Parents file complaint against
beating of AMBALA, May 5 The parents of a student here today filed a complaint in the Sadar police station against a teacher of a public school in Ambala Cantonment for beating their son, studying in Class II, which allegedly caused a minor fracture on his nose bone and injury to ear. According to information, Mr Jayant Gulati, the father of the student, stated that the teacher was instructing his son Nikhil (8) to do some physical exercises. When Nikhil did not follow these properly, the teacher gave him a beating. Nikhil fell down and sustained injuries on his nose and ear. Mr Gulati alleged that the incident occurred at 8.30 a.m. but the child was not provided even the first aid at the school till about 10 a.m. Meanwhile, the Principal of the school, refuted the allegations of Mr Gulati. She said while taking routine physical exercises, Nikhil slipped and sustained injuries. She said the school authorities immediately informed the parents of the student. She said the student was also given first aid in time. Meanwhile, the parents of the students reached the school and took away the child to hospital, she added. Later the police brought
the student to Civil Hospital for conducting medical
examination. According to hospital sources, the report of
the X-ray will be available on Monday. Meanwhile, the
police has entered the complaint of Mr Gulati in daily
diary report (DDR). An FIR would be registered after
getting the report of the X-ray, a police official said. |
CBI takes arms racket probe
easy? CHANDIGARH, May 5 The Central Bureau of Investigation seems to have taken the investigation into an inter-state fake arms licences racket easy. The racket came to light over two years ago. This is the impression one gets from the CBIs correspondence with the Haryana government, seeking its permission to investigate certain aspects of the racket. The agency first wrote to the Haryana government in 1998 seeking the permission to investigate under Sections 6 and 5 of the Delhi State Police and Establishment Act (DSPEA), under which the CBI was set up is required to take the permission of a state government before launching investigations in that state. Sources in the Haryana Home Department say the CBI letter was "vague" and had no specifics. The state government is believed to have written back to the CBI to specify the aspects it wanted to investigate in Haryana along with the names of the officers concerned. Strangely the CBI did not care to reply to Haryanas letter. But it again sought the state governments permission to investigate in 1999. It is surprising why the CBI did not furnish the information sought for by the state government. If the racket had a bearing on the nations security as is being projected now, the CBI should have opened informal channels with the state instead of confining itself to the letter writing and leaking selective information to a section of the press. It was only last month that the state government learnt that the CBI wanted to investigate the offices of licensing authorities of Gurgaon and Faridabad districts for the period from 1994 to 1998. The Haryana government gave the necessary permission to the CBI on April 28 last. According to an official spokesman, a Delhi-based arms dealer allegedly procured fake arms licences purportedly to be issued by the Jammu licencing authorities. It is alleged that the jurisdiction of these fake licences was extended in certain cases to the entire country in some districts adjoining Delhi. The addresses given by the licensees in Haryana were allegedly fictitious. The informed sources say that it is a common practice with certain Jammu-based arms dealers to sell fire arms to gullible defence personnel as well as to arrange arms licences for them. The arms are reportedly sold at a heavy discount. Unsuspecting defence personnel come to know about the fraud committed with them only when they approach the licencing authorities of a particular district for renewal of the licence. In one such incident an Armyman approached the then Deputy Commissioner of Yamunanagar for the renewal of his licence purportedly issued from the district in the mid-nineties. It was found that the licence was fake. The victim told the Deputy Commissioner from where he had bought the weapon as well as got the licence in Jammu. A police party went to that city for investigation. But it came back without accomplishing its mission after it was gheraoed by shopkeepers and other residents of Jammu. Meanwhile the spokesman has denied that the Haryana Government had shielded four District Magistrates and three other officers. He said the question of "sanction for prosecution" would have come only after the case had been thoroughly investigated and a foolproof case had been made out for prosecuting an individual. In the present case the
CBI was yet to complete the investigations. |
Wheat sale: farmers prefer
Delhi ROHTAK, May 5 The wheat arrivals in the district have declined as farmer prefer to sell his produce in Delhi because of better remunerative price. Wheat in the Narela market in the union capital was selling between Rs 620 to Rs 625 per quintal as against Rs 580 to Rs 585 in the Rohtak markets. While Haryana has imposed 2 per cent market fee and 2 per cent cess on the foodgrains marketed in its various mandies, there is no such tax in Delhi. The total arrivals in the 11 procurement centres in the district were 53765 tonnes till May 4 as compared to 50627 tonnes last year. Although traders and farmers are expecting a bumper crop this season, the decline in arrivals have surprised them. Interestingly, two of the 11 procurement centres, Myna and Hassangarh, have not received even a single grain till today. Last year also no wheat was marketed in these two procurement centres. The FCI which had procured 9550 tonnes of wheat in this district last year, has not been allowed to purchase wheat from the markets bordering the union capital. However, the purchase of wheat by the Food and Supplies Department this year is higher as compared to last year. The department has procured till Thursday 8774 tonnes as against only 2722 tonnes till May 4, 1999. The Haryana Warehousing
Corporation, which has also entered the market this year,
has so far purchased 62650 tonnes. The HAFED has
purchased 37692 tonnes and its entire purchases were
lying in the open till date. |
Farmers hold protest SONEPAT, May 5 Representatives of various farmers organisations held a joint meeting here today to voice their protest against the excess filling of wheat by the official procurement agencies, particularly HAFED, after buying it on government account in the mandis and other purchasing centres in this district. By a resolution, the meeting alleged that the staff of official procurement agencies was filling between 100 gm and 150 gm wheat in excess in the gunny bags after purchasing it from the farmers and all complaints made to the higher authorities in this regard have fallen on deaf ears. The resolution pointed out that Mrs Shashi Gulati, Joint Secretary of the Public Health Department, during her recent visit to the markets, had detected this irregularity and ordered suspension of licences of the Sonepat Cooperative Marketing Society and Messrs Rameshwar Dass Jai Kishan for seven days and a departmental inquiry against the District Manager of HAFED but nothing had been done so far. The meeting also alleged that wheat was still being purchased by the Sonepat Cooperative Marketing Society as well as the Rameshwar Dass Jai Kishan firm. The meeting urged the
state government and the district administration to take
a serious note of the violation of the orders of Mrs
Gulati and suspend all officials allegedly involved in
this racket. |
Economic development board set up CHANDIGARH, May 5 The Haryana government has decided to set up a separate department of Economic Development and Infrastructure Development Board as an appropriate mechanism for enacting relevant laws besides facilities investment and establishing a regulatory mechanism to protect the interests of consumers. The decision to this
effect was taken at the first meeting of the Economic
Development Board presided over by the Chief Minister, Mr
Om Prakash Chautala, recently. The Economic Development
Board has been constituted as part of the new industrial
policy of the government. |
Swami opens DD relay centre KARNAL, May 5 Mr I.D. Swami, Union Minister of State for Home Affairs, inaugurated a relay centre of Doordarshan (Metro channel) here today. The minister parried controversial questions as Parliament is in session. Talking about the election of the Chairperson of the Karnal Municipal Council, Mr Swami said the matter would be sorted out amicably with the INLD. Mr Swami, who is in charge of the BJP council affairs in Karnal, said he would consult party councillors on the matter soon. It is learnt that the BJP leadership in Karnal had written to the Deputy Commissioner to immediately arrange for the election of the council president. Mr Ajay Chautala, MP,

Haryana local area tax levied CHANDIGARH, May 5 The Haryana government today imposed a new tax in the state which comes into effect immediately. Know as Haryana Local Area Development Tax, it will be charged at the rate of 4 per cent on the raw material imported by a manufacturer from outside the state if his total imports within a year exceed Rs 10 lakh. An official spokesman said here today that this limit had been fixed so that small manufacturers and contractors were not affected by this levy. He said the liability of the local area development tax would be reduced on prorata basis to the extent of sales tax paid or payable by the dealer on sale of finished products. Information technology industry, export oriented units and units availing tax exemption under various industrial policies had also been exempted from the new tax. The spokesman said no
barriers would be set up to collect this tax. The
importer liable to pay the tax would declare the same in
the quarterly returns submitted to the Sales Tax
Department. |
Sampat slams HVP for financial
crunch GURGAON, May 5 The Haryanas Finance Minister, Prof Sampat Singh, today said that the government was according top priority to improve the financial position of the state. Addressing officers here during his first visit in the district, he charged that the Bansi Lal government had played havoc with the state exchequer and the state was facing a resource crunch when the INLD took reigns of the state. Dwelling on the financial position of the state and the ways the government was resorting to making the economy more buoyant, he said that the Chief Minister, Om Prakash Chautala, thrust on information technology related industry would prove to be an abiding succour in the long run. The IT policy of the government would fetch Rs 100 crore annually to the state. Besides, it would open the scope of employments for a large number of youths, he added. Besides, improving the overall infrastructure, the governments emphasis was on increasing the pace of industrialisation in the state. The Haryana Industrial Develop-ment Corporation (HSIDC), has been entrusted with the job of developing a land bank of 4,000 acres in the areas in Haryana falling under the National Capital Region. He said on account of the liberal attitude of the government, a number of industrialists of repute have shown inclination to do business in the state. He cautioned the
officers not be lax in implementing the orders and
schemes announced by Mr Chautala during "Aap ke
sarkar, aap ke dwaar" programme undertaken before
the last Assembly elections. |
Land Use Board reconstituted CHANDIGARH, May 5 The Haryana government has reconstituted the Haryana State Land Use Board with Haryana Chief Minister Mr Om Prakash Chautala, as its chairman. The Agriculture Minister, Mr Jaswinder Singh Sandhu will be its member. The official members of the board are: Additional Secretary to Government of India, Ministry of Agriculture and Cooperation, nominee of Department of Wasteland Development, Union Ministry of Rural Development, nominee of Ch Charan Singh Haryana Agricultural University, Hisar, Director, Central Soil Salinity Research Institute, Karnal, Haryana, Secretaries of Environment, Agriculture, Irrigation, Finance, Planning. Town and Country Planning, Forest, Revenue, Fisheries, Industries, Rural Development, Development and Panchayats and Administrators of Command Area Development Authority and HUDA. Ex-DSP of Punjab police
dies in mishap ROHTAK, May 5 A retired DSP of the Punjab police was killed when a car in which he was travelling collided with a truck near Meham, 25 km from here, today. According to police sources, the car of the retired DSP, Harbhagwan Singh Sodhi, a resident of Kotkapura in Faridkot district, collided with the truck near Balamba village. It is learnt that he was alone at the time of accident. In another incident, two

Minister flags off relief train KAITHAL, May 5 A special relief train carrying fodder and cattle feed for drought-hit Senar area of Rajasthan was flagged off by the Transport Minister, Haryana, Mr Ashok Arora from the railway station here today. The relief material collected by the Kaithal and Kurukshetra Administration consisted of 900 mt of dry fodder, 450 quintals of cattle feeds and veterinary medicines worth Rs 50,000. The minister thanked the Haryana farmers and voluntary organisations for contributing relief material. Out of the total 41
wagons of relief material, 25 has been contributed by
Kaithal district and 16 by Kurukshetra district. After
the departure of the train carrying huge quantity of dry
fodder still remained on the railway station. The ADC, Mr
H.P. Chaudhary, said this material would also be sent to
the drought affected areas shortly. |
800 Mahila Mandals to get
funds CHANDIGARH, May 5 The Haryana government has set a target to provide financial assistance to 800 Mahila Mandals in the state during the current financial year so as to boost their activities aimed at raising the socio-economic status of the women. Stating this here today,
the Minister of State for Social Welfare, Mr Risal Singh,
said that there were 6698 registered Mahila Mandals in
the state. |
Forestry scheme for 10 districts CHANDIGARH, May 5 A Rs 141.5 crore community forestry scheme is being implemented in 10 districts of Haryana by the Forests Department with the cooperation of the European Union to plant trees on the community land, panchayat lands and the land which is not fit for cultivation in rural areas of the state. The districts being
covered under the scheme are Sirsa, Hisar, Panchkula,
Ambala, Yamunanagar, Kurukshetra, Fatehabad, Bhiwani,
Mahendragarh and Rewari, an official pressnote said. |
Rural development work praised CHANDIGARH, May 5 The Central government has appreciated the schemes implemented by the Haryana Department of Rural Development to improve the socio-economic status of the people by allocating additional funds over and above the entitlement of the state during the last financial year, an official press note stated. A sum of about Rs 93
crore was spent on the implementation of these schemes
during last financial year. The department has geared up
itself to continue the same momentum of activities during
the current financial year, it added. |
