Police denying initial
report AMBALA, March 25 A new controversy has risen in the Ambala suicide case. The relatives of the deceased said they had informed the Model Town police post at about 9 p.m. on the day girls went missing, but, the police had been denying that it was informed. Lalit Salwan, one of the close relatives of the deceased girl, Deepali, said when the relatives of the girls reached the police post to report that girls were missing. The police official at the post noted the details about the girls and also demanded their photographs. Earlier, an INLD leader who visited Mr Om Prakash Narula, father of Deepali, after receiving the news that his daughter was missing, also called the SHO of Baldevnagar police station, who visited the residences of the missing girls. The SHO had himself advised the parents of the missing girls to lodge a formal complaint at the Model Town police post. Mr Salwan said the police official present at the post advised them not to lodge a formal report in hurry and wait for some time. However, he noted down the details on a paper, which in the police language, is called kachi rapat. He said he could not understand why the police post had been denying it. Mr Salwan said at about 11 pm, they received a telephone call from Chandigarh. A person who identified himself as Subhash, told them about the incident. At that time, the parents of the other two girls, Chandni and Chetna, were present at the residence of Mr Narula. After getting the telephone message, all of them immediately rushed to Chandigarh. Some of the relatives of
the deceased alleged that the Chandigarh police was
acting in a partial manner. One of the relatives of
Deepali said a police official advised them to approach
the SDM to stop the post-mortem of the body, but they
refused to accept his proposal. They alleged that one of
the police officials was openly supporting the management
of the guest house. |
Case against former MLA
registered SONEPAT, March 25 The Gohana police has registered a case under various Sections of the IPC Code against Mr Kitab Singh Malik, a former MLA and others, in connection with the alleged kidnapping and looting of Mr Ashok Khurana, an industrialist of Gohana town, on March 18. Mr Khurana, in his statement recorded under Section 164 of the Cr. P.C. in the court of the Sub-Divisional Judicial Magistrate, stated that when he was going towards the office of a transport company for arranging a Canter to send goods to Delhi, some persons approached him in a car and told him that they had arranged the vehicle and Mr Malik wanted him to come to the factory. He got into the car and the occupants showed him a pistol and snatched Rs 20,000 from him. Thereafter, he was blindfolded and taken to an unknown place where the accused succeeded in getting his signatures on blank papers. Mr Khurana said he was let off at a deserted place near Jagadhri by the alleged kidnappers after giving him Rs 50 only so that he could reach home. He reached the bus stand at Yamunanagar from where he informed his parents and relatives about the incident. According to Mr Khurana,
he had purchased a factory situated at Nagar village from
Mr Mahavir Chahel of Jauli village in September last year
and he made the payment of Rs 40 lakh out of Rs 80 lakh
to the Haryana Financial Corporation. Thereafter, a
meeting of the panchayat was held and it was decided
there that he would also make the payment of Rs 26 lakh
more to the Haryana Financial Corporation and the
remaining amount would be paid by Mr Malik in
instalments. |
Chautala promises more potable
water FATEHABAD, March 25 The Haryana Government will try to provide 70 litre per capita per day (LPCD) potable water in the state to meet the growing demand. This was disclosed by Mr Om Prakash Chautala, Chief Minister, while addressing a public meeting at Mahuwala village, after laying the foundation stone of Ding link minor and a water works at Mehuwala village, to be constructed at a cost of Rs 1.20 crore, 15 km from here, yesterday. Mr Chautala said there were 7.5 lakh villages in the country out of which 2.5 lakh villages were not getting potable water. Regarding Haryana he said earlier the drinking water supply schemes were initiated to provide 20 LPCD, but with the passage of time and increase in population the demand for safe drinking water had increased manifold. He said his government was making efforts to provide sufficient potable water and better irrigation facilities to the farming community in the state. Referring to the economic conditions of the farmers the Chief Minister asked farmers to adopt change crop pattern. He said more areas should be brought under sugarcane cultivation as the cotton crop had become unprofitable these days due to attack of various diseases. The government had decided to set up more sugar mills in the state, he added. The Haryana Government was committed to providing transparency in the administration and prompt justice to the people. Since people in a democratic set-up were supreme the government had decided to redress their grievances at their door step he said adding the administration had been told to be responsive to people. The Chief Minister expressed his gratitude to the people of the area for giving clear and massive mandate, during the recent Lok Sabha and Vidhan Sabha elections. The Mehuwala water supply scheme would be executed at a cost of Rs 83.70 lakh. At present the village is getting its drinking water supply from Bhattu. He said 16 new schemes of Rs 4.81 crore had also been approved for the district. The Chief Minister said the Ding link minor to be constructed at a cost of Rs 37 lakh, would irrigate 1090 acres of land of the Dingsara, Mehuwala and Ding villages. While presiding over the

Limited scope for rise in
crop area CHANDIGARH, March 25 The predominance of the agricultural sector in Haryana is responsible for instability in the rate of growth of the states economy due to fluctuations in agricultural production. This has been stated in the latest economic survey of Haryana released during the recently concluded Budget session of the Assembly here. Natural calamities and erratic rainfall often cause substantial loss in crop production which eventually results in fluctuations and instability in the growth rate of the economy, the publication, prepared by the Planning Department of the Haryana Government, says. While stating that agriculture is the "mainstay of more than 75 per cent of the states population", the survey adds that there is a limited scope for increasing the cultivable area in the state. The percentage of the net area sown to the total area of the state has been fluctuating between 81 per cent to 83 per cent since 1984-85, the report says. It adds that the agricultural production can only be increased through enhanced cropping intensity, change in cropping pattern, improvements in seeds of high-yielding varieties and with the availability of better post-harvest technology. While the farmers of Haryana have no problem in embracing the seeds of high-yielding varieties, they are still clinging to the old crop rotation pattern. According to the survey, the agriculture scene in Haryana is still dominated by paddy-wheat rotation. The percentage of the area under these two crops to the total gross area sown in the state has increased from 28 per cent in 1970-71 to 52 per cent in 1998-99. The survey says the paddy-wheat rotation has been causing degradation in soil fertility and further fall in the underground water level, and adds that though efforts are being made to break the dominance of this rotation, yet no tangible result could be made in this regard during 1998-99. The survey also states that the composition of the Gross State Domestic Product (GSDP) disclosed that the share of primary sector (which includes the agricultural sector) in the states economy is on the decline, whereas the share of secondary sector (which includes the manufacturing sector) and the tertiary sector (trade, transport, banking, public administration, education, health etc.) are continuously increasing. The share of the primary sector in the GSDP at constant prices (1993-94) revealed that it declined from 42.8 per cent during 1993-94 to 35.5 per cent in 1998-99. The secondary sector registered a rise of 2 per cent. From 24.3 per cent in 1993-94, its share in the GSDP rose to 26.3 per cent in 1998-99. The maximum rise was in the tertiary sector as its share in the GSDP rose to 38.2 per cent in 1998-99 from 32.9 per cent in 1993-94. The survey adds that due
to bumper productions of wheat and rabi oil seeds, which
compensated for the low productions of rice, jowar,
bajra, barley and gram as well as the commercial crops
like cotton and sugarcane, the GSDP can register a growth
of 6 per cent. |
Teacher alleges harassment KARNAL, March 25 Mrs Kulwant Soni, a senior teacher of St. Theresas Convent here, in a petition to the Haryana Chief Minister, Mr Om Parkash Chautala, has alleged that she was being harassed by the local Municipal Council authorities and a member of the District Grievances Committee. She alleged that on March 22, officials of the council along with policemen descended upon her residence and demolished the wall of the courtyard. They also took away the construction material along with an iron gate. Mrs Soni maintained that
the area on which the wall was constructed was under her
possession for the past 34 years. |
Justice Narang opens court FATEHABAD, March 25 Mr Justice J.S. Narang of the Punjab and Haryana High Court today inaugurated the Additional District and Sessions Court here, fulfilling the long pending demand of the local people in general and lawyers in particular. Chief Minister Om Prakash Chautala, who presided over the function, announced the construction of a judicial complex in due course. Fatehabad district was created in 1996 by the Bansi Lal government. However, in the absence of district courts here, all cases had to be referred to Hisar. Speaking on the occasion, Mr Justice Narang said: "The setting up of the court is not the end, but making them functional is." Emphasising an the need for speedy justice, Mr Justice Narang pointed at the importance of the role to be played by members of the bar. He said: "I am sure the members of the bar shall contribute their very best for the accomplishment of the objective." He thanked the Chief Minister and the Finance Minister "for making the establishment of these courts possible." He also appreciated the role of the Deputy Commissioner and the District and Sessions Judge, Hisar, Mr Nawab Singh, in expediting the task. Mr Chautala hoped the setting up of the court here would help the people of adjoining areas get justice at their "doorsteps". Agreeing with most of the demands put forth by the Fatehabad Bar Association, he said these would be met once the judicial complex was constructed. In has welcome address, Mr Nawab Singh said the Hisar Sessions division was the biggest in the state. He said that as per the instructions of the Punjab and Haryana High Court, 1539 cases pending for more than seven years had been decided by February 29. He said in the Lok Adalats 38,500 cases had been decided. Of these, 119 pertained to banks and 503 to matrimonial disputes. Among others present on

Residents resent HUDA apathy GURGAON, March 25 Due to the indifferent attitude of the Haryana Urban Development Authority (HUDA) in handling the storm water drainage project, there is resentment among the residents of Sector 17-B. President emeritus of the IFFCO Nagar and Sector 17-B Residents Welfare Association Air Commodore A.L. Saigal (retd) said the contractor who was given the contract to construct the storm water drain had not been given any clear-cut instructions from HUDA, nor was there any contract or an agreement in respect of this project. According to the original plan of HUDA was that the store water drain would have a slight detour near the main entrance to the colony so that the construction of the drain did not damage the entire gate with its infrastructure. The detour of the store water drain had to be re-routed through a piece of land belonging to HUDA but was unauthorisedly encroached upon by a couple of residents. Air Commodore Saigal
alleged that the encroachers of HUDA land objected to
re-routing of the drainage though the land did not belong
to them. The work had come to a stand still. |
Haryana declares April 2 holiday CHANDIGARH, March 25 The Haryana Government has notified that April 2 will be observed as a holiday within the jurisdiction or limits of municipal councils, committees and municipal corporation where general municipal election are scheduled to be held on that day with the meaning of Section 25 of the Negotiable Instruments Act, 1881. The municipal councils where poll will be held on April 2 include Ambala city and Ambala Sadar in Ambala district, Yamunanagar and Jagadhri in Yamunanagar district, Thanesar in Kurukshetra district, Kaithal in Kaithal district, Karnal in Karnal district, Rohtak in Rohtak district, Sonepat in Sonepat district, Gurgaon in Gurgaon district, Palwal in Faridabad district, Narnaul in Mahendergarh district, Bhiwani in Bhiwani district, Jind in Jind district, Hisar and Hansi in Hisar district Sirsa in Sirsa district, Panipat in Panipat district and Rewari in Rewari district. Workshop on biogas management HISAR, March 25 The utilisation of non-conventional energy sources should be popularised in the rural areas and their use be integrated with the conventional energy sources for meeting the rural energy demand. This was suggested by Dr. R.K. Malik, Dean, College of Agricultural Engineering and Technology, CCS Haryana Agricultural University, here today. He was addressing the inaugural session of training-cum-workshop on biogas production and utilisation. The training, financed by the Ministry of Non-Conventional Energy Sources, Government of India, and organised by the Regional Biogas as Development and Training Centre is being attended by the field functionaries and officers of the Department of Agriculture, Haryana, involved in biogas programme of the state. Dr Malik said committees at the village-level should be formed with the participation of the local users for the proper utilisation of non-conventional energy sources and local functionaries should act as energy managers. Head, Department of Farm Power and Machinery elaborated
various biogas training programmes being conducted by the
Regional Biogas Development and Training Centre. Prof
M.K. Malviya, principal Investigator of the biogas echomo
explained various biogas plants and their comparative use
under different situations. Prof V.P. Behl, while
proposing a vote of thanks elaborated various constraints
in the popularisation of biogas technology in the rural
areas. |
Attach HSEB property: court ROHTAK, March 25 The local court had ordered attachment of the property of the Haryana State Electricity Board (now known as Haryana Vidyut Prasaran Nigam) in connection with a case filed by its former employee. According to information, petitioner Prem Singh, who retired as Assistant Foreman from the board on December 31, 1993, was denied payment of gratuity and provident fund on time. While the board started to release pending payment through instalments soon after the case was filed, the department could not release the whole amount by March 25 as ordered by the court on February 12.
