Teacher loses job for injuring child

AMBALA, May 12 — "I don't want go to school. I will be beaten up again by my teacher," says a terrified Nakul Gulati, who was allegedly beaten up by his PT teacher after he failed to follow certain steps.

While the school authorities say that Nakul was not beaten up and was only "gently pushed", parents of Nakul are angry as he has suffered injuries, including a fractured nose.

Nakul, a Class II student of Lord Mahavira Jain Public School, here, said he was asked by his PT teacher to do certain steps. "When I failed to do it, he got angry and he threw me on the ground. After this, he slapped me," Nakul said.

An FIR has already been lodged. The Principal of the school, Ms Sudha Mathur, said the services of the PT teacher, an Arjuna Award winner, have been terminated with immediate effect. "We believe in quality education and do not permit punishment. Therefore, we have terminated his services, although he said he was not at fault," she said.

Ms Mathur said the child had lost his balance which had led to the fall. "Why should somebody want to hit a small child," she said.

The Manager of the school, Mr V.K. Jain, said the incident had also hurt the management. "The child was hurt and we offered help and assistance. The parent of the child were called immediately after the incident," he said.

The District Education Officer, Mr Sharma, said the incident had not been brought to his notice. "We will take action if a complaint is lodged with us by the parents of the child," he said.

Mr Ajay Gulati, a relative of the child, said the incident should be condemned. "The incident has highlighted the need for banning corporal punishment in schools and having proper first-aid facilities there. When a child is in the school, it is the responsibility of the school authorities to look after the child. Such incidents shake our confidence," he said.Top

 

Gang of car thieves busted

ROHTAK, May 12 — The police has busted a gang of car thieves comprising students of Baba Mastnath College of Engineering and recovered three stolen Maruti vehicles from their possession.

All these accused are in their twenties and belong to respectable families. Adventurism and lure for easy money appears to have driven them towards theft.

The arrested persons have been identified as Amardeep, Surender, Vinod and Raveesh, all students of Engineering College, Deepak, a student of Jat College and Munish, who has a STD booth. Amardeep is a son of a manager of a financial institute owned by the Haryana Government and grandson of a high-ranking official of Haryana now retired. Raveesh, son of Mr Hukam Singh, belongs to Faridkot in Punjab while Surender and Vinod hail from Delhi.

The Senior Superintendent of Police, Mr P.K. Aggarwal told that the police has also recovered a .32 bore revolver with five live cartridges and a .315 pistol with one live cartridge from their possession. A criminal case under Sections 399/402 of the IPC and sections 25/54/59 of the Arms Act had been registered in this regard.

Mr Aggarwal said that during interrogation they had confessed to having stolen a Maruti van from Quilla Road here on March 11. Subsequently, on March 16, they had snatched a Maruti Esteem on gunpoint from a petrol pump station on the Jind byepass in broad daylight.

Thereafter, these gangsters snatched an Opel Astra on April 7 from near Chhotu Ram Chowk situated in the heart of the city. Again on May 4, they had stolen a Maruti car form DLF colony and one the following day used this car in snatching a Ford Ikon from near village Assan on the Rohtak-Kharkhoda road in broad daylight, Mr Aggarwal said.

The total value of the cars stolen by the gang was approximately Rs 25 lakh, out of which a Maruti Esteem, Maruti van and Maruti car had been recovered.Top

 

Statement of BJP MP resented

CHANDIGARH, May 12 — A statement by Mr Kishan Singh Sangwan, BJP MP from Haryana, that there a is "drought-like" situation in at least 10 districts of the state, has not gone down well with its ally, the INLD.

The BJP MP had told presspersons at Sonepat on Tuesday that immediate steps were required to combat the drought like situation in Mahendragarh, Rewari, Bhiwani and other districts and steps were also required to solve the power and water problems being faced by farmers and other people. Mr Sangwan had said that a team from the Union Government must visit Haryana to take stock of the situation in the state.

Commenting upon Mr Sangwan’s statement, Mr Dhirpal Singh, Town and Country Planning Minister, said if the former wanted to solve the water shortage problem, he must urge the Prime Minister to take up the issue with the neighbouring state. While admitting that the water level in South Haryana districts had gone down, the Haryana minister said that the water source in these districts used to get recharged by the flowing of water from the Krishna, Dohen and Sahebi rivers of Rajasthan. However, barriers had been constructed in Rajasthan lately to confine the water to the state and consequently the water flow to these districts had been affected, Mr Dhirpal Singh said.

Another minister said when Mr Rambilas Sharma, BJP leader, was an Opposition MLA and the Congress was in power both in the state and at the Centre, he had several times raised the issue in the assembly and charged the Congress with showing reluctance to solve the dispute. But since the BJP assumed power at the Centre Mr Sharma had apparently forgotten the problem, the minister said.Top

 

Haryana Cong’s charge against govt

CHANDIGARH, May 12 — The Haryana Congress has criticised the Chautala Government for harassing beneficiaries of the old-age pension scheme.

In a statement issued here today, the President of the party, Mr Bhupinder Singh Hooda, said at the time of the Vidhan Sabha elections, in order to get votes the Chautala Government had sanctioned old-age pension to even ineligible persons. But now even eligible persons were being deprived of the pension.

He claimed that officials had been directed by the state government to remove the maximum number of persons from the list of old-age pension beneficiaries. He said when the final list would be published, his contention would be confirmed.

Mr Hooda said he had written to PCC office-bearers, presidents of district units, MPs, MLAs and chairmen and conveners of various party cells and organisations, urging them to extend full help to the eligible persons to enable them to get pension and resist irregularities being committed by the officials.Top

 

Want high school, build it: CM

FEROZEPUR JHIRKA (GURGAON), May 12 — The Haryana Government has decided to convene a meeting of the State Flood Control Board on May 14 to prepare contingency plan before the onset of monsoon. This was disclosed here yesterday by Haryana Chief Minister Om Prakash Chautala.

Mr Chautala was here to preside over the "Aap ke Sarkar Aap ke Dwar" programme. (4 village panchayats of the two blocks, Ferozepur Jhirka and Punhana and the representatives of the local municipal councils submitted a list of grievances to him.

Addressing newsmen after the function, Mr Chautala said that the state government would take pro-active measures to save the state from flood and storm water-damage.

In response to a specific question, he said that more than 20,000 acres of government land had been illegally occupied in various parts of the state and the state was committed to free it at the earliest.

In reference to the Supreme Court’s directive to Punjab and Haryana to supply an additional 125 cusecs of water from the Bhakra Beas Management Board project through its canals to provide succour to water starved Delhi, he evaded a direct answer. However, he said Haryana was presently not getting its full quota of water from BBMB. Even if the State wants to bail out Delhi it does not have the resources to do so.

Mr Chautala was in a benevolent mood, rarely turning down any request. But did not entertain any petition which related to an individual.

Mr Chautala was also guarded on requests for upgradation of schools, saying panchayats would first have to construct the required buildings.

The government is apparently concerned over a large number of schools being upgraded by successive governments despite their lacking teachers, rooms or other infrastructure.

He also made it clear that his government was in no mood to regularise the services of the teachers who had been recruited on ad hoc basis by previous governments.Top

 

Restore octroi, demands JD (U)

SONEPAT, May 12 — The president of the Haryana Pradesh Janata Dal (U), Mr Ved Parkash Vidrohi, today demanded immediate restoration of the octroi, duty in the state which was abolished, as a ‘political measure’ before the assembly elections to please the BJP, by its alliance partner — the Indian National Lok Dal (INLD).

In a signed press statement issued here, he said that this step would enable the bodies to meet their expenses for paying the salary to the employees and undertaking development works. He urged the state government to withdraw all new taxes imposed on the people of urban areas in the form of increase in driving licence fee, hike in the house tax and other municipal taxes imposed on the consumption of electricity etc. He also said that tax worth more than Rs 500 crore have been levied which had caused a financial burden on the common man, particularly the weaker sections.

Mr Vidrohi also demanded that positive steps should be taken for curbing the hike in the prices of essential commodities which had made the life of the poor people miserable. He said that the Bansi Lal Government had also imposed taxes after imposing prohibition but in spite of its withdrawal, the burden of the taxes was still being borne by the people of the state.

Referring to the grant of old-age pension, the Janata Dal leader alleged that the aged people were facing harassment and humiliation at the hands of the officials during the verification of their claims. He said that the increase in the old-age pension had put an extra financial burden on the state exchequer and the state government under the garb of fresh verification of the claimants was making an attempt to reduce the number of beneficiaries.

He demanded that the work of verification should be done in the villages itself and not on the tehsil or district headquarters.

Mr Vidrohi also urged the state government to increase the amount of contribution under the scheme of Kanya Daan to the girls of weaker sections as the present amount of Rs 5,100 was quite insufficient to meet the expenses of marriage.Top

 

Science PG courses to be discontinued

HISAR, May 12 — Chaudhary Charan Singh Haryana Agricultural University has decided to discontinue postgraduate and doctoral courses in chemistry, zoology, botany, mathematics and sociology from the next academic session.

This decision has been taken in the light of the recommendations of the accreditation committee of the Indian Council of Agricultural Research (ICAR) which visited the university a few months ago.

These courses were run by the College of Basic Sciences of the university.

Dr M.S. Kuhad, registrar, said it was felt that traditional universities in the state were running these courses in a better way. There was, thus a need to concentrate on subjects related to agriculture.

He said the university never planned to start such courses but over the years several departments began to offer these courses. However, the ICAR panel which visited the university recommended that these courses be wound up immediately.

Dr Kuhad said there would be no entrenchment of the teachers since they would still be teaching their subjects to students of agricultural sciences. However, he failed to explain how the workload would be adjusted once fresh admissions were stopped.

Meanwhile, the university has lowered the eligibility condition for admission to courses run by the College of Home Sciences. It has been decided to throw open the B.Sc. course in this discipline to students of the arts stream also provided they had home science as one of the subjects. Those who have secured 40 per cent marks in the qualifying examination will hence, forth be eligible for admission to the course instead of the present ceiling of 50 per cent marks.

Dr Kuhad said this had been done to attract more students to the course.Top

Traffic drive shows results

AMBALA, May 12 — The drive launched here to bring order to the chaos created by vehicular traffic is proving effective.

The efforts made by the area police to streamline the traffic especially in the congested Sadar area of Ambala Cantonment, have started showing results with lesser congestion and easier access to shops lining the road.

According to Ambala Cantonment MLA, Mr Anil Vij, the traffic drive is welcome till such time it does not hamper business and livelihood of people. “I am not against the traffic drive but the manner in which it is being conducted is hurting the livelihood of the shopkeepers, as people are not able to park vehicles in front of their shops,” he said. “Who will like to buy from a place where they are not permitted to park vehicles near the shop?” he queried.

He said the “human perspective” should be taken into consideration before launching an effort to streamline the traffic. “They immediately challan any motorist without giving him opportunity to explain the reason. The rules are made for the benefit of the people and not against the people,” he said.

“Even the challans being issued by them do not have any numbers. There are no serial numbers,” he alleged.

The Deputy Commissioner of Ambala, Mr Ram Niwas, said the traffic drive was already showing results with roads becoming less chaotic. “In particular reference to the drive currently on at Sadar area, there is no cause for complain as the administration has provided for adequate parking behind Rai Market,” he said.

The traffic drive, which is continuing, has gained greater momentum with school children participating in an effort to generate awareness about traffic rules.

“The school children tell motorists about various rules and they distribute pamphlets. We are sure that the involvement of school children will not only teach them how to be law-abiding persons but also help us in conveying the message of traffic rules to motorists,” he said.

Deputy Superintendent of Police, Mr Sultan Singh, stated “In the morning, they will assist the traffic policemen on duty in explaining to the motorists the need to follow the traffic rules.”

While in Ambala Cantonment, the school children are present at Capital Chowk, Mahesh Nagar and Bus Stand, in Ambala City the children will is on duty at Polytechnic Chowk, Bus Stand and Agrasen Chowk. Top

 

Recruitment rally

AMBALA, May 12 — The Indian Air Force will conduct a recruitment rally at St Pauls Senior Secondary School, Palampur (Kangra), on May 19 and 20 for the selection of airmen in non-technical trades.

According to a press note of the Airmen Selection Centre, aspiring candidates who have passed matriculation or equivalent examination with at least 45 per cent marks in aggregate and with passing marks in English will be eligible for the selection tests, provided they are born between November 1, 1981 and November 1, 1984.

Eligible candidates who have passed matric from Lahaul and Spiti, Bilaspur, Kangra, Una, Chamba, Kulu, Mandi and Hamirpur districts or fulfill domicile requirements of these districts will only be allowed to appear in the selection tests. Candidates of Kangra district will be allowed to appear in tests on May 20 and the remaining candidates of the specified districts will take test on May 19.Top

 

Decline in cases of malaria

CHANDIGARH, May 12 — Only 53 cases of malaria had been detected in Haryana till April against 163 during the corresponding period last year thus showing a decline of 88.6 per cent. Of these, only 10 cases of falciparum malaria were detected.

Stating this here today, Dr M.L. Ranga, Minister of State for Health informed that all civil surgeons had been directed to observe June as anti-malaria month and prepare the micro-planning for the month.

Dr Ranga said cases of malaria had also substantially declined in the Mewat area as only five such cases had been reported till April against 44 during the corresponding period last year. Similarly, the cases of falciparum malaria had also shown a significant decline as only two such cases had been reported during this period. Top

 

Relief train flagged off

KAITHAL, May 12 — The Chief Parliamentary Secretary, Haryana, Mr Ram Pal Mazra, flagged off a train carrying dry fodder for the drought-hit Nagaur area of Rajasthan today.

About 8,000 quintals of fodder collected by the district administration from farmers and other voluntary organisations was sent in 40 wagons.

Talking to mediapersons, Mr Mazra lauded the Haryana farmers for coming forward to help the drought-hit people.

At another function, Mr Mazra inaugurated the 21st branch of the Kaithal Central Co-operate Bank at Titram village today. Mr Faqir Chand Mullana, member Rajya Sabha, MLA s of Kaithal and Kalayat were also present on the occasion besides the Deputy Commissioner, Dr Mahavir Singh.Top

 

Balika Samridhi Yojna recast

CHANDIGARH, May 12 — The Balika Samridhi Yojna, aimed at changing the negative attitudes of the family and community towards the girl child and the mother, has been recast.

This was disclosed by the Haryana Minister of State for Social Welfare, Mr Risal Singh here today. The post-delivery grant of Rs 500 which was being provided to mothers below the poverty line would now be given to the girl child. Apart from this, scholarships would also be provided to girls for education under the changed scheme. A sum of Rs 57.66 lakh had been sanctioned for Haryana under the centrally-sponsored scheme, he said.

The minister said the girls born on or after August 15, 1997, on attending the school at the age of six, would become entitled to annual scholarships which would be based on their successful completion of the year in school. The rates of scholarships for Classes I to III would be Rs 300, for Class IV Rs 500, for Class V Rs 600, for Classes VI and VII Rs 700, for Class VIII Rs 800 and for Classes IX and X Rs 1000 per annum, he said. Haryana shifts 3 officers

Mr T.K. Sharma, IAS, who was MD of the Jind Sugar Mill, has been posted as ADC, Jhajjar. Mr Maha Singh, who has recently returned from leave, has been given the charge of Additional Secretary, Finance. Mr Rajbir Singh, an HCS officer, had been posted as Secretary, HAFED.

His earlier posting as the Jhajjar ADC has been cancelled.Top

 

Eight die in duststorm

AMBALA, May 12 (PTI) — Eight persons, including two women and a child, were killed in a high-velocity duststorm at Dhanana village, about 25 km from here, tonight, the police said.

The victims took shelter under a shed of a factory which gave way when the severe duststorm followed by sharp showers lashed the area, the police said.

All eight were crushed to death, the police said.Top

 

CM to inaugurate chilling centre

CHANDIGARH, May 12 — The Haryana Chief Minister, Mr Om Prakash Chautala will inaugurate a new chilling centre at Pipli in Kurukshetra district tomorrow.

The chilling centre, having a capacity of 20,000 litres per day, has been constructed at a cost of Rs 50 lakh. With this, the number of such centres will go up to 17.

102.12 cr for second phase of kandi project

CHANDIGARH, May 12 — The Haryana Government has allocated Rs 102.12 crore for the second phase of the World Bank-aided kandi project to check soil erosion on watershed basins and for restoring degraded land.

Stating this, here today, the Haryana Agriculture Minister, Mr Jaswinder Singh Sandhu, said the amount would be utilised for treating about 80,000 hectares in the Shivalik foothills of Panchkula, Ambala and Yamunanagar. He said despite a severe financial constraint, the present government allocated Rs 10.50 crore for the project during 1999-2000 for treating 5,000 hectares.Top

 

Ground Water Board employees go on strike

They were demanding withdrawal of the austerity guidelines, revision of rates of transport allowances, HRA as recommended by the 5th CPC, to evolve formula for grant of PLB to all sanctions of CGEs as recommended by the Pay Commission and to remove the quantum ceiling to pay Rs 2500 for calculation of bonus.Top

 

Strike by Nagar Parishad staff

HISAR, May 12 — Employees of Hansi Nagar Parishad, 26 km from here went on strike today demanding immediate release of salary for the past two months.

They held a dharna in front of the parishad office and raised slogans against the government. A large number of women also took part in the dharna.

The employees has threatened to continue the agitation if the salary was not released immediately.Top
