shifts in courts mooted HISAR, July 22 — The Union Law Ministry is considering a proposal to introduce double shifts for subordinate courts to speed up the disposal of pending cases, it is learnt. In a confidential note sent to all high courts, the ministry has asked for detailed views of all rungs of the judiciary in this regard. According to highly placed sources, the ministry took the step after a suggestion was made in this regard in Parliament sometime ago during a discussion on the pendency period of court cases. The sources said a final decision would be taken after a careful study of the views of the judiciary from all over the country as the Centre did not want to commit itself to any such major step in a hurry. Nevertheless, they said, the ministry was keen on taking definite steps at the earliest to speed up the disposal of pending cases. The move has evoked a mixed response in judicial circles. While both judges and lawyers welcome the Centre’s keenness on speeding up the disposal of cases, they are not certain of the success of the double shift system since the communication does not mention whether new infrastructure will be created. A senior judge said the plan could succeed only if new vacancies were created, additional courtrooms built and more staff was provided. However, this could take years before the courts were equipped to handle double shifts. The other scenario could be that additional judges were appointed for the purpose. This, he said would mean overlapping timings for the shifts since the staff could not be expected to work for over 12 hours a day. He did not think it feasible. Another senior judicial service officer said if the double shift system envisaged asking the judges to hold court in two shifts a day, he could not foresee any cut in the pendency period since they did not have the required staff for handling double the number of cases they took up in a single shift at present. A subordinate judge pointed out that in his view the double shift system would mean the existing judges and staff holding court for 12 hours a day in two shifts. His logic was that if the government were to appoint additional judges and construct additional courtrooms, there would be no need for two shifts. In that case, all judges could easily work at the usual timings. A senior official of a local court said it was practically impossible for the clerical staff to work two shifts. As of now there was an acute shortage of supporting staff in the subordinate courts in view of lakhs of pending cases. Even at present judges worked late hours at home to dictate lengthy judgements. Thus, there was no way the existing staff could handle two shifts. Lawyers have their own point of view. The double shift system, they say, would necessitate that they stay in courts for 12 hours a day which would leave them no time to prepare their cases and attend to clients in offices. A noted local criminal lawyer said: "A court cannot be compared to a school where a different set of students and teachers could use the same building in two different shifts. Can you imagine a scenario where half the lawyers work in one shift and the other half in the second," he asked. He saw no possibility of the double shift system succeeding. Another senior counsel said the only possibility could be that different types of cases could be taken up in the two shifts. For instance, one shift could take up criminal cases and the other civil suits. This he felt would take care of the difficulties of lawyers also. At the most, the shifts could be rotated every three months or so. Judges and lawyers also point to another practical problem. They say clients come from far off villages. There was no way they could start from their homes at five in the morning to be in time to attend the hearing of the first shift beginning around 7 a.m. Likewise, a client would reach his village back from the court around 10 in the night if his case was taken up in the second shift, ending around 7 in the evening. The consensus among judges, lawyers,
court staff and the clients appears to be in favour of additional
judges and infrastructure. However, all of them doubt if the states
have the financial resources for the purpose. A senior judge pointed
out that a local senior sub judge was transferred several months ago.
The post continues to be vacant. Likewise, he said, the lone judge at
Tohana in Fatehabad district had 7,000 pending cases. Without
additional resources he did not foresee much improvement in the
system, irrespective of whether the judges worked in one or two
shifts. |
Haryana
launches welfare schemes YAMUNANAGAR, July 22 — The Haryana Government has allocated Rs 1 crore for the current financial year to provide assistance under the "Kanya Dan Yojna", scheme. Mr Rishal Singh, Social Welfare Minister, Haryana, said at the prize distribution function here yesterday that this year 1,960 Scheduled Caste families would be given Rs 5,100 for the wedding of their daughters by the Haryana Government. He further stated that during 1999-2000, 1,500 such families were given Rs 79 lakh. The minister said to provide self-employment opportunities to the Scheduled Caste girls and widows, special training was being imparted at different welfare centres by the state government. He further said the government had increased the scholarship amount from Rs 100 to Rs 150 per month to those women who were being imparted special training. He stated that the state government had also increased the amount from Rs 5000 to Rs 10,000 as financial assistance to the Scheduled Castes for building houses. He said the state government was going to introduce a new policy to rehabilitate the handicapped people. Mr Rajiv Sharma, Deputy Commissioner,
said Rs 5.70 lakh had been allocated for 114 families in the district
for constructing their houses.

Society
formed to beautify Gurgaon GURGAON, July 22 — The district administration has decided to institutionalise the practice of seeking cooperation from the private sector to further develop and beautify Gurgaon city. A registered society named "Gurgaon City Development and Beautification Society" is being floated. The idea was conceptualised by the Deputy Commissioner, Gurgaon, Mr Apoorva Kumar Singh. The finer points with regard to it have been finalised after holding a series of meetings between government officials private entrepreneurs. Mr Apoorva Kumar Singh confirmed the move. The proposal has evoked a good response from a section of the industrialists here. The administration will only give broad guidelines regarding the functioning of the proposed society and help in demarcating priority areas. Industrialists will be in the majority in the society. To start with the society will adopt a park of the Haryana Urban Development Authority (HUDA) to set up a memorial to war heroes since the First War of Independence and luminaries of the struggle for Independence. Also, included in the agenda will be a panorama and pageant of the major scientific and other discoveries and inventions in the country since Independence. Other projects of the society pertain
to beautification of roads, especially of roundabouts and major
crossings. |
Company
dupes customers BHIWANI, July 22 — A newly formed company which claimed to provide domestic articles on attractive prices, has duped the public of lakhs of rupees. The money was invested by people to buy goods on cheaper rates. The police is finding out the whereabouts of the absconding suspects following the arrest of three employees of the company. Ishwariya Home Appliances was opened a month ago and handbills were distributed showing domestic goods at cheap prices. People were seen getting items booked by paying small amounts of cash. They were given receipts also. The periods of delivery ranged from seven days, 15 days and 21 days. Hundreds of people booked the items in the 21-day delivery category as their prices were reduced three times. Some of those who booked the items for lesser delivery days were given the goods, thereby lending credibility to the company. The police came into action and a case of Faridkot was brought to notice where a company headed by one Ramchandran of Tamil Nadu had closed after getting lakhs of rupees from public in the same manner. The police deputed two plainclothesmen on the site to check the modus operandi. The owner of the company lived above the shop. The police suspected foul play when it asked employees, all from Tamil Nadu, about their bank account and was told it was yet not opened. Surveillance was intensified. It is learnt that
before absconding all seven employees took liquor in great quantity
and created commotion. The policemen deputed there, locked the stair’s
gate. Later, when they went upstairs, the owner of the company V.
Subramanium, G. Shakti, Kumar and Vijay escaped through the backdoor.
The police, however, succeeded in nabbing D. Sarthan, Kartik, Thanesar

Nimmo Devi wins Raipur Rani seat PANCHKULA, July 22 — The INLD-supported candidate, Ms Nimmo Devi, won the election to the Raipur Rani seat of ward number 9 of the Zila Parishad by 1056 votes, here today. While Ms Sudha Sarita polled 3652 votes, Ms Nimmo Devi secured 4708 votes. The results were declared at noon at BEL colony. Elections were held yesterday in the ward. The byelection to the ward was held after the representative, Ms Vijay Lakshmi, resigned from her seat. The General Secretary of the INLD, Mr Pradeep Chaudhary, said the triumph of their candidate was a reflection of the popularity enjoyed by the Chautala-led government in Haryana. Meanwhile, Ms Sudha Sarita expressed her dissatisfaction with the holding of elections in the ward, which had been ‘‘unfair’’. In a letter to the Haryana Election Commissioner, she stated that in some polling booths, their agents were not allowed to get in, whereas in others, they were forced to leave the booth. She added that at booths where their polling agents were disallowed, more votes were polled in comparison to other booths. She alleged that unfair polling practice had been carried out at 7 of the 32 booths, where a repoll should be held. |

Inspector get bravery awards KAITHAL, July 22 — The Superintendent of Police, Mr Parbhat Ranjan Deo, and CIA Inspector Surinder Malik were awarded gold medals for bravery by the Indian Medical Association at a state level function organised at Koel Complex here last night. Mr Amir Singh Sabharwal, DSP, Mr Raj Singh, SHO (city), Mr Kanwar Pal, head constable, Mr Dilbagh Singh, Mr Satbir Singh and Mr Jitender, all constables posted with the CIA staff, were also honoured on the occasion. A large number of doctors from different parts of Haryana and some from Punjab and Himachal Pradesh were present. Dr Ashok Kataria, state president, and Dr B.K. Gupta, national vice-president of the IMA, appreciated the Kaithal police for bringing to book the criminal who threatened Dr Ramesh Bansal and demanded a ransom from him. officials seek pay parity KURUKSHETRA, July 22 — The Haryana State Transport Department Officers Association today submitted a memorandum of its demands to Mr Ashok Kumar Arora, Transport Minister, Haryana, demanding removal of anomalies in pay scale since 1986 and fixation of at least 50 per cent quota in all the promotional posts. die as vehicles hit stationary truck
on highway ROHTAK, July 22 — A truck which broke down on the National Highway (No. 10), a few days ago has claimed another life within 48 hours. At least two vehicles have rammed into this truck resulting in death of two persons, including a doctor. The truck is parked on the highway near Kharawar village about 15 km from here. In the accident that took place on Wednesday night, a post-graduate doctor of the PGIMS was killed and two of his associates got injured when their car rammed into the truck. A Tata-407 vehicle also hit the same truck yesterday night in which a youth identified as Vijender of Hisar was killed and his associate was injured. In another case, a cashier of the local Jat College died after his two wheeler was hit by a three wheeler autorickshaw at about 9 a.m. yesterday. The victim Sumer Singh Saini, succumbed to his injuries in the PGIMS hospital after a few hours. Meanwhile, the police has booked a
case against an inmate of the district jail for jumping parole.
According to the police, the prisoner identified as Yusuf ‘failed’
to report back after going on parole on June 8 this year. He was to
return on July 7, last. |
Choked pipes make river overflow KALKA, July 22 — Heavy rain since yesterday morning has flooded Sukhna Nadi, causing the breakage of links between the town and more than a dozen villages located nearby. The bridge between the town and Tipra village is based on concrete pipes. Due to the choking of these pipes with rubbish, water has been flowing over the bridge, cutting the link between the town and the villages across the nadi. In monsoons, it is usual for the heavy flow of water from hills to flood the nadi and cause damage. It is not right to construct concrete-pipe bridges on such rivers, as these are meant only to be built on small
nullahs. |
Ambala Rotarians take charge AMBALA, July 22 — An impressive installation ceremony was held in Rukmini Devi Hall yesterday. The new President of the Rotary Club of Ambala, Capt Baldev Singh, took over the charge from Mr Subhash Bansal, while Mr Ajay Aggarwal was made the Secretary of the club. The new President of the Innerwheel Club, Ms Prem Gupta, took over the charge from Ms Poonam Khurana, while Ms Sunderesh Jain was appointed the Secretary of the club. Mr Shivendra Garg took over the charge of the President of the Rotract Club from Mr Ganesh Sabharwal and Mr Raj Kumar Singla was appointed the Secretary of the club. Capt Baldev Singh said he would continue the programmes being run by the club. "The new projects will include the fight against tuberculosis, building a hostel for the children of Pavitra Dham and opening a blood bank in Civil Hospital," he said. The outgoing Rotary Secretary, Dr Anil Jain, said in the past year, resource management had been a target of the club. quits ROHTAK, July 22 — Mr Mahadev Parshad Goyal, president of the working committee of the Vaish Education society, tendered his resignation to the president of the society today. At a press conference here today, Mr Goyal charged the president of the society with interfering in the functioning of Vaish College of Engineering. He alleged that certain members of the society had complained against the college to the higher authorities, putting the career of 73 students at stake. However, he said the academic council of Maharshi Dayanand University had relaxed certain conditions so as to protect the future of students. He lamented that the college had to face a financial loss running into several crores due to a ‘split’ in the society. Besides, he alleged, Mr Ramphal Gupta, general secretary of the working committee, had carried out several "undesirable" acts that had affected the interests of students of the Vaish institution. He charged the president of the society with turning a blind eye to such "malpractices", despite repeated complaints. He said Mr Gupta had convened a
meeting of the working committee on July 23 without a discussion with
him in violation of Section 31 (A) of the Society Act. |

urges govt to withdraw ST-38 KURUKSHETRA, July 22 — A delegation of the Haryana Chamber of Commerce and Industry (HCCI), has urged Mr M. Shankar, Financial Commissioner and Secretary, Excise and Taxation, Haryana, to withdraw the implementation of ST-38. The HCCI President, Mr Manmohan Singh said here today that the delegation which called upon Mr Shankar in his office at Chandigarh yesterday, had informed Mr Shankar that the government would not be benefited in any way with the introduction of this form, while on the other hand the traders would be harassed. Mr Singhal said a
similar type of form was introduced by the state government a few
years back was withdrawn because of its non-utility. Thus, the
introduction of this measure by the state government was uncalled for,
Mr Singhal added. |
Oil
mill gutted HISAR, July 22 — Property worth Rs 50 lakh was reportedly destroyed in a fire which broke out in an oil mill, 15 km from here, on the Hisar-Delhi national highway this morning. According to information, the fire started due to a short-circuit. Apart from mustard oil and large quantity of stock mustard, the office of the mill were destroyed. Fire tenders from Hisar, Hansi,
Adampur and Fatehabad could control the fire after about four hours.
No loss of life has been reported. |
