recommendations suggesting the rotation of
the chief ministership between Jammu and Kashmir. The
commission had also recommended that in case the Chief
Minister belonged to the Kashmir valley a leader from the
Jammu region be appointed as Deputy Chief Minister and
the vice versa. Releasing
the party agenda here today the Congress spokesman, Mr
Amrit Malhotra, said his party would strive to ensure
that Article 370 of the Constitution, which gives to
Jammu and Kashmir a special status, was neither
abrrogated nor diluted. But at the same time the party
was in favour of full integration of the state with the
Indian Union.
Mr Malhotra said the
Congress was for appointment of a Lok Pal whose
jurisdiction needed to be extended to Jammu and Kashmir
so that even the high office of the Chief Minister came
under its purview. He said the party demanded a
commission to probe into the amassing of wealth by the
politicians. This could be done by making an assessment
of their moveable and immoveable properties.
The Congress would
introduce new Panchayati Raj in the state in accordance
with the 73rd amendment to the Constitution. He said the
state Act would further centralise powers of the district
boards.
It has promised to
strengthen the state human rights commission by including
reputed activists on the commission and wanted adequate
compensation for the victims of agencies that had
perpetrated violence and excesses.
The Congress has
supported the demand for regional autonomy but has
demanded the release of the original report submitted by
the committee on regional autonomy headed by Mr Balraj
Puri so that people could understand the difference
between the two reports.
