34 cr budget outlay for MDU

KARNAL, March 22 — The Haryana Government has requested the CBI to enquire into a case relating to alleged assault on Mr Parveen Kumar, local correspondent of the Dainik Mazdoor Morcha of Faridabad. The State Government has sent the case to the CBI on a complaint made by the National Human Rights Commission.

34 cr budget outlay for MDU

ROHTAK, March 22 — Although Maharshi Dayanand University has prepared an outlay of Rs 45.58 crore for the coming financial year, its Finance Committee and the Executive Council have approved a budget of about Rs 34 crore only.

The meetings of the Finance Committee and Executive Council were held yesterday at Haryana Bhavan, Delhi. Mrs Anita Chaudhary, Commissioner, Rohtak Division and Vice-Chancellor of the university presided over the meetings.

According to budget estimates, the state government would provide Rs 12 crore and Rs 1 crore as grants-in-aid under the non-Plan and Plan side, respectively, during 2000-2001.

Further the state government has made a provision of Rs 4 crore towards arrears on account of revision in pay scales of teaching and non-teaching employees. The budget estimates show an increase of Rs 681.15 lakh under the head of “salary” during 2000-2001 as compared to the closing on March 31.

The Finance Committee has, through a resolution, urged the state government to increase the grant under the non-Plan budget from Rs 12 crore to Rs 14 crore to take into account the full impact of the revision of pay scales. The University plans to earn 17 crore from its internal sources.

It further resolved that the government be requested to fund all state universities on the basis of a uniform criteria on a long-term basis keeping in view the sanctioned posts in each university.

The Finance Committee has also requested the state government to provide Rs 3 crore grant instead of Rs 1 crore on the Plan side. The pay scales of the teaching staff promoted under the merit promotion schemes (MPS) are yet to be revised.

The budget estimate for the coming financial year show an in crease of Rs 409.47 lakh under the head of “TA, remuneration and other charges” in comparison to the revised budget estimates of the current financial year.

During the current financial year, the university has reduced its expenditure under the Plan side to the tune of Rs 316.07 lakh against the budget provision of Rs 801.53 lakh. Owing to the financial crunch, the university mainly reduced its expenditure of continued construction works on the campus. The savings under the Plan side have been utilised under the non-Plan side.

Though the university is dependent to a large extent on grants-in-aid from the state government, it had generated substantial resources by introducing B.Ed. through distance education. During 1995-96, the university had earned Rs 1540 lakh from the distance education schemes as against Rs 818.50 lakh received from the government as grants-in-aid.

These internal resources were then utilised to finance the developmental activities of the university. Despite this, the required infrastructure, as per the university Master Plan, is yet to be created and it needs more than Rs 100 crore.

However, from the 1996-97 session, the UGC and NCPE have imposed restrictions on admission to B.Ed. course. As a result this, an important source of revenue has almost dried up. Similarly, the admission to M.Ed. course through distance education have been discontinued from the current session.

Ganaur shopkeepers observe hartal

SONEPAT, March 22 — Shopkeepers of Ganaur, a subdivisional town in this district, kept their shutters down yesterday to register their protest against the killing of a youth, Pawan Kumar (18), and inefficiency of the police to apprehend the culprits.

According to a report, irate residents took out a procession and raised slogans against the police and the administration. They also blocked traffic near the bus stand, resulting in a traffic jam. The traffic blockade was lifted only after the authorities said that the SHO of Ganaur police station had been placed under suspension and that the culprits would be booked.

The case has been handed over to the CIA staff.

The body of Pawan Kumar was recovered by the police on the Ganaur-Garhi Jhinjhara road in a decomposed condition yesterday. The youth had been missing since March 6 and the police had recovered his scooter from a cycle stand on March 13. Two persons Dharamvir and Yad Ram, were taken into custody for interrogation but were later let off.

The victim was employed at Raju Video Parlour, Ganaur. He had been sent along with another youth, Mycle (20), for installing a VCR on March 6. When he did not return, an FIR was lodged with the police.

Probe assault on scribe, CBI told

KARNAL, March 22 — The Haryana Government has requested the CBI to enquire into a case relating to alleged assault on Mr Parveen Kumar, local correspondent of the Dainik Mazdoor Morcha of Faridabad. The State Government has sent the case to the CBI on a complaint made by the National Human Rights Commission vide their letter No. 7/24/96-LD dated July 24, 1998, on the complaint of Mr. Parveen Kumar. The journalist had represented to the commission that the police was not taking any action on his complaint registered vide FIR No. 1115, dated December 4, 1996, in police station city Karnal. The case was registered under Sections 307 and 34, IPC and also under the Arms Act in the city police station.

In the complaint, Mr Parveen Kumar had alleged that he was attacked by some goons at the instance of some senior police officials. It was further alleged in the representation to the commission that the police was not conducting a proper inquiry into the case under pressure from some high-ups in the police.

The commission had referred the matter to the Haryana Government. As per a confidential letter written by the Financial Commissioner and the Secretary the state government has appealed to the Union Home Ministry to issue instructions to the CBI in this connection. The state government has also requested for immediate investigation in the case.

Work on dam gains momentum

YAMUNANAGAR: The long-pending demand of Chhachhrauli residents has finally taken shape.

The century-old Pathrala Dam, popularly known as 60-Dara, has been completely dismantled and a new bridge-cum-dam is fast coming up at the same site.

Work was started during the Chief Ministership of Mr Om Prakash Chautala.

It was astonishing to find eight piers coming up within a short span of time. The new dam will have 22 steel gates, each with a width of 26 ft., instead of 60 wooden gates of 10 ft width. The old bays of Pathrala Dam were too narrow as a result of which uprooted trees used to clog the dam which, in turn, resulted in breaches to embankments upstream causing dislocation in irrigation and drinking water supply to Haryana and Delhi.

The work on the Rs 20-crore project, aided by the World Bank, is going round the clock and it is expected that the Irrigation Department would complete the work ahead of schedule.

With the construction of this dam, decks have been cleared for the construction of the Dadupur Micro Hydel Project, which can generate 4.5 MW of power and stop flooding by the river.

17 PDS dealers’ licences cancelled

CHANDIGARH, March 22 — The Haryana Government has cancelled the licences of 17 erring public distribution system (PDS) dealers besides forfeiting security amounting to over Rs 47,750 of 77 erring dealers in February last. As many as 221 licences have been cancelled and security of 1908 dealers amounting to Rs 8.38 lakh have been forfeited in the 11 months of the current financial year.

Stating this here today, a spokesman of the Food and Supplies department said to ensure an effective check over the fair price shops, village-level committees of panchayat members and others were functioning in the state to supervise the distribution of controlled commodities.

He said the government had opened 232 new fair price shops for ensuring proper distribution of PDS items till February in the current financial year. Of these, 60 were in urban areas and 172 in rural areas.

Civic poll: parties adopting nominees

FARIDABAD, March 22 — All major political parties including the Congress, the BJP and the INLD which had decided not to field their candidates for contesting the April 2 local municipal corporation election have now started extending support to the aspirants.

The process of adopting candidates was first started by the ruling INLD and the BJP. It was soon followed by the Congress which decided to extend support to only 15 candidates in the house of 25.

It is now certain that INLD and BJP candidates would face each other in a number of wards despite the fact that they had an electoral alliance in the last Lok Sabha and Vidhan Sabha elections. This indicates that chinks have appeared in the relations between the two parties.

People at large are be cool to the campaign due to repeated elections though door-to-door canvassing has been intensified.

Meanwhile, the district administration has turned a blind eye to the election code which is being openly violated. Posters have been pasted in large numbers on government and private buildings and there is no time limit on the use of loudspeakers. Liquor and money is also being distributed specially in jhuggis.

‘Top priority’ to Hisar, Sirsa dists

ROHTAK, March 22 — Dr Raghbir Singh Kadian, Cong MLA from Beri in Jhajjar district, has alleged that the Chautala Government had given ‘top priority’ to Sirsa district in the budget ignoring other districts, including those in south Haryana.

Talking to newsmen here yesterday Dr Kadian described the budget as lopsided and said all important districts, including Rohtak, Sonepat, Jhajjar, Jind, Narnaul, Gurgaon and Mahendragarh, had been sidelined in the matter of development schemes and programmes in the budget. He claimed that the budget had allotted several projects to Hisar and Sirsa districts at the cost of other districts.

Ved Pal chief of NCP kisan cell

KARNAL, March 22 — Mr Sharad Pawar, President of the Nationalist Congress Party, NCP, has appointed Mr Ved Pal, President of the Haryana unit of the party as chairman of the kisan cell of the Nationalist Congress Party with immediate effect.

As per a letter sent to the state party headquarters here by Mr Tariq Anwar, general secretary of party, Mr Ved Pal has also been appointed as a permanent invitee of the working committee of the Nationalist Congress Party.
