been left undeveloped had the land not been offered for release, the statement claimed. As for the release of land to M/s
Sukhbir Singh and others and grant of commercial licence is concerned,
it was considered in accordance with the policy approved by the
erstwhile government in February 1997 and the government decided in
principle on May 15, 2000, to release this land for the issue of
commercial licence since the party had purchased the land before the
issue of notification under Section 4 of the Land Acquisition Act,
1894. The state government will also get a lot of money in the form of
licence fee, security fee, conversion charges etc from the plots and
there was no question of causing any loss to the state exchequer, the
statement said. |
Rohtak
civic body meeting on July 29 ROHTAK, July 27 — The government has decided to constitute the local municipal committee after a lapse of over three months. The Sub-Divisional Magistrate, Rohtak, has convened a meeting of the newly-elected municipal councillors on July 29 at 3 pm to elect new president and vice president. MP from the Rohtak parliamentary constituency and MLA from city have the right to vote and participate in the proceedings of the municipal committee besides the 30 elected municipal councillors. Surprisingly, legislators from the Kiloi and the Hassangarh Assembly segments have not been nominated as members of the municipal committee though some parts of their respective assembly constituencies fall in the municipal limits. The elections to the municipal committee were held on April 2 and the oath was administered to the newly-elected members on April 25. Though the first meeting of the newly elected members was convened on May 25, it was adjourned for want to quorum. Since then uncertainty prevailed among the members as the government did not appear keen to convene another meeting for electing the president and vice president. As no political party has majority in the municipal committee 16 independent members, have formed their group and staked claims to the post of president and vice president. The BJP is the only party which contested the municipal elections on its symbol but it could win only five seats. Five other BJP activists, who were denied tickets, were also elected as Independent candidates. After the elections, these members have reportedly been re-admitted to the party. The 16 newly-elected municipal councillors, led by former minister Subhash Batra and zila parishad chairman Dharam Pal Singh, had met the Chief Minister, Mr Om Prakash Chautala at Chandigarh on Tuesday last to express their confidence in his leadership. These members reportedly requested Mr Chautala to nominee any person of his choice to the post of president and vice president and assured to elect his nominees. The meeting of the
municipal councillors on July 29, has reportedly been convened by the
administration on the advice of the Chief Minister. Two other members,
who owe allegiance to Mr Balwant Singh Myna, MLA from Hassangarh have
also reportedly extended support to the 16-member group. |
‘Sarkar
aapke dwar’ scheme to be resumed YAMUNANAGAR, July 27 — The Haryana Government has decided to restart the ‘sarkar aapke dwar’ programme from October 2, on the occasion of Gandhi Jayanti to provide facilities at the doorstep of the masses in the state. This was announced by Mr Om Prakash Chautala, Chief Minister, while addressing a meeting of district officers organised at the local Canal Rest House today. He said that in the welfare and the developmental programmes implemented by the state government, officers should play an important role in the rural and urban areas. He suggested that while tackling the problems of the public, they would show respect for the masses and implement these development and welfare activities with dedication and devotion. If the officials use negligency while performing their duties in their day to day work, it will create problems for them. Mr Rajeev Sharma, Deputy Commissioner, stated that under the ‘sarkar aapke dwar’ programme, the Chief Minister had made 700 announcements, out of which 90 per cent development works had been completed besides the construction of roads. The district administration had been provided a sum of Rs 6.21 crore by the state government under the Haryana Rural Development Fund Scheme. Highlighting the flood protection works, he said a sum of Rs 126 lakh had been incurred on the construction of pucca studs on the banks of the Yamuna and other rivers falling in the district. Mr H.S. Ahlawat, Inspector-General of Police, Ambala Range, Mr K.K. Sindhu, SP, and senior officers of the district administration were also present. Addressing party workers at Jagadhri today, Mr Chautala announced that a meeting of INLD workers would be organised in the state to popularise the present government among the masses. He said that under the campaign, all district headquarters would be covered by August 14. He appealed to the workers to give full support to strengthen the party organisation and make efforts to make people aware of the propaganda made by the Opposition. Mr Lachhman Dass Kanri and Mr Shamsher Singh Kamboj, members of the Zila Parishad, announced their induction into the INLD along with their supporters on leaving the Bahujan Samaj Party. Stating this here today, the Minister of State for Education, Mr Bahadur Singh, said the government had recently lifted the 10 per cent cut and ban imposed on the filling of vacant posts of college principal. He said to ensure that there was no delay in making promotions, the government had also approved a panel of lecturers for promotion well in advance keeping in view the anticipated vacancies during the next one year. Whenever the actual vacancies arose, candidates from the approved panel could be immediately appointed as principals. reminds teachers of role in society KURUKSHETRA, July 27 — In view of the population explosion, the responsibility of teachers towards society has become more vital as the society is heading towards materialism and old traditional values are disappearing. This call was given to the teachers by Mr R.S. Chaudhry, Vice-Chancellor, Kurukshetra University, while presiding over the valedictory function of the four-week orientation course organised by the Academic Staff College of the university. The orientation course was sponsored by the University Grants Commission. Mr Chaudhry called upon the teachers to come forward to resolve the complicated problems of society which had, of late, increased due to sweeping changes, there was an explosion of knowledge and technology which the society was unable to grasp in the ordinary course of life. He asked the teachers to make their lectures more interesting and aim these to cultivate confidence among the students. The Vice-Chancellor expressed the view that teaching was an art and no training was needed for it. Nine drugged and looted AMBALA, July 27 — Beware of sweetmeat even if it is from an acquaintance. Nine unsuspecting labourers ate ladoos offered to them by a neighbour and all of them fell unconscious. They were then looted of their belongings. The incident took place at Shastri Nagar in Ambala City late last night. The labourers hailing from Faizabad in Uttar Pradesh, used to work in Ambala and resides in small quarters built at Shastri Nagar. A month back, a person, Idris, claiming to be from Uttar Pradesh, had rented an accommodation close to where the labourers were staying. Last night at about 11 pm, Idris, seemingly in a jubilant mood, offered ladoos to the labourers saying that his son has cleared an examination. The unsuspecting labourers ate ladoos and fell unconscious. The labourers who ate ladoos are Kalka Prasad, Santa Ram, Chotu, Nathu Ram, Ayodhya Prasad, Baba Din, Gaya Din, Ram Vardan and Bal Bani. In the morning, they were rushed to the Civil Hospital, Ambala City, where at least five of them had regained consciousness by evening. The two quarters, where the labourers were staying, had been looted of their belongings. According to Kalka Prasad, a victim, Idris offered them ladoos saying that his son had passed. “Since he was our neighbour, we ate the ladoos. After sometime, I began to feel giddy and I lost consciousness. It is only on the hospital bed that I recovered my senses,” he said. The doctor on duty said that nobody is in a serious condition. “Some drug could have been laced on the ladoos which led to unconsciousness. All of them will be fine as soon as the effect of the drug wears off,” the doctor said. |
Ambala lacks proper drainage AMBALA, July 27 — This is a city where the shortage of drinking water is perennial but during the rainy season water logging is common. The Arya School road is the worst affected as hundreds of school children have to cross the road daily. PKR Jain Public School, A.S. Senior Secondary School and PKR Jain Girls Senior Secondary School and the Sohan Lal DAV College of Education are located along the road. The total strength of the three schools is around 7,000. During the rainy season the road remains under three to four feet of water for days together. Some of the localities like Friends Colony too have to face the problem. Some days ago water entered many houses. As there is no proper drainage system, water from many colonies flow down to this area. Moreover, the level of the road is very low. Mr V. Sachdeva, a resident of this colony said, “We are living in the hell. Even after a moderate rain our colony is waterlogged and we have to vacate our ground floor to save our carpets and other goods.” The administration has assured to solve their problem before the next rainy season but the residents are not very hopeful. One of the residents said, “We should not be given the treatment of second class citizen by the authorities.” The government district-level TB Hospital is also located on this road. During recent rains the hospital was under two feet of water. The road has been damaged badly. The district administration has started a drainage scheme for this area. Deputy Commissioner Ram Niwas has already given his consent to this scheme and directed the civic authorities to implement the scheme immediately. |
Army equipment show cancelled AMBALA, July 27 — Weather took its toll on an equipment display show which was to be held here yesterday to showcase the Army might. The display had to be cancelled as rainfall in the past two days had led to water-logging on the convoy ground near SD College in Ambala Cantonment. An Army official said that rainfall had led to water-logging on the ground. “To mount the equipment display, we need time as a lot of heavy equipment has to be showcased. It would take at least 48 hours for the ground to dry to allow tanks to be rolled on, the decision was taken to cancel the equipment display,” he said. The Army is now planning to hold the display at Chandi Mandir in September. The show was to be organised by 2 Corps, a strike corps, and the kind of equipment it uses to maintain the nation’s territorial integrity during aggression. The equipment display was also to commemorate the resounding victory achieved by the Army over Pakistan in Kargil. Meanwhile, a wreath-laying ceremony was held in the morning at Vijay Smarak. Wreaths were laid by GOC 2 Corps Lt Gen G S Sihota, COS 2 Corps, Maj-Gen Vinod Bhanot and Cdr PH and HP (I) Brig Satnam Singh. The wreath-laying was accompanied by notes of Last Post and Rouse being played by seven bugler and Ulta Baju Shastra being given by a guard of NCOs and 6 OR. All units in Ambala held prayer meetings to commemorate the supreme sacrifice made by the soldiers in the icy heights of Kargil. Candles were also lit in the homes of Army personnel as a mark of respect to the soldiers who laid down their lives at Kargil and a two-minute silence was observed at the Army school. |

ruling on pension CHANDIGARH, July 27 — The Haryana Government today decided the pension of government employees who retired after January 1, 1996, would continue to be calculated at the rate of 50 per cent of the average emoluments in all cases and would be subject to a minimum of Rs 1275 per month and maximum up to 50 per cent of the highest pay applicable in the state which was Rs 24,500. A notification to this effect was issued by the Finance Department after receiving representations from different pensioners’ associations as also government employees who retired after January 1, 1996. The notification further said the full pension in no case would be less than 50 per cent of the minimum of the revised scale of pay introduced with effect from January 1, 1996, for the post last held by the government employee at the time of retirement. It added that such
pension would be suitably reduced pro rata where the pensioners had
less than minimum required service for full pension as per the rules
applicable to pensioners on the date of superannuation and in no case
it would be less than Rs 1275 per month. |

for disabled CHANDIGARH, July 27 — The Haryana Social Justice and Empowerment Department today invited applications for the grant of National Award-2000 for the welfare of disabled people by August 10. A spokesman of the department said employees with disabilities working in government, semi-government and autonomous bodies could apply for the award through their employers. Self-employed persons with disabilities, employers of persons with disabilities, placement officers for persons with disabilities and those advancing the cause of persons with disabilities could apply through the Deputy Commissioner. Application forms for the award were
available with the District Social Welfare Officer of the district
concerned. |

registered in suicide case ROHTAK, July 27 — After waiting for over 60 hours for a complainant in connection with a reported suicide by a woman along with her four minor daughters at nearby Baliana village on Sunday last the police has finally registered an FIR. The Sampla police registered a case under Sections 306, 201 and 179 of the IPC on Tuesday night against unidentified persons on the basis of certain sources as stated in the FIR. Yashwanti alias Isho (30) reportedly committed suicide along with her four daughters by consuming some pesticide on Sunday. The police came to know about the incident the next day. A police party was sent to the village to inquire about the incident in the evening. However, a case was registered on Tuesday night. When contacted, the DSP, Mr Jai Narayan Ranga, said all persons who attended the funeral were guilty under Section 179 of the IPC as they failed to report to the police about unnatural deaths. |

against cops decried JIND, July 27 — The Haryana Police Association at a meeting held here yesterday condemned the registration of criminal cases against SI Virender Singh, ASI Bishni Devi and Head Constable Chander Singh. The association alleged that false cases had been registered against them and the departmental inquiry conducted into the cases revealed that the officials were not at fault. It said such actions against police officials would lower their morale. It alleged that some anti-social elements in connivance with some politicians were misleading the police and trying to tarnish its image. It was decided at the meeting that the association would file a petition against such elements. It demanded the implementation of the
recommendations of the Dharambir Commission, on pay scales to police
constables on a par with the JBT teachers, priority to the children of
police officials in recruitment and payment of house rent according to
the new pay scales. |
Judicial
remand for 3 women ROHTAK, July 27 — The city magistrate today sent three women and others to judicial custody till July 31 on the charge of indulging in flesh trade. The police arrested these persons, including a couple, during a raid at the local dairy mohalla locality last evening. According to police sources, the brothel was being run since the past one year. Besides Rohtak, girls from the neighbouring districts were also indulging in the trade. The police raided the house of Mahender Singh at dairy mohalla locality and arrested some girls along with their customers yesterday. At least eight women were involved in the trade. A case under Section 41/2/109 of the Cr PC was registered in this connection. |

held after exchange of fire GURGAON, July 27 — The police nabbed Deepak, after exchanging fire with him and his associates. The police received complaint from Prem Jatta, a native of district Bharatpur in Rajasthan, that two youths had tried to molest his 14-year-old daughter last night. After the girl raised an alarm the miscreants jumped from the terrace and escaped. According to the police version, Deepak and his two associates had come here, a couple of days ago. After befriending a person from the locality they stayed put at his place. They also had been drinking liquor along with the girl’s father living in the neighbourhood, where they were staying. Launching a manhunt for the miscreants, the police spotted them at Narsinghur bus stand. They wanted to escape. The miscreants fired at the police party. The police exchanged fire and injured Deepak on leg. While Deepak was nabbed, the other two escaped. According to the police, investigation has revealed that Deepak had escaped from the police custody in Panipat on June 3. He had allegedly murdered a member of a rival gang in Ambala Central Jail. He was wanted in several cases in several parts of the state. |

decries rise in crime rate ROHTAK, July 27 — Expressing concern over the ‘rising’ crime graph in the state, the Haryana Pradesh Congress Committee (HPCC) chief, Mr Bhupinder Singh Hooda, has demanded that the state government should issue the details of various criminal incidents in the region during the present regime as compared to those in the previous one. In a statement issued here today, Mr Hooda alleged that the rising criminal incidents in the state had filled the people with a sense of insecurity. He alleged that the police was unable to take action against the criminals as they enjoyed political patronage. Mr Hooda also charged the Chief Minister with trying to deprive the journalists of their right to free expression by withdrawing government facilities to them. Mr Hooda alleged that after imposing heavy ‘taxes’ on the common man, the Chief Minister now wanted to curb the freedom of the press by denying accreditation facility to reporters. He claimed that it was not the first time when Mr Chautala had taken such a decision. In 1990 also, the media was made a target of ‘attack’ by Mr Chautala and his supporters. He demanded that the state government
should clarify immediately why ‘renewal’ of accreditation to
several journalists had been suspended or stopped. He said the
Congress would soon prepare a list of the correspondents whose
accreditation was due for renewal. |

Havildar cremated JIND, July 27 — The body of Havildar Hari Ram Yadav, who died during an operation in the Badipur area of Jammu and Kashmir on July 24, was cremated at his native Bishanpura village here yesterday. A large number of residents of Bishanpura and surrounding villages were present at the cremation. Ashok, the seven-year-old son, of Havildar Hari Ram Yadav, lit the pyre. According to reports, Havildar Hari Ram Yadav of 123 Battalion of the Border Security Force was killed during an action against Pakistani terrorists when the jeep he was driving collided with a vehicle of terrorists. Hari Ram Yadav died on the spot while the three soldiers in the vehicle were injured. Havildar Hari Ram Yadav joined the BSF in 1989. After training he was posted in Tripura in 1991. Thereafter, he served in Punjab and Jammu and Kashmir. Because of his commendable service he was posted in terrorist prone areas of Jammu and Kashmir. Mr Jai Pal Singh, father of the deceased said he was proud of the supreme sacrifice made by his son. Those present at the cremation

orders on staff cars CHANDIGARH, July 27 — The Haryana Government today directed all heads of department and those of boards and corporations to take suitable measures to control the movement of staff cars by maintaining proper records. A decision to this effect was taken at a meeting of the State Motor Vehicle Board held here under the chairmanship of the Chief Secretary. They were also directed to depute an
official for recording the movement of staff cars in a register which
would be checked daily by the controlling officer concerned in each
department. |

amount raised CHANDIGARH, July 27 — The Haryana Government today decided to raise the gratuity of employees of government-aided colleges in the state from Rs 2.50 lakh to 3.5 lakh. The Finance Minister, Mr Sampat
Singh, said this decision would be effective from May 11, 1998 — the
date on which the government had introduced the pension scheme in
these colleges. |

Malik is Cong observer in AP SONEPAT, July 27 — The All-India Congress Committee (AICC) has appointed Mr Dharampal Singh Malik, former MP and former president of the Haryana Pradesh Congress Committee (HPCC), as an observer for party affairs in Andhra Pradesh. Mr Malik told mediapersons here today that a meeting of the scrutiny committee to look into the complaints of alleged fake enrolment of party members in Andhra Pradesh, would be held on July 31, at Hyderabad. |
