High Court
UT asked to give reasons for
security withdrawal to informer

Tribune News Service

CHANDIGARH, Oct 12 — The Punjab and Haryana High Court today directed counsel for the Chandigarh Administration to give reasons that prompted the Administration to withdraw security to Mr Surinder Sharma, a painter in Sector 7, who had given information to the police about the alleged assassins of Mr Beant Singh, former Chief Minister of Punjab, on August 31, 1995.

Mr Justice G.S. Singhvi and Mr Justice M.S. Gill, who handed down this order, called upon senior counsel of the Union Government to appear before them tomorrow to assist the court in the case.

In a petition Mr Surinder Sharma had stated that the Chandigarh Administration had withdrawn security to him. He said he was facing threat from those against whom he had deposed in court in the Beant Singh assassination case.

Mr Sharma told the court that on reading an advertisement in papers, he had approached Sub-Inspector Ram Kumar to give information and win an award of Rs 10 lakh announced by the Administration. It was he who had identified Lakhvinder Singh and Gurmeet Singh.

The painter claimed that he was promised a job as his business had suffered a set back after he identified the suspects in the case.

The Bench enquired from counsel of the Administration of the manner in which the award money was disbursed. It asked why a part of the award money was given to Sub-Inspector Ram Kumar? The Judges asked CBI's counsel to give them a complete list of the recipients of the award money.

The Chandigarh Administration contended that security to Mr Surinder Sharma was withdrawn while reviewing the same to various persons in the city. The decision was taken when Mrs Kiran Bedi was the Inspector-General of Police.

The Administration's counsel told the court that Mr Surinder Sharma was not given a job because the defence could construe it as an inducement and use it against the prosecution.

Mr Justice Singhvi observed that in Haryana a person who had been convicted in a murder case had been provided security. He described the action of the Administration in withdrawing the security of Mr Sharma as "arbitrary."Back
